Per your request dated April 12, 2016, the Office of Geotechnical Design North (OGDN)
is providing this Foundation Report (FR) for the design of the new Stillwater Road
Overcrossing, Bridge No. 06-0213. This structure will be located at the intersection of
Stillwater Road and State Highway Route 44 in Shasta County, east of Redding.
Scope of Work
The scope of work included a literature and historical review, and a subsurface exploration
program in an effort to obtain geological and geotechnical data pertaining to the subject
site that could provide insight into the design and construction of the proposed
overcrossing.
Project Description
The Stillwater Road Overcrossing is a proposed new bridge being built over the existing
State Highway Route 44 at Stillwater Road to improve traffic operations at the intersection.
Based on the General Plan dated May 6, 2016, the design of the new Stillwater Road
Overcrossing will be a continuous 2-span PC/PS bulb-tee girder. The length and width of
the bridge are 194 feet and about 43 feet, respectively. The overcrossing will consist of
one 12 foot northbound lane and one 12 foot southbound lane with 8 foot wide shoulders
in both directions.

A field investigation was conducted in December 2015 for the proposed Stillwater Road
Overcrossing. This subsurface field investigation consisted of three boreholes, two drilled
to a depth of 100 feet and one to a depth of 90.6 feet. The borings were drilled near the
proposed Abutment 1, Bent 2, and Abutment 3 locations, respectively. The drilling access
was good at each abutment but somewhat limited at Bent 2 due to the heavy traffic volume.
The eastbound turn pocket for Stillwater Road was utilized for the Bent 2 drilling, as close
as possible to the Bent 2 location (about 4 feet right of the centerline of Bent 2).
The data from these borings is summarized in the Local Geology section of this report.
Soil samples were collected during the field investigation and submitted to the soils
laboratory for testing. These test results will be provided when they become available.
Additionally, samples were collected for corrosion testing. Test results are provided in the
corrosion evaluation section of this report, and attached in the Appendix.
Regional Geology
Based on the published geologic map, the site is located in Pleistocene Nonmarine
Sedimentary (Qc) deposits of the Red Bluff Formation consisting of well-rounded
boulders and gravel within a tan to brick-red iron-stained matrix of sand and some clay;
unnamed gravels of basalt and andesite which unconformably overlie the Tuscan
Formation which may be stratigraphically lower than the Red Bluff Formation.
Undifferentiated later terrace deposits associated with the Red Bluff Formation (Red Bank
Quadrangle). This information is from the 1:250,000 scale, Geologic Map of California,
Olaf P. Jenkins Edition, Redding Sheet, compiled by Rudolph G. Strand, 1962, third
printing 1977.
Local Geology
The field investigation revealed the subsurface soils consist of a combination of clay, silt,
fine to coarse sand and gravel with cobbles to approximately eight inches in diameter. Bent
2 included asphalt and road base, (approximately 8 inches thick) overlying similar material.

exceptions being a few sandy lean clayey-silt and well-graded or poorly-graded sand
lenses.
Groundwater
Groundwater surface elevations are subject to seasonal fluctuations and may occur at
higher or lower elevations depending on the conditions at the time of construction.
Scour Evaluation
Corrosion Evaluation
Samples from Abutment 1, Bent 2 and Abutment 3 were tested by the Office of Structural
Materials, Corrosion and Structural Concrete Field Investigation Branch (CSCFI) for
corrosion potential.
According to the Corrosion Test Summary Report, the site is corrosive to foundation
elements.
Corrosion test results from the Caltrans CSCFI Branch are shown in Table 1 below.
A site is considered corrosive if one or more of the following conditions exist for the
representative soil and/or water sample taken at the site: Chloride concentration is 500
ppm or greater, sulfate concentration is 2000 ppm or greater, or the pH is 5.5 or less.

The minimum resistivity serves only as an indicator parameter for the possible presence of
soluble salts and is not included in the definition of a corrosive site. If the minimum
resistivity of the sample is greater than 1000 ohm-cm, the sample is considered to be non-
corrosive and testing to determine the sulfate and chloride content is not performed.
Seismic Recommendations
Based on the Caltrans ARS Online Tool (Version 2.3.07), the controlling fault is the Battle
Creek 2011 CFM (Fault ID No. 43). The Battle Creek 2011 CFM fault is referred to as a
reverse fault dipping 75 to the north with a MMax of 6.6. The closest distances between
the rupture planes of the Battle Creek 2011 CFM fault and the site is 10.7 miles.
Based on the soil characteristic, a VS30 (the weighted average shear wave velocity for the
top 100 feet of foundation materials) of 1000 feet per second is considered to be applicable
to the site materials.
Based on the Methodology for Developing Design Response Spectrum for Use in Seismic
Design Recommendations, the design ground motion is the highest spectral acceleration
as obtained by any or a combination of the following three methods at the proposed bridge.
Based on the VS30, the design Acceleration Response Spectrum (ARS) is determined by
method 3 as stated above. The PGA is estimated to be 0.29g.
Based on the Department of Conservation Map No. 6 2010 Fault Activity Map, the
potential for surface fault rupture at the site is absent because there are no known faults
that are Holocene or younger in age that fall within 1,000 feet. Furthermore, based on the
Department of Conservation Special Studies the structure does not fall within an Alquist-
Priolo Earthquake Fault Zone.

Construction Considerations
1. If the spread footing excavations expose unsuitable material, including wet soil at
the bottom of footing elevations or the soils are disturbed, then these soils shall be
re-compacted or removed and replaced with structure backfill compacted
according to Caltrans Standard Specifications. Alternatively, the bottom of footing
elevations can be lowered to undisturbed competent material.
2. Concrete shall be placed neat against competent material. All loose material shall
be removed prior to placement of concrete.
4. Difficult excavation conditions due to the presence of cobbles and/or caving may
be encountered during footing excavation.

The most common question that we are asked is to clarify the difference between our Resin
Bound and Resin Bonded surfacing products.
Addaset, Addabound, Addapave and Addaprint are examples of Resin Bound Textured/
Pervious Surfaces. Resin Bonded surfaces are produced utilizing a specific gradation of aggregates
combined in a forced action mixing unit. After aggregates are properly combined a natural or
colored resin binder is added during the mixing cycle until the material is thoroughly coated.
Finished mixture is immediately discharged into mobile delivery units, transported to application
area to be placed and finished. Material is trowelled to a smooth finish having no loose
aggregate.
Addastone is an example of Resin Bonded impervious surface creating the look of loose gravel
which is bonded to the surface. Resin is applied evenly over existing surface and varying size
aggregates are broadcast across the binder. After the surface is allowed to cure the excess
aggregates are swept from the surface. Occasional sweeping is required for sometime after

paving options, and will be ready for sweeping in 6-8 hours.

Asphalt is the ideal base and it is suitable for all types of trafficking subject to the properly engineered
base build up. Application to existing asphalt surfaces are subject to suitability. Freshly laid asphalt must
be allowed to cure for a minimum of 90 days.
Concrete is also suitable for all types of trafficking subject to the properly engineered base build up,
however, joints in the concrete must be reflected through the Resin Bonded finish. Freshly laid concrete
must be allowed to cure for a minimum of 30 days and Addastone Primer must be used to prime the
surface after suitable preparation and prior to application of the Resin Bonded finish.
Wood is also suitable, however, all wood must be clean and dry.

ProGanics Biotic Soil Media (BSM) is designed as an alternative to topsoil to accelerate development of
depleted soils/substrates with low organic matter, low nutrient levels and limited biological activity. This Engineered
Soil Media (ESM) helps unleash soils to their fullest potential for vegetative establishment and more effective
erosion control. ProGanics is non-toxic with bark and wood fibers that have been phyto-sanitized to eliminate
potential weed seeds and pathogens - prior to the introduction of soil building components.
Soil Building and Mix seed and specified Prescriptive Agronomic Formulations at recommended rates in approved hydraulic seeding/
mulching equipment when water has reached approximately 1/3 of the working capacity. Add ProGanics Biotic

SPECIFICATION
Product Description
Earth Energizers TerraVita Hydraulic Growth Medium (HGM) is agronomically engineered specifically to provide for soil
development and amending. TerraVita HGM is composed of a proprietary blend of organic renewable agricultural fibers, a
natural mechanical stabilizing fiber, and a growth medium. The compost in this product shall be sampled and tested as required
by the Seal of Testing Assurance Program of the United States Composting Council (USCC). Soil chemistry materials to include
soil stabilizers, soil builders and tackifiers have been added to the fibers to remove the need for field mixing.
The TerraVitaHGM also provides for immediate to long-term topsoil development and overall improvements in the soils
ability to support plant growth (tilth) at all stages of development. TerraVita HGM also provides for enhanced plant
establishment, development, and long-term plant sustainability. The combination of materials in the TerraVita HGM is
scientifically balanced to provide for effective topsoil development.
At no time shall field mixing of fibers, tackifiers, growth mediums, soil stabilizers or stimulants be allowed.
It is recommended that TerraVita HGM be used in conjunction with a hydraulic mulch for erosion control.

DESCRIPTION
RAINIER SUPREME consists of specially processed, extra long strand, virgin wood fibers along with a
high-strength, non-toxic, cross-linked organic binder. This combination gives superior erosion protection
without the addition of man-made synthetic fibers which are not naturally biodegradable. The system
sprays on like mulch and forms a blanket that adheres to the soil surface immediately upon application.
When dry, the blanket is porous, erosion resistant and protects the soil surface. The blanket retains its
integrity and soil protection despite re-wetting for well beyond twelve months. The extra long, woolly
wood fibers form tent-like pockets which aids germination and plant growth. When applied over the soil
surface the wood fibers twist and interlock with each other and the soil as they dry.
RAINIER SUPREME is 100% naturally biodegradable and is non-toxic to fish and wildlife.

agitation and pumping, and the slurry does not dewater when doing hose work. The green color allows
the operator to apply an even application of material over the soil surface. The green dye added to the
fiber during manufacture is non-toxic.

PRODUCT SPECIFICATIONS
RAINIER SUPREME is manufactured to specific fiber sizes in a controlled environment to provide best
job-site performance. Specially selected wood chips are softened by high temperature 177C (350F)
steam, and the thermo-mechanical refining process produces extra long, soft, woolly fibers. The fibers
have physical features that tend to intertwine with each other, thus forming a more protective blanket.
PERFORMANCE PROPERTIES
RAINIER SUPREME is compressed and sealed in heavy duty plastic bags that have a UV inhibitor.
Each bag weighs 50 lbs. (22.7 kg) nominal and measures 10 x 19 x 29 inches. There are 40 bags per
pallet which makes into a tight, stretch-wrapped unit.
APPLICATION
Recommended Rates: 3,000 to 3500 lbs/acre -- 2H: 1V slopes.
3,500 to 4,000 lbs/acre slopes steeper than 2H: 1V
depending on site conditions.
Apply the fiber to make a uniform mat. Green dye is added to help the applicator maintain uniform
coverage. The spraying should be done in two passes. Allow enough drying time between applications
so some dry spots are showing on the surface of the fiber. Spray from two directions to avoid light
coverage, or shadowing, on the back side of ridges and depressions. Application should be made
sufficiently in advance of rainfall to allow a short drying time.

MycoApply Ultrafine Endo micronized mycorrhizal powder inoculum consists of a blend of spores of 4 endomycorrhizal
fungi species. The powder comes in a particle size less than 220 microns (#70 screen). This concentrated, fine material is ideal
