Regularisation Of Unapproved Plots and Layout

1) The entire layout sketch with Survey no superimposed ,with linear measurement of each
Plots ,Width of the Road, approach to the Public road to be made.
2) No of Plots Registered prior to 22-10-2016 to be made in tabular column with the present
owner,Sale Deed date ,Document No, Survey No and Linear Measurement.
3) OSR of 10% if available to be shown or in the alternative 10% of the value as per the Guideline
to be made to the Government.
4) The Authorities within 15 days from the date of notifying the Rules have to take list of all
Layouts and submit to the Town Planning Authorities.
5) We can also submit the same to the Authorities namely BDO in Village Panchayat,Executive
Officer (EO) in Municipalities and Town Panchayat, and Commissioner in Corporations.
6) On submitting the Plan the Authorities will give IN PRINCIPLE approval of the Layout.
Subsequently each Plot Owners has to regularise their Plot by paying the following amounts
Regularisation Charges:-
A) Rs 9.30/ per sq ft in Corporation Area
B) Rs 5.60/ per Sq ft in Municipal Area
C) Rs 2.80/ per Sq ft in Village Panchayat Area

Development Charges:

A) Rs 56/ per Sq ft in Corporation Area


B) Rs 32.50/ per Sq ft Special and Selection Grade Municipal Area
C) Rs 23.25/ per Sq ft in Grade I and Grade II Municipal Area
D) Rs 14.00/ per Sq ft in Town Panchayat Area
E) Rs 9.30/ per Sq ft in Village Panchayat Area

Scrutiny Fees:

Rs 500 per Plot.

The above is in addition to OSR amount if there is no Open Space available in the Layout

Charges for OSR Area:

10% on the Guideline Value which has to be divided among all Plot Owners.

Consequences of Non Regularisation:

1) No EB, Water Supply,Drainage and Sewerage connections shall be extended.

2) Plot will not be registered by the Sub- Registrar.

3) No Building Plan will be given.

Following Documents to be Submitted for regularisation of Layout to get IN PRINCIPLE Approval:

1) Layout Sketch with Survey Nos Superimposed with Linear measurement of all Plots.

2) Road Width with Approach Road from Public Road

3) Sale Deed for the entire area of prior owner their Patta, Chitta, Adangal, FMB, Settlement
Register.

4) Topo Sketch showing the area surrounding 500 Mtrs.

5) EC from date of first Plot registered till date.


6) Applications in 3 Nos.

Regularisation Of Each Individual Plot:

Each Individual has to submit their Sale Deed registered prior to 20-10-2016 along with Patta ,Chitta,
Adangal, EC in respect of that Plot, FMB with the payment as mentioned above.

Note:

1) Though regularisation scheme is Subject to and in conformity to Coastal Regulation Zone,


Hill Station Building Rules, Aquifer Recharge Area, the Court heard the arguments on
12-05-2017 and convinced and the matter is Sub Judice and yet to pass an order
2) The Rules were notified on 12-05-2017 and within 15 days the Authorities have to take the
list of Un approved Layouts and Submit to Town Planning Authorities.
3) Since the Authorities may not take list of CRZ layout which is Sub Judice we have to submit
to the authorities.
4) All process of applying must be completed within 6 months.

Guideline Value for the purpose of above calculation and payment

1) For the Plots registered prior to 31-03-2012 prevailing as on 1-08-2007


2) For the Plots registered after 1-04-2012 prevailing as on 12-5-2017

3) For unsold Plots ---value fixed by the Registration department on the date of issue of In-
Principle approval of Layout.
4) For OSR--- 10% as per the above

Amount to be paid for 2400 Sq ft

1)Corporation Area : Rs 156,260/


2)Special & Selection Grade Municipal Area : Rs 91940/
3)Grade I and Grade II Municipal Area : Rs 69,740/
4)Town Panchayat : Rs 40,820/
5)Village Panchayat : Rs 29,540/

In addition proportionate OSR charges
