RE: Limited Hazardous Material & Asbestos Survey Report for the Former Lewis Cass
Technical High School Located at 2421 Second Avenue in Detroit, Michigan
ATC Project No.: 39.33581.1009
Outlined below are the materials/equipment that were identified by ATC during the building survey.
ATC has provided a general recommendation for removal/disposal for use by an environmental
contractor for cost projection purposes. The contractor performing the removal/disposal of these
materials is responsible for determining the correct disposal requirements according to applicable
City of Detroit, State of Michigan, and federal regulations for hazardous material disposal.
Bulk samples of plaster were collected from various locations within the original building
and lab analyses indicated the presence of low concentrations of asbestos in these
materials. Consequently, ATC requested point count analyses for each of the plaster
samples and the point count analyses indicated asbestos concentrations of 1% or less.
Point-counting is a detailed and more labor-intensive technique for estimating asbestos in
a building material when low asbestos concentration in a building material is suspected or
detected and is less subjective than a visual estimate. Samples near or at 1% were
subsequently analyzed using TEM (Transmission Electron Microscopy) and found to be
0.2% Chrysotile.

In the western addition, the following materials were found to contain asbestos at
concentrations greater than 1%. Transite panels (1st floor Receiving), and mastic on 12”
x 12” beige splotch floor tile (tile negative).
It should be noted that vandals had damaged or stripped many pipes of their insulation and
appeared to disperse asbestos-containing pipe insulation throughout many areas of the
original structure. Suspect asbestos pipe insulation and other suspect ACMs were also
observed intermixed with other debris that is present throughout the building’s interior.
Due to the identification of “intact” pipe insulation within concealed areas throughout the
structure, including, but not limited to: within wall cavities, above fixed ceiling systems, in
and around air-handling equipment, etc., ATC recommends that asbestos abatement
personnel carefully locate all ACMs using cautious survey methods and selective demolition
techniques where applicable.
The asbestos bulk samples were labeled, catalogued, and submitted to APEX Research
Laboratory (APEX) in Whitmore Lake, Michigan, an accredited laboratory by the National
Voluntary Laboratory Accreditation Program (NVLAP) for the identification of asbestos by
polarized-light microscopy method (PLM). PLM is a laboratory analytical method
approved by the US-EPA for bulk asbestos analyses. A summary of data for the materials
sampled, sampling locations, and their respective asbestos content in the original building is
provided in Table 1. A summary of data for the materials sampled, sampling locations, and
their respective asbestos content in the western addition is provided in Table 1A. Laboratory
reports and chain-of-custody forms for the sampled materials are provided in Appendix A.
Pertaining to fluorescent light fixture ballasts, it was observed that the fixtures contained
either one or sometimes more ballasts per fixture. Therefore, based on the quantity of light
fixtures observed within the former Cass Tech School Building, ATC estimates that there
are approximately 6,174 fluorescent light ballasts in the building. Approximately two-thirds
of the randomly selected ballasts evaluated were labeled as “non-PCB-containing”, while
the remainder had no markings regarding the PCB content of the ballasts.
The fluorescent light ballasts should be removed from their fixtures carefully, inspected for
the presence of PCB’s, and placed into steel drums for disposal at a facility that accepts
hazardous waste regardless of the presence of PCB’s.
In addition to the fluorescent light ballasts, various oil-filled electrical equipment was
observed in the mechanical areas of the structure. This electrical equipment may contain
PCB oils that will require special handling and disposal methods.
The fluorescent and HID lamps should be removed from their fixtures carefully, placed into
fiber drums or adequately protective boxes, and disposed at a facility that accepts hazardous
waste or sent to a specialized reclamation facility for recycling.
ATC inspectors noted the presence of “Mercoid” switches in the northeast basement
mechanical area, as well as some small mercury thermometers (Room 311) and urinometers
(Room 313). ATC observed a small graduated cylinder of elemental mercury and a piece of
laboratory equipment containing metallic mercury. Each of these mercury-containing
devices was staged in the southwest fourth floor science storage room.
Emergency lighting devices are also designed with rechargeable battery systems in the
event of a power outage or other similar building emergency. The types of rechargeable
batteries utilized in emergency lighting equipment often contain sealed, lead-acid power
units that result in the batteries being classified as hazardous waste and require
specialized handling, transport, and reclamation/disposal. No self-illuminating signs and
eight exit signs attached to battery backup devices were observed at the time of the
survey; however, more may be discovered during remediation of the site. ATC
recommends that any emergency lighting batteries identified at the site be removed
through a licensed hazardous waste handler for proper disposal or recycling as necessary.
2.0 Other
In addition to the materials/equipment noted above, other potentially hazardous miscellaneous
materials were observed in the former school buildings. It should be noted that debris piles were
observed throughout the building interior and some of the potentially hazardous materials were
intermingled with the debris. These debris piles were not disturbed to determine their specific
content, but some of the miscellaneous materials observed in the debris piles included: computer
monitors and circuit boards, televisions, empty chemical containers, aerosol paints, paint and
thinner cans, chewing gum and graffiti remover, fire extinguishers, refrigerators, lubricants and
grease, art supplies (glues, paints & inks), soaps and detergents, and copier toner. In addition,
small quantities of laboratory chemicals and mercury containing devices were found in various
locations of the building.
LIMITATIONS
This report is prepared for the express use and benefit of DPS, its agents and employees. The
information in this report or portions thereof may be required to be included in notifications to
employees, contractors or other visitors to the buildings. This report is not intended to be used by
the owner or its agents as a specification or work plan for any of the work suggested or
recommended in the report. This report is based upon conditions observed at the property and
information made available to the surveyor on the above-mentioned dates. This report does not
intend to identify all hazards, or to indicate that other hazards do not exist at the premises. ATC
made their best effort to determine the location of inaccessible ACBMs and other potentially
hazardous materials. ATC shall not be responsible for identifying all ACBMs or other hazardous
materials located in inaccessible building locations, including but not limited to areas limited by
excessive accumulated obstructions, structurally unsafe, etc. If material is found during the
course of demolition that is not listed in this report, the material should be assumed as asbestos-
containing or hazardous until it can be sampled and analyzed at an accredited laboratory.
