Environmental Management Systems

&
ISO 14001
Objective

To introduce the concept of environmental

management and certification systems available
Current approach ..
Ignorance..
Just dealing with the complaints..
Mere compliance...
At best, deal with environmental impact at
the construction stage
Remember the bigger picture?
Why an EMS for construction
industry?

Need a method to identify real environmental

interactions and reduce their impacts.

Environmental Management Systems provides

a systematic way to deal with environmental
interactions
Environmental Management
Systems (EMS)

EMS is the part of an organisations management

system that deal with the organisations
interaction with environment. (ISO 14001)
Environmental Management
Systems (EMS)...

An organisation would be better prepared for

emergency situations when it has a proper EMS.

An organisation can have its own EMS, but for

certification a standard EMS must be implemented.

ISO 14001 is such an EMS.

ISO -14001, 14004

ISO 14001 describes EMS requirements

support techniques

ISO -14001
Unlike previous environmental regulations,
which began with command and control
approaches, ISO 14000 was based on a
voluntary approach to environmental
regulation.

ISO 14001
EMS standards describes the PROCESS of making
management system, not environmental performance.
These standards do not tell organisations what
environmental performance they must achieve (besides
compliance with environmental regulations).
Instead, the standards describe a system that will help an
organisation to achieve own objectives and targets.

4.4.5 Control of Documents
The organisation shall establish, implement and
maintain procedures to
a. approve docs for adequacy prior to issue
b. review and update as necessary and re- approve documents
c. ensure that the changes and the current revisions are identified
d. ensure that the relevant versions of applicable docs are available at the
points of use,

f. ensure that the documents of external origin determined by the
organisation to be necessary for the planning and the operation of the
eMS are identified and their distribution controlled and,
g. prevent the unintended use of obsolete docs and apply suitable
identification to them if they are retained for any purpose.
4.4.6 Operational Control
The organisation shall identify and plan those
operations that are associated with the SEAs by

a. Establishing, implementing, and maintaining a documented

procedures to control situations where there absence could lead
to deviations from EP, objectives and targets

b. Stipulating operating criteria in the procedure(s), and

c. Establishing, implementing and maintaining procedures related to

the identified SEAs of goods and services used by the
organisation and communicating applicable procedures and
requirements to the suppliers, including contractors.
4.4.7 Emergency preparedness and
response
The organization shall establish, implement and maintain a
procedure(s) to identify potential emergency situations/ accidents
that can have an impact on the env and how it will respond to
them.

The organization shall respond to actual emergency situations/

accidents and prevent or mitigate adverse env impacts.

The organization shall periodically review and, when necessary revise its
emergency preparedness, in particular, after the occurrence of
accidents or emergency situations.

The organization shall periodically test such procedures where

practicable
4.5.1 Monitoring and measurement

The organization shall establish, implement and maintain a

procedure(s) to Monitor and measure, on a regular basis, the
characteristics of its operations that can have significant EI. The
procedures shall include the documenting of information to
monitor performances, applicable operational controls and
conformity with the organisations env. objectives and targets.

The organisation shall ensure that the calibrated or verified monitoring

and measurement equipment is used and maintained and shall
retain associated records
4.5.2 Evaluation of compliance

The organization shall establish, implement and maintain a

procedure(s) for

1. periodically evaluate compliance with applicable legal and other

requirements and shall retain the records of the results of these
evaluations
4.5.3 Nonconformity, corrective action and
preventive actions
The organisation shall establish, implement, and maintain a
procedure(s) for dealing with actual and potential nonconformities
and for taking corrective/preventive actions. The procedures shall
define requirements for

a. Identifying and correcting potential nonconformities and taking action to mitigate

their EI

b. Investigating nonconformities, determining their causes and taking actions in order

to avoid their recurrence

c. Evaluating the need for actions to prevent nonconformities and implementing

appropriate actions designed to avoid their occurrence .

d. Recording the results of the corrective/preventive actions taken

e. Reviewing effectiveness of corrective/preventive actions taken

Action taken shall be appropriate to the magnitude of the problems and EI encountered.
4.5.4 Control of records

The organization shall establish and maintain records as necessary to

demonstrate the conformity to the requirements of its EMS and
results achieved.

The organization shall establish and maintain procedures for the

identification, storage, protection, retrieval, retention and disposal of
records

Records shall be and remain legible, identifiable and traceable

4.5.5 Internal audit

The organization shall ensure that internal audits of the EMS are
conducted at planned intervals to

(a) determine whether the EMS

1. conform to planned arrangement for the EMS, and

2. has been properly implemented and is maintained. And

(b) Provide information on the results of the audits to the management

4.6 Management review
After the Checking step, the organisation would be
aware of changes needed for the EMS improve its
performance
These required changes are analysed and
implementation is sanctioned by the management
during the Management Review
This process ensures the continual improvements
of the environmental performance
4.6 Management review (ISO 14001)

Top management shall review the organization's

environmental management system, at planned
intervals, to ensure its continuing suitability, adequacy
and effectiveness. Reviews shall include assessing
opportunities for improvement and the need for changes
to the environmental management system, including the
environmental policy and environmental objectives and
targets. Records of the management reviews shall be
retained.
4.6 Management review (ISO 14001)
contd..
Input to management reviews shall include
a) results of internal audits and evaluations of compliance
with legal requirements and with other requirements to
which the organization subscribes,
b) communication(s) from external interested parties,
including complaints,
c) the environmental performance of the organization,
d) the extent to which objectives and targets have been met,
e) status of corrective and preventive actions,
f) follow-up actions from previous management reviews,
g) changing circumstances, including developments in legal
and other requirements related to its environmental aspects,
and
h) recommendations for improvement.
4.6 Management review (ISO 14001)
contd..

The outputs from management reviews shall include

any decisions and actions related to possible
changes to environmental policy, objectives, targets
and other elements of the environmental
management system, consistent with the
commitment to continual improvement.
Management Review
Each organization can decide who will participate in
the management review. Typically, this includes
environmental staff (who compile and present the
information), managers of key units (whose operations
include significant environmental aspects or who are
responsible for key environmental management system
elements, such as training, records, etc.), and top
managers (who evaluate the performance of the
environmental management system, identify
improvement priorities, provide resources, and ensure
that follow-up is effective).
ISO 14004
The management review should
result in an improved EMS
