2.WHO IS QUANTITY SURVEYOR?
is a professional working within the construction industry concerned
with construction costs and contracts.

Advises the client on appropriate contract arrangement as well as the


legal contract and conditions under which the building will be
constructed.

QS: Acting on behalf of the CLIENT Advises the Architect and


Engineer on the cost implications such as:
(i) different construction methods
(ii) alternative choice of materials and size
(iii) quality of the project.

To ensure that each element is reconciled with the cost plan


allowance overall project cost remains within the budget.

An expert on the cost and


management of construction projects
(a)building, (b) civil or (c) heavy engineering

Whenever any building project is proposed, it is important that cost


involved is known in advance.

These include :
1.Site preparation cost
2.Construction
3.Labour
4.Material and plant costs
5.Professional fees, taxes and other charges
6.Running and maintenance costs for the new building.

QS must be able to assess (i)Implications of changes in design,


(ii)Site conditions and working arrangements and
(iii)Give the client accurate budget and time estimates.

i) ESTIMATION:

ESTIMATION The process of calculation the quantities of


various items of work, and the expenses likely to be incurred.

The estimated cost of a work is a close approximation of its


actual cost (by measuring)

Purpose to give the owner a reasonably accurate idea of the


cost to help him decide whether the work can be undertaken as
proposed or needs to be curtailed or abandoned, depending upon the
availability of funds and prospective direct and indirect benefits.

Under-estimating client getting an unpleasant shock when


tenders are opened and drastically modifying or abandoning the work
at that stage

Over-estimating estimator will lose his client or his job, or in any


case his confidence.

This knowledge is used construction of new building with new


design

Also based on Estimators experienced & knowledge since it


based on architectural drawing

By using this estimating knowledge, a QS will be able:

i) Preparation of preliminary cost estimates and cost plans of


the development project.

ii) Advise on cost estimates in relation to design development


of a project.

ii) MEASUREMENT:

MEASUREMENT The process of controlling the construction cost by


accurate measurement of the work required

Measurement Also known as TAKING-OFF

The quantities are measured from drawings and specifications prepared by


architects and engineers known as Bill of Quantities (BQs)

Purpose in order to prepare tender @ contract documents

By using this measurement knowledge, a QS will be able:

-To prepare the Bill of Quantities or Specification document for


tendering purposes.

BQs are prepared in accordance to:

(a) Malaysian Standard Method of Measurement of Building Works (SMM

(b) Malaysian Standard Method of Measurement of Civil Engineering Works


(CESMM)

iii) PROCUREMENT:

Generally PROCUREMENT refer to The action or process of


acquiring or obtaining material, property, or services at the
operational level for example, purchasing, contracting, and negotiating
directly with the source of supply

BUT, the term PROCUREMENT is widely used in different context such as:

(i) Commerce

(ii) Defence

(iii) Construction

CONSTRUCTION PROCUREMENT The process of acquiring the


construction project

Malaysia such as:

Privatisation)

iv) PAYMENT:

CONSTRUCTION PAYMENT The process of paying /transfer of money


or goods for the construction works done.

A QS will be able to:

Prepare the Interim valuation of works in progress on site for


purposes of interim payments.

Prepare the financial statement of regular intervals during the


construction period.

Do a settlement of the final accounts of the project.

b) Supplementary services may also be provided by the

Professional Quantity Surveyor if required:

Preparation of feasibility studies of a project.

Projection of estimated project or development expenditure and


anticipated income cash flows.

Evaluation of contractors registered for prequalification.

Comparative cost studies on the economics of the project during


design stage.

Project management of construction project.

Supplementary Service :

Life-cycle costing and studies on economics of alternative design.

Pricing of Bills of Quantities or negotiating and agreeing Schedule of


Rates.

Valuation or auditing of contractual claims for arbitrations litigation


cases.

Valuation or auditing of insurance claims for fire damaged buildings.

FUTURE OF QUANTITY SURVEYORS CAREER

Quantity surveyor is a professional who involve directly in financial management and


construction contract administration from the initial stage to the completion. A part
of that, quantity surveyor is also involve in consultation services of project cost,
selection of contract, measurement of quantities and preparation of tender
document.

In todays competitive and ever changing business landscape, Quantity Surveyors


are increasingly required to remain abreast of changes in the industry in order to
remain globally relevant. The functions of quantity surveying expected to undergo
the greatest amount of growth and be of highest demand in the future marketplace.
This can be prove by:

1. Technologies especially IT have advanced thus allowing quantity surveyors to


achieve higher levels of efficiency and effectiveness in delivering services to their
clients.

2. Quantity Surveyors, on par with their counterparts in the construction industry,


are now using IT in measurement and documentations, in cost planning and cost
control and in procurement and contract administration of construction works.

3. Consequently, more quantity surveyors are sought by employers to manage


projects beyond the traditional boundaries of construction works. For example,
Malaysian trained quantity surveyors are now working on a wider variety of projects
such as sea and air ports, highways, plant and petro-chemical facilities, etc and as
senior academics at home and overseas. In Europe quantity surveyors are moving
towards commercial management and project management.

4. Experienced quantity surveyors are being entrusted to manage whole construction


projects on behalf of their clients: from inception to completion and into post-
completion activities including maintenance especially for projects procured under
the procurement routes.

5. Future growth related to the quantity surveying profession includes value


management, facilities management, construction law and dispute resolutions
encouraging.

History Of Qs Profession In UK

- Established since 17th century


- Was not practiced by professional QS (Architects & craftsmen)
- The demands on QS professional were so vital.
- Architects & craftsmen were burdened with redesign & construction work after
great fire incident in London.

Qs Profession in Malaysia & Singapore

- Established in Malaysia since 1930s due to migration of several numbers of QS


from UK to Singapore after incident Great Fire of London.
- David Waters and Eric Watson, two British Quantity Surveyors, who responsible
brought QS services into Malaysia are set up 1st QS firm in Singapore under their
names Waters & Watson in year 1932
- In early 1946, Eric Watson restarted the firm and adds their branch office in Kuala
Lumpur (1947) after Japanese surrender in 1945.
- Government of Malaya had formed QS Department in PWD but the scopes of works
were boundless (limited) at that time.
