Dear Mr. Colombo:


Between May 11, 2010 and May 27, 2010, ATC representatives Mr. Michael Hauswirth and Mr.
Anthony G. Rich, surveyed the former Lewis Cass Technical High School Building located at 2421
Second Avenue in Detroit, Michigan for potential hazardous materials/equipment that may require
special handling and disposal prior to demolition of the building. The scope of work for this survey
included the identification, locations, and quantities of the following materials: asbestos-containing
building materials (ACMs), potential polychlorinated biphenyl (PCB) containing electrical
equipment, regulated potential construction wastes (mercury vapor lamps, batteries, emergency
lights, smoke detectors, fluorescent light ballasts, mercury switches, and self-illuminating exit
signs).

Outlined below are the materials/equipment that were identified by ATC during the building survey.
ATC has provided a general recommendation for removal/disposal for use by an environmental
contractor for cost projection purposes. The contractor performing the removal/disposal of these
materials is responsible for determining the correct disposal requirements according to applicable
City of Detroit, State of Michigan, and federal regulations for hazardous material disposal.

1.0 Potential Hazardous Materials Identified


1.1 Asbestos Survey
An asbestos building survey was performed at the former Cass Tech High School building
in May of 2010 by ATC personnel that are properly trained, certified and accredited State of
Michigan asbestos building inspectors. The survey involved the original, seven-story school
building with a mechanical penthouse, and a basement. Some concealed materials, such as
inside wall cavities, were accessed and assessed using minimal destructive methods. The
following list is a summary of materials at the original structure that contain asbestos at
concentrations greater than 1% as reported by laboratory sample analyses: straight pipe
insulation (white, chalky, fibrous); straight pipe insulation (lt. beige corrugated layers);
straight pipe insulation (with wood felt inner liner); pipe fitting insulation; transite panels,
laboratory table tops, tar paper, shelf panels, green chalkboards, white auditorium fire
curtain, rope seals and gaskets, 9” x 9” brown floor tile and mastic, 12” x 12”rock pattern
floor tile (mastic negative), 12” x 12” Beige floor tile (mastic negative), 9” x 9” green
spot floor tile (mastic negative), 9” x 9” tan splotch floor tile (mastic negative), mastic on
12” x 12” brown with tan splotch floor tile (tile negative), 9” x 9” tan with red spot floor
tile and mastic, 9” x 9” Beige floor tile (mastic negative), 9” x 9” beige with brown streak
floor tile (mastic negative), 9” x 9” beige with brown spot floor tile and mastic, 9” x 9”
gray with cream streak floor tile and mastic, 9” x 9” brown with cream streak floor tile
(mastic negative), 9” x 9” white with black streak floor (mastic negative), 9” x 9” gray
marble pattern floor tile and mastic, 12” x 12” brown self adhesive floor tile, transite
oven interior, transite tile (auditorium), lighting electrical wrap (auditorium), electrical
panel insulation (library), floor coating (2nd floor auditorium entrance), fire door
insulation (south basement), oven gasket (room 213), duct insulation, tank insulation,
electrical transite panels, electrical cable wrap, electrical panel backer, 1’ x 1’ smooth
ceiling tile glue pod ( 7th floor northeast rooms), 1’ x 1’ ceiling tile glue pod (7 ½ floor-
south room) and the wood sub-floor layer (room 548 and storage room).

Bulk samples of plaster were collected from various locations within the original building
and lab analyses indicated the presence of low concentrations of asbestos in these
materials. Consequently, ATC requested point count analyses for each of the plaster
samples and the point count analyses indicated asbestos concentrations of 1% or less.
Point-counting is a detailed and more labor-intensive technique for estimating asbestos in
a building material when low asbestos concentration in a building material is suspected or
detected and is less subjective than a visual estimate. Samples near or at 1% were
subsequently analyzed using TEM (Transmission Electron Microscopy) and found to be
0.2% Chrysotile.

In the western addition, the following materials were found to contain asbestos at
concentrations greater than 1%. Transite panels (1st floor Receiving), and mastic on 12”
x 12” beige splotch floor tile (tile negative).

It should be noted that vandals had damaged or stripped many pipes of their insulation and
appeared to disperse asbestos-containing pipe insulation throughout many areas of the
original structure. Suspect asbestos pipe insulation and other suspect ACMs were also
observed intermixed with other debris that is present throughout the building’s interior.

Due to the identification of “intact” pipe insulation within concealed areas throughout the
structure, including, but not limited to: within wall cavities, above fixed ceiling systems, in
and around air-handling equipment, etc., ATC recommends that asbestos abatement
personnel carefully locate all ACMs using cautious survey methods and selective demolition
techniques where applicable.

The asbestos bulk samples were labeled, catalogued, and submitted to APEX Research
Laboratory (APEX) in Whitmore Lake, Michigan, an accredited laboratory by the National
Voluntary Laboratory Accreditation Program (NVLAP) for the identification of asbestos by
polarized-light microscopy method (PLM). PLM is a laboratory analytical method
approved by the US-EPA for bulk asbestos analyses. A summary of data for the materials
sampled, sampling locations, and their respective asbestos content in the original building is
provided in Table 1. A summary of data for the materials sampled, sampling locations, and
their respective asbestos content in the western addition is provided in Table 1A. Laboratory
reports and chain-of-custody forms for the sampled materials are provided in Appendix A.

1.2 Polychlorinated Biphenyl (PCB) Containing Electrical Equipment


Fluorescent light ballasts manufactured prior to 1979 may contain polychlorinated
biphenyls. PCB’s are considered hazardous and are regulated by the Environmental
Protection Agency. Ballasts manufactured after 1979 contain the less hazardous chemical,
DEHP (2-ethylhexyl) phthalate. Under federal law, DEHP is also regulated by the USEPA
under the Resource Conservation and Recovery Act (RCRA). DEHP is listed as a
hazardous substance and should be disposed according to applicable local, state and federal
regulations.

Visual observations for potential PCB-containing electrical equipment were performed


during the building survey and included observations for: fluorescent light ballasts, electrical
switches and transformers. During the site survey, ATC observed the presence of a small,
dry-type electrical transformer within a storage room in the main office suite. Generally,
this ventilated, dry-type of electrical transformer equipment typically contained no liquid
at all and offered a practical alternative to oil-cooled equipment, which were sometimes
prone to high maintenance, leakage, and potential PCB hazards for many users. ATC did
not observe suspect staining or residue associated with the transformer, however the
cover was not removed to assess the interior components for safety purposes. ATC
recommends that additional assessment of the transformer unit be conducted once
electrical service has been officially verified to be disconnected.

Pertaining to fluorescent light fixture ballasts, it was observed that the fixtures contained
either one or sometimes more ballasts per fixture. Therefore, based on the quantity of light
fixtures observed within the former Cass Tech School Building, ATC estimates that there
are approximately 6,174 fluorescent light ballasts in the building. Approximately two-thirds
of the randomly selected ballasts evaluated were labeled as “non-PCB-containing”, while
the remainder had no markings regarding the PCB content of the ballasts.

The fluorescent light ballasts should be removed from their fixtures carefully, inspected for
the presence of PCB’s, and placed into steel drums for disposal at a facility that accepts
hazardous waste regardless of the presence of PCB’s.

In addition to the fluorescent light ballasts, various oil-filled electrical equipment was
observed in the mechanical areas of the structure. This electrical equipment may contain
PCB oils that will require special handling and disposal methods.

1.3 Mercury Vapor Lamps


Fluorescent lamps and certain high-intensity discharge (HID) lamps are the two most
common types of lamps that utilize mercury. Approximately 11,990 fluorescent light
bulbs of various configurations were observed throughout the structure. There were
approximately 613 - 8’ fluorescent bulbs, 11,266 – 4’ bulbs, 3 - 8’ “U”-shaped bulbs, 17 –
4’ “U” shaped bulbs, 41 – 2’ bulbs, 20 compact fluorescent bulbs, and 30 – 6’ bulbs.
Fluorescent light bulbs are considered hazardous waste (“Universal Waste”) and cannot be
disposed in dumpsters or household waste landfills. Additionally, ATC observed
approximately 56 HID lamps (gym, pool & auditorium), which can also include mercury-
vapor. Due to the mercury content in fluorescent, mercury vapor and other lamps and lamp
fragments, the United States Environmental Protection Agency (EPA) recommends
recycling of lamps and lamp components.

The fluorescent and HID lamps should be removed from their fixtures carefully, placed into
fiber drums or adequately protective boxes, and disposed at a facility that accepts hazardous
waste or sent to a specialized reclamation facility for recycling.

1.4 Mercury-Containing Equipment, Switches, and Thermostats


Equipment control switches and thermostats containing ampoules of elemental mercury are
common in older buildings. ATC personnel documented the presence of equipment control
switches and thermostats in the building. Numerous thermostats were observed within the
former Cass Tech building. The thermostats may or may not contain mercury switches, as
the covers were not removed from all of the observed units to determine the type of switches
that are present within each thermostat. However, none of the randomly-selected
thermostats that were evaluated had mercury-containing ampoules inside the thermostats.

ATC inspectors noted the presence of “Mercoid” switches in the northeast basement
mechanical area, as well as some small mercury thermometers (Room 311) and urinometers
(Room 313). ATC observed a small graduated cylinder of elemental mercury and a piece of
laboratory equipment containing metallic mercury. Each of these mercury-containing
devices was staged in the southwest fourth floor science storage room.

1.5 Self-Illuminating Exit Signs and Emergency Lighting


ATC observed no (0) self-illuminating exit signs within the building. The limited number
exit signs that were observed appeared to be electrically sourced. Based on the visual
survey, it appears that the signs have either high-efficiency light-emitting diodes (LEDs)
or compact fluorescent lamps. Compact fluorescent lamps contain mercury and lead and
are best handled by recycling at end of life (to capture their recoverable metal content)
through a licensed hazardous waste handler. Emergency exit signs are also required by
law to have rechargeable batteries or other backup systems in case of a power outage.
Many rechargeable batteries used in exit signs contain cadmium, lead, or other metals
that can make the batteries hazardous waste, and may be recycled through qualified firms
such as the Rechargeable Battery Recycling Corp. A total of eight (8) exit signs with
battery backup were observed in various locations of the structure. These types of exit
signs should be removed and disposed at a facility that accepts hazardous waste as
necessary.

Emergency lighting devices are also designed with rechargeable battery systems in the
event of a power outage or other similar building emergency. The types of rechargeable
batteries utilized in emergency lighting equipment often contain sealed, lead-acid power
units that result in the batteries being classified as hazardous waste and require
specialized handling, transport, and reclamation/disposal. No self-illuminating signs and
eight exit signs attached to battery backup devices were observed at the time of the
survey; however, more may be discovered during remediation of the site. ATC
recommends that any emergency lighting batteries identified at the site be removed
through a licensed hazardous waste handler for proper disposal or recycling as necessary.

1.6 Smoke Detectors


ATC observed no smoke detectors within the building. The most common type of smoke
detector is an ionization detector, which contains a small amount (2 micro-Curies) of
Americium-241, a synthetic isotope which emits both alpha and gamma rays. Although
no smoke detectors were observed in the building, it is possible that smoke detectors may
be discovered during abatement of the facility and if radioactive smoke detectors are
found, ATC recommends that these units, where identified, be removed and disposed as
hazardous waste at a facility that accepts radioactive waste.

2.0 Other
In addition to the materials/equipment noted above, other potentially hazardous miscellaneous
materials were observed in the former school buildings. It should be noted that debris piles were
observed throughout the building interior and some of the potentially hazardous materials were
intermingled with the debris. These debris piles were not disturbed to determine their specific
content, but some of the miscellaneous materials observed in the debris piles included: computer
monitors and circuit boards, televisions, empty chemical containers, aerosol paints, paint and
thinner cans, chewing gum and graffiti remover, fire extinguishers, refrigerators, lubricants and
grease, art supplies (glues, paints & inks), soaps and detergents, and copier toner. In addition,
small quantities of laboratory chemicals and mercury containing devices were found in various
locations of the building.

LIMITATIONS
This report is prepared for the express use and benefit of DPS, its agents and employees. The
information in this report or portions thereof may be required to be included in notifications to
employees, contractors or other visitors to the buildings. This report is not intended to be used by
the owner or its agents as a specification or work plan for any of the work suggested or
recommended in the report. This report is based upon conditions observed at the property and
information made available to the surveyor on the above-mentioned dates. This report does not
intend to identify all hazards, or to indicate that other hazards do not exist at the premises. ATC
made their best effort to determine the location of inaccessible ACBMs and other potentially
hazardous materials. ATC shall not be responsible for identifying all ACBMs or other hazardous
materials located in inaccessible building locations, including but not limited to areas limited by
excessive accumulated obstructions, structurally unsafe, etc. If material is found during the
course of demolition that is not listed in this report, the material should be assumed as asbestos-
containing or hazardous until it can be sampled and analyzed at an accredited laboratory.
