1.0 GENERAL

1.1 As part of Government of India initiative to revive Ramagundam Fertilizer Complex located at
Telangana, owned originally by M/s Fertilizer Corporation of India Limited (FCIL), M/s Engineers
India Limited (EIL) and M/s National Fertilizers Limited (NFL) jointly initiated the activities for the
revival of Ramagundam Fertilizer Complex. Accordingly, a joint venture company under the name
of Ramagundam Fertilizers & Chemicals Ltd. (RFCL) has been formed. RFCL has entrusted EIL to
provide EPCM services for this complex. The RFCL Complex model consists of a 2200 MTPD
Ammonia Unit and a 3850 MTPD single stream Urea Plant. Associated utilities and offsite facilities
shall also be provided. Through this document, Owner/EIL intends to execute 220kV Switchyard at
site.

1.2 Intent of this Job Specification is to define the specific requirement applicable to the scope covered
under this contract in addition to the design basis, design philosophy, equipment specifications,
datasheets, drawings, documents etc. as enclosed with the bid document and shall be complied for
engineering, supply, installation, testing and commissioning.The designed system shall comply with
the requirement of relevant standards and statutory regulations as defined in relevant documents.
Design, engineering, detailed engineering, preparation of drawings/ documents, supply, erection,
testing and commissioning of the electrical system for the plant shall be performed as per enclosed
specifications, datasheets and drawings enclosed with tender.

1.3 Codes and standards as prevailing in the country of origin may be followed for equipment
purchased abroad provided that the equivalent standards are more stringent than
Indian/International standards and meet the statutory regulations of the approving Indian statutory
authorities.In addition, the work shall also conform to the requirements of the following:
Indian Electricity Act
Central Electricity Authority Regulations
The Factory Act
OISD standards
Requirements of other statutory bodies as applicable
Any other regulation laid down by the Central, State or of this local authorities from time to
time during the execution of contract.

1.4 It is responsibility of the Switchyard Contractor to highlight any contradiction amongst various
documents at the bid stage itself. In case of conflict between OWNER/EIL specifications and
Licensor specifications, the most stringent requirements will apply.
however, be obtained before taking a decision in such matters.

1.5 Contractor shall furnish list of conflicts, if any, along with their offer and also furnish the basis that is
considered for submitting offer. Owner/ EIL will resolve listed conflicts prior to award. In case of
ambiguity, Bidder shall inform Owner/ EIL of their interpretation. In case Bidder fails to convey the
same prior to award, the Owner's decision on interpretation shall be considered final if need arises
during the execution. No additional cost or extra time on account of conflicts/ ambiguities shall be
admissible.

2.0 POWER SYSTEM DESCRIPTION

2.1 The grid power supply shall be provided by SEB/Power Supply Company at 220kV level at
incoming gantry via 2 Nos incomers. Power is stepped down to 33kV through 2 nos. 220/33 kV,
40/50 MVA transformers by the Switchyard Contractor. The CPP 33kV switchboards shall receive
this grid power supply 2 Nos feeders through 33kV cables.

2.2 Refer 220kV Switchyard Single Line Diagram(Drawing No. A747-301-16-50-0001) and Equipment
layout (drawing No. A747-301-16-50-0002).

2.3 The primary distribution for plant will be at 33kV from 33kV switchboard located in CPP substation
while secondary distribution will be at 6.6kV from 6.6kV switchboards located at respective
substations.

2.4 220kV, 33kV and 415 V systems are solidly earthed, whereas, 6.6 kV system is resistance earthed.

2.5 220V DC battery and chargers shall be provided to feed critical DC lighting, switchgear protection
and control circuits, which will be located in the substation building.

2.6 The equipments to be supplied by the Contractor shall be designed/ suitable for following power
supply system.

a. Power received at 220kV from SEB/Power Supply Company


Voltage : 220kV 10%
Frequency : 50Hz 3%
Fault level : 40kA for 1 sec.
b. Distribution at 33kV
Voltage : 33kV 6%
Frequency : 50 Hz 3%
Fault level at 33kV : 31.5 kA for 1 sec
c. 415/240 AC equipments shall be suitable for following voltage and frequency variation.
Voltage : 415V 6%
Frequency : 50Hz 3%
Fault level at 415V : 50 kA for 1 sec for ASB, 25kA (min.) for 1 Sec for LDB
d. D.C. Power Voltage : 220V 10%, 2 wire.

3.0 ENGINEERING AND JOB SPECIFIC REQUIREMENTS

3.1 Various equipments covered in the bid package to be supplied by the Contractor shall in general
be, in accordance with the requirements defined in design basis document, standard specifications,
respective equipment datasheet and hardware datasheet. Besides these, the following
requirements as detailed out in respective clauses for the equipments shall also be considered.

3.2 Contractor shall ensure that all electrical equipment comply with site and system conditions, rating
and other technical requirement as specified in the engineering design basis and shown in the
single line diagram.

3.3 Contractor shall use this specification, datasheet, design basis document and Owner
standard specifications for various equipments. However for equipment where Owner
standard specifications have not been attached, the Contractor shall use their own specification
developed based on project specific requirement and good engineering practices prevalent in
petroleum industry so as to ensure satisfactory operational and maintenance requirements.

3.4 Contractor shall note that datasheets for some of the equipment are not enclosed separately.
Equipment datasheets for all equipment shall be prepared by the Contractor based on relevant
codes and specifications and datasheet shall contain all technical data and information which are
essential for review and technical acceptability, detailed engineering, installation, testing, repair and
maintenance, replacement etc.

3.5 The Contractor shall prepare datasheets referred in Owner/EIL standard specifications, but not
enclosed with the package.

3.6 The equipment shall in general conform to latest revision of statutory regulations, Indian Standards,
IEC/ Other international standards applicable for the country of origin of the equipment.

3.7 All equipment shall be subjected to routine and acceptance tests as per applicable specifications. In
addition, equipment shall be subjected to type tests if specified elsewhere.

3.8 Contractor shall clearly specify in their purchase specifications, the requirement of conducting other
special tests/ type tests, which are envisaged for various electrical equipment, which shall have no
impact on cost and time. Contractor shall restrict the make of switchboards of a particular voltage
level to one particular make only.

4.0 SPECIFIC JOB REQUIREMENT

4.1 Engineering Design Basis

4.1.1 Standard design philosophy for electrical facilities 6-51-0099 (Rev 6) and electrical design basis
(Doc. No. A747-999-16-50-EDB-1001, Rev.0) shall form the basis for basic design and developing
detailed design and engineering for electrical facilities including electrical power system, electrical
equipment and electrical installation etc.

4.2 Switchyard

4.2.1 Contractor shall design the switchyard based on the enclosed single line diagram. Equipment as
shown in the SLD are indicative and minimum. Additional electrical equipments/
components/facilities if required during detail engineering, to meet bid package/ state electricity
board/ electrical inspectorate requirements shall be included by contractor without any price and
time impact to Owner.

4.2.2 The enclosed 220kV switchyard layout plan is only indicative and shall be finalized during detail
engineering.Contractor shall generally design Switchyard layout as per 220kV layout included in the
latest edition of CBIP manual on sub-station layouts, taking care of minimum clearances as
required,, and furnish the switchyard layout plan and various sections meeting the enclosed
specifications of switchyard, datasheets, guaranteed particulars, other statutory requirements and
the following specific requirements without any price and time impact to Owner/ EIL.

4.2.3 The approximate area for the switchyard shall be as per 220kV outdoor switchyard layout drawing
no. A747-000-16-50-0150.

4.2.4 Following data shall be considered for designing the switchyard in addition to the requirement of
EIL specification for Outdoor Switchyard 6-51-0085:

i) Short circuit level : 40kA(1 sec.)


Highest System Voltage : 245kV
System BIL : 1050kVp
Rated BIL : 1050kVp
Lightning Withstand voltage : 1050kVp
(1.2/50 msec impulse)
1 min p.f. withstand voltage : 460kV

ii) Busbar/Gantry height (minimum) shall be as per latest edition of CBIP.

iii) Minimum level of bottom of any insulator: 2500 mm.

iv) Minimum ground clearance for bare conductor or live part: 5500 mm

v) Contractor shall design the switchyard based on the actual calculation for various
hardware equipments, however the minimum sizes of various hardware equipments shall
be as follows:-

ACSR conductor size shall be finalized by contractor during detailed engineering.


However, conductor shall not be less than incoming transmission line conductor size.
Size of earthing conductor = Min. 75x10mm GI strip/GI rod with 5M spacing

vi) The amount of galvanizing shall be minimum 900 gm/m2as per IS:802.

vii) Wherever cables cross roads / rail track, cables shall be taken in ERC/concrete blocks.

viii) For lightning protection of switchyard suitable lightning masts shall be provided in the
Switchyard. The masts may also be used for installation of lighting fixtures for switchyard
lighting. Contractor shall make suitable provision for access to the lighting fixtures installed
on the lightning mast for maintenance.

ix) Operating handles for isolator main box, earth switch and discharge counter of Lightning
Arrestor (LA) shall be at a height of 1500 mm (maximum) from FGL.

x) For the commissioning of power transformer and SF6 circuit breakers the services of
manufacturer's engineers shall be called.

xi) 220kV switchyard and associated electrical network and equipments will be controlled and
monitored from 220kV relay control panel, located in switchyard substation cum-control
room.SeparateBay control unit (communicable type) shall be provided in each
feeder/bay/section. At least one vertical free standing unit/panel shall be provided for each
feeder/bay/section i.e. 2 nos. panels for incoming bays, 1 no. panel for bus tie and 2 nos.
panels for transformer bays.

xii) 33kV isolating breaker panel, Relay & control panels, RTCC panels, ASB, Battery charger
panels, DCDB, Ethernet switches, ECS interfacing/marshalling panel, LDB, lighting
transformer, FA, PA & Telephone junction boxes, UPS systems etc. shall be located in
control building of Switchyard.

xiii) Numerical relay (IEC 61850 protocol) with Ethernet switches shall be provided as per
system architecture drawing.

xiv) HMI shall be supplied by others and shall be located in operator room at substation cum
control room

xv) Selected models of numerical relays shall have metering, control, status and protective
functions. Relay LAN shall be connected on dual redundant buson IEC-61850 protocol for
communication to Ethernet switches & HMI.

Wherever data is not available on Relay LAN, it shall be acquired by hardwired


connections.

Following functions as a minimum shall be possible from Laptop and HMI.

Substation single line diagram


Feeder status monitoring
Data logging
Relay parameterization
Event recording, fault analysis etc.
All annunciations including faults in DC systems, UPS System
View of historical data and generating trends
Preparation of maintenance schedule.

xvi) The following controls, metering & annunciation facilities provided at relay and control
panel shall also be repeated in Power Plant Control Room by
Switchyard Contractor.

Annunciations for 220kV Circuit Breakers and Isolators ON, OFF & TRIP on fault and
trip circuit healthy.

ON/OFF/TRIP indications of 220kV Circuit breakers and 33kV Isolator Breaker panel
OLTC control
Voltages and frequencies for 220kV incomers, buses & outgoing breakers and for
33kV Isolating Breaker panel
Status indication for Switchyard control (ECS-SCAP-SWITCHYARD)

xvii) Solid Core insulators shall be provided for supporting the ACSR Conductors.

xviii) Suitably supported steel grating shall be provided on the top of oil soak pit to facilitate
movement.

xix) All control cabinets, junction boxes, etc. located in outdoor switchyard area shall have
enclosure protection of IP55 and shall be provided with additional FRP canopy.

xx) One no. breaker control switch shall be provided for each breaker.

xxi) Angle of analogue meters scale shall be 0-240 degree.

xxii) Separate analogue 3 nos. ammeters for each phase and frequency meters forincoming
feeders shall be provided. Separate analogue 3 nos. ammeters for eachphase shall be
provided for outgoing transformer feeders. Separate 3 Nos.analogue voltmeters shall be
provided for each incoming line for phase to phase measurement.

xxiii) Summation Trivector meter in incomer relay & control panel shall becommunicable type
with serial port.

xxiv) The drawings enclosed are for Contractor's guidance in understanding the scope and type
of work and shall form an integral part of the specification. However, it is the responsibility
of the Contractor to provide safe and reliable system meeting all the requirements
stipulated in standards and guidelines issued by electricity boards and Chief Electrical
Inspector.

xxv) The specification, accuracy class, type & details of CTand EMVT cores involved in
SEB/Power Supply Companymetering shall be as per SEB/Power Supply Company norms
and state grid code.

4.3 Substation-cum-Control Building

4.3.1 The Switchyard Substation-cum-Control building shall be adequately sized with proper equipment
layout
building, if required at any stage, to accommodate electrical equipment of the package, including
minimum spare space of 20% without cost/time implication to owner/ EIL.

4.3.2 Contractor shall also include provision for cut outs, floor insert plates, equipment foundations etc.
for all equipment to be supplied by contractor/free-issued items and to be installed in the control
building.

4.3.3 Grouting of equipment to be installed, foundation for transformers, control stations, lighting poles,

4.3.4 Oil soak pit shall be provided for transformers, meeting the requirements defined in Indian
Electricity Rules and OISD Standards.

4.3.5 Fire fighting system like emulsifying system for transformers, water sprinkler system, portable type
CO2 extinguishers, sand buckets etc shall be provided for Switchyard, control building etc. as per
statutory regulations and as defined elsewhere.

4.3.6 False ceiling shall be provided in all the air conditioned rooms in control building.

4.4 Transformers

4.4.1 Minimum guaranteed efficiency of 220/33 kV power transformers at 40% load & 0.8 power factor
shall not be less than 99.5%.

4.4.2 The following parameters shall be considered for HV winding of the power transformer
Rated voltage : 220kV
Insulation level : 395kV
Impulse withstand : 950kVp

4.4.3 Cooling system of 220/33 kV power transformers shall be designed considering the effect of solar
radiation also.

4.4.4 Power transformers provided with OLTC shall have microprocessor based RTCC. It should be
possible to change taps manually from transformer, RTCC and ECS. OLTC shall be suitable for bi-
directional power flow.

4.4.5 All transformers except lighting transformers shall have WTI/ OTI transducer for interfacing with
MMI and ECS.

4.5 Medium Voltage Switchboard (ASB & LDB)

4.5.1 Auxiliary Service Board (ASB) for misc. loads like auxiliary power supply to switchboard, local
control panel, power panel, welding sockets, air conditioning system etc. shall be considered.

4.5.2 Short-circuit rating of ASB shall be minimum 50 kA for one second. No. of outgoing feeders shall be
decided based on system requiremen
shown in enclosed SLD / based on final approved single line diagram and shall be provided with no
cost and time implication to owner.

4.5.3 All relays, meters and controls and auxiliary relays, timers, switches, etc, as required while
developing the control schematic and felt necessary for safe operation, even if these are not
specifically included, shall be supplied by the Contractor. All relays, metering and control
components shall be mounted on the panel front only.

4.6 Numerical Relays and Substation Automation System (SAS)

4.6.1 The requirement of numerical relays and integration shall be in compliance withthe requirement
given in attached data sheet, design basis, system architectureand specification. Even though data
sheets define the requirement in terms ofdiscreet relays (electromechanical type) but numerical
relay comprising allrequired functions shall be provided.

4.6.2 All relays shall be numerical type as specified in bid document. However, separate lockout relay
(86) type VAJH 23 or equivalent and trip circuit supervision relay (95) type VAX 31 or equivalent
shall be provided. Tripping relays (86), trip circuit supervision relays (95) and DC control supply
relays (80) shall be conventional type.

4.6.3 The control logic, as required, shall be achieved through relay PLC logic.

4.6.4 Substation Automation System (SAS) shall be provided in the Control Building for the 220kV and
33kV systems numerical relays. Refer system architecture (doc. no. A747-301-16-50-SK-
0004).SAS shall comprise Laptop, Ethernet switches and software to be installed for interfacing
with Numerical relays over IEC-61850.All relays shall be integrated with SAS for monitoring and
control. Ethernet switches shall provide gateway to upper level control system through dual
redundant FO port over FO cable and the type of protocol shall be IEC-61850. Communication
between SAS and HMI, and ECS shall be through IEC-61850 protocol for information exchange
required for displaying various details/ parameters on the ECS supplied by Others.

4.6.5 Laptop shall be supplied by Contractor. Software as required for interface with Numerical relays
and SAS shall be provided and loaded by the Contractor in Laptops provided by Contractor.

4.6.6 HMIshall be supplied by others. However, software as required for interface with Numerical relays
and SAS shall be provided and loaded by the Contractor in this HMI.

4.6.7 The relays shall be integrated on the basis of system architecture. All numerical relays shall be
digital (microprocessor based) & communicable type as per EIL Standard Specification 6-51-0055
and datasheet for Numerical relay attached with tender. Numerical shall have FO port for
communication withEthernet switches. Second port shall be RS232 / RJ45/ USB, which shall be
used for connecting Laptop PC.

4.6.8 The Numerical relays shall be provided with suitable hardware, software and communication ports
for communication with minimum two different client sources simultaneously.

4.6.9 Ethernet switches shall have digital and analogue input/ output cards suitable for interface and 20%
cards shall be supplied as spares.

4.6.10 220V DC input power supply shall be provided by Contractor to the ECS interface panels and HMI.
Cabling (including supply) shall be in Contractor

4.6.11 Only major relays, meters and controls are indicated in the Single line diagram. Any auxiliary relays,
timers, switches, etc, as required while developing the control schematic and felt necessary for safe
operation, even if these are not specifically included, shall be supplied by the Contractor.

4.6.12 GPS clock Synchronisation feature shall be provided by the Contractor for synchronisation of clocks
of numerical relay and metering LAN. Required GPS hardware and software to achieve time
synchronisation with various clocks in Ethernet switches shall be provided. The resolution of time
synchronisation shall be 1.0 millisecond or better throughout the entire system.

4.6.13 Supply of all interconnecting cables from Contractor supplied switchboards to Ethernet switches is
in Contractor , FO cable shall be considered which shall be laid in HDPE duct

4.6.14 The redundancy in communication hardware shall be provided as per the data sheet attached. In
ring topology, the communication shall have no disruption due to loop open circuit or failure of
communication port or failure of communication card. Also the switching off of DC supply to one or
more relays should not affect the communication to rest of the relays. Moreover the ring should not
be shared between the switchboards. For LAN, where star couplers are used, the communication
from star coupler to Ethernet switches shall be dual redundant. Relays of different switchboards
should not be connected to the same star coupler. Similar to ring architecture, the failure of one star
coupler or failure of communication port or processor should not affect the communication of other
star coupler to Ethernet switches.

4.6.15 Relays shall be same make to ensure seamless intergration.

4.6.16 Laptop with required software, hardware, accessories and material shall be supplied. System
configuration shall be latest proven model and upgradeable. The minimum configuration for this
project shall beIntel Ci5, 2.2 GHz processor, 500GB HDD, 4GB RAM, DVD R/W Multi drive, color
LED HD display screen or latest available.

4.6.17 All the data as available in the relay including the status of DI should be considered to be
communicated to HMI. The data required for final configuration shall be finalized during
engineering. Similarly whether specified or not, serial interface shall have no limitation for data
transfer to ECS. Minimum data as required at ECS interface panels are included however final
details as required for ECS interface shall be decided during engineering.

4.6.18 Control supply supervision relay (80), where provided as a standalone conventional relay, shall also
be hard-wired for monitoring purpose at ECS.

4.6.19 SAT shall be conducted to verify the actual simulation and shall be verified for required functionality
and the scan time. The methodology shall be mutuallyagreed to verify the system simulation and
intended specification of bid document.All graphics and navigation between different pages shall be
as requiredto
meet the bid document requirement and customization modification due to -
in-charge shall be carried out with no commercial implicationto Owner.

4.7 Local Control Station

4.7.1 Weatherproof control stations (IP-55) for all normal/ emergency push buttons, as required, shall be
provided by the Contractor, near each power transformer to trip it in case of emergency.

4.7.2 The push button shall be installed at an accessible place and clearly marked with suitable warning
instructions. Local push button control station shall be wired directly from the switchboard installed
in the substation.The push button shall be provided with facility for pad locking in tripped condition

4.7.3 Local control station shall have canopy for additional weather protection.

4.8 Air Conditioning System

4.8.1 Air conditioning of the complete control building except battery room and toilet is in the scope of
Contractor including supply of power distribution board, motors, cables etc. including cabling for
tripping of air conditioning systems / AHU from DGFAP, shall be done by the
Contractor. Cabling from each switchboard to the annunciation panel for panel trouble shall also be
provided.

4.8.2 The air-conditioning ducts in control building shall be so mounted that they do not fall above the
switchboard and do not obstruct illumination.

4.9 RCC Lined Trenches/ Cable Trays

4.9.1 RCC lined trenches shall be considered for switchyard area and inside Control Building.

4.9.2 RCC lined trenches with RCC covers, cable racks, culvert and sleeves for road crossing etc., as
required for the entire package shall be provided by the Contractor including providing cable trays,
sleeves, trenches, culverts, road crossings, etc. for use by owner/ other Contractors. Engineering
for sizing, deciding the number and routing of cable trays inside the control building shall be carried
out by the Contractor and these details shall be finalized during detail engineering, which shall be
taken care of by the Contractor without any impact on cost and time to owner/ EIL. Specific
attention shall be given for prevention of rain water entering into the trenches in outdoor areas.

4.9.3 Contractor shall also consider cable trays/ ducts, as required, for laying of fire detection and alarm,
communication and telephone cables for the entire package.

4.9.4 RCC lined trenches shall be considered for cable routing from transformer to switchyard switchgear
room etc. Minimum trench size for EHV and MV cables shall be 1000*1000 mm and 500*750 mm
respectively for each transformer bay.

4.9.5 Segregation of HV, MV, Fire alarm, communication and telephone cables in a common trench shall
be done by means of brick partition.

4.9.6 GI pipes for cable protection above ground, floor sleeves, supports wherever necessary, cable
markers, identification tags, GI saddles, saddle bars and associated accessories, all other
galvanised hardware like nuts, bolts, washers, grouting bolts as necessary, shall also be provided.

4.9.7 Switchyard Control room building shall be without cable cellar.Control Building shall be raised
minimum by 1000mm (above FGL), so that the bottom of the cable trench within control building is
above the surrounding grade level.

4.9.8 -ordinate the cable trench/ tray routing from theSwitchyard


area and control room building etc. with other agencies involved. Trenchesand trays shall be
provided up to the battery limits as per the final approved layouts,including Switchyard and control
building etc. without any impact on cost and time to theOwner.

4.10.1 Lighting shall be provided as per attached Standards and Specifications.

4.10.2 All lighting fixtures shall be suitable for safe area.

4.10.3 All lighting fixtures shall be LED type (for normal, emergency & DC lighting) with wattage/lumen
output equivalent to the type of lighting fixtures selected as per lighting fixture schedule attached
with the bid document.All lighting fixtures shall be supplied complete with associated LED lamp and
driver.Flameproof LED lighting fixtures shall comply with the requirement of IEC 60079-1 & 0.

4.10.4 Lighting fixture shall be selected as per EIL approved makes. Final make shall be chosen as per
Owner/EIL approval.Contractor shall give stress upon aesthetic illumination both indoor as well as
outdoor within their battery limit. Details of lighting shall be worked out during drawing review stage
after award of contract.

4.10.5 All lighting fixtures shall be supplied with fixture mounting nuts and bolts of stainless steel SS-304
for mounting the light fittings on clamps/brackets.

4.10.6 LED type lighting fixtures shall fulfill the following requirements:
a) Power factor shall be >= 0.95.
b) For fixture, minimum luminous efficacy of 100lumen/watt shall be considered. Lumens
output, efficacy and other parameters of LED lamps shall be decided accordingly.
c) LED lamps and Drivers shall be provided with min. 5 years warranty period.
d) The LED light fixtures should be tested for luminous lux level as per IES-LM-79. Type test
certificates shall be furnished in compliance to same.
e) lighting fixtures should be tested for the service life as per IES-LM-80.
Type test certificates shall be furnished in compliance to same.
f) The LED Driver shall comply with the requirement of IEC 61347-2-13.
g) All fixtures shall be suitable for installation in Zone-1/Zone-2 areas.
h) Fixture life time (L70) shall be > 50000 hrs. at ambient temp of 40 deg C.
i) LED fixtures shall be complete with internal reflectors. No external reflector is envisaged for
LED.
j) In design calculations, following shall be considered:
- Working plane shall be considered as 0.5 meter from finish floor level (FFL).
- Overall Maintenance factor shall be considered after taking into account various
maintenance factor such as lamp lumen maintenance factor, light survival factor,
luminaries maintenance factor etc.
- Mounting height of lighting fixture shall be considered as 500mm below top of structural
beam level.
- Lighting fixture beam angle shall be 120 deg/90 degdepending upon fixture location and
mounting height.

4.10.7 The requirement of lux level at various places has been specified elsewhere. Contractor shall
demonstrate that the actual lux achieved at various locations, in his scope, are in line with specified
lux values and shall augment the lighting, if found to be inadequate.

4.10.8 Typically, emergency lighting shall constitute 20-25% of total lighting.

4.10.9 DC critical lighting shall also be provided to enable operation in the event of power failure. DC
lighting fittings complete with 100 W incandescent lamps/ LED lamps and suitable for operation at
220V DC shall also be provided at exit, escape route inside the control building, any other strategic
location.

4.10.10 Twin cluster LED type medium intensity flashing lamps, maintenance-free aviation lighting for all
tall structures, stacks etc. as per aviation regulations and norms shall be provided. Aviation
lighting fixtures shall be fed from the emergency lighting panel only and fixtures at alternate
elevation shall be fed from different circuit to ensure availability of aviation lighting in case of
failure of one circuit.

4.10.11 All outdoor lighting shall be controlled through synchronous timer with manual over-riding control.
In addition, lighting shall be controlled for manual centralized as well as, blackout control (all
outdoor lighting). Output contacts for ON / OFF shall be provided in the Control Building.

4.10.12 Street lighting shall be provided for all roads, approach roads to the Switchyard Area / control
building. It is preferred that indigenous make lighting fixtures are considered and all lighting
fixtures shall have minimum IP-55 enclosure protection.

4.10.13 All lighting fixtures shall also have independent earth terminal outside the enclosure.

4.10.14 MCBs provided for outgoing feeders shall be rated for 16 A/10 A and shall have overload and
short circuit releases. MCBs shall have ON/OFF mechanical indication.

4.10.15 Concealed conduit wiring system for lighting, telephone, LAN etc. shall be provided in complete
control building. (METSEC channel shall be provided for lighting in switchgear room. Surface
conduit above false ceiling shall be provided for room with false ceiling.)

4.11 Earthing & Lightning Protection System

4.11.1 Earthing system of the entire package shall be designed to meet the statutory requirements and
shall be included in Contractor
earthing of all equipment.

4.11.2 All switchyard equipment design including earth mat design shall be done for 40KA for 1 sec.
(minimum).Time duration of 3 sec. will be considered if the same is insisted by SEB/Power Supply
Company without any cost & time implication.

4.11.3 Earth electrodes shall be GI pipe.

4.11.4 Minimum size of the main earth grid around substation & switchyard shall be min. 75 X 10 mm GI
rod/GI strip as per switchyard practice.

4.11.5 -51-0116 shall be followed for equipment earthing.

4.11.6 Contractor rmer neutral through two nos.


independent earth electrodes with pits and interconnection to main earth strip, lightning protection
of switchyard equipment, control building using lightning rods installed on lightning mast. No. of
connections of the equipment to the earthing system for lightning protection shall be as per relevant
standards. However, minimum two nos. independent earth electrodes shall be provided for lightning
masts for connection to earth and to the main earth grid and providing earth electrodes with test pits
for the switchyard & associated areas.

4.11.7 Separate earth electrodes shall be considered for numerical relays and electronic equipment as per

4.11.8 Adequate number of earth plates for taking branch connections shall be provided.

4.11.9 Contractor shall provide earth grid up to battery limit of the package including provision of earth

plant grid.

4.11.10 Lightning protection for the complete switchyard shall be provided for adequate no. & height of
lightning masts.

4.12 Fire Detection and Alarm System

4.12.1 Installation of fire detection and alarm system (items supplied as free-issue to the CONTRACTOR
by OWNER) shall be done by CONTRACTOR as per requirement and specifications of this
package.

4.12.2 Wiring for manual call points shall be 2 pair, 1.5 sq.mm., twisted pair, annealed tinned copper
conductor cable. Wiring for detectors shall be concealed wiring inside switchgear room and in black
enameled conduit in above false ceiling/ below false flooring.

4.13 Plant Communication System

4.13.1 Installation of plant communication system (items supplied as free-issue to the CONTRACTOR by
OWNER) shall be done by CONTRACTOR as per requirement and specifications of this package.

4.13.2 Wiring between PAJB & operator call station (OCS) and between PAJB & field call stations (FCS)
shall be minimum 5Px0.9mm dia., twisted pair, annealed tinned copper conductor cable. Minimum
1 no. OCS and 3 nos. FCS shall be considered. Communication cables shall be as per enclosed
datasheet A747-555-16-50-DS-0426 and EIL standard spec. 6-51-0052.

4.14 Telephone System

4.14.1 Wiring for telephones shall be done as under:

Wiring for telephone sets shall be in concealed conduit inside control room, switch gear
room and in black enameled conduit in above false ceiling/ flooring using 0.9 mm dia (0.64
sq. mm) annealed tinned copper conductor PVC insulated twisted pair un-armoured
cables.

Within Switchyard - 0.9 mm dia (0.64 sq. mm) annealed tinned copper conductor, twisted
pair, PVC insulated, GI wire armoured, overall PVC sheathed cables.

RJ-11 type plug-in jacks shall be used for telephones provided in the control building.

4.15 Cables

4.15.1 HV & MV Power cables shall conform to EIL standard specification no. A747-555-16-50-SP-0051
and respective datasheets attached with the Package Bid document.

4.15.2 33kV cables shall be of earthed grade.

4.15.3 Only heat shrinkable type cable termination and joints (if unavoidable) shall be provided.

4.15.4 All power/control cables for use on medium voltage systems shall be heavy-duty type, 650/1100V
grade with Al/Cu conductor, PVC insulated, inner-sheathed, armoured and overall PVC sheathed.
All HV cables shall be with Al conductor, XLPE insulated, inner-sheathed, armoured and overall
PVC sheathed, and provided with conductor screening and insulation screening.

4.15.5 All cables covered in this specification shall be Flame Retardant Low Smoke (FRLS).

4.15.6 Fire Alarm cables shall be 1.5 sq.mm.,twisted pair PVC insulated, armoured, overall screened ,PVC
sheathed, FRLS,annealed tinned copper conductor.Fire alarm cables shall be as per enclosed
datasheet A747-301-16-50-DS-0426 and EIL standard spec. 6-51-0052. Colour of outer sheath
shall be red.

4.15.7 Communication cableshall be minimum 5P with 0.9mm dia., twisted pair PVC insulated, GI steel
wire armoured, PVC sheathed, FRLS,annealed tinned copper conductor. Communication cables
shall be as per enclosed datasheet A747-555-16-50-DS-0426 and EIL standard spec. 6-51-
0052.Colour of outer sheath shall be grey.

4.15.8 Telephone cables shall be as per enclosed datasheet A747-301-16-50-DS-0426 and EIL standard
spec. 6-51-0052.

4.15.9 Colour of the outer sheath of the telephone and plant communication cables shall be grey and for
fire alarm cables shall be red.

4.15.10 All fire alarm cables, plant communication cables and telephone cables as required for the package
shall be supplied & installed by Contractor.

4.15.11 Control and signal cablesshall be twisted pair overall shielded type and conform to EIL standard
specification 6-51-0052. However, Cl. 5.0 of EIL specification 6-51-0052 is not applicable for
control cables.

4.15.12 Cables procured as per EIL specification 6-51-0052 shall meet the following additional
requirements:

a) All cables shall be Flame Retardant Low Smoke (FRLS)

b) Inner sheath shall be of extruded PVC conforming to the requirements of Type ST-2
compound as per IS: 5831 and the outer sheath for the cables shall be formulated for lower
smoke and shall be of extruded PVC conforming to the requirements of type ST-2 compound
as per IS: 5831

c) Tests to prove FRLS property of the cable shall be carried out as per Cl. 5.1.6 of EIL
specification A747-555-16-50-SP-0051

4.16 Single Line Diagram

4.16.1 Equipment as shown in the single line diagram are indicative and minimum. Additional electrical
equipments / components if required during detail engineering, to meet bid package requirements
shall be included without any price and time impact to Owner/EIL.

4.17 Miscellaneous Requirements

4.17.1 Numbering scheme for various equipments shall be decided during detailed engineering.

4.17.2 At least one number of each type of outgoing feeder or 10% of each type of outgoing feeder,
whichever is more, shall be provided as spare in ASB, LDB and DCDB.

4.17.3 All switchboards, panels, etc. shall be provided with LED indications adequate no. of LEDs shall be
provided to give required illumination.

4.17.4 Final Single Line Diagram of the electrical system shall be permanently displayed in the control
building & Single Line Diagram for each switchboard shall be pasted on individual switchboards.

4.17.5 Any work not conforming to the execution drawings, specifications or codes shall be rejected
forthwith and the Contractor shall carry out the rectification at their own cost.

4.17.6 Three nos. 15A sockets (Combined) with a single switch shall be provided for each LAN socket
(CAT 6 UTP Jack). These 15A sockets shall be fed from 240V AC, single phase, UPS power
supply.240V AC UPS as required shall be supplied by Contractor. UPS power supply to Ethernet
switch shall be provided,as required, by contractor. Minimum 8 numbers LAN sockets shall be
provided in Control Room. Minimum 250VA shall be considered for each 240V sockets provided
with each LAN socket& 1KVA for Ethernet Switch. UPS for LAN shall be provided with VRLA
battery with 30 minutes backup. Wiring from Ethernet switch to each LAN socket shall be
throughCAT6 cable.

5.0 ECS SYSTEM

5.1 A micro-processor based Electrical Control System (ECS) for Ramagundam Fertilizer Complex is
being procured separately by Owner.ECS shall be a HMI supported distributed supervisory system
provided to permit remote monitoring of breaker operation and remote metering.Under envisaged

ECS it is proposed to cover all feeders of EHV system, all HV switchboards of the project for
centralized monitoring. It is also proposed to cover the incomers, bus couplers and the buses of all
415V PCCs/ PMCCs, battery charger and UPS. ECS interface panels and HMI shall be located at
each substation. Upper level ECS including ECS OWS and EWS for centralized control and
monitoring of all the feeders shall be located at steam and power generation control room.

5.2 For the purpose of data acquisition, it is proposed to locate Data Acquisition Units in the form of
Remote Terminal Unit (RTUs), ECS interface panels with suitable I/O interfaces at various
substations including at switchyard substation-cum-control building. These will be connected to the
human-machine interface by a suitable data highway. Refer system architecture (doc. No. A747-301-
16-50-SK-0004)for details.

5.3 Switchyard CONTRACTOR shall be required to provide facilities and I/O signal interface from the
equipment in his battery limit as per details below. The overall plant ECS is to be supplied and
commissioned by Others after integrating with the signal interface provided by Switchyard
CONTRACTOR.

5.4 Contractor shall provide signals for Contractor supplied switchboards as per Cl. 5.6 below as a
minimum at ECS interface panels (consisting of hardwired DI, AO & AI (4-20 mA) signals and
interposing relays for hardwired DO signals) free-
substation. Supply of all cables from Field transmitter/ Vendor supplied equipments to ECS
interface panels (located in substation) is in the scope of Contractor. Contractor shall provide
-issued ECS interface panels.

5.5 The following miscellaneous requirements shall be considered:

i. - potential-free
contacts.

ii. different purposes (such


as SCAP, ECS and DCS) the signal shall be multiplied and separate terminals for the same shall
be provided.

iii. All ECS hardwired I/Os shall be wired by the switchyard CONTRACTOR from the switchyard
equipment and panels up to the ECS interface panel.

iv.
I/O list shall be made available by switchyard CONTRACTOR at the SAS.

v. For signals acquired over relay/metering LAN, the switchyard CONTRACTOR shall be required
to supply a suitable relay LAN interface device (referred as Ethernet switches). Switchyard
CONTRACTOR shall ensure that the two ports at the Ethernet switches for communication to
ECS shall have two separate device addresses for accessing them.

vi. I/O cables shall have at least one spare pair.

vii. Suitable PVC engraved labels for module identification, non-insulated type lugs for wire
termination and printed number ferrules shall be used for the assembly.

viii. 4000W, 220V DC power requirement & 4 nos. feeders shall be considered by Contractor in
DCDB for ECS interface and RTU panels in switchyard 220V DC system sizing by switchyard
contractor. 2kW heat load shall be considered for ECS interface and RTU panels for control
building air conditioning system. Space with dimensions as 6000mm (W) x 800mm (D) x
2200mm (H) shall be reserved for ECS interface and RTU panels in the switchyard substation-
cum-control room building. Front & rear clearances as per contract requirements shall be
provided for RTU panels & ECS interface panel. Besides, space for ECS-HMI, auxiliary power
supply and furniture shall be kept by Contractor.

5.7.1 Notes:

3. This I/O list is indicative only. Any other I/O required to meet the contract requirements shall be
identified by Owner/ Others and provided by switchyard CONTRACTOR during detail
engineering.

5.7.2 Guidelines for ECS I/O Interface Design:

Analogue Input (AI) Signals: For all measurements for I, V, MW, MVAR, Hz, PF, MWH,
MVAH, MVARH, MD obtained on the relay and metering

6.0

6.1 All major electrical equipment and material shall be subject to inspection by Owner/ PMC or
-Vendor shall furnish all
necessary information concerning the supply to Owner/ PMC.

6.2 Contractor shall ensure that the electrical equipment procured have type test certificates. Type test
certificates for short circuit withstand and heat run tests for EHV and MV switchboards shall not be
more than five years old.In those cases wherethe short circuit withstand and heat run teststype test
certificates are more than five years old, Contractor/ manufacturer shall carry out the type tests at
CPRI or any authorized testing lab prior to dispatch of equipment with no commercial implication.All
other type tests shall be valid until there is a design change, in which case Contractor/
manufacturer shall carry out all the type tests at CPRI or any authorized testing lab prior to dispatch
of equipment with no commercial implication.In the absence of specific confirmation to this
stipulation, offered equipment shall be summarily rejected.

6.3 During fabrication, all the equipment shall be subject to inspection by Owner/ PMC or by an agency
authorized by the Owner to assess the progress of work as well as to ascertain that only quality raw
material is used.

6.4 Routine and acceptance tests as listed in relevant Indian Standard and equipment specifications
shall be conducted. Type test if listed in Inspection & Test Plans and in the relevant data sheet shall
be conducted. Type test, if specified, shall be conducted only on one equipment of each type and
rating. These tests shall be carried out by the Contractor/ Vendor/ Sub-vendor and shall be
witnessed by Owner/ PMC or an agency authorized by Owner/ PMC.

7.0 INSTALLATION, FIELD TESTING AND COMMISSIONING

7.1 Contractor shall carry out the installation, field testing and commissioning of all items of electrical
equipment as per enclosed specification No. 6-51-0087 and approved Inspection and Test plans.
Appropriate test and commissioning reports and as-built documentation as necessary for all
electrical equipment shall be provided. All commissioning spares are included in contractor scope.

7.2 Field testing and commissioning of HV switchboards, numerical relay and integrating equipment,
UPS system, battery chargers etc., as applicable, shall be done by OEM (Original Equipment

representatives for supervision of installation, testing and commissioning.

7.3 Contractor shall coordinate with manufacturers of other equipment wherever required and shall
freely and readily supply all technical information for this purpose as and when called for.

7.4 All tests shall be conducted in the presence of Owner/ Engineer-in-charge or his authorized
representative unless he waves this requirement in writing. Contractor shall arrange testing
equipment, as required to carry out the tests. Test results shall be recorded on approved Performa
and certified records of the tests shall be submitted to Owner/Engineer-in-charge.

7.5 Owner/Engineer-in-charge shall have the right to get the defects rectified at the risk and cost of the
Contractor if the latter fails to attend to the defects immediately as desired.

7.6 All electrical equipment shall be said to be installed and mechanically complete after circuit testing,
primary and secondary injection testing and loop simulation is complete. Due care and
consideration shall be given to the installation of all equipment, materials and facilities.

7.7 Before the electrical system is made live, the electrical Contractor shall carry out suitable tests to
establish to the satisfaction of Engineer-in-charge/Owner that the installation of equipment, cabling/
wiring and connections have been correctly done and are in good working condition and that the
system/equipment will operate as intended.

7.8 Contractor shall also obtain site acceptance testing (SAT) procedures from OEM and get them
approved from Owner/ EIL before carrying out the site testing at site. SAT shall be included for the
equipment but not be limited to equipment such as numerical relays &Ethernet switches, battery
and charger etc.

7.9 Obtaining clearance on behalf of Owner for energizing the complete electrical facilities covered
under this package and approval of installation/ drawings from central electrical inspector and any

8.0 DRAWINGS

8.1 The drawings accompanying the tender document are indicative of the nature of work and issued
for tendering purpose only. The purpose of these drawings is to enable the tenderer to make an
offer in line with the requirements of the owner. However, no extra claim, whatsoever, shall be

regarding any changes. Construction shall be carried out as per drawings/ specification issued/
approved by the engineer-in-charge during the course of execution of work. Detailed construction
drawings on the basis of which actual execution of work is to be proceed will be furnished to the
Contractor progressively based on the construction progress achieved by the Contractor.

8.2 Prospective tenderer shall be deemed to have studied the drawings enclosed with tender or
displayed for scrutiny and fully understood the nature and magnitude of the work before submitting
the bids.

8.3 Where the Contractor has to prepare drawings for fabrication, Contractor shall submit the drawings
to engineer-in-charge and the approval in writing of the Engineer-in-charge shall be obtained before
commencing fabrication.

8.4 After the job completion, Contractor built


drawings shall be submitted by the Contractor to owner in bound volumes with one set of
reproducible original sepia plus ten sets of prints.

9.0 OPERATIONAL REQUIREMENT

9.1 The control / monitoring provided at various panels at Switchyard control room shall be as follows:-

a. 220kV and 33kV relay & control panels


b. Control of various equipments
c. Status monitoring of various equipments
d. Protection required for various equipments
e. Metering of various electrical parameters at various busses/feeders
f. Annunciations through bay control unit
g. SLD, mimic shall be displayed through bay control unit.
h. OLTC control
Transformer OLTC will be controlled from following locations :
OLTC control panel near transformer
RTCC in control building
ECS
SCAP

9.2 Individual /parallel control on a master/follower system shall be provided. For meeting the controls
specified above, the following selector switches shall be provided on RTCC panel
Auto/manual selector switch
OLTC/RTCC/ECS selector switch

10.0 SPARES

10.1 Mandatory Spares:

Mandatory spares shall be provided for the package for the following items as per Cl.6.1 of Design
Basis document A747-999-16-50-1001 attached with bid document shall be included in the base
prices quoted:
a. Power Transformer
b. Numerical Relays
c. Substation Automation system (SAS)
d. 33kV and MV Switchboard
e. DC system

The following mandatory spares shall be considered for SF6 circuit breaker and VCB:
-1 no. closing coil of each rating/ type
-1 no. shunt trip coil of each rating/ type

10.2 Commissioning Spares:

All commissioning spares are included in Contractor

10.3 Two Years Operation & Maintenance Spares:

Contractor shall provide list of spares required for two years of normal operation and maintenance
for all electrical equipment alongwith unit prices with minimum spares for major equipments. Any
other spare envisaged by the bidder shall also be included with itemized unit rates. Price of 2
years spares shall not be included in the total lump sum price.

11.1 The Contractor must meet the requirements as given in the Bidder Qualification Criteria.

11.2 Contractor to furnish along with bids the list of similar 220kV or above two bay switchyard jobs
executed in the past along with following details:

a. Name of the work executed with a copy of purchase order clearly indicating detail scope of
work.

b. Date of commissioning/completion certificate.

c. Address of the owner of the switchyard with telex, fax and name of the contact person.

d. Certificate from user in respect of satisfactory performance.

11.3 Contractor's past experience must include the following activities:

a. System Design for outdoor switchyard

- Outdoor switchyard design for industrial plants.


- Safety regulation and interlock requirements.
- Earthing and lightning protection system.
- Structural and foundation details.
- Protection, relaying and metering details.

b. Engineering for procurement


- Preparation of material requisition for important electrical equipment viz. Relay and
control panel, EHV circuit breaker, Power transformer, CT, PT, isolator, lightning arrestor
etc.
- Bid evaluation.
- Preparation of Purchase Requisition.
- Review of vendor data / drawings.

c. Detail engineering for outdoor switchyard.


- Equipment/cables/lighting/earthing layouts.
- MTO, cable schedule and interconnection.
- Installation standard.

d. Installation, testing and commissioning of the switchyard.

12.0 STATUTORY APPROVALS

12.1 Contractor shall make an application on behalf of the owner for submission to the Electrical
Inspectorate (CEA) along with copies of required certificates complete in all respects and submit to
the engineer-in-charge for onward transmission well ahead of time so that the actual commissioning
of system/ equipment is not delayed for want of inspection by the Inspector. Contractor shall
arrange the actual inspection of work by the Electrical Inspector. Necessary coordination and
liaison work in this respect shall be the responsibility of the contractor.

12.2 Statutory fees paid, if any for all such inspections and approvals by authorities shall be deemed to
be included in the quoted prices if not specified elsewhere.

12.3 Any change/additions required to be made to meet the requirements of the statutory authorities
shall be carried out by contractor free of charge.

12.4 The Inspection and acceptance of work as above shall not absolve the Contractor from any of his
responsibilities under this contract.

12.5 All statutory approvals other than specified under Cl. 12.1 above shall be obtained by Employer and
provided to the Contractor.

13.0 MAKES OF EQUIPMENT/COMPONENTS

13.1 For makes of equipments and components refer Vendor list attached elsewhere in the Bid
document.

13.2 All electrical equipment shall be brand new with state of art technology and proven track record. No
prototype shall be offered. In general the selected equipment type shall have been in continuous
satisfactory operation in process industry for a minimum of 8000 hours. The make and type of
equipment, if not specified in this bid document, shall be subject to approval of owner/ EIL.

13.3 Contractor/vendor shall ensure the availability of spare parts and maintenance support services for
the offered equipment at least for 15 years from the date of supply. Contractor/vendor shall give a
notice of at least one year to the end user of equipment and PMC before phasing out the
products/spares to enable the end user for placement of order for spares and services.

13.4 Contractor/Vendor may procure material from any of Owner approved vendors. However current
validity and range of approval as per enlistment letter, workload, stability and solvency need to be
verified by the vendor/Contractor before placement of order.

13.5 Contractor/Vendor can offer components of makes other than specified in the tender during order
execution. The alternate make of components will be evaluated post order, based on the
satisfactory track record and test certificates to be furnished by the Vendor/Contractor. In case the
alternate makes are not found acceptable, components shall be strictly as per vendor list enclosed
with the tender.
