writing competition
offered to secondary
schools in Fiji saw a large number
of entries from 79 schools
throughout Fiji, including remote
locations like Rotuma. Top
prizes were awarded to Alitia
Sovunidakua from Adi Cakobau
School in Nausori, which is
marking its 70th year in 2018,
established during the colonial
era to educate girls from chiefly
families. The co supreme winner
is Alumita Nasilasila from Sangam
SKM College, Nadi. This school
is marking its 60th anniversary.
Auckland based judges, Lady
June Hillary and Dr Satendra
Singh confirmed they received
over 400 entries submitted to the
High Commission. Lady Hillary
also noted students delighted,
informed and impressed with a
broad range of ideas. Dr Singh
said it is rewarding when topics
offered interest students and this
year, they excelled in responding
to such themes as saving local
culture in face of global trends.
As well the judges said students
presented innovative, down to
earth ideas on taking Fiji/NZ links
to another level mentioning ideas
on agriculture, defense, education
and tourism among others.

ew Zealand has given
a boost to the Pacific
Islands seasonal
employer scheme with
a celebratory grant of $15 million
announced by Foreign Minister
Hon Jerry Brownlee, marking
the tenth anniversary year for the
operation of the scheme. Minister
Brownlee said the Government
will be exploring opportunities for
Pacific women to participate in
the work and training scheme. New
Zealands overseas aid is largely
spent in helping Pacific Island
neighbors through various projects
in diverse areas such as health,
education, agriculture, fishing,
affects of climate change and
environment impact. Emphasis has
also been shown to promote Pacific
women into these areas especially
in positions of responsibility. Mr
Brownlee has recently visited
several Pacific nations as this years
seasonal work scheme has been
offered. In Fiji, the scheme allows
for agriculture based workers to
learn new skills in NZ as well as
earn money for the duration.

First ever Indian Inspired Pink Ribbon
morning tea in New Zealand

T
here were four aims
of hosting the first
ever Indian Inspired
Pink Ribbon morning
tea in New Zealand;
1) To raise funds
for the Breast Cancer
Foundation NZ
2) Raise Breast
Cancer awareness among
our Indian Community
3) To allow Indian
Women to openly discuss
issues that concern them
even though culturally in
the past it has not been
acceptable to discuss such
issues in public.
4) To bring the Indian
Community together and
allow them to partake in
a Pink Ribbon breakfast
which is undertaken by over
90,000 kiwis around NZ but
to do so in our own way that
celebrates and promotes our
Indian culture and Identity.
The event was a
complete success and tickets
were sold out two weeks
prior to the event. It was
houseful and all attendances
had a great experience.
The programme started
with an address by Farah
Khan who is a Partner at
Khan & Associates Lawyers
and Notary Public. Farah
takes a keen interest in
migrant community issues,
and writes extensively about
culture, identity, education,
women empowerment and
law. She introduced the
concept of her three Is which
relate to her the keywords,
Information, Inspiration and
Identity. She was the host
along with Kanwaljit Singh
Bakshi who is a National
member of Parliament.
The Chief Guest was
Hon Louise Upston, Minister
of Corrections and previous
Minister for Women Affairs
and she gave her personal
experience of her mothers
cancer. Debra Luteneggar
was the Guest spokesperson
from the Breast Cancer
Foundation NZ and she
alluded to the importance
of the funds that were
being raised as well as
provided the audience with
information on breast cancer.
The formal part of the
event was followed by a
buffet style morning tea
which was an Indian Fusion
breakfast including Chole
Bhatura, Jalebi and Masala
Chai. There was also a
Charity Auction at the event
and the first item, a pink
shawl was purchased for
$200.00 by Hon Louise
Upston followed by other
items including paintings,
jewellery and homeware
totalling a sum of $630.00.
The painting were made
by children aged 7 and 5,
showcasing the importance
of involving our young people
in understanding the concept
of charity and how they can
contribute in the greater
good of our society.
Farah wore an Indian
Fusion outfit to showcase
cultural integration. Her
wardrobe sponsor for the
event was Khazana, Indian
Designer Clothing.
Our target was to raise
$1000.00 however we are
pleased to announce that we
have raised $3630.00. I am
touched by the overwhelming
support of our local Indian
Community. All collected
from either a sponsor or an
individual was donated to the
Breast Cancer Foundation
NZ. The entire cost of the
morning tea was covered by
donations, Town and Grill
being the major benefactor
providing the venue and all
catering free of charge.
There has been 3276
pink ribbon breakfasts were
held around the country
this year out of which our
Indian Inspired pink ribbon
breakfast ranked 15th on the
leader board. This ranking
is based on the funds raised
at the breakfast. A total of
$1,035,691.00 has been
raised from Pink Ribbon
Events this year.

between 45 and 69 years.

defendant in a joint

of Internal Affairs, the

Crime Agency of New Zealand
and the Serious Fraud Office
(SFO), was sentenced in the
Wellington High Court today.
Mr Max was found guilty
last month of three charges of
Obtaining by deception. He
has received a sentence of 12
months on home detention.
Mr Max was one of three
defendants in Operation
Chestnut, a pokie case which
was prosecuted by the SFO.
It involved the manipulation
of gambling licenses and
grants. It was a significant
case for New Zealands Class
4 gambling sector which is
made up of high-turnover
gambling including gaming
machines in pubs and clubs.
SFO Director, Julie Read
said, The SFO thanks its
partners in this matter, DIA and
OFCANZ. Collaboration on
this investigation has not only
led to the successful prosecution
but the agencies involved
should be satisfied that our
cooperation has also resulted in
measures to ensure the sector is
more vigilant toward the risk
of fraud and community money
gets to where it is intended.

have been sentenced in the
Wellington High Court today.
Michael OBrien, guilty
of five charges, received a
sentence of imprisonment
for four years, six months.
Kevin Coffey, guilty of
one charge, was sentenced to
home detention for 12 months.
Paul Max, guilty of
three charges, will be
sentenced in the Wellington
High Court on 27 July.
The case involved the
manipulation of gambling
licenses and grants and the
offending was detected during
Operation Chestnut, a joint
investigation involving the
Department of Internal Affairs,
the Organised and Financial
Crime Agency of New Zealand
and the SFO. It was a significant
case in New Zealand for the
Class 4 gambling sector, which
is made up of high-turnover
gambling including gaming
machines in pubs and clubs.
SFO Director, Julie Read
said, The sentences imposed
today reflect the very serious
nature of the misconduct in
this case. The proceeds from

directed to entities nominated

The SFO alleges the
defendants provided false
information or documents, or
withheld information from
either the BNZ or ANZ to obtain
loans to purchase properties in
either Auckland or Hamilton.
The defendants will appear
in the Auckland High Court
later this year with a trial to
commence on 26 February 2018.

The Changing Immigration Scene

mmigration, Immigration
and Immigration is the
order of the day. Political
rhetoric and what is
actually happening on the
Immigration New Zealand
front. If there ever has been
a time of uncertainty, it
is now. Uncertainty for all
stake holders clients, for
those practicing in this
area, employers, staff of
Immigration New Zealand
and so on. The immigration
scene is definitely changing
and becoming leaner all
round.
For the immigration
service provider, days are
long gone when they could
greatly profit by dangling
a carrot of an empty
promise of a guaranteed
visa, provision of mediocre
service together with an
attitude that the provision of
immigration service was just
a form-filling exercise.
As a client, being
educated and doing
your home work in this
area will become an
important contributory
factor towards achieving a
successful outcome. It is an
environment that is merciless
and a clueless approach
will only breed disaster. Be
careful of sharks and those
that see the provision of
immigration service as a
money-making exercise.
Avoid them! These types
promise the earth but fail to
deliver miserably.
We have many clients
visiting our offices not
knowing the distinction
between Immigration
Advisors and Lawyers, in
fact referring to immigration
advisers as lawyers, not
understanding that these are
different regulated groups.
People have very little
knowledge that we lawyers
are exempted from the
immigration adviser licensing
regime. This was a shocking
discovery for them, and
we found this particularly
with those that were Indian
Nationals.
It is of course important
to understand which
category your immigration
representative falls under.
As Lawyers our expertise
and training is gained
through a rigorous education
platform that requires 4
years of academic study at
University, the professional
training and then admission
to the High Court of New
Zealand as a Barrister
and Solicitor. Lawyers are
regulated by the New
Zealand Law Society (NZLS).
Once a person has acquired
a practicing certificate
only then can they refer to
themselves as a Lawyer.
Furthermore, one cannot
set up a law firm unless one
has worked for a law firm
for at least three years and
only if one has undertaken
and passed further exams,
and upon application to
the NZLS. Lawyers also have
a duty to comply with the
NZLS rules of conduct and
client care and there is a
complaints regime that exists
for disciplinary processes.
The Immigration Adviser
course is a 6-month course
after which you are required
to work under supervision
before you can have a full
immigration adviser license.
This regime is regulated by
the Immigration Advisers
Authority and a Registrar
oversees it. There is a code
of conduct regime that is to
be complied with and there
is a complaints regime that
exists for disciplinary process.
Furthermore, it is known in
the immigration industry that
some Immigration Adviser
companies are passing
themselves off as having
Lawyers working for them
who can provide services
to and provide immigration
advice clients. This is
incorrect, because this is not
possible.
To provide immigration
advice a person must elect
whether to be either a
Lawyer or an Immigration
Adviser. The two categories

cannot be intermingled in
the context of providing
immigration advice to the
client. Immigration Advisers
cannot employ lawyers to
provide immigration advice
to clients.

street is, however, none the
wiser. This, in intellectual
property terms, is called
passing off.
The distinction between
Lawyers and Immigration
Advisers will become more
important with the changing
scene in the field of
Immigration. It will become
relevant since certain
regulated work can only be
undertaken by Lawyers. As
compliance work increases,
this in turn will mean
Lawyers representation will
be required at Warrant of
Commitment matters and
Court representations. In
this current environment,
understanding this distinction
is crucial particularly
for the client.
They need to
understand
with which

professional they are dealing
with and what their ambit of
ability is.
Further things to note
will be knowing that there
is a difference between
visa types and therefore
corresponding requirements.
Most importantly,
understanding the risks
associated with the choices
that are made is paramount.
Treating the provision of
immigration service like a
fish market where you assess
representation based on
who is giving you the most
discount, who has the most
window dressing and being
uneducated about your
choices, then you do so at
your peril!
We are in times where
a prudent, educated and
responsible approach is the
only order of the day.

It takes a lot of courage to

face a crowd of hundreds
and perform and its even
harder to be the one to judge
those performance when all of
them are outstanding. it was a
truly amazing experience for
me to be one of the judges at the
event where I got to witness some
very impressive performances
especially our younger
generations. a big compliment
to all the parents, families and
friends who took there time out
to come and support and cheer
on the artists. this shows that our
culture is still alive around the
world. a well organised event by
Manukau TIV Sangam. its was
a tough task for us judges as all
the artists and their performances
were superbly outstanding. the
youngster really owed the stages
with their memorizing voices and
their cuteness. open category was
even more competitive with fusion
of instruments that shows our
indo- Fijian music is improving
with time and resource. However
I would like to highlight say one
thing that there was a time when
young children were not allowed
to even touch musical instruments
leave aside sing or sit among the
singing mandali but that has
changed dramatically over the
years as now parents put so much
effort and priority especially
when raising a family out of the
motherland to promote our culture
and pass it into our children. that
is what I witnessed last Friday
night. once again thank you all
for making it a successful evening
and I hope more of these kind of
events are organised so that our
culture and music lives among our
children.

was disqualified by the Supreme

leader Nawaz Sharif joined the list
of his predecessors who failed to
complete their term as the Prime
Minister of Pakistan. None of the

Nawaz Sharif today resigned
from his post after the Supreme
Court of Pakistan found him guilty
in the Panama Papers case. A joint
investigation team had found
him possessing assets beyond the

FIRST PM ASSASSINATED
With the partition of India,
Pakistan came into existence on
August 15, 1947 when Liaquat Ali
Khan became the Prime Minister

years and two months later, Liaquat
Ali Khan was assassinated on

Khawaja Nazimuddin succeeded
Liaquat Ali Khan but 18 months

Bogra was again dismissed by
Malik Ghulam Muhammad in 1954

in a tough position by forcing him
to take a hard line on Moscow or
veto the legislation and anger his
own Republican Party.
President Vladimir Putin had
warned on Thursday that Russia

reappointed as the Prime Minister
of Pakistan and headed a minority
government.
Bogra was ultimately deposed
by Iskander Mirza in August,
1955. Iskander Mirza was the

Bogra was succeeded by

FIRST OUTSIDER PM
Muhammad Ali was succeeded
by the first non-Muslim League
Prime Minister of Pakistan - Huseyn
Shaheed Suhrawardy, who had led
his Awami Leaque to victory in the
1954 elections to the Constituent
Assembly. He met the fate of his
two predecessors at the hands
of Iskander Mirza, who deposed
Suhrawardy in October, 1957.
Iskander Mirza appointed
Muslim League leader Ibrahim
Ismail Chundrigar as the next Prime
Minister of Pakistan. The Awami
League experiment did not last long.
Chundrigar remained in the PMO for
only two months before he quit over
differences with Iskander Mirza.
Having dismissed four prime
ministers in little over two years,
Iskander Mirza now appointed his
own Republican Party chairman
Feroz Khan Noon in December,
had so far exercised restraint, but
would have to retaliate against
what he described as boorish and
unreasonable US behaviour.
Relations between the two
countries, already at a post-Cold
War low, have deteriorated even
further after US intelligence
agencies accused Russia of trying
to meddle in last years US
1957. Noon enjoyed the confidence
of Iskander Mirza before Ayub Khan
carried out coup detat and imposed
martial law in 1958.
TWO MILITARY RULES
Ayub Khan became interim
Prime Minister for five days
between October 24 and 28 when he
forced Iskander Mirza to step down.
Ayub Khan became the President
of Pakistan. The 1956 Constitution
was replaced with a new one in
1962. The post of Prime Minister
was abolished.
There was no prime minister in
Pakistan between 1958 and 1973
except for a brief period when Yahya
Khan appointed Nurul Amin as his
PM. Yahya Khan resigned as the
President after defeat in Bangladesh
Liberation war. Zulfikar Ali Bhutto
became the President.
Bhutto became the Prime
Minister of Pakistan in 1973
when the country adopted a new
Constitution, which established
parliamentary democracy there.
Bhutto was deposed in a coup detat
four years later in 1977 by military
general Muhammad Zia ul Haq, who
became the President a year later.
WHEN BENAZIR BHUTTO
ARRIVED
Pakistan got its next Prime
Minister in 1985 in Muhammad
Khan Junejo, who was dismissed by
Zia ul Haq in May, 1988. Zia ul Haq
died in August 1988. The same year
in December, Pakistan got its only
female Prime Minister in Benazir
Bhutto, who remained in office for
about 20 months.

deposed him and imposed martial
law.

From November 2002 to June, 2013,
Pakistan had seven occupants of
the PMO with Yousaf Raza Gillani
having had the longest tenure of
about four years and three months.

Aziz left PMO after the completion
of parliamentary term of the
National Assembly - for the first
time in Pakistans history. Gillani
was disqualified by the Supreme
Court in 2012 for contempt of court.
Nawaz Sharif took oath as the Prime
Minister of Pakistan on June 5 in
2013 for third time. Sharif looked
set to complete his tenure in 2018
before the Supreme Court began
trial in the Panama Papers case.
Sharif remained in the PMO for over
four years.
The Supreme Court today
disqualified him as member of
the National Assembly and Prime
Minister of Pakistan. Sharif
resigned from his post today.
