This scientific paper discusses the Bank of garbage that is applied in the University area. The idea of the
system or Garbage Bank program was first proposed by Bambang Suwerda, polytechnic lecturers MoH
Yogyakarta Indonesia which later awarded the Achievement Award 2009 category of social community
on the idea of the Waste Bank. The term bank itself appeared because he was often to the bank so the
idea to adopt the concept of a simple bank in waste management.

Based on the development of creative ideas tersebutlah, the Indonesian government through the
Ministry of Environment later be interested in making the system Trash Bank into a movement in a larger
scale in order to overcome the problems of garbage at a time of economic value in the utilization of
garbage, although the current system is not implemented in all districts / town in Indonesia.Akan but, in
its development, systems Waste Bank then many are also applied in various policy areas, based on
county / city itself, for example in Bantul, Malang, Pekalongan, and sebagainya.Mekanisme Garbage
Bank, the first community dispose of waste with the separation of organic waste (wet) and inorganic
(dry) and garbage hazardous materials (B3).

But today, the government, especially the Ministry of Environment have not yet implemented this
system nationally or wholly in the territory of Indonesia. This is why the system has not run optimally
Waste Bank. So far, the Ministry of Environment Waste Bank only apply in areas or towns adipura, cities
that received the award hygiene. In other words, Garbage Bank is seen as giving incentives to cities that
are considered maintaining the cleanliness of the city, not because the Bank Trash is a solution to
overcome the problem of litter. In fact, the areas of non-adipura was much in need of the
implementation of this program in order to realize a cleaner environment. The emergence of some cities
or counties that implement Garbage Bank, an initiative of the city government itself and not by the
central government. And its application was limited in several subdistricts and villages alone in the city or

In the system Garbage Bank, only organic and inorganic waste that potential recycle received, for
example plastic, paper, and so on. Thus, the garbage that do not meet the criteria or trash untreated still

the garbage problem in Indonesia as previously described, which is a management tool such as landfills
and waste transportation is inadequate, then the trash is not covered by the Waste Bank is also still
potential to pollute the environment around the community. Therefore, although the Waste Bank has

tackling the garbage problem in Indonesia, but the Garbage Bank program still encounter obstacles in
operation. Therefore we need a form of efforts to develop the application of the Waste Bank, so that the
Garbage Bank be able to function optimally in the wider community residents in Indonesia in order to
realize a healthy environment and clean as well as highly economical.

The improvement efforts, namely: Dissemination and Implementation of Sustainable Waste Bank and
Comprehensive in Indonesia, especially in the district. Sumenep. One of the main causes Garbage Bank
system fail to address the garbage problem optimally in Indonesia, because the system itself Garbage
Bank that have not been thoroughly operationalized in every region in Indonesia or in other words from
external Trash Bank itself. Supposedly, given the many benefits derived from the application of the Waste
Bank, Bank Trash can be used as a national program in which the government acts as facilitator.

And to optimize its performance, the Bank Trash must be placed in each region so that the University will
facilitate student / student to participate in this Garbage Bank program. The government plays a role in
the establishment of the Waste Bank by providing initial facilities and operational oversight Waste Bank.
Application of Waste Bank each university department is very possible to do given the nature
mechanism Garbage Bank independent. Self-contained nature was also the cause of each particular area
of the district. Sumenep can actually carry out the Garbage Bank program without interference from the
government, without waiting for government support.

Garbage Bank should also be applied consistently and continuously, in the sense that each of the parties

continue running the Garbage Bank program and not only aggressively in the beginning like most
previous programs. But before that, needed a form of socialization or counseling regularly eg every 3
months to the student / student about the waste problem as well as to introduce systems and
mechanisms Garbage Bank so that student / student will become more informed and participate in the
community dalamprogram. Socialization is to do as much as possible. The socialization has an important
role to change the mindset of the student / student in order to make use of waste and still preserve the
environment of the University.
