Re: Special Permit Statement of Justification

Mr. Holt,

Commonwealth Classics, LLC (Commonwealth Classics,) is pleased to submit this Statement of


Justification for our Special Permit application for usage of the facility located at 8382 W Main St. in
Marshall, VA. 20115 (the facility).

Description of Operation: Commonwealth Classics intends to use the facility as a classic car dealership
and showroom. We purchase our inventory overseas, and are a direct importer of classic cars and trucks
which comply with U.S. Import requirements for antique (greater than 25 years old) vehicles. Our
operation would comply with Virginia requirements for Independent Used Car Dealerships, as outlined in
Title 46.2 of the Virginia Code. Aside from motor vehicle sales, the business would use the facility to
prepare vehicles for sales, to include detailing (cleaning) and light servicing, as required. Extensive
servicing will be conducted off-site at an independent repair facility. Inventory will be stored inside the
facility. Commonwealth Classics has space for approximately 14 vehicles to be stored inside the facility.

Hours of Operation: Commonwealth Classics will satisfy the requirements established in Virginia Code
Section 46.2-1533, Business Hours, by initially operating (open to the public) Thursdays and Fridays from
8:00 AM - 6:00 PM, and Saturdays from 8:00 AM 12:00 PM. Staff may be on site other days of the week
performing administrative functions or preparing inventory for sale, but not outside the hours of 8:00 AM
6:00 PM.

Estimated Number of Patrons: It is anticipated that most sales and inquiries on inventory will be driven
from online sources and out-of-state patrons. During stated Hours of Operation, Commonwealth Classics
estimates fewer than 15 visitors per day.

Proposed Number of Employees: Commonwealth Classics will begin with a single employee, Mr. William
Desrosiers, who is the registered Dealer-Operator with the Commonwealth of Virginia. The business
anticipates hiring assistance with servicing and sales within a 12-24 month period, but total employees
would likely not exceed 3-5 during this timeframe.

Qualifications and Operators of Proposed Use: Mr. William Desrosiers was a partial owner of Valencia
Classic Vehicles, a direct-importer of classic cars and trucks from 2014-2017. He possesses a Dealer-
Operator license from the Commonwealth of Virginia, having completed and passed the coursework and
exams required by the State. He is currently employed with Toffler Associates, providing consulting
services to the Federal Government and Commercial firms alike. His possess a TS/SCI security clearance,
obtained his MBA from George Mason University, and his B.S. in Business Administration from Kansas
State University. He is a native of Fairfax, Virginia.

Vicinity or General Area to be Served: Commonwealth Classics intends to serve a national customer base,
but has chosen the Marshall, VA area for its dealership based on the small-town dynamics, proximity to
Interstate 66, and the socioeconomic demographics of Fauquier, Loudoun, and Fairfax Counties.
The Virginia Code does an excellent job outlining the requirements for Independent Auto Dealerships,
with respect to signage 1, hours, and a myriad number of other factors which help sure the quality and
consistency of dealerships. We will comply with all standing regulations.

It is our intent to conduct our marketing in a manner which promotes local businesses and interests, and
conduct ourselves and our operations in manner which would make the existing citizens and businesses
of Marshall proud to have us as a neighbor. We sincerely appreciate the opportunity to submit this Special

Anticipated Water Usage: 1,480 gallons / annually


o Washing vehicles: 180 gal (60 vehicles / year, washed 2x each, 1.5 gallons each time)
o Drinking water: 1,300 gal (5 people, 1 gallon / day, 260 days / year).
