Minutes of the Commissioners Meeting


August 16, 2017

The regular scheduled meeting of the Williamson County Emergency Services District #8 was held on
Wednesday, August 16, 2017 at 6:00p.m. at 3500 D B Wood Road. The President, Bobby Bunte being in the
chair, and a quorum present, the meeting was called to order at 6.02pm.

Present: Commissioners Bobby Bunte, Bennie Piper, Troy Rodriguez, Ira Wood
Staff: Ron Barrick, Nancy Rangel
Visitors: Chief John Sullivan, Chief Clay Shell, Chief Jeff Davis, Eric Johnson w/The City of
Georgetown, Anita Martinez, Theresa Kirk, Karen Reed

Meeting

1. Consideration and possible action to approve the minutes from the Special Call Meeting held on
May 16, 2017.

Commissioner Piper made a motion to approve the minutes from the Special Call Meeting held
on May 16, 2017. Commissioner Wood seconds. Motion carries. Carry over.

2. Consideration and possible action to approve the minutes from the Regular Session meeting
held on July 16, 2017.

Commissioner Rodriguez made a motion to approve the Regular Session meeting minutes held
on July 16, 2017. Commissioner Piper seconds. Motion carried.

3. Presentation of the monthly Treasurers Report and payment of bills by Ron Barrick.

Money Market balance: $4,604,255.08


Checking: $2,488.77
Total Money Market and Checking balance: $4,606,743.85
Commissioner Rodriguez made a motion to accept the Treasurers report for July as read and
pay the bills as submitted. Commissioner Wood seconds. Motion carried.

4. Monthly presentation and report(s) by City of Georgetown Fire Chief John Sullivan.

Chief Sullivan gave the Board a brief overview of the percentage of ESD8 and EMS related
responses in July as well as other City-wide events and developments that occurred in July.
5. Discussion and possible action to adopt Exhibit C of the annual contract for services with the
City of Georgetown.

Commissioner Rodriguez made a motion to accept Exhibit C of the FY2017/2018 Interlocal


Agreement between ESD8 and the City of Georgetown in the amount of $1,615,535.00.
Commissioner Wood seconded. Motion carried.

6. Discussion and possible action to approve a Letter of Engagement with Medack & Oltmann, LLP
to perform annual financial audit.

Commissioner Rodriguez made a motion to approve and accept the Letter of Engagement from
Medack & Oltmann, LLP to perform the annual audit. Commissioner Wood seconds. Motion
carries.

7. Discussion and possible action to adopt the budget for FY18.

Commissioner Piper made a motion to adopt the amended, adjusted budget for FY18 as
presented. Commissioner Wood seconded. Motion carries.

8. Discussion and possible action on proposed tax rate for 2017-2018.

Effective rate .086834 per $100 value


Rollback rate .093771 per $100 value

Commissioner Wood made a motion to accept the proposed rollback tax rate of .093771 per
$100 value.

9. Discussion and possible action regarding the annexation of the Garey Park, and surrounding
properties into ESD8.

Public Hearing commenced at 6:10p.m.

Resident Anita Martinez property owner of 6531 FM 2243, Georgetown, TX: She and her
sisters own property across the road from Garey Park. They werent notified about the
annexation. Her concern is, she doesnt know where their property fits into the annexation.
Just recently 1 acre of their property was annexed by the City of Leander. They have 89 more
acres that are still in the ETJ of Leander. She wants a clear understanding about how this will
impact their property in the future. She also wanted to know if she and her sister would be
eligible to vote on this issue.

Commissioner Bunte Leander will provide Fire Service to the 1 acre thats been
annexed. The remaining 89 acres still falls within the ESD8 scope of Fire Protection if
that property is annexed. Two things have to happen in order to be annexed, first,
property owners must vote in favor of the annexation and secondly, all other ESD8
property owners must vote in favor allowing this area to be annexed. Both of these must
occur in order for the annexation to take place. The ESD8 2017 Tax Rate is currently
set at .094000 per $100 value.

Resident Theresa Kirk property owner of 654 Co. Road 176, Georgetown, TX 78628: Her
concern is whether or not White Tail will receive Fire Services should the need arise.

Commissioner Bunte assured her White Tail is covered for Fire Services. He stressed
the importance of the annexation because without it, neither the City of Georgetown nor
the City of Leander will provide Fire Services to this area.

Resident Karen Reed, property owner of 620 Whisper Lane, Georgetown, TX 78628: She is for
the annexation and is very pleased to be included in the annexation.

Bobby explained if the annexation takes place, the entire area will be included in the
annexation. White Tail residents can vote for or against the annexation.

Public Hearing is closed. 6:34 p.m.

Commissioner Wood moved to order an election for the Garey Park Area per the petition filed
with the District to be held on November 7, 2017, authorize the appropriate officers to execute
Order No. 08-16-17-I and take all actions necessary to conduct said election.
Commissioner Piper seconds. Motion carries.

10. Discussion and possible action related to the construction of Fire Station #6.

Eric Johnson, with the City of Georgetown, presented the Board with a detailed update.

Commissioner Rodriguez made a motion to use CSP as our construction method for building
Fire Station #6. Commissioner Wood seconds. Motion carries.

Commissioner Wood made a motion to proceed paying for Fire Station #6 with cash.
Commissioner Piper seconds. Motion carries.

Carry over.

11. Discussion and possible action on web and email services.

Commissioner Piper made a motion to carry this item over until the September meeting.
Commissioner Rodriguez seconds. Motion carries. Carry over.

12. Public Comment.

None.

Next regular session meeting is scheduled for Wednesday, September 13, 2017 at 6:00p.m. at the Public
Safety Operations and Training Center. No further business was discussed or actions taken. Commissioner
Piper made a motion for adjournment. Commissioner Rodriguez seconds. Meeting was adjourned at 9:27p.m.
