OPERATION, MAINTENANCE,

IMPROVEMENT OF KENNON ROAD


AND MARCOS HIGHWAY
Project Description:
This project involves upgrading and improvement of the landslide prone sections of
Kennon Road and Marcos Highway and operate as toll roads. Kennon Road has a length
of 33.50 kms. While Marcos Highway has a length of 38.70 kms. Having a total
combined length of 72.20 kms. These roads start at Rosario and Agoo, La Union
respectively and both ends at Baguio City.

Project Status:
Official Notice to proceed (NTP) on the Consultancy Services was received by the
Consultant on March 25, 2013.
The Consultancy will be carried out over a period of six (6) months, effective from April
02, 2013 to October 02, 2013.
Progress Report No. 4 submitted on September 2013
Cost Realignment No. 1 of Consultancy Services was approved on September 30, 2013
Financial and Economic Evaluation for the Rehabilitation and Maintenance of Kennon
Road and Marcos Highway are completed and states that the project is economically
feasible even when subjected to 20% increase in cost and 20% decrease in benefits.
Draft Final Report was submitted by J.F. Cancio and Associates on September 30, 2014
and transmitted by PPP Service to the PPP Center and DPWH Advisors for their
comments.
PPP Center sent their comments via email regarding financial and economic analysis of
the report on January 20, 2015.
On March 19, 2015 Letter from DPWH containing consolidated comments was sent to
JF Cancio and Associates, likewise requiring the submission of the Final Report.
Final Report for the Conduct of Business Case Study was submitted on September 01,
2015 by J.F. Cancio and Associates.
Conducted meetings with BCDA for possible JICA or METI funding of the FS or PreFS.
BCDA to send letter to Secretary Singson for the presentation of their proposal.
JFE Engineering requested a copy of the Business Case Study of the project through
letter dated 04 January 2016 for their review in order to improve their proposal.

THE historic Kennon Road will soon be fully rehabilitated under the public-private partnership
scheme of the government.

Engineer Alexander Castaeda, chief of the Baguio City engineering district of the
Department of Public Works and Highways, said the information was relayed during the
coordination meeting of the department two weeks ago in Pampanga.

Once materialized, this will mean the full rehabilitation of the 33-kilometer stretch of Kennon
Road, which has been experiencing an open close status due to numerous problems since
after the 1990 magnitude 7.6 earthquake that struck northern Luzon.

Nine kilometers of the road stretch is under the jurisdiction of the Baguio City District
Engineering Office.

Hopefully, with PPP, Kennon will become an all-weather road like Marcos Highway, which
will address the influx of vehicular traffic experienced especially during the peak tourism
season.

Castaeda said this rehabilitation scheme is in consonance with the Tarlac-Pangasinan


expressway project, which extends to Rosario in La Union.

Kennon Road is immediately connected to Saytan in Rosario, La Union.

The Philippine public-private partnership council will still have to come up with a feasibility
study that will be the basis of the terms of reference when inviting interested private entities
to join the government in the rehabilitation works of major infrastructure projects like the
Kennon road.

For years now, minor and small rehabilitation and maintenance works are being laid down on
Kennon Road for it to be passable.

Due to its short distance compared to the over 50 kilometers Marcos highway, Kennon is a
favorite ingress and egress road of commuters to and from Baguio City.
Due to the unstable slope, natural earth movement during the earthquake and rain seepage,
minor and major landslides are constantly being experienced.

Last April 13, a major landslide occurred at Camp 1, Kennon Road, hitting a vehicle and
killing an 18-year-old student.

The incident rendered the road closed to vehicular traffic for several hours, but it was opened
after clearing operations. (PNA)
