1. Chapter one: proposal

1.1 Introduction

Notice board has been a common method of getting written communication in public places
such as schools, hospitals, colleges and train station. Several types of notice boards have been
proposed to enable easy communication. The most popular notice boards are pin boards and
write mark boards. The problem with these boards is that they cost money in printings and
buying marker pens. Also, use of papers if not managed properly may cause environmental
pollution. In addition, there exist wireless electronic notice boards. These displays are small
and limited to number of characters that can display at once.
The Online Notice Board System is intended for colleges and institutions where
information and file sharing on regular basis plays vital role in the performance. The
proposed system will act as an online notice board which will make use of the modern
communication methodologies and techniques for information flow. The system is planned
to consist of various useful features
.
The proposed system purposes to create a policy for distributing notice, sharing
information and files between the members of the institution and any external people that
can be communicate with that institution. Different users shall have different level of access
to the content. In the context of a college, there shall be two users of the software
administrator and user. The administrator shall be able to issue notice, upload files, and
view gust activities on the software whereas a user will simply be able to view public
notices.
1.2 Background of the project
Communication in public places is a very important in giving information to concerned
people. Many methods are being used to communicate, the most common method being
through the traditional notice board where notices are being typed, printed and pinned on
the board. Also, the information to be conveyed can be written on the write mark board.
These methods are time consuming and more mechanical. In addition, there exists
electronic notice board which uses small displays such as 16x2 displays. These displays can
support very short messages. There is a need now to have a system that will support longer
messages, save time and that will reduce printing costs.

1.3 Statement of the problem
As an organization grows having the number of departments like (HRM,
PPM, Cooperate Finance and others) in colleges, interaction and
communication becomes one of its biggest challenges. Poor communication
and coordination with work units.
Lack of complete information creates communication gap among work units.
Circulation is transverse from office to office is paper based because they
have not modern IT based communication and integrated.
Most of the operations are manual; there is a delay in the reaches to the users
Keys of information (no interacting and sharing of information among the
department and other related departments).
So the purpose of this industrial project is to overcome the above problems as much as
possible

1.4 Objective of the project


1.4.1 General objective
The general object of the Online Noticeboard project is to create a fully functional
online noticeboard system which will efficiently handle all given tasks.

1.4.2 Specific objective


To create a user-friendly interface.
To develop and manage a proper database system to ensure data safety and proper
management.
To allocate various levels of users and have proper validation.
To reduce manual and paper based notice board
Satisfy the customer needs.
To achieve cost control and low working capital.
To have a central database.
To have their information system

1.5 Significant of the project

The main targets of the project is to justify the problem which are found on the existing
system. Because of the existence of the new system the paper notice board system changes
into to automation system. After developing the new computer based system:-
Reduce the amount of resources that are wasted.
Keeping information safely.
Reduce the number of workers that are required to do the task..
Accessing informations in fast way.
Increased accuracy and availability.
Increased the speed to perform the information
No compromise of data loss.
Need a little knowledge to operate the system.
Very easy to find the employees.
Centralize all information of the campus

1.6 Scope of the project

1.7 Methodology

This part deals about the method of data collection, source of data, and how the data will
be organized and analysed. To get the precise data from the organization we used the next
data collection methods.

1.7.1 Data gathering technique

To develop the project the main task is to collecting required and detailed data and
preparing them for analysis the next phase. For this reason the team member gathers data
about the online notice board system, rules and regulations, working procedures and
problems in the institution.

To get the correct information there must be used data collection methods. The following
techniques are used:-

Observation: - the team members of the project observe to know how the notice
board and user are registered, how the notice is seeing.
Interview:-the additional data would be gathered through the technique of
interview, through this technique we get different informations from the current
workers of the organization. The project team interviews to know how many user
one satisfy by current notice board , what types of problem are occurring during
posting the notice. .
Document analysis:-another technique is collecting the information from manually
operated forms to know how the existing system works. These documents help to
know the current system form of notice board, etc.

1.8 Limitation of the project
1.9 Risk management and analysis
Performance Risks
The software performance may be disadvantaged due to various factors like unresponsive UI and
failure to execute given command(s). One of the factors for these can be a large-sized front end,
which can be corrected by making a lightweight UI. The other reason for this can be poor internet
connection or client-side faults, and are outside the control of the developers.
The use of a middleware also hampers the performance so it is advisable to design the system such
that front and back end can communicate directly.

Safety Risks
Another risk with the system is the safety of the user data. The user data may be lost or corrupted if
not for proper management and storage. This can be negotiated by using reliable databases in the
back end.

Security Risks

A major risk in the system is the security of user data as well as their personal information. Firstly,
the user authentication will have to be very stringent. The communication between UI and database
should be secure. The database itself should be secure and measures like hashing and password
protection should be used. The users private information should never be accessible without the
express permission of the user in question.

1.12 Feasibility Analysis


Technical Feasibility
The software is to be developed using C#, Java, PHP, CSS, XAML and MySQL, which are all
readily available. Also, the team members have sufficient programming and related knowledge
which will enable us to learn and adapt to these specific languages and platforms easily. Thus we can
see that the project is technically feasible.

1.12.1. Economic Feasibility


The program uses programming languages whose IDE are freeware. One exception to this is the
Visual Studio 2012, which is needed for the supplementary app development. But this software is
provided free of cost by the MIC Nepal. Further costs for this project are the costs of online domain,
space and database and registering and uploading the apps in the respective market, which is
expected to be covered by the college. The remaining cost is that of training the developer team in
the particular language and/or platform, which is minimal. So the project is economically feasible.

1.12.2. Operational Feasibility
The software requires very little specific environment to run. Only the apps require their environment
to run, i.e. Windows 8 and Android. As a staggering majority of the PCs in the world are based
on Windows OS and many mobile devices operate on Android, this cannot really be considered
a need. The software will be extremely user-friendly, removing the need for specifically trained
employees. Similarly, the cost of buying the rights and the maintenance cost will not be very high for
the client. So the software is feasible for operation.

1.12.3. Legal Feasibility


The developers will obviously use no illegal means or methodologies in the development process of
the system. The software will be built and operated abiding by the Cyber and other applicable laws
prevailing in the country enforced by the Government of Nepal. The user will be held responsible for
only the data they enter to the system. In case of international users, they will be subjected to the
applicable laws in that country. So the software has no legal barrages.
