Herr Petty sagt in der Vorrede zu seiner politischen A r i t h m e t i k : " k e i n
M e n s c h h a t n t h i g z u darben, (hier i n E n g l a n d ) w e n n e r sich massige
M h e g e b e n will. D a einige r m e r sind als andere, war i m m e r u n d wird
i m m e r sein. U n d d a viele von N a t u r Q u e r u l o u s \ l n g r i m m i g e u n d envious
10 sind, ist ein U e b e l so alt als die Welt. [p. 151, 152.] Er b e m e r k t b e r
s e i n e Methode:"Sie sei n i c h t die G e b r u c h l i c h e ; statt einzig comparative
u n d Superlative W o r t e a n z u w e n d e n u n d intellektuelle A r g u m e n t e , h a b e e r
es u n t e r n o m m e n sich in terms of number, weight or measure a u s z u d r c k e n ;
z u b e d i e n e n sich einzig der A r g u m e n t s o f Sense, u n d n u r solche U r s a c h e n

1) D u r c h ihre agencies. So die country bankers. Jeder country b a n k e r
wendet zu L o n d o n e i n e n A g e n t e n an seine notes or bills zu z a h l e n u n d in
L o n d o n Z a h l u n g e n z u m a c h e n ; u n d von der a n d r e n Seite, S u m m e n z u
5 empfangen t h a t m a y be lodged von parties residing in L o n d o n for the u s e
of parties residing in the country, p. 127.
2) Banks r e m i t t i r e n G e l d von e i n e m Platz z u m a n d r e n vermittelst ihrer
branches, p. 128.
3) Banks remittiren G e l d vermittelst ihrer circulation. J e d e Circulations-
10 b a n k wird nothwendig eine b a n k of r e m i t t a n c e werden, sie m a g das R e m i t -
tiren von G e l d als e i n e n Theil des Geschfts ausfhren oder nicht. Einige
N o t e n , die ausgegeben sind, w e r d e n als Z a h l u n g e n von e i n e m Platz z u m
a n d e r n geschickt werden. Hufiger die, w e n n diese N o t e n payable sind at
any place besides the place of issue oder w e n n der Credit der a u s g e b e n d e n

in exchange fr exports. Beide Zweige der Remittance, in Bezug auf provin-

in einer city oder town k o m m e n n i c h t z u s a m m e n , like the m e r c h a n t s en-
gaged in foreign trade a n d traffick for their bills. Der Exporteur zieht bills,
welche er discounts m i t der Bank; der importer erhlt von der B a n k bills or
letters of credit, die er remittirt in Z a h l u n g fr seine I m p o r t s . Der A m o u n t
25 dieser Art Geschft m u im Verlauf von d e m a m o u n t of the trade a b h n -
gen. Wo die Imports gro sind, da wird seine d e m a n d for bills, or other
m o d e s of r e m i t t a n c e , u p o n the banker. W e n n die exports gro sind, bills
will be brought to h i m for discount, or l o d g m e n t s will be m a d e to his credit
at his agents. D u r c h Vergleichung der S u m m e n die so in different direc-
30 tions transmittirt sind, k a n n ein B a n q u i e r merely, by a reference zu seinen
eignen Bchern, die H a n d e l s b i l a n z zwischen d e m Platz wo er residirt, u n d

Die Expense G e l d zu remittiren, gleich der E x p e n s e goods zu verfh-
ren, m u betrachtet werden als ein i t e m in d e n Productionskosten u n d in
account g e n o m m e n werden in fixing d e n Prei at which the goods m u s t be
sold. Banks remittiren Geld zu mindrer Expense als es in irgend e i n e m an-
40 d e m Weg remittirt werden k a n n . D a h e r sind die m e r c h a n t s befhigt ihre

1) D e r Belauf\Betrag des Disconto ist grsser auf eine lange Bill als auf
eine kurze. W e n n daher ein G e n t l e m a n ausser business e i n e t e m p o r r e av- 15
a n c e bedarf, ist es besser to advise h i m to draw a long bill t h a n a short o n e .
2) Lange bills werden e i n e n larger a m o u n t von Capital employ. W e n n
ein B a n q u i e r discountirt e i n e n gegebnen Betrag per W o c h e , so wird er stets
h a b e n zweimal den a m o u n t of bills current, w e n n sie auf 4 M o n a t e , als
w e n n sie auf 2 M o n a t e gezogen sind. U n d da Banquiers ihr Capital a n z u - 20
w e n d e n w n s c h e n , ist es m e h r fr ihren Vortheil, solche bills zu discoun-
tiren die d e n largest a m o u n t a n w e n d e n .
3) Das Discountiren lang datirter bills, da es eine p e r m a n e n t e r e avance
von Kapital ist, ist vortheilhafter d e n c o m m e r c i e l l e n u n d agricultur Klas-
sen im Distrikt. W e n n z.B. ein m a n u f a c t u r i e r oder wholesale dealer c a n get 25
seine long datirten bills, k a n n er a u c h grssern Credit g e b e n u n d m e h r
goods verkaufen. Das Discontiren langer bills ist h n l i c h einer p e r m a n e n -
ten Avance von Kapital. D a s Geld k a n n profitable verwandt sein u n d re-
producirt sein, eh die bill verfllt, was bei kurz datirten n i c h t mglich ist.

leztlich regulirt d u r c h die R a t e des Profits, p. 1 6 6 , 6 7 .
Sagt m a n , der Prei der Baumwolle sei durch die P r o d u c t i o n s k o s t e n re-
gulirt, so lugnet m a n nicht, d a der Marktprei d u r c h die Proportion
zwischen Nachfrage u n d Zufuhr regulirt ist. B e h a u p t e t n u r , d a die Zufuhr 10
selbst d u r c h die P r o d u c t i o n s k o s t e n regulirt ist. W r e der M a r k t p r e i der
Baumwolle so niedrig, um d e m grower k e i n e n ehrlichen Profit zu geben,
wrde das Capital n a c h einer Weile von der Cultur der Baumwolle r e m o -
virt sein zu e i n e m a n d e r n e m p l o y m e n t . W r e der Prei der Baumwolle so
hoch, m e h r als d e n Durchschnittsprei des Profits zu geben, so wrde n a c h 15
einer Weile m e h r Capital darauf verwandt, die Zufuhr wachsen, die Preisse
fallen. Es ist nur d u r c h Einflu auf die Zufuhr, d a die Productionskosten
irgend e i n e n Effekt auf d e n Prei h a b e n . So k a n n , obgleich die P r o d u c -
tionskosten dieselben b l e i b e n fr eine R e i h e von J a h r e n , der Prei bestn-
dig variiren; aus verschiednen U r s a c h e n in e i n e m Z u s t a n d bestndiger Vi- 20
b r a t i o n sein; aber er k a n n n i c h t permanent deviiren von einer oder a n d r e r
j Seite von der d u r c h die Productionskosten g e z e i c h n e t e n Linie. E b e n s o m i t

1) In England giebt es m e h r Arbeit, als H n d e sie auszurichten, folglich
ein M a n g e l an Volk fr e m p l o y m e n t ; d e n n die m e a n e s t labour gebe so viel

Fall sein k n n t e , w e n n M a n g e l a n Arbeit wre; m a n k n n e nicht Soldaten
genug auftreiben u n d m s s e z u u n e h r l i c h e n M i t t e l n seine Zuflucht n e h -
m e n . Diebe u n d S c h u l d n e r aus d e n Gefngnissen, j a viele v o m G a l g e n
n e h m e n u n d sie in die A r m e e stecken. D a h e r m s s e Arbeit genug sein. D i e

Kein Arbeiter soll eine solche P a c h t u n g b e k o m m e n k n n e n o h n e d e n Con-

m o s t advantageous state of society herbeigefhrt werden, d e n n - dies

die Bettelei im P a r l a m e n t erwhnt u n d die Art wie die C o m m o n s es t h a t e n ,
lt schlieen da sie h a u p t s c h l i c h in d e n industriellen u n d c o m m e r z i e l -
len Stdten sich eingebrgert h a t t e n . 1378 beklagten sich die C o m m o n s
n o c h m a l s da eine Masse A c k e r b a u a r b e i t e r i n die Stdte k m e u m H a n d -
35 werker etc zu werden, w o d u r c h der A c k e r b a u leide (da s t e c k t w a s a n d r e s
h i n t e r - w a h r s c h e i n l i c h n u r ein a n d r e r A u s d r u c k fr die obige Bettel-

Ersteres wohl die H a u p t s a c h e d e n n es wurde beschlossen den Act 7 Rie. II
in Ausfhrung zu setzen, der vagrants befahl, fr ihr gutes Betragen Sicher-

D e r E d e n g l a u b t d a die A n z a h l der p a u p e r s d a m a l s i m Verhltnis z u r
30 Bevlkerung geringer gewesen sei als jetzt. L o n d o n enthielt n a c h Botero
damals 160,000 E i n w o h n e r (1590).
Z u r Z e i t E d e n s im Burwash Parish, Sussex, % der E i n w o h n e r p a u p e r s
a n d % of rental e a t e n up by poor-rate - in Caldewgate quarter, Carlisle, %
der Bevlkerung 1795 ffentlich u n t e r s t t z t - in Shrewsbury, m i t
35 20,000 E i n w o h n e r between 5 - 6 0 0 0 individuals, exclusive of regular Poor,
received charity in 1795. [p. 133.]|

worin ein langer Senf ber die Armengeschichte was zu vergleichen,

1673 schtzt ein P a m p h l e t die Poor's R a t e auf 840,000 a year u n d sagt: 15
This is employed only to m a i n t a i n idle persons; d o t h great h u r t rather t h a n
good, makes a world of poor more than otherwise there would be, prevents in-
dustry a n d laboriousness, m e n a n d w o m e n growing so idle a n d proud, t h a t
they will n o t work b u t lie on the parish for m a i n t e n a n c e , applying t h e m -
selves for n o t h i n g b u t begging or pilfering a n d breeding up their children 20
accordingly; never putting t h e m u p o n any thing t h a t m a y r e n d e r t h e m u s e -
ful in their generations or beneficial either to themselves or to the King-

schdlich. "Suppose now a workhouse for t h e e m p l o y m e n t of poor c h i l d r e n
sets t h e m to spinning of worsted. F o r every skein of worsted these poor 30
c h i l d r e n spin, there m u s t be a skein less s p u n by s o m e p o o r person or fam-
ily t h a t s p u n it before; suppose t h e m a n u f a c t u r e of m a k i n g bays to be
erected in Bishopsgate|| [42] |street, unless t h e m a k e r s of these bays c a n
find o u t at the s a m e t i m e a trade or c o n s u m p t i o n for m o r e bays t h a n were

N a c h einer Beschreibung von M a n c h e s t e r u n d Salford a n n e x e d to a p l a n
of t h e towns t a k e n a b o u t 1650 sagt die L e u t e seien am fleiigsten im gan-

D e r ursprngliche T r a d e von M a n c h e s t e r W o l l e n w a a r e n , u n d seit
ca 1650 a u c h fustians, m i x e d stuffs a n d small wares. An original b r a n c h of
M a n c h e s t e r trade was leather laces for w o m e n s ' b o d d i c e , shoe ties, a n d
points for other uses which were tagged together like laces a n d sold u n d e r 25
t h e general d e n o m i n a t i o n of Congleton points. T h e s e were slips of leather
various colours. U p o n the i n t r o d u c t i o n of D u t c h looms, wovon laces were
s u b s t i t u t e d to these a n d tagged in similar m a n n e r . Inkle, tapes a n d fillet-
ing, w h i c h h a d b e e n m a d e before in frames or single l o o m s , were now like-
wise wrought in these new engines, a n d coarse felts were m a d e for country 30
wear b u t n o n e of finer quality. Bolsters, bed-ticks, linen-girth-web a n d
bootstraps were m a n u f a c t u r e d h e r e as early as 1700; worin aber jetzt der
W e s t of E n g l a n d M a n c h e s t e r schlgt. U p o n t h e d e c l i n e of ticks t h e m a n u -
facturers in that b r a n c h took to m a k i n g of coarse checks, striped h o l l a n d s ,

chester c h a p m e n b o u g h t t h e m i n t h e grey, finished a n d sold t h e m i n t h e

10 Arkwrights P a t e n t wurde set aside weil b e i m Bewegen der Spindel er ein
Prinzip darin a u f g e n o m m e n h a t t e was schon frher von e i n e m Mr H e y s er-
funden u n d praktisch angewandt war. D i e ganze M a s c h i n e r i e noch- sehr
roh, kein blower, die Wolle, die d a m a l s sehr u n r e i n gewesen sein m u , erst
gepickt u n d ausgesucht, in Seifenwasser gewaschen, auf ein T u c h o h n e

T h e worsted a n d woollen manufactories are alike benefited by improve-
m e n t s in carding a n d spinning t a k e n from t h e cotton m a c h i n e s and adapt-
ed to their particular branches, which i m p r o v e m e n t s m a k e the work p e o -
20 pie uneasy till they experience t h a t an increased sale of goods in proportion
finds t h e m e m p l o y m e n t a n d t h a t children who h a d n o t h i n g to do before,
earn wages by e m p l o y m e n t at the m a c h i n e s . Flax is n o w a t t e m p t e d by the

D a m a l s a u c h D a m p f m a s c h i n e n a n g e w a n d t u m m i t wenig Wasser eine
groe Wasserkraft zu treiben, i n d e m das Wasser aus d e m U n t e r g r a b e n - R e -
servoir per D a m p f p u m p e wieder in d e n Obergraben geworfen wird (welch
e i n U m s t a n d , u n d d o c h soll d i e s v o n g r o e m V o r t h e i l g e w e s e n sein!).

Um 1758 h a t t e Mr. W i l k i n s o n at Bershamfurnace, n e a r W r e x h a m , zuerst
eine solche M a s c h i n e , die lOmal m e h r B r e n n m a t e r i a l gebrauchte als die
jetzigen, [p. 174,175.]
35 L o o m s d u r c h M a s c h i n e r i e zu arbeiten ebenfalls schon versucht. Vor
1765 versuchte Mr Gartside es bei der Einfhrung der Swivel-looms in sei-
n e r Fabrik bei Garret-Hall - wo a u c h eine W a s s e r h e b u n g d a m p f m a s c h i n e
angelegt u n d das Wasser in case of fire d u r c h die ganze F a b r i k getrieben
werden k a n n (wie es s c h e i n t h i e r zuerst) - aber er h a t t e k e i n e n Vortheil
40 davon. Das schlechte H a n d g a r n taugte n i c h t d a z u u n d b r a c h t e Alles in
Konfusion u n d er k o n n t e n i c h t rasch genug stoppen, p. 175,76.

E i n e s c h n e C o m m e r c e - A n e k d o t e . 1693 erfuhr ein M a n c h e s t e r M a n u -
facturer der in L o n d o n war d a einer seiner K u n d e n ein m e r c e r in M a n -

Swansea. Im J a h r 1827 d e h n t e die B a n k von E n g l a n d ihre Branches aus,
worber die country bankers sehr schimpften - sie h a t t e n bisher das M o -
n o p o l des Discontirens gehabt und 5 % genommen, dazu 5 6/-% Commission,
was jetzt aufhrte. Die Bank nahm 4 % net. Sie b e h i e l t e n i n d e d e n Vortheil 15
da sie Z i n s e n fr Deposits zahlten was die B a n k of E n g l a n d n i c h t that.
D i e country Bankers hielten ein M e e t i n g in d e m L o n d o n Tavern, worin
sie beschlossen da dieses B r a n c h e n w e s e n die evidente T e n d e n z h a b e , das
existirende Banksystem, das d e n Bedrfnissen u n d C o n v e n i e n z e n des Pu-
b l i c u m s a n g e m e s s e n sei zu subvertiren; da m i t d e m b e s t e h e n d e n Banksy- 20
s t e m die Prosperitt der Agrikultur, das Bestehen des H a n d e l s , die Z u -
n a h m e der allgemeinen Verbesserung, u n d die Produktivitt der N a t i o n a l
R e v e n u e , eng verflochten sei ( o h n e 1% e x t r a fr d i e s e S c h w e i n h u n d e
n i c h t b e s t e h e n k n n e ) da sie eine ||[51]| gleiche C o n c u r r e n z n i c h t scheu-
ten, aber gegen die M o n o p o l e der B a n k of E n g l a n d n i c h t a n k n n t e n , die 25
sie alle erdrcke u n d eine absolute M a c h t b e r die Circulation des Reichs
erhalten werde die dangerous to the stability (!!) of property a n d the i n d e -
p e n d e n c e o f country sein m s s e . D a g e g e n t r a t die B a n k v o n E n g l a n d s e h r
h a u g h t y auf, u n d wollte d e n country b a n k s ihre N o t e n n i c h t i n Z a h l u n g

Da die Ernte von 23 sich spter als n o c h mangelhafter auswies als m a n ur-
sprnglich geglaubt stieg der Preis F e b r u a r 24 auf 65/10 d. G e g e n Septem-
ber fiel wieder auf 54/6 d da n o c h alte stocks v o r h a n d e n waren. Da aber die
Ernte fr schlecht galt, ein n e u e s Steigen bis gegen 6 8 / - das sich erhielt 20
bis die E r n t e von 1825 herein war, u n d d a n n D e c e m b e r 1825 auf 6 4 / - fiel.
Da die Ernte von 1825 gut war fiel ||[26]| der W e i z e n p r e i s auf 5 5 / - im
M r z 1826, da m a n glaubte d a die Minister d e n in b o n d liegenden aus-
l n d i s c h e n W e i z e n at a low (exceptional) duty, wie im vorigen J a h r e her-
einlassen wrden, als das n i c h t geschah s o n d e r n von Regierung erklrt sie 25
wolle das d u r c h a u s n i c h t so stieg im April der L a u s e k o r n p r e i s wieder auf
6 0 / - . Jetzt, da die Ernte sehr schlecht a u s s a h u n d die Arbeiter in den Manu-
fakturdistricten unruhig wurden, whrend der Krisis in Gewaltthtigkeiten aus-
brachen etc lie die Regierung das fremde K o r n h e r e i n u n d versprach im
n c h s t e n J a h r die Korngesetze zu reformiren. Da h i e r z u die Ernte gut aus- 30

Strich d u r c h die R e c h n u n g zu m a c h e n , u n d Sir R o b e r t Peel sagte 23 April
1807 "there were m a n y m e n of property who seriously t h o u g h t of removing
themselves a n d their capital to s o m e other country where their property
25 would be better protected." S e i t d e m wurde diese R e d e n s a r t hufig ange-
wandt, [p. 17, 18.]

s c h e u t e n gegen die ganze ffentliche M e i n u n g die c o m b i n a t i o n laws in
A n w e n d u n g bringen zu lassen. So war es der ffentlichen M e i n u n g ganz
a n g e m e s s e n da das P a r l a m e n t 1824 die ganze Arbeitergesetzgebung von
Edw. III an abschaffte u n d die C o m b i n a t i o n s freigab, [p. 19.]

u n d die A n s i c h t e n von ihrer a l l g e m e i n e n Verbreitung u n d fortwhrenden

ters - of Liverpool shipwrights, of tailors etc differ in no respect from those

Trades u n i o n s in their desire to m a i n t a i n wages e n d e a v o u r to share in
5 the benefits of improved m a c h i n e r y - a n d this d e m a n d i n g higher wages
because labour is abbreviated, is in other words the endeavour to establish a

10 T h e principle of adjusting wages to the supposed profits of the employer
which is involved in claiming higher r e m u n e r a t i o n from improved m a c h i n -
ery, is wholly inadmissible. T h e application of this principle is not, however,

confined to one description of profit. T h e dyers, A u g u s t 7 1824, t u r n e d out
at M a n c h e s t e r and p a r a d e d the streets, setting forth in a placard, t h a t their
15 masters h a d o b t a i n e d an increase of price for dyeing more than adequate to
the advance they claim. The workman here sought wholly to take the profits of
the employer, but was not at the same time liable for the losses ( s c h n e W e i s -

change their character and either absorb or become an ad valorem tax upon prof-

tives, above any other class, are interested in encouraging, are thus wholly
