A Training proposal for a 3-day School Based Training of PNHS Teachers on NCBTS and IPPD
preparation, Table of Specification (TOS) and Test Construction and Civil Service Rules.

Title: 3-day School Based Training of PNHS Teachers on NCBTS, IPPD preparations, Table of
Specification (TOS) and Test Construction, Civil Service Rules and Implementing Guidelines.

I. OVERVIEW/RATIONALE:

Teachers have one of the most demanding vocations in the world and in order to fulfil their important
roles with excellence, they need training, motivation as well as regular mental, emotional and spiritual
rejuvenation. Educational systems and initiative in the country shows recognition to the importance of
the teacher by the resources spent on various teacher capacity building. However, the issues often have
been about building an effective model and mechanism that would develop and enhance the teachers
capacity and provide them avenues for professional development.

With such concern, the Department of Education make use of the National Competency Based
Teachers Standards (NCBTS) as basis in formulating its hiring, promotion, supervision and other policies
related to the teaching profession. Teaching professionals can better define and understand the
different dimensions of effective teaching and learning process so as the core values of a Filipino
Teacher through its Integrated Theoretical Framework. It is then a necessity that NCBTS, as an effective
tool, be used by all individual teachers in public elementary and high schools shall use it for their
professional development activities. Teachers, most importantly newly hired educators, should
therefore be knowledgeable on its concept, relevance, domains and role as basis for individual
professional development plan and enhanced student performance.

In addition, discussions in Lesson Plan making, Table of Specification and Test Construction shall be
enclosed in professional development activities in order to let the teachers recall relevant concepts, be
introduced with of new and effective strategies and updates and remind them on the high importance
of such tools in the teaching and learning process.

In the Technical Education and Development Map (TEDP), where NCBTS is at the heart, the significant
role of the Civil Service Commission is given due importance as one of the agencies working hand in
hand for the good of the teaching profession. It is therefore vital to enjoin the Civil Service Commission
in teacher trainings for them to be properly oriented with Teacher Human Resource, Planning,
Recruitment, Selection, Deployment, Recognition System, Teacher ethics and other relevant rules and
implementing guidelines in the teaching profession.

It is in this vision that a School-Based Training (INSET) to all teachers in the School Community will be
conducted.

The training aims to:


1. Orient teachers on National Competency-Based Standards-Teachers'
Strengths & Needs Assessment

2. Determine the competency status profile, strengths and weaknesses of


individual teacher using the standards set by NCBTS in the 7 seven
domains that would complement the learning needs and requirements of
the learners.

3. To develop teachers Individual Plan for Professional Development using


TSNA results.

The training aims to:


4. Orient teachers on Lesson Planning, Table of Specification and Test
Constructions.

5. Develop a well prepared lesson plan, accurate Table of Specification


and appropriate test/assessment based on the session given relevant to
the mentioned tools.

3. Orient teachers on Civil Service Implementing rules, regulation and


ethical standards for public employees.

II. METHODOLOGY
The program will be using the 4As (Activity, Analysis, Abstraction/Generalization and
Application) and the Inductive Method as a mode of delivery for discussions/sessions or lectures to
be given by the respective resource persons.

The training is envisioned to be output based and so at the end of the training results are
obtained using a workshop (individual and group-work activities) approach after each discussion and
topic presentation has been made.
