HIVE

1. I want to download the eBudget for LGUs. What should I do?

1. Go to www.lgu360.com/hive
2. Click Sign-up link and fill-out the form.
3. Wait for the approval of your assigned regional representative. You will be notified thru email.
4. Verify/activate your account when you received the notification.
5. Log In your hive account credentials
6. Go to Downloads
7. Locate the version that you wish to install (Trainers or License Version) and click Download
button.

2. I already downloaded the eBudget for LGUs. What should I do next?

Please follow the video tutorials on the http://www.lgu360.com/hive to download, install, and
activate.

3. I think that my registration in the LGU 360 Hive is not approved yet. What should I do?

Please contact your assigned regional representatives to follow-up on the status of your
account.

4. Im trying to activate my account, but the link provided to me thru email leads me to a blank
page.

The link will only lead to a blank page if the account was already activated. Please try to access and log
in your account at http://www.lgu360.com/hive

1. I am a regional representative and currently handling multiple regions, can I use only one hive
account for all of my regions?

No. You need to sign-up one hive account per region.

E-BUDGET FOR LGUs

1. I am using Windows Vista/7/8/10 and Im not sure if Im using the correct administrator
account in my PC. How do I make sure that Im using the main administrator account?

Access the link below to enable the hidden administrator account for windows, then install the e-
Budget system using the admin account.

(Note that this link refers to Vista, but this also works on Windows 7, 8 and 10)

2. Can I install the licensed version in the same machine where the trial version is installed?

Yes you can install it in the same machine, but you have to uninstall the trial version first before
installing the licensed version.

3. The e-Budget installer is requiring an important.txt file. What is it for and where can I get the
file?

The important.txt file contains the LGU information that is necessary for the license activation. This
file should be generated by the LGUs Budget Officer from the LGU 360 Hive.

To download and generate,

1. Login your account at http://www.lgu360.com/hive/

2. Go to My Account, then click the the generate important.txt icon in the action
column
3. Extract the downloaded zip file
4. Copy and paste important.txt in your C:\ drive
5. Install the e-budget application.

4. Why cant I install the eBudget even if my computer already has 8GB of RAM?

The initial installer developed requires 8GB of RAM. However, it was discovered that the computers
operating system is using some of the installed memory which causes insufficient memory error.
Please download and install the latest version of the installer to which we lowered the memory
requirement of the eBudget to at least 7GB.

5. I can't proceed to the installation due to MSVCR110.dll missing error. What should I do?

MSVCR110.dll is the Microsoft Visual C++ Redistributable dll that is needed for projects built with
Visual Studio 2011.

In order to install the Apache and MYSQL, this file is needed. This error appears when you wish to run a
software which require the Microsoft Visual C++ Redistributable 2012. The redistributable can easily be
downloaded on the Microsoft website as x86 or x64 edition. You need to install either the 32 bit or the
64 bit version depending on the software that you wish to install.

After installing this, reinstall the e-Budget system

6. I encountered the error, "The application was unable to start correctly (0x000007b). Click OK
to close the application". What should I do?

This is not an installer error. This error message may occur when the Microsoft Visual C++
Redistributable Package is not properly configured. Solving this error requires a technical knowledge
and can cause damage on the computer if not properly done. We advise you to use another computer
to install the system.

7. I think that the installer that I downloaded is corrupted. What should I do?

Please make sure that your internet connection is stable. Once confirmed, re-download the installer
from The 360 Hive.

8. Theres an error displayed on the black screen during my installation It says, Database
cannot be loaded. What should I do?

Please download and install the latest version of the installer from the LGU 360 Hive.

9. Where can I download the patch?

1. Log in to http://www.lgu360.com/hive.
2. Go to "Downloads"
3. Click the Attachments button under the eBudget for LGUs Powered by LGU 360
(Licensed), and a modal window will appear.
4. Download the latest eBudget patch and make sure that you have a stable internet
connection.

10.Why cant I activate my license?

Please make sure that you are activating the license version and not the trainers version of the
system. Only the license version can be activated.

11.Im sure that I installed the license version and not the trial, but I still cannot activate the
eBudget. What should I do?

Kindly provide us the following details.

1) Your LGU
2) Registration Key
3) License Key
4) Details inside the "important.txt" that youre using to activate your license.

NOTE: You must activate the license only in the production environment. Only one license per LGU is
provided.

12.How can I access the e-Budget system in other computers?

The server and other computers should be connected on the same network. The e-Budget System can
be accessed via web browser by typing http://localhost:3601/lgu360 in the address bar if youre using
the machine where you installed the system or http://SERVERIPADDRESS:3601/lgu360.

Ex. If your servers IP address is 192.168.192.1 the url of eBudget should be


http://192.168.192.1:3601/lgu360

13.The installation is successful and I have not encountered errors but I still cannot access
http://localhost:3601/lgu360

Kindly check the following services: Apache360, MySQL360, Node360.

To check the services,

1. Type "services.msc" in your windows search.


2. If the status of one of the the services is not running, right click on it then choose
start.
The Apache360 is not running, what should I do next?

Check .NET Framework version, it should be v4.5. If its already updated, unfortunately it is the
computer's registry problem and we do not advise altering it. Incorrect use of the Microsoft Windows
Registry Editor may cause serious problems with your computer, including general operating system
corruption, and inability to boot. The other possible cause is that another Apache webserver is
installed. If this is the case, please check with your technical personnel as we only recommend
dedicated machine for the eBudget System.

The MySQL360 service is not running, what should I do next?

Check if another MySQL service is already installed. If this is the case, please check with your technical
personnel as we only recommend dedicated machine for the eBudget System.

14. Why cant I login to the e-Budget system?

Note that you cannot use your 360 Hive account credentials in the e-Budget system. You must use the
eBudget for LGUs built-in account with the following credentials.

Username: lguadmin
Password: LGU360admin

NOTE: This account will serve as the administrator of the e-Budget system. Please give this to your
trusted employees only. DO NOT ALTER or EDIT the administrator account. Use the admin account to
create another set of users.

15.Where can I download the e-Budget Manual?

Please login at http://www.lgu360.com/hive, then go to Downloads.

Under the eBudget for LGUs Powered by LGU 360 (Licensed), click the Attachments button, and a
modal window will appear. Download the manual on how to use the system (DBM_E-
BUDGET_LGU360_USERS_MANUAL_v1.0_20160623.pdf).

16.The permission was properly set, how come all of the add buttons are still missing in every
form?

Please download the latest issue patch in The 360 Hive site.

To download,

1. Log in to http://www.lgu360.com/hive.
2. Go to "Downloads"
3. Click the Attachments button under the eBudget for LGUs Powered by LGU 360
(Licensed), and a modal window will appear.
4. Download the latest eBudget patch and make sure that you have a stable internet
connection.

17.Why is the data entry for Program/Project/Activity in PPMP disabled?

Please note that the AIP needs to be approved first before you can use other forms.

18.The salary entered for the budget year exceeds the authorized rate.

This is not a system bug. Make sure you have enough amount allocated under Salaries & Wages
Regular in LBP Form 2.

19.Can I sort the list of data using multiple columns?

Press Shift + Left click mouse.

20.I have already entered all the programs, and the said programs are already available in the
AIP, but not in LBP Form Nos. 2 and 4

LBP Form No. 2 and LBP Form No. 4 are being prepared by the Department Head. Make sure that the
account that you're using has a Department Head role. You must also check the office assigned to
the user account that youre using, it should be the same as the designated implementing office of the
specific program. Kindly check the e-Budget manual for the form dependencies. You can download the
manual at http://www.lgu360.com/hive.

21.On LBP Form No. 3, the amount field is disabled.

The salary rate is based from the salary schedule that you had setup. Upon choosing the salary step
and salary grade, the salary rate will be automatically displayed. Salary rate also depends on the LGU
class and LGU type.

To check if your LGU class and type are correct,

1. Click the gear icon located at the top of the e-Budget system
2. Click Settings.
3. Click the LGU Profile tab.
4. Update the LGU class and the LGU type if incorrect.

22.No PPA displayed when clicking the dropdown list from LBP Form Nos. 2A and 4

Make sure that the AIP is already approved. Also, LBP Form 2A and 4 are per office. The implementing
office of the program should be the same as the office assigned to the logged-in user.
