EXPLANATION OF SCORING

For each bill, legislators are evaluated on whether they voted with the pro-environment position (+) on the bill or
against it (-). For bills that the environmental community supports, a YES vote is a + and a NO vote is a -. For
bills that are opposed, a NO vote is a + and a YES vote is a -. The votes are then tallied and an overall score is calculated.
For instance, someone who voted pro-environment on six bills and against on four bills is given a 60% score.

The only votes not counted are those when a legislator had an excused absence (noted in the chart as A or "E"), which
generally meant that the legislator was not in Springfield on that day due to an illness or other unexpected circum-
stances. Legislators who had absences were scored according to the other votes they cast.

Two other voting possibilities are included. On occasion, a legislator may vote Present, which is essentially an
abstention. We typically have counted these votes the same as a no vote on the bill, because the impact on the bills
potential to pass is the same as if that legislator had voted no. These are shown in the voting chart as P and counted
the same as a + when it helps the pro-environment position, and shown as p and counted as - when it hurts.
Similarly, when a legislator is in Springfield but does not vote on a bill, we have counted it the same as a no vote
on the bill. This is noted in the chart as NV and counted the same as a + when this action supports the
pro-environment position. It is noted as nv and counted as - when it does not support the pro-environment position.

Legislators have many reasons for voting Present or for not voting at all. They may vote Present because of a philosophical
conflict on the issue, or simply because they dont want to commit publicly one way or the other. They may miss a
vote because they were in an important meeting, were in the bathroom at the time of the vote, or were at their desk
but decided not to vote. Regardless of the reason, all of these actions have significant consequences for whether or
not a bill passes, and therefore we have decided that it is appropriate to hold legislators accountable for their actions,
whatever they may be.

HB2831: PROPERTY ASSESSED CLEAN ENERGY ACT - SUPPORT
Sponsors: Rep. Lou Lang and Sen. Karen McConnaughay
HB2831 allows local governments to create their own property-assessed clean energy programs and issue low interest
bonds to finance clean energy projects.
HB2831 passed the House by a vote of 73-28-0 and the Senate 53-0-0.

SB71: NEW PUBLIC UTILITY WIND PROJECTS - SUPPORT


Sponsors: Sen. Don Harmon and Rep. Lou Lang
SB71 removes certification requirements for new, utility-scale wind projects, which makes it easier to build these
projects under the Future Energy Jobs Act.
SB71 passed the Senate by a vote of 47-3-0 and the House 113-0-0.

SB1029: NATURAL AREAS STEWARDSHIP ACT - SUPPORT


Sponsors: Sen. Jason A. Barickman and Rep. Thomas M. Bennett
SB 1029 promotes stewardship of Illinois natural resources by allowing Natural Areas Acquisition Funds to be used
on stewardship activities in addition to land acquisition.
SB1029 passed the Senate by a vote of 55-0-0 and the House 108-0-2.

HB685: MILKWEED CLASSIFICATION - SUPPORT


Sponsors: Rep. Anna Moeller and Sen. Melinda Bush
HB 685 would prohibit counties and municipalities from classifying milkweed as a noxious or exotic plant.
HB 685 passed the House by a vote of 114-2-0 and has moved to the Senate.

HB2568: STATE WILDFLOWER - SUPPORT


Sponsors: Rep. Anna Moeller and Sen. Melinda Bush
HB2568 makes milkweed the official wildflower of Illinois.
HB2568 passed the House by a vote of 101-8-0 and the Senate 45-8-1.

HB3399: BOBCAT HUNTING - SUPPORT


Sponsors: Rep. Sara Feigenholtz and Sen. Don Harmon
HB3399 bans the hunting and trapping of bobcats in many parts of Illinois, and limits the number of bobcats that
can be killed in the parts of the state where its allowed.
HB3399 passed the House by a vote of 78-27-0 and the Senate 52-1-0. It also passed in House concurrence votes.

SB1417: RECYCLING E-WASTE - SUPPORT


Sponsors: Sen. Pamela J. Althoff and Rep. Natalie A. Manley
SB1417 requires manufacturers to provide e-waste programs to transport and recycle residential electronic devices
through a convenience-based standard. These programs are to start in 2019.
SB1417 passed the Senate by a vote of 49-0-0 and the House 80-23-0.

SB1420: COOKING OIL COLLECTION - SUPPORT


Sponsors: Sen. Chris Nybo and Rep. Peter Breen
SB1420 exempts non-profit organizations and government entities that collect cooking oil in collection drives from
the public from registration, licensing, fee, and reporting requirements.
SB1420 passed the Senate by a vote of 54-0-0 and the House 109-0-0.

SB1456: POLLUTION CONTROL FACILITIES - SUPPORT

SB1456 allows food scrap at certain landscape waste transfer facilities to improve food scrap composting infractructure.
SB1456 passed the Senate by a vote of 58-0-0 and the House 107-0-0.

HB3063: COTTAGE FOOD PRODUCTS - SUPPORT


Sponsors: Rep. Will Guzzardi and Sen. David Koehler
HB3063 expands cottage food operations by removing previous restrictions on non-hazardous foods.
HB3063 passed the House by a vote of 114-0-0 and the Senate 54-0-0.

SB1294: INDUSTRIAL HEMP - SUPPORT


Sponsors: Sen. Toi W. Hutchinson and Rep. Lawrence Walsh, Jr.
SB1294 would allow the Department of Agriculture to license those interested in cultivating industrial hemp,
a sustainable agricultural commodity.
SB1294 passed the Senate by a vote of 55-0-0 and is now in the House.

HB2820: FARMERS MARKETS - SUPPORT


Sponsors: Rep. Steven A. Andersson and Sen. David Koehler
HB2820 provides uniform food safety and sanitation rules for farmers markets in response to complaints from
vendors that the previous rules were overly burdensome and inefficient.
HB2820 passed the House by a vote of 113-2-0 and the Senate 53-0-0. It also passed a House concurrence vote.

SB1337: STORMWATER MANAGEMENT - SUPPORT


Sponsors: Sen. Sue Rezin and Rep. Mike Fortner
SB1337 would authorize counties to adopt stormwater management plans by referendum and allows county boards
to use new policy tools to mitigate the effects of stormwater runoff.
SB1337 passed the Senate by a vote of 42-6-0 and is now in the House.

HB2880: CONSTRUCTION DEBRIS LANDFILLS - OPPOSE


Sponsors: Rep. Daniel V. Beiser and Sen. Michael E. Hastings
HB2880 aimed to remove permitting requirements from land transfers of quarries used as landfills for clean
construction and demolition debris, putting groundwater at risk.
HB2880 passed the House by a vote of 110-2-0 but failed in the Senate with a vote of 29-25-1.

HB659: WATER RECLAMATION - SUPPORT


Sponsors: Rep. Elaine Nekritz and Sen. Bill Cunningham
HB659 provides for a nutrient trading program that aims to improve water quality in Illinois. The program should
give preference to projects that benefit low-income or rural communities where quality improvements can be made.
HB659 passed the House by a vote of 102-0-0 and the Senate 56-0-0.

HR490: CLIMATE ALLIANCE RESOLUTION - SUPPORT


Sponsors: Rep. Robyn Gabel and Sen. Heather Steans
HR490 urges Governor Rauner to join the U.S. Climate Alliance.
HR 490 was adopted by the House by a vote of 54-29-0.
SR655 passed unanimously in the Senate by a voice vote.
