Kerala in favour of C-DAC, Thiruvananthapuram.
Or by Bank Guarantee, valid for three months
from the bid due date, which if required shall be
extended for further period as required.

EMD will be refunded to the unsuccessful bidder


after award of the work.

EMD will be refunded to the successful bidder on


receipt of Performance Security.

EMD exemption: : EMD exemption and other exemptions if any,


as per Govt. of India rules is permitted
by enclosing valid documentary evidence for
the same.

Period of completion of work : The entire supply and installation should be


completed within 5 months of releasing the
purchase order.

2.0 General Commercial Terms and Conditions:

1. Quotation/Tender should reach us before 2.00 pm on the bid due date mentioned.
Quotations/Tenders received after the bid due date will not be considered.
2. Quotation should clearly specify delivery schedule.
3. When quotation is in foreign currency, agency commission payable, if any, should be
shown separately in Indian Rupees.
4. Any taxes or statutory levies payable should be shown separately, otherwise quoted
price will be treated as all inclusive.
5. Any deviation from C-DACs specification of items shall be clearly indicated in
quotation itself.
6. The validity of quotation should be for a minimum of 90 days from the bid due date.
7. Insurance is to be arranged by C-DAC or Supplier whoever is bearing the freight
charges.
8. The Annual turnover of the bidder for the last 3 years may be submitted.
9. The bidder should submit the list of major works carried out (Govt./ Semi Govt.),
with client details such as name, contact address, email, phone etc.
10. Items offered should be as per requirements mentioned in the Technical
Specifications.
11. The bidder may quote the items, which meets the requirements and specification. In
such case, the bidder shall provide the layout, make, model, material specifications,
dimensions, brochures, photo catalogues of items quoted along with the bid, if
available.
12. Items are to be supplied and installed at C-DAC Building at Technopark Campus,
Thiruvananthapuram.
13. Delivery of material at site and installation including loading and unloading shall be
the responsibility of supplier.
14. Bidder shall contact the tenderer for any clarification regarding the technical
requirement.
15. Bidders are advised to visit and familiarize themselves with the site conditions and
concerned areas before submission of tender documents.
16. Language of bid
The offer prepared by the bidder and all correspondence and documents relating to
the bid exchanged by the bidder and the purchaser shall be written in English.
17. Payment Terms:
100% payment against delivery, installation and acceptance for Purchase Order value
less than 5 Lakhs.

90 % of the order value after delivery of items at site, installation and acceptance by
C-DAC. Balance 10% on submission of Performance Security by DD or bank

guarantee for 10% of the order value for warranty period/ one year for Purchase Order
value greater than 5 Lakhs.
All bank charges inside India will be borne by C-DAC and outside India shall be
borne by the supplier. However, if there is any bank charge, that should be shown
specifically in the quotation.
For Imports our normal payment terms are by Sight Draft upto 5000 USD and by LC
above 5000 USD. However, any other payment terms specified by the supplier will be
subject to mutual concurrence.

18. Taxes, Duties and other charges :


Sales Tax: Full CST/VAT applicable. C, D forms not applicable.
Excise Duty: C-DAC is a Govt. Of India Organisation registered with the
Department of Scientific and Industrial Research (DSIR) and is fully exempted from
payment of Excise Duty vide Central Excise Notification No. 10/97 and amended
vide 16/2007. The necessary ED Exemption Certificate shall be provided by C-DAC
Thiruvananthapuram for availing exemption whereever applicable.
Customs Duty: C-DAC is a Govt. Of India Organisation registered with the
Department of Scientific and Industrial Research (DSIR) and is availing exemption
for Customs Duty vide Notification No. 51/96 as amended vide Notification No:
24/2007. Basic Customs duty is payable by C-DAC. Necessary Customs Duty
Exemption Certificate will be provided by C-DAC Thiruvananthapuram for availing
CD Exemption whereever applicable.
In case of High Sea sale: C-DAC-T will provide Basic Customs duty and provide
Customs Duty Exemption Certificate.
TIN/VAT/PAN No. of the supplier should be mentioned.
All applicable taxes and duties shall be shown.
Installation charges shall be included in the quoted price.
Loading and unloading is the responsibility of the supplier and the charges for loading
and unloading are to be met by the supplier.
TDS and Service Tax will be applicable as per rules.
Bidder may quote in INR/Foreign Currency
The rates quoted by the bidder shall be firm throughout the contract period and there
shall be no upward revision of the rates quoted by the bidder for any reason what so
ever.
For IT products, when the delivery schedule is exceeding one year, Exchange Rate
Variation(ERV) will be applicable.

19. LD Clause :
0.5% of the total value, per week or part of the week, for the delayed period.

20. Period of validity :


The tender shall remain valid for acceptance for a period of 90 days from the date of
submission of the tender.

21. Liability / Accident :


The bidder shall identify and keep indemnified C-DAC Thiruvananthapuram (the
client) against all losses and claims for injuries and damages to any person or
property whatsoever which may arise out of or in consequence of the construction or
maintenance of the work and against all claims, demands, proceedings, damages,
costs, changes , expenses whatsoever in respect thereof in relation thereto.

22. All documents, submitted as part of the tender, to be signed by the bidder and
submitted in original.

23. Any unforeseen item of work/supply / extra item of work as being authorised by the
Centre and not included in the contract, shall be done by the Contractor at mutually
agreed rates. Written prior approval of C-DAC should be obtained before undertaking
any extra work. Payment of such items shall be made at actual supported by
necessary documentary evidence duly approved.

24. Quantities mentioned under BOQ are approximate only. So the successful bidder
should supply items listed in this section as and when required during the execution
of the work. The payment will be made only for actual/supply /executed/ utilized
quantities & labour at the site.

25. If any of the above terms is not agreeable to you, it should specifically brought out in
your quote along with the alternative you suggest. If you do not specifically disagree
with these terms, it will be presumed that you accept all the terms and conditions
listed above.

26. Any dispute arising out of this will be subject to the jurisdiction of the Court in
Thiruvananthapuram.

GENERAL CONDITIONS of the contract

Scope of Work

Design, Engineering, Supply, Installation, Testing & Commissioning of VRF Air-conditioning


System for C-DAC, Technopark Campus, Thiruvananthapuram.

The time of completion of work is Five months

Estimated cost 1.90 Crores

Minimum eligibility criteria:-

1. Should have satisfactorily completed at least three works of similar nature each costing not less
than 40% of the estimated cost OR completed at least two works of similar nature each costing
not less than 50% of the estimated cost OR completed at least one works of similar nature
costing not less than 80% of the estimated cost during the last seven years calculated from
1/1/2014 with any central Government Authorities / Public Sector Undertakings / State
Government or Local Bodies). The successful completion certificate issued by client not below
the rank of Executive Engineer should contain date of start, date of completion, value on
completion etc. Similar works means Design, supply Installation of VRF/VRV Airconditioning
system.

CONDITIONS OF CONTRACT (DEFINITIONS AND INTERPRETATION)

1. DEFINITIONS

The following terms shall have the meaning hereby assigned to them except where the
context otherwise requires:

a) CDAC
CENTRE FOR DEVELOPMENT OF ADVANCED COMPUTING, VELLAYAMBALAM, TRIVANDRUM,
or any other person authorised by CENTRE FOR DEVELOPMENT OF ADVANCED COMPUTING,
VELLAYAMBALAM, TRIVANDRUM, named Engineer, CDAC or Employer.

b) Engineer shall be the person representing CDAC supervising the work.

c) CONTRACTOR,
shall mean the successful Tenderer to whom the contract has been awarded.

d) SUB-CONTRACTOR,
shall mean the person named in the contract for any part of the work or any person to
whom any part of the contract has been sublet with the consent in writing by the
consultant and the legal representatives, successors and assignees of such person.

e) CONTRACT,
shall mean and include the following:-
Notice inviting tender, Tender form, General Conditions of Contract, General Specifications,
Technical Specifications, Unit Specifications, Detailed Specifications, Schedule of Quantities,
Drawings, Work Order and/or any other correspondences of negotiations.

f) SITE,
shall mean the actual place in, over or under which work is to be done, allotted by CDAC for
Contractor's use.

g) WORK,
of the Contractor shall mean and include materials or labour or both.

h) CONTRACT PRICE,
shall mean the sums referred to in the formal agreement, if any or the work order.

i) SCHEDULE OF QUANTITIES,
is the schedule of approximate quantities of various items of work with specification for unit
rate.

j) SCHEDULE OF RATES,
is the schedule showing unit rates, against specification of various item of works.

k) The word "SPECIFICATION" shall mean collectively all the terms and stipulations contained
herein including general conditions of contract, technical provisions and annexure together
with the list of corrections and amendments or modifications approved by the engineer.

l) The term "TEST ON COMPLETION" shall mean such tests as prescribed in the specifications.
In case tests are not possible due to climatic conditions at the time of completion, the
contractor shall be bound to carry out tests as prescribed herein after at any time
subsequent to the date of completion, but before the end of defects liability period.

2. ASSIGNMENT AND SUB-CONTRACTING


2.1 ASSIGNMENT:

The Contractor shall not assign the contract or any part thereof or any benefit or interest
therein or thereunder without the written permission of the consultant.

2.2 SUB-CONTRACTING:

The Contractor shall not sub-contract the whole of the contract. The Contractor shall not
sub-contract any part of the works without the written consent of the consultant and such
consent, if given, shall not relieve the Contractor from any liability or obligation under the
contract and the Contractor shall be responsible for the acts, defaults and neglects of the
sub-Contractor, his agents, employees or workmen as fully as if they were the acts, defaults
or neglects of the Contractor or his agents, servants, or workmen.

3. DRAWINGS

Before proceeding with the work, the contractor shall submit for approval the general layout
and assembly drawings and such additional assembly and sub assembly detail drawings as
are necessary to demonstrate fully that all parts of the apparatus to be furnished will confirm
to the specifications. Within 15 days of the acceptance of the tender the contractor shall
furnish six prints of layout, assembly and erection drawings for approval. If any modification
is proposed by the CDAC/his assignee, six further prints of the modified drawings shall be
submitted. No modification shall be made in a drawing after it has been approved by the
CDAC/his assignee without prior consent. All drawings necessary for assembly erection,
maintenance, repair and operation of the equipment shall be furnished. Different parts shall
be suitably numbered for identification and ordering of spare parts. Approval of the CDAC of
the drawings will not relieve the contractor of any part of his obligations to meet all the
requirements of the correctness of his drawings. The contractor shall be responsible for and
will pay for all alterations of the works due to discrepancies or omission in the tender and
other particulars supplied by him whether such drawings have been approved by the CDAC
/his assignee or not. After approval of the drawings the contractor shall furnish a set of
tracing of the contractor drawings. Six copies of the approved drawings and manuals shall be
submitted for use by the CDAC /his assignee before and during erection. Subsequently
operation and maintenance of the plant shall also be furnished after approval of the
contractor drawings. The contractor shall furnish and install in the machine room a neatly
typed set of operating instructions securely framed and glazed. The contractor shall also
supply one set of tools free of cost required for routing and special maintenance work. The
contractor shall submit 2 sets of representations as as is built drawings and also in floppies
for CDACs record.

3.1 ISSUE OF DRAWINGS:

Drawings approved for construction will be issued to the Contractor progressively during the
contract period and the Contractor shall arrange for the execution of the works and the

procurement of materials accordingly. The Contractor shall give adequate notice in writing
to the consultant s or his representative of any further drawings or specifications that may
be required for the execution of the works or otherwise under the contract.

3.2 COPIES OF DRAWINGS TO BE KEPT AT SITE:

One copy of the drawings furnished to the Contractor as aforesaid shall be kept at the site
and the same shall at all reasonable times be available for inspection and use by the
consultant or his representative and by any other person authorized by the consultant in
writing.

3.3 ISSUE OF FURTHER DRAWINGS AND INSTRUCTIONS:

The consultant shall have full power and authority to supply to the Contractor from time to
time through his representative, during the progress of the works such further drawings and
instructions as shall be necessary for the purpose of proper and adequate execution and
maintenance of the works and the Contractor shall carry out and be bound by the same.
3.4 OWNERSHIP OF DRAWINGS:

All drawings supplied to the Contractor are deemed to be the property of the CDAC. The
Contractor agrees not to divulge or use, except for the purpose of this contract, any
information contained in the drawings.

3.5 EXECUTION AS PER DRAWINGS:

The Contractor must not vary or deviate from the drawings in any respect while executing
the work or executing any extra work of any kind whatsoever unless authorised by CDAC.

3.6 PLANS AND DRAWINGS TO BE SUBMITTED BY THE CONTRACTOR:

The Contractor shall submit the following information in triplicate to CDAC for approval
within the time stipulated, each item below:

a) A general tentative layout plan of construction plant and equipments for the execution of
work within 7 days from the date of receipt of work order.

b) Drawings or prints showing the location of major plants and other facilities which he
proposes to put up at the site, including any changes in the general layout, at least 7 days
prior to the commencement of the respective work.

c) Layout and details of temporary works that the Contractor wants to carry out to fulfill his
obligation under the contract. Within 15 days the consultants will give their
approval/comments sufficient to proceed with the work or objections/instructions to the
Contractor based on which the drawings shall be revised and submitted again for approval
by the Contractor.

All these plans and drawings submitted by the Contractor and approved by the CDACs shall
become part of the contract.

3.7 ROYALTIES AND PATENT RIGHTS

All royalties or other sums payable in respect of the supply and use in carrying out the
work as desired by or referred to in the schedule of quantities of any patented articles,
process or inventions shall be deemed to have been included in the contract sum and the
Contractor shall indemnify CDAC from and against all claims, proceedings, damages, costs
and expenses which may be brought or made against CDAC or to which he may be put by
reason of the Contractor infringing or being held to have infringed any patent rights in
relation to any such articles, process and inventions.

4. GENERAL OBLIGATIONS
4.1 INSPECTION OF SITE ETC. BEFORE SUBMISSION OF TENDER:

The Contractor shall inspect and examine the site and its surroundings, and shall satisfy
himself before submitting his tender, as to the nature of the ground, form and nature of the
site, the quantities and nature of work and materials required for the completion of the
works, the means of access to the site, the local labour conditions, the accommodation he
may require and in general shall obtain all necessary information as to the risks,
contingencies and other circumstances which may influence or affect his tender.

All materials and workmanship shall be subject to inspection, examination and testing by the
engineer at any and all times during the manufacture and/or constructions are carried out.
The cost of all such tests shall be borne by the contractor. The engineer shall have the right
to reject defective materials and workmanship or require its correction. Rejected
workmanship or materials shall be satisfactorily replaced with proper material without
charge thereof and the contractor shall promptly segregate and remove the rejected
materials from the premises at his own cost. If the contractor fails to proceed at once with
the replacement of rejected materials and/or the correction of defective workmanship, the
CDACs may contract or otherwise replace such materials and/or correct such workmanship
and charge the cost thereof to the contractor and/or terminate the right of the contractor.
(See clause "Negligence").

The contractor shall arrange to perform at his cost all tests as required by specifications,
codes, etc., so as to ascertain the quality of materials supplied and products manufactured.
Such tests shall be arranged to be conducted in the presence of the engineer or his
representative. It shall be the obligation of the contractor to prove the quality of his work as
conforming to specifications, codes, etc. In the event of failure of the contractor to conduct
these tests as required by the engineer, the letter shall have every right to get these tests
done and recover the charges thereof from the contractor. Should it be considered
necessary or advisable by the CDACs at any time before the final acceptance of the entire
work to make an examination of the work completed by removing or tearing out the same,
the contractor shall, on request, promptly furnish all necessary facilities, materials and
labour. If the work or materials are found to be defective or not conforming to the
specifications, contractors shall defray all expenses of such examination and satisfactory
reconstruction.

If the contractor fails to comply with any of the conditions of contract or instructions or
decisions of the engineer issued there under, except where otherwise specifically provided
in this contract, the engineer may, after giving written notice to the contractor, take other
necessary steps for the compliance of the said conditions, instructions or decisions, and any
expenditure incurred for the purpose shall be recovered from the contractor.

4.2 SUFFICIENCY OF TENDER:

The Contractor shall be deemed to have satisfied himself before tendering as to the
correctness and sufficiency of his tender for the works and of the rates and prices stated in
the priced bill of quantities and the schedule of rates and prices, if any, with tender rates
and prices shall cover all his obligations under the contract and all matters and things
necessary for the proper completion and maintenance of the work.

4.3 CLARIFICATION BEFORE SUBMITTING TENDERS:

Should the Contractor notice any discrepancy or error in the statement made, or quantities
or units shown against items, he shall immediately bring to the notice of CDAC and obtain
the clarification before submitting the tender. The tender shall be based on such
clarifications received and shall be recorded as such in the covering letter to the tender,
failing which CDAC shall have the right to ask the Contractor to execute the work according
to the statement made or quantities or units shown in the tender, without any
compensation.

4.3a. It is specifically understood that the moment the tender is submitted the contractor shall be
deemed to have complied with the conditions in clause 4.1 and 4.3 and has also satisfied
himself about the requirement therein.

4.4 RATES QUOTED FOR FINISHED WORK :

The rates quoted in the tender by the Contractor must be for the finished work as per the
drawings and specifications.

4.5 LOCATION OF WORK:

Unless specifically mentioned in the item, the work described therein may be at any location
or elevation.

4.6 TENDERS OPEN FOR:

The tender shall remain open for acceptance for a period of 90 days from the date of
submission of the tender.

4.7 COMMENCEMENT OF WORK:

The Contractor shall commence the work at site, within 7 days of issue of formal work order
and handing over of the site or being advised by CDAC unless otherwise specified, and shall
proceed with the same with due expedition.

4.8 PROGRAMME OF WORK:

Soon after the award of contract, the Contractor shall submit to the CDAC for his approval a
programme to match with the planned completion of the whole job showing the order of
procedure and method in which he proposes to carry out the works and shall whenever
required by the CDAC or CDACs representative, furnish further detailed programme and
particulars in writing of the Contractor's arrangements for carrying out the works and of the

constructional plant and temporary works, which the Contractor intends to supply, use or
construct as the case may be. The submission to and approval, if any, by the CDAC or his
representative of such programmes or particulars shall not relieve the Contractor of any of
his duties or responsibilities under the contract.

4.9 CONTRACTOR'S EMPLOYEES:

The Contractor shall provide and employ at site in connection with the execution and
maintenance works.

a) Only such technical assistants as are skilled and experienced in their respective fields and
such sub-agents, foreman and leading hands as are competent to give proper
supervision to the work they are required to supervise and,

b) Such Skilled, semi-skilled and unskilled labour as is necessary for the proper and timely
execution and maintenance of works.

4.10 REMOVAL OF WORKMEN :

CDAC shall be at liberty to object to and require the Contractor to remove forthwith from
the works any person employed by the Contractor in or about the execution or maintenance
of the works who in the opinion of the consultant misconducts himself or is incompetent or
negligent in the proper performance of his duties or whose employment is otherwise
considered by the consultant to be undesirable and such person shall be replaced by the
Contractor without delay by a competent substitute approved by CDAC.

4.11 COMMUNICATIONS TO BE IN WRITING :

All references, communications, correspondences made by CDAC, the consultant, the


consultants representative or the Contractor concerning the works shall be in writing and
no reference, communication, or complaint which is not in writing, shall be recognized.

4.12 OCCUPATION AND USE OF LAND:

No land, building belonging to or in the possession of CDAC shall be occupied by the


Contractor. The Contractor shall not use, or allow to be used, the site for any purpose other
than that for executing the works.

4.13 CONSTRUCTION OF SITE-SHED:

Any site-shed, proposed to be temporarily constructed by the Contractor for his office work,
storage of materials etc, shall conform to the standard sketch, or to the plan approved by
the consultant. Permission for the construction of such sheds shall be obtained in writing.

4.14 MATERIALS, TOOLS AND PLANT:

All materials required for the execution of the works other than those mentioned in the
Notice Inviting Tender shall be supplied by the Contractor. Materials so supplied shall have
the approval of the CDAC before using on the works. All the rejected materials shall be

removed at once from the site of work at the Contractor's own cost.

4.15 TOLLAGES ETC:

The Contractor shall pay all tollages and other royalties, rent and other payments or
compensations, if any for getting stone, gravel, sand, clay and all other materials required
for the works.

4.16 SETTING OUT:

The Contractor shall be responsible for the true and proper setting out of the works and for
the correctness of the position, levels, dimensions and alignment of all parts of the works
and for the provision of all necessary instruments, appliances and labour in connection
therewith. If at any time during the progress of the works any error shall appear or arise in
the position, level, dimensions or alignment of any part of the works, the Contractor on
being required to do so by the consultant or consultant's representative, shall at his own
cost rectify such error to the satisfaction of the consultant or his representative. The
checking of any setting out or of any line or level by the consultant or his representative shall
not in any way relieve the Contractor of his responsibility for the correctness thereof. The
Contractor shall provide all necessary instruments, appliances and labour required by the
consultant or his representative for checking, if any, of the setting out. The Contractor shall
carefully protect and observe all benchmarks, site levels, pegs and other things used in
setting out the works. The rates quoted for the work shall also include the cost of
reference and level pillars and their dismantling, when no longer required.

4.17 DAMAGE TO PERSONS AND PROPERTY:

The Contractor shall indemnify and keep indemnified CDAC against all losses and claims for
injuries or damages to any person or property whatsoever which may arise out of or in
consequence of the construction and maintenance of works and against all claims, demands,
proceedings, damages, costs, charges, expenses, whatsoever in respect thereof in relation
thereto.

4.18 CO-OPERATION WITH OTHER AGENCIES:

The Contractor shall co-operate with the work of other agencies or Contractors that may
be employed or engaged by CDAC and as far as it relates to the Contractors' work. The
sequence of work shall be so arranged that the works of other agencies are also in
progress simultaneously.

4.19 BARRICADING AROUND EXCAVATED TRENCHES ETC:

The Contractor shall at his own cost provide around excavation, temporary barricading with
bellies and bamboos with warning signals during day and night and shall maintain it so long
as the trenches are not filled up. Similar barricades shall also be provided at all dismantling
work, erection of structural, sheeting work etc. No extra claim shall be entertained for
providing, maintaining and removing such barricades.

4.20 FABRICATION DRAWINGS:

Contractor shall prepare at his own cost all fabrication drawings of all structural steel works

and submit them to the consultants for their approval at least before 15 days of
commencing the fabrication. All the details like sizes, capacities, dimensions, arrangement of
fabrication etc. should be clearly indicated on these drawings.

4.21 PROTECTION OF UNDERGROUND SERVICES:


The Contractor must take precautionary measures to protect the underground and other
services lines viz. cables, water and sewer lines, etc. and observe any specific instructions
which may be given in this regard by the consultant.

4.22 DEWATERING TRENCHES AND PITS :

The tendered rates shall always be deemed to have taken into account the cost of removal
of silt and materials that may slip in the trenches and pits and de-watering the trenches or
pits of water accumulated or collected through seepage or subsoil water or rain water. The
Contractor shall in no case be entitled to claim any extra amount for the above work. The
Contractor shall remain prepared with necessary pumps and equipment for de-watering the
trenches or pits so as to avoid unnecessary delay and possible damage to the property etc.

4.23 WORK IN OR AROUND OPERATING PLANT OR OFFICES ETC:

Where the work is being carried out in or around an operating plant where the plant must
run uninterrupted, the Contractor shall work only at specified places and times as mutually
arranged between the Contractor and CDAC. Similar arrangement must be made while
executing works inside the offices, buildings etc. without causing disturbance to the office
work. For this the work may be required to be done during off-hours and Sundays. No extra
will be allowed beyond the rates quoted for doing work in the manner described above.

4.24 WORK IN SHIFTS AND ON OFF-DAYS:

The Contractor shall work in one or more shifts as also on Sundays and off days to complete
the work on time, if so required by the consultants for which CDAC shall not be liable to pay
any extra. If instructed by the consultant, the Contractor should carry out the work in the
night also.

4.25 SITE ORDER BOOK:

A site order book must be maintained and always be available at site to record the
instructions by the consultants or his representative. The Contractor must see that the
instructions noted therein are properly carried out.

4.26 SUPPLY OF MATERIALS/DELAY IN OBTAINING MATERIALS SUPPLIED BY THE CDAC:

The CDAC does not bind itself to supply any materials whatsoever required for the work.
If CDAC has undertaken to supply any material specified in the special conditions at rates
and conditions cited therein, the Contractor shall keep himself in touch with day-to day
position regarding the supply of materials from CDAC and so adjust the progress of the
works that labour may not remain idle nor there by any other claim due to or arising from
delay in obtaining the materials.

4.27 RECORD OF MATERIALS SUPPLIED BY THE CDAC:

The Contractor shall maintain an account of different materials obtained from CDAC for
executing the works under the contract. The consultant shall have the right to check the
position of materials at all times.

4.28 SAFE STORAGE OF MATERIALS:

The Contractor shall be responsible for the safe storage of materials supplied by CDAC for
execution of the works. Surplus materials or materials lost or damaged or unaccounted for
or made unserviceable by the Contractor shall be charged as specified in the special
conditions.

4.29 TRANSPORT OF MATERIALS:

Unless otherwise specified, all the materials supplied by CDAC shall be transported by the
Contractor from "CDACs store/ yard, to the site of work at no extra cost.

4.30 SITE TO BE KEPT CLEAN:


The surplus soil and dismantled debris shall be removed to a place as directed by the
consultant and stacked, leveled and dressed as directed.

4.31 CONFLICT IN MEANING BETWEEN SCHEDULE OF RATES AND SPECIFICATIONS:

The schedule of rates shall be read in conjunction with the specifications, and in the event of
conflict in meaning between the two, the corresponding item in the unit rate specification
shall always have precedence over the specifications.

5. LABOUR
5.1 LABOUR RULES:

In respect of all labour directly or indirectly employed on the works by the Contractor, the
Contractor shall comply with the provisions of the contract labour (Regulation and Abolition)
Act 1970, Minimum Wages Act 1948, Payment of Wages Act 1936 and any amendments
thereof and all legislation and rules of the State and/or Central Government or other local
authorities, framed from time to time, governing the protection of health, sanitary
arrangements, wages, welfare and safety for labour employed on building and construction
works and for bonus, retirement benefits, retrenchment/lay off, compensation and all
other matters liabilities of CDACs to employees. The rule and the other statutory
obligations with regard to fair wages, welfare and safety measures, maintenance of register
etc. will be deemed to be part of the Contract.

5.2 REPORTING ACCIDENT OF LABOUR:

The Contractor shall be responsible for the safety of all employees and/or workers employed
or engaged by him on and in connection with the works and shall forthwith report all cases
of accidents to any of them, however caused and whenever occurring, to the consultant or
his representative and shall make every arrangement to render all possible assistance and
aid to the victims of the accident.

5.3 PROVISION OF WORKMEN'S COMPENSATION ACT:

The Contractor shall at all times indemnify and keep indemnified CDAC against all claims for

compensation under the provisions of the Workmen's Compensation Act 1923 or any other
law for the time being in force by or in respect of any workmen employed by the Contractor
in carrying out the contract and against all cost and expenses or penalties incurred by CDAC
in connection therewith. In any case in which, by virtue of the provision of the said Act,
CDAC is obliged to pay compensation to a workman employed by the Contractor in
executing the works, CDAC shall recover from the Contractor the amount of the
compensation so paid and without prejudice to the rights of CDAC under the said Act. CDAC
shall be at liberty to recover such amount or any part thereof by deducting it from the
security deposit or from any amount due by CDAC to the Contractor, whether under this
contract or otherwise without prejudice to any other remedy that may be available to CDAC,
in law. CDAC shall not be bound to contest any claim made against it under the said Act,
except on the written request of the Contractor and upon his giving to CDAC full security for
all cost for which CDAC might become liable in consequence of contesting such claim.

5.4 ACCIDENT OR INJURY TO WORKMEN:

CDAC shall not be liable for, in respect, of any damages or compensation payable as per
regulations or in consequence of any accident or injury to any workmen or other person in
the employment of the Contractor or his sub-Contractors, and the Contractor shall
indemnify and keep indemnified CDAC against all such damages and compensation and
against all claims, demands, proceedings costs, charges and expenses whatsoever in respect
thereof or in relation thereto.

5.5 PRESERVATION OF PEACE:

The Contractor shall take requisite precautions to prevent any riotous or unlawful
behaviour by or amongst his workmen and/or others employed on the works by him, for
the preservation of peace and protection of the inhabitants and security of property in
the neighborhood of the works.

5.6 AGE LIMIT OF LABOUR:

The age limit for employment of labour shall be in strict accordance with the existing
labour legislation.

5.7 RETURN OF LABOUR EMPLOYED:

The Contractor, if required by the consultant, shall submit return in detail in such form
and at such interval as the consultants may prescribe showing number of different classes
of labour employed on the works from time to time by the Contractor.

5.8 OBSERVANCE BY SUB-CONTRACTOR:

The Contractor shall be responsible for the observance of the provisions of aforesaid
clauses by the sub-Contractors employed by him in the execution of the contact.

6. MATERIAL TESTS AND WORKMANSHIP


6.1 QUALITY OF MATERIALS, WORKMANSHIP AND TESTS:

All materials and workmanship shall be of the respective kinds described in the
contract and in accordance with CDAC or their representative's instructions and shall

be subjected, from time to time, to such tests as the consultant or his representative may
direct at the place of manufacture or fabrication or on the site or at all or any of such
places. The Contractor shall provide such assistance instruments, machines, labour and
materials, as are normally required for examining, measuring and testing any work and the
quality, weight or quantity of any material used and shall supply samples of materials
before incorporation in the works for approval as may be required by CDAC.

6.2 CONSTRUCTION OF PROTOTYPES OR SAMPLES OF WORK:

The Contractor shall construct prototypes or samples of work as laid down in the contract
or as instructed by the consultant. Such prototypes or samples of work, after approval
by CDAC/Consultant, shall serve as the standards to be achieved in the final construction.

6.3 COST OF SAMPLES:

All samples shall be supplied by the Contractor at his own cost.

6.4 COST OF TESTS:

The cost of making any test as per specifications shall be borne by the Contractor, and the
Contractor should arrange for all facilities like meters, instruments as required for carrying
out such tests.

6.5 INSPECTION OF OPERATION:

CDAC/Consultant or their representative shall at all times have access to the works and to
the site and to all workshops and places where materials, manufactured articles or
machinery are being obtained for the works and the Contractor shall afford every facility
for every assistance in obtaining the right to such access.

6.6 EXAMINATION OF WORK BEFORE COVERING UP :

No work shall covered up or put out of view without the approval of the CDAC/Consultant or
the CDAC 's representative and the Contractor shall afford full opportunity to the
CDAC/Consultant or the CDAC's representative to examine and measure any work which is
about to be covered up or put out of view and to examine foundations before permanent
work is placed thereon. The Contractor shall give due notice to CDACs representative
wherever any such work or foundations is or are ready or about to be ready for examination
and CDACs representative shall without unreasonable delay, unless he considers it
unnecessary and advises the Contractor accordingly, attend for the purpose of examining
and measuring such work or of examining such foundations.

6.7 UNCOVERING AND MAKING OPENINGS :

The Contractor shall uncover any part or parts of the works or make openings in or through
the same as the consultant may, from time to time, direct and shall reinstate and make good
such part or parts to the satisfaction of CDAC\Consultant. If any such part or parts have been
covered up or put out of view after compliance with the requirements of clause 6.6 hereof
and found to be executed in accordance with the contract, the expenses of uncovering,
making in or through, reinstating and making good the same shall be borne by CDAC, but in
any other case all such expenses shall be borne by the Contractor and shall be recoverable

from him by CDAC and deducted by CDAC from any money due, which may become due to
the Contractor, without prejudice to any other remedy that may be available to CDAC, by
law.

6.8 REMOVAL OF IMPROPER WORK AND MATERIALS :

The consultant or his representative shall during the progress of the works have power to
order in writing from time to time:

a) The removal from the site within such time as may be specified in the order of any
materials, which in the opinion of the consultant or his representative are not in
accordance with the contract.
b) The substitution of proper and suitable materials.
c) The removal and proper re-execution notwithstanding a previous test thereof or
interim payment thereof of a work which in respect of materials or workmanship is
not in the opinion of the consultant or his representative in accordance with
contract.

6.9 SUSPENSION OF WORK :

The Contractor shall, on the written order by CDAC suspend the progress of the works or any
part thereof for such time or times and in such manner as the consultant may consider
necessary and shall during such suspension, properly protect and secure the work, so far as
is necessary in the opinion of the consultant.

7. TIME OF COMPLETION AND TAKING OVER:


7.1 POSSESSION OF SITE:

Save in so far the contract may prescribe, the extent of portions of the site of which CDAC is
to give possession from time to time and the order in which such portions will be available
to him and subject to any requirement in the contract as to the order in which the work shall
be executed, CDAC shall give to the Contractor possession of so much of the site as may be
required to enable the Contractor to commence and proceed with the construction of the
works in accordance with such reasonable proposals of the Contractor as he will make in
writing to the consultant and shall, from time to time as the work proceeds give the
Contractor possession of such further portions of the site as may be required to enable the
Contractor to proceed with the construction of the works in accordance with the said
programme or proposal.

7.2 TIME OF COMPLETION:

Time is deemed to be the essence of this contract and the whole of the works shall be
completed within the stipulated time of 5 months or within such extended time as has been
allowed under clause 7.3.

7.3 EXTENSION OF TIME OF COMPLETION :

Should the amount of extra or additional work of any kind or changes in scope of work
or other special circumstances of any kind whatsoever which may occur, be such as fairly
to justify the Contractor's request for extension of time for the completion of the works
the consultant shall determine the amount of such extension and with the approval of

CDAC shall intimate the Contractor in writing provided that the CDAC is not bound to take
into account any extra or additional work or other special circumstances unless the
Contractor has within 28 days after such work has been commenced or such circumstances
have arisen, submitted to the consultant full and detailed particulars of any request to the
extension of time to which he may consider to be justified.

7.4 EXTENSION OF COMPLETION TIME DUE TO STRIKE, FIRE, ETC:

If in the opinion of the consultant the progress of the work has at any time been delayed
by strikes, fire, inclement weather, unavoidable casualties etc. beyond the control of the
Contractor then the time of completion of the work may be extended for such
reasonable time as the consultant may decide and this will be indicated in writing.

7.5 WORK TREATED AS COMPLETE :

The works shall not be treated as complete until :

i) The site is clear from all materials, site shed, etc. and the consultant is satisfied
with the job done by the Contractor

ii) The Contractor has submitted the reconciliation statement regarding the stores received
from CDAC, and all the surplus and salvaged materials are returned to the stores.

iii) All equipment, tools, plant taken from CDAC has been returned by the Contractor.

iv) Any other material, taken on loan/transfer from other agency has been returned by the
Contractor.

v) All power and water supply connections taken for the execution of the works have been
disconnected by the Contractor.

vi) Rectification of any damage done by the Contractor to the work executed has been
satisfactorily done by the Contractor.

vii) The works shall not be considered as completed until the consultant has certified in
writing that they have been virtually completed and the Defects Liability Period shall
commence from the date of such certificate.

7.6 TAKING OVER:

After completion of works or any substantial part of the works before the completion of
the whole of the works, the Contractor shall notify the consultants writing, who within
15 days of receipt of the said notice shall give such certificate with respect to any
substantial part of the works which has been both completed to the satisfaction of the
consultant and occupied or used by CDAC or refuse to issue the same stating the
reasons thereof in writing. When any such certificate is given in respect of a part of the
works, such part shall be considered as completed for the purpose of taking over and
computation of the period of maintenance of such part, that is, such period shall
commence from the date of completion of such part of the works as certified . The works
in whole or part shall not, however, be treated as completed for the purpose of other
relevant clauses hereof unless and until the provisions of clause 7.5. here of are fully

complied with.

7.7 MAINTENANCE :

For a period of twelve months commencing immediately after taking over of the work
by CDAC, the Contractors liability shall be to replace the defective parts, rectify/reconstruct
the defective work that may develop of his own construction or those of his sub
Contractors approved by CDAC (under clause 2.1 and 2.2) arising solely from faulty
materials or workmanship.

If it is necessary for the Contractor to rectify/reconstruct any defective portions of the


work under the contract, the provision of this condition shall apply to the portions of
work so replaced or renewed until the expiration of three months from the date of such
replacement or renewal or until the end of the above mentioned period of six months,
whichever may be later. If any defects be not remedied within a reasonable time CDAC
may proceed to do the work at Contractor's risk and expense, but without prejudice to
any other rights , which CDAC may have against the Contractor in respect of such defects.

The Contractor shall bear the cost of such repairs/rectification carried out on his behalf at
site. Immediately upon expiry of the maintenance period the Company shall issue a final
certificate indicating that the Contractor has completed his obligation under the contract.

8. TERMINATION OF CONTRACT:
8.1 TERMINATION OF CONTRACT:

If the Contractor has abandoned the contract or has failed to proceed with the work
due to negligence or the progress on any particular item or items is slow or has failed to
execute the work in accordance with the terms and conditions of the contract, is
persistently or frequently neglecting to carryout his obligation under the contract, then
it shall be lawful for CDAC to terminate the contract forthwith under written notice
and to proceed with the balance of the work through any other agencies. During the
course of execution of the job, in case the Contractor has done any substandard work, he
shall be asked in writing to dismantle and redo the same at his own expenses. If the
Contractor fails to comply with the above instructions immediately, then CDAC shall
proceed with the above rectification work, through another agency or agencies. Similarly, if
the Contractor goes slow on any particular item or items of work, CDAC shall have the right
to execute this item or items through another agency or agencies, including its own
department.

8.2 BACK CHARGING THE CONTRACTOR:

Extra cost and expenses incurred for completing the work or balance work or carrying out
the rectification of any work as mentioned above through another agency or agencies
including its own department, shall be debited to Contractor's account and shall be
recovered from any money due or that may become due to the Contractor without
prejudice to any other remedy that may be available to CDAC in law. If there is any savings
in cost due to re-arrangement or supplementing through other agencies the original
contractor will not have any claim on this.

9. ALTERATIONS, ADDITIONS AND OMISSIONS:


9.1 VARIATION:

The consultant with the approval of CDAC shall be entitled to make any variation of the
quality or quantity of the works or any part thereof that may in his opinion, be necessary
and for that purpose, or if for any other reason it shall, in his opinion be desirable, he shall
have power to order the Contractor to do and the Contractor shall do any of the
following:

a) Increase or decrease the quantity of any work included in the contract.

b) Omit any portion of work.

c) Change the character or quality or kind of any such work.

d) Change the levels, lines, position and dimensions of any part of works and,

e) Execute additional work of any kind necessary for the completion of the works, and no
such variation shall in any way initiate or invalidate the contract but the value, if
any, of all such variations shall be taken into account in ascertaining the amount
of the contract price.

9.2 ORDERS FOR VARIATIONS TO BE IN WRITING :

No such variation shall be made by the Contractor without an order in writing of CDAC.
Provided that no order in writing shall be required for increase or decrease in the quantity
of any item of work where such increase or decrease is the result of the actual quantities
exceeding or being less than those stated in the bill of quantities which are estimates. In
such cases, the Contractor shall be paid only for the actual quantity of work done as
certified by the consultant at the accepted unit item rates and no compensation shall be
allowed. Provided also that if for any reason the consultant shall consider it desirable to
give any such order verbally, the Contractor shall comply with such order but it must be
followed by confirmation in writing of such verbal order given by the consultant, which shall
be deemed to be an order in writing within the meaning of this clause.

9.3 EXTRA ITEMS :

If the Contractor has been asked to execute any such item/work in course of construction
for which the tender rates have not been quoted by him, he must undertake such work.
The rates for such additional work shall be determined by CDAC on the following lines, in the
order of preference :

1) The rate to be derived from any one of the quoted rates for similar items of work in the
tender.

2) Rates based on actual observation and/or analysis of labour and materials involved in such
items. For this purpose the Contractor shall submit to the CDAC detailed analysis of the
rate proposed by the Contractor supported by relevant vouchers. While fixing rates for
extra items an allowance of 10% of the cost will be provided towards Contractors
overheads, profits and establishments taken together.

9.4 REBATE/EXTRA OVER ORIGINAL ITEM:

If there is a deviation in the specification of particular item of the tender, rebate/extra
over the quoted rate shall be generally derived as follows:

For items not covered in the schedule, rebate/extra shall be derived based on
observation/analysis of labour and materials involved in such items.

9.5 ITEMS OF AD-HOC NATURE:

The Contractor shall procure necessary materials and carry out miscellaneous work of
ad-hoc nature specifically provided with necessary tools and tackles as may arise during
execution of the contract. The actual quantum of work shall be certified and settled by
mutual consent and payment for the same shall be fixed on the basis of actual cost plus
overheads, profits and establishments taken at 10% of the cost.

9.6 CLAIMS :

The Contractor shall send to the CDACs representative an account, giving full and detailed
particulars with proper analysis of all claims for any additional expense to which the
Contractor may consider himself entitled and of all extra items of work ordered by
consultant, which he has executed, within one month of execution of such work, and no
claim for payment for any such work will be considered which has not been included in such
particulars. Provided always that the consultants shall be entitled to authorise payment to
be made for any such work not withstanding the Contractor's failure to comply with this
condition, if the Contractor has at the earliest practicable opportunity notified the CDAC in
writing, that he intends to make a claim for such work.

10. MEASUREMENTS
10.1 QUANTITIES:

The quantities set out in the bill of quantities are the estimated quantities of the work.
They are not to be taken as the actual and correct quantities of the works, to be executed
by the Contractor in fulfillment of his obligations under the contract.

10.2 WORKS TO BE MEASURED:

The consultant shall, except as otherwise stated, ascertain and determine by


measurement the value in terms of the contract. He shall when he requires any part or
parts of the works to be measured, give notice to the Contractor's authorised agent or
representative, who shall forthwith attend or send a qualified agent to assist CDAC or their
representative in making such measurement, and shall furnish all particulars required by
either of them. Should the Contractor not attend or neglect or omit to send such agents,
then the measurement made by the consultant or approved by him, shall be taken to be
the correct measurement of the work. For the purpose of measuring such permanent work
as is to be measured by record and drawings, the consultants representative shall
prepare records and drawings month by month and the Contractor, as and when called
upon to do so in writing, shall within fourteen days, attend to examine and agree such
records and drawings with the consultants representative and shall sign the same
when so agreed. If the Contractor does not so attend to examine and agree such records
and drawings they shall be taken to be correct. If, after examination of such records and
drawings, the Contractor does not agree to the same or does not sign the same as agreed,

they shall nevertheless be taken to be correct, unless the Contractor shall, within fourteen
days of such examination, lodge with the consultants representative for decision by the
consultant, notice in writing of the respects in which such records and drawings are claimed
by him to be incorrect.

10.3 PROVISIONAL SUMS:

"Provisional sum" means a sum included in the contract and so designated in the bill of
quantities for execution of works or the supply of goods, materials or services or for
contingencies, which sum may be used, in whole, or in part, or not at all, at the direction or
discretion of the consultant. The contract price shall include only such amounts in respect of
the work, supply or services to which provisional sums relate as the consultant shall approve
or determine. The Contractor shall when required by the consultant, produce all quotations,
invoices, vouchers, and accounts or receipts in connection with expenditure respect of
provisional sums.

11. SETTLEMENT OF DISPUTES:


11.1 MATTER TO BE SETTLED BY CDAC:

All disputes and differences of any kind whatsoever arising out of or in connection with the
contract, whether during the progress of the works or after their completion shall be
referred by the Contractor to CDAC and CDAC shall within a reasonable time after their
presentation make and notify decisions thereon in writing.

The decisions, directions, clarifications, measurements, drawings and certificates with


respect to any matter, the decision for which is specially provided for by these or other
special conditions to be given and made by CDAC or by the consultant on behalf of CDAC
are matters which are referred to hereinafter as accepted matters and shall be final and
binding upon the Contractor and shall not be set aside on account of non-observance of any
formality, any omission, delay or error in proceeding in or about the same, or on any other
grounds or for any reason and shall be without Appeal.

12. NOTICES
12.1 SERVICE OF NOTICE ON CONTRACTOR:

All certificates, notices or written orders to be given by CDAC or by the consultant to the
Contractor under terms of the contract shall be served by sending by post or delivering the
same to the Contractor's place of business or such other address as the Contractor shall
nominate for this purpose.

12.2 SERVICE OF NOTICE ON CDAC:

All notices to be given to CDAC under the terms of the contract shall be served by sending by
post or delivering the same to CDACs address.

It is the responsibility of the contractor to comply with statutory requirements and obtain necessary
permission from KSEI/KSEB for commissioning the installation.

1.0 SCOPE

2.0 Air-cooled Variable Refrigerant Flow/Variable Refrigerant Volume System Units

2.1 TYPE

Units shall be air cooled, variable refrigerant volume air conditioner consisting of one or
more outdoor units and multiple indoor units. Each indoor units having capability to cool
or heat independently for the requirement of the rooms.

The indoor units on any circuit can be of different type and also controlled individually.
Ceiling mounted cassette type (Multi flow ), ceiling mounted ductable type of indoor units
shall be connected to the system:

Compressor installed in each modular outdoor unit shall be equipped with minimum 2
inverter compressors for higher reliability, improved life, better backup and duty cycling
purpose. The system shall be capable of changing the rotating speed of inverter compressor
by inverter controller to follow variations in cooling and heating load.

Outdoor unit shall be suitable for mix match connection of all types of indoor units.

The refrigerant piping between indoor units and outdoor unit shall be possible to extend up
to 175m with maximum 50m level difference without any oil traps.

Both indoor units and outdoor unit shall be factory assembled, tested and filled with first
charge of refrigerant before delivering at site.

2.2 OUTDOOR UNIT

The outdoor unit shall be factory assembled, weather proof casing, constructed from heavy
gauge mild steel panels and coated with baked enamel finish. The unit should be completely
factory wired, tested with all necessary controls. Each modular inverter outdoor shall be DC
twin rotary/scroll hermetic compressor.

The outdoor units shall have multiple compressors with multi step capacity control and shall
be able to operate in case of failure of one of the compressors. The outdoor units shall be
capable of connecting all types of indoor units. They shall be provided with duty cycling and
starting sequence changing facility for multiple inverter compressor and multiple outdoor
units working in one system. The outdoor units shall be of modular construction and
should be able to install side by side and shall be provided with microprocessor based
control panel with provision for integration with Building Management System using
BACNET/MODBUS protocol. The outdoor units should have anti-corrosion paint free
galbarium base plate for easy mounting of unit.

The outdoor unit shall be compatible for three phase 415V 50 Hz AC supply. All outdoor
units shall have minimum two compressors so that in the event of failure of one compressor,
other can work. The outdoor unit shall be delivered with first charge of refrigerant.

The outdoor unit should be fitted with low noise, aero spiral design fan with aero fitting grill
for C spiral discharge airflow to reduce pressure loss and should be fitted with DC fan motor
inverter type for better efficiency.

The condensing unit shall be designed to operate safely when connected to multiple
cassette units.

Note: The Outdoor machines shall be preferably compact machines for Purpose of space
saving and smaller foot print shall be preferred

2.3 COMPRESSOR

The compressor shall be highly efficient hermetic scroll type with DC inverter control
capable of changing the speed in accordance with load requirements inside the building.
The refrigerant used shall be R 410a. All parts of the compressor shall be lubricated and
shall have oil separator for stable operation. Oil heater also shall be provided. Forced
lubrication may also be employed. Oil heater shall be provided in the compressor casing.

2.4 HEAT EXCHANGER

The heat exchanger shall be constructed with copper tubes mechanically bonded to
aluminum fins to form a cross fin coil. The aluminum fins shall be covered by anti-corrosion
resin film. The unit should be with e-pass heat exchanger to optimize the path of heat
exchanger and for better efficiency of condenser. The unit shall be provided with necessary
number of direct driven low noise level propeller type fans arranged for vertical discharge.
Each fan shall have a safety guard.

2.5 REFRIGERANT CIRCUIT

The refrigerant circuit shall include liquid & gas shut-off valves and a solenoid valves at
condenser end. The equipment must have in built refrigerant stabilization control for proper
refrigerant distribution. All necessary safety devices shall be provided to ensure the safely
operation of the system.

Refrigerant should be R410a Only. The refrigerant piping between indoor and outdoor units
shall be constructed from soft seamless up to 19.1mm and hard drawn copper pipes above
19.1 mm with copper fittings and silver soldered joints. All joints in copper piping shall be
sweat joints using low temperature brazing and or silver solder. After the installation, the
piping shall be pressure tested using nitrogen at 20kg/cm2 and 10 kg/cm2 for low side. The
sizing and flow of refrigerant shall be designed as specified by the manufacturer. All
refrigerant pipelines shall be properly supported and anchored to the building structure
using steel supports/brackets/clamps of adequate size to support the load.

2.6 SAFETY DEVICES

All necessary safety devices shall be provided to ensure safe operation of the system.
The out door units shall be equipped with the following safety devices.
High pressure switch.
Over load relay
Fusible plug
Overload protector for inverter
Over load protector for Fan drive
Oil recovery system

2.7 OIL RECOVERY SYSTEM

Unit shall be equipped with an oil recovery system to ensure stable operation with long
refrigeration piping lengths. The system must be provided with oil balancing circuit to avoid
poor lubrication

2.8 INDOOR UNIT

This section deals with supply, installation, testing, commissioning of indoor units
confirming to general specification and suitable for the duty selected. The type, capacity
and size of indoor units shall be as specified in detailed Bill Of Quantities.

CEILING MOUNTED CASSETTE TYPE UNIT (MULTI FLOW TYPE)


The indoor units shall be ceiling mounted cassette type with multi flow. It shall have
electronic expansion control valve which controls refrigerant flow rate in respond to load
variations of the room. The fan shall be of the dual suction multi blade type statically and
dynamically balanced to ensure low noise and vibration free operation. The cooling coil shall
be made out of seamless copper tubes and have continuous aluminum fins.
For ceiling mounted cassette unit it shall include pre filter fan section and DX coil section.
The housing of the unit shall be powder coated galvanized steel. The body shall be light in
weight and shall be able to suspend in four corners. The unit shall have external attractive
panel for supply and return air. Unit shall have four way supply air grille on sides and return
air grille in the centre. Each unit shall be provided with a high lift drain pump. All the indoor
units, regardless of their difference in capacity should have same decorative panel size for
uniform aesthetic view

CEILING MOIUNTED DUCTABLE TYPE UNIT

Unit shall be suitable for ceiling mounted type. The unit shall include pre filter, fan section &
DX coil section .The housing of unit shall be light weight powder coated galvanized steel. The
unit shall have high static fan for Ductable arrangement.

The address of the indoor unit shall be set automatically in case of individual and group
control. In case of centralized control, it shall be set by liquid crystal display remote
controller. The fan shall be dual suction, aerodynamically designed turbo, multi blade type,
statically & dynamically balanced to ensure low noise and vibration free operation of the
system. The fan shall be direct driven type, mounted directly on motor shaft having
supported from housing.

The cooling coil shall be made out of seamless copper tubes and have continuous aluminum
fins. The fins shall be spaced by collars forming an integral part. The tubes shall be staggered
in the direction of airflow. The tubes shall be hydraulically/ mechanically expanded for
minimum thermal contact resistance with fins. Each coils shall be factory tested at 21kg/sqm
air pressure under water.

Unit shall have cleanable type filter fixed to an integrally moulded plastic/aluminium frame.
The filter shall be easily serviceable.

Each indoor unit shall have computerized PID control for maintaining design room
temperature. Each unit shall be provided with microprocessor thermostat for cooling or
cooling and heating. Each unit shall be with wired LCD type remote controller. The remote

controller shall memorize the latest malfunction code for easy maintenance. The controller
shall have self- diagnostic features for easy and quick maintenance and service. The
controller shall be able to change fan speed and angle of swing flap individually as per
requirement.

2.9 CENTRALIZED TYPE REMOTE CONTROLLER

A multifunctional compact centralized controller with provision for integration to BMS shall
be provided with the system.

It shall be able to control up to 64 groups of indoor units with the following functions: -

a) Starting/stopping of Air-conditioners as a zone or group or individual unit.

b) Temperature settling for each indoor unit or zone.

c) Switching between temperature control modes, switching of fan speed and direction
of airflow, enabling/disabling of individual remote controller operation.

d) Monitoring of operation status such as operation mode & temperature setting of


individual indoor units, maintenance information, and trouble shooting information.

e) Display of air conditioner operation history.

f) Daily management automation through yearly schedule function with possibility of


various schedules.

The controller shall have wide screen user friendly display and can be wired

3.0 FIELD TEST AND INSPECTION

i) Inspection: Materials, equipment and the completed installation will be inspected by


Engineer. Equipment, materials or work rejected because of defects or non-
conformance with Drawings and Specifications shall be replaced or corrected by as
directed by Engineer.

ii) Start-up air conditioning system, in accordance with manufacturer's start-up


instructions, and in presence of the manufacturer's technical representative. Test
controls and demonstrate compliance with requirements. Replace damaged or
malfunctioning controls and equipment, and retest.

iii) Tests:

(1) Provide materials and equipment required to perform the tests. Defects
disclosed by the test shall be corrected at no cost to Owner.

(2) Tests after installation and prior to acceptance shall be performed in the
presence of Engineer and subject to his Approval.

(3) Conform to the applicable requirements specified in PART- 17.0 - TESTING,


ADJUSTING AND BALANCING.

(4) Equipment and material certified as having complied with referenced
Specifications and Standards will not require retesting before installation.
Equipment and materials not tested at place of manufacture will be tested
before and after installation, as applicable, where necessary to determine
compliance with referenced specifications and Standards.

a) ROOM THERMOSTATS:
Thermostats shall be compatible in design and appearance and shall be of
modern, compact design with option of key locking type conversant
concealed temperature set point adjustment. No room thermostat shall
operate on Voltage in excess 24 Volt unless the thermostat is controlling a
240V fan or unit heater or unless specifically noted otherwise. Thermostat
shall have on/off switch, three speed fan switch and LED's.

b) FREEZE PROTECTION THERMOSTATS:


Sensing element shall be fixed to the front of the coil or wrapped around the
pipe to guard against freezing at any point. If the capillary is damaged the
thermostat shall cut- out to the safety side.

c) REMOTE SETTING UNITS:


Remote setting unit shall have tough non-flammable plastic case on back
plate suitable for surface or conduit box mounting. This unit shall enable
control adjustments to be from a position remote from the controller.

d) OUTSIDE TEMPERATURE SENSOR:


Sensing element of sensor shall have a negative temperature coefficient
thermistor and housing shall be sealed aluminum tube, alloy head, with
plastic cover.

e) ROOM HUMIDITY SENSOR:


The sensing element shall be foil dielectric coated both sides with gold to
form a capacitor, sensor shall have 0-10V dc output

4.0 SUBMITTALS

Product Data: Submit manufacturer's technical data for air distribution equipment, including
capacity ratings, fan performance curves with operating point clearly indicated, Finishes of
materials, dimensions, weights, furnished accessories, and installation and instructions.
Shop Drawings: Submit manufacturer's assembly type shop drawings indicating dimensions,
required clearances, installation details and field connection details.

Wiring Diagrams: Submit the manufacturer's electrical requirements for power supply
wiring to the units.

Operation and Maintenance Data: Submit maintenance and lubrication instructions, motor
and drive replacement instructions, and spare parts list for each unit.

Spare Parts List: Submit the manufacturer's spare parts list for ventilation equipment for a
period of 2 years for the Engineer's review and approval.

5.0. TRANSPORTATION, HANDLING AND STORAGE

A. Transportation, handling and storage of materials shall be in accordance with


manufacturer's recommendations regarding transportation, handling and storage of
materials.

B. Deliver materials to the site in manufacturer's original factory wrappings and


containers, clearly labeled for identification of manufacturer, brand name and
contents. Store materials off ground in original undamaged packages and
containers, inside well-ventilated area protected from weather, moisture, soiling,
extreme temperatures, and humidity. Follow manufacturer's instructions regarding
transportation, handling and storage of materials.

6.0 WARRANTY

Materials shall be provided of standard products of specialist manufacturers who


have long experience of manufacturing and installing control equipment specified in
this section. The system shall be installed by competent personnel, regularly
employed by the Controls manufacturer with full responsibility for proper operation
of the Controls including debugging and proper calibration of each component in
the entire system. Supplier shall have in-place support facility within 30 km of the
site with technical staff, spare parts inventory and all necessary test and diagnostic
equipment. Submit a written guarantee signed by manufacturer, contractor, and
installer agreeing to replace partitions which fail in material or workmanship within
a period of 1 year from the date of handing over.

7.0 QUALITY ASSURANCE

A. Motors and electrical accessories shall comply with the applicable Indian Standards.
B. Electrical components and installation shall comply with National Electrical Code.
C. Test, adjust and balance air conditioning systems during hot season.
D. Training
1. Train Owner's maintenance personnel on the troubleshooting procedures
and testing, adjusting, and balancing procedures. Review with Owner's
personnel, the information contained in the Operating and Maintenance
Data specified in Division 1.

2. Schedule training through the Project Manager with at least 7 days prior
notice.

8.0 MODE OF MEASUREMENT

THE FOLLOWING MEASUREMENT CODE SHALL APPLY TO THIS CONTRACT:-

8.1 Piping with/without insulation

a) Piping with insulation shall be measured in running length (meters) for each
size of pipe.
b) The length of piping including accessories and fittings shall be measured
along the center line of piping.

c) No separate measurement of flanges, bends, elbows, reducer, expanders, tees,
cross pipe supports, hangers, anchors, sockets for thermometer, pressure gauge,
etc. shall be made. All such fittings / accessories shall be treated as normal
piping.
d) All accessories and finishes connected with insulation work shall be deemed to
form part of insulation, and no separate measurement shall be made for such
items.

8.2. Equipment Insulation:


No separate measurement for insulation of any equipment shall be made. Insulation
of equipment shall be deemed to form part of the equipment. Insulation on
equipment shall be done as per specifications provided.

8.3. Sheet Metal Work

Ducting:
All sheet metal ducting work will be measured in terms of final sheet area
installed in SQ. METERS.

No measurement of vanes, splitters, duct dampers, deflectors, access doors,


etc. which are required to be installed in the duct work shall form part of the
duct work.

Duct fittings such as bends, elbows, tap-offs, collars, transformation pieces


etc. shall be treated as ordinary duct pieces with their length measured
along their Centerline.
No duct supports, stiffening, members, etc. shall be measured separately.
All such supports/hangers shall form part of ductwork.

Equipment connections such as canvas/asbestos/Rexene shall be deemed to


be part of the ductwork and no separate measurement will be allowed.

8.4 Grilles:
All grilles will be measured in terms of effective area (e.g. 600mm x 150mm
grille will be measured as 0.09 Sq. metre

Diffusers:
Diffusers will be measured in terms of diameter of each diffuser in
centimeters.

Dampers

All duct dampers shall form part of ductwork, no separate measurement will
be made for duct dampers.
Fire dampers will be measured in terms of effective area in Sq. metre.

8.5 Ducting Insulation


Ducting insulation will be measured on the basis of centerline of insulation
and not the outer line of insulation.
Example: Measurement 25 mm thick insulation on 600 mm x 300 mm duct
1 metre length. [(600 + 25) + (300 + 25] 2 x 1 metre

No special measurement shall be made for insulation of bends,
transformation pieces, tap offs, elbows etc. All such insulation shall be
treated as standard duct insulation.
Insulation item shall include all accessories and finishes as specified. No
separate measurement will be made for such items.

9.0 ASSOCIATED CIVIL WORKS

The rate shall include all civil works associated with HVAC installation executed in
accordance with approved shop drawings under direct supervision of the Project Manger
such as PCC foundation blocks for all OUT DOOR UNITS/wall openings etc.

10.0. PERFORMANCE GUARANTEE

The contractor shall carry out the work in accordance with the Drawings, Specifications,
Schedule of Quantities and other documents forming part of the Contract. The Contractor
shall be fully responsible for the performance of each equipment installed by him at the
specified parameters and for the efficiency of the installation to deliver the required end
result. The Contractor shall guarantee that the HVAC system as installed shall maintain the
inside conditions in the air-conditioned spaces as described under Basis of Design
included in the specifications. The guarantee shall be submitted in the proforma given in
Appendix I.

The contractor shall also guarantee that the performance of various equipment individually,
shall not be less than the quoted capacity; also actual power consumption shall not exceed
the quoted rating, during testing and commissioning, handing

11.0 BYE-LAWS AND REGULATIONS

The installation shall be in conformity with the Bye-laws, Regulations and Standards of the
local authorities concerned, in so far as these become applicable to the installation. But if
these Specifications and drawings call for a higher standard of materials and / or
workmanship than those required by any of the above regulations and standards, then
these specifications and drawings shall take precedence over the said regulations and
standards.
However, if the drawings and specifications require something which violates the Bye-laws
and Regulations, then the Bye-laws and Regulations shall govern the requirement of this
installation.

12.0 FEES AND PERMITS


The contractor shall obtain all permits / licenses and pay for any and all fees required for
the inspection, approval and commissioning of the installation It shall be reimbursed by the
owner on submission documentary evidence.

13.0 DRAWINGS.
various systems and extent of work covered in the contract. These drawings indicate the
points of supply and of termination of services and broadly suggest the routes to be
followed. Under no circumstances shall dimensions be scaled from these Drawings. The
architectural/interiors drawings and details shall be examined for exact location of
equipment, controls, grilles and diffusers. The Contractor shall follow the tender drawings

for preparing his shop drawings, and for subsequent installation work. He shall check the
drawings of other trades to verify spaces in which his work will be installed. Maximum
headroom and space conditions shall be maintained at all points. Where headroom appears
inadequate, the contractor shall notify the Architect/ Consultant/ Owners site
representative before proceeding with the installation. In case installation is carried out
without notifying, the work shall be rejected and contractor shall rectify the same at
his own cost. The contractor shall examine all architectural, structural, plumbing, electrical
and other services drawings and check the as-built works before starting the work, report to
the Owners site representative any discrepancies and obtain clarification. Any changes
found essential to coordinate installation of this work with other services and trades, shall
be made with prior approval of the Architect/ Consultant/ Owners site representative
without additional cost to the Owner. The data given in the Drawings and Specifications is as
exact as could be procured, but its accuracy is guaranteed.

14.0 TECHNICAL DATA

Each tenderer shall submit along with his tender, the technical data for all items Failure to
furnish complete technical data with tenders may result in rejection of the tender.
Manufacturers drawings, catalogues and other documents submitted for approval shall be
in four sets. Each item in each set shall be properly labelled, indicating the specific services
for which material or equipment is to be used, giving reference to the governing section and
clause number and clearly identifying in ink the items and the operating characteristics.
Data of general nature shall not be accepted.

Samples of all materials like grilles, diffusers, controls, insulation, premoulded pipe section,
control wires etc shall be submitted to the Owners site representative prior to
procurement. These will be submitted in for approval and retention by Owners site
representative and
shall be kept in their site office for reference and verification till the completion of the
project.

Wherever directed a mockup or sample installation shall be carried out for approval before
proceeding for further installation.

Where the contractor proposes to use an item of equipment other than that specified or
detailed on the drawings, which requires any redesign of the structure, partitions,
foundation, piping, wiring or any other part of the mechanical, electrical or architectural
layouts; all such re-design, and all new drawings and detailing required therefore, shall be
prepared by the contractor at his own expense and gotten approved by the Architect/
Consultant/ Owners site representative. Delay on such account shall be at the cost of and
consequence of the Contractor.
Where the work of the contractor has to be installed in close proximity to, or will interfere
with work of other trades, he shall assist in working out space conditions to make a
satisfactory adjustment. If so directed by the Owners site representative, If the contractor
installs his work before coordinating with other trades, or so as to cause any interference
with work of other trades, he shall make all the necessary changes without extra cost to the
Owner.

15.0 QUIET OPERATION AND VIBRATION ISOLATION

All equipment shall operate under all conditions of load without any sound or vibration
which is objectionable in the opinion of the Owners site representative. In case of rotating
machinery sound or vibration noticeable outside the room in which it is installed, or
annoyingly noticeable inside its own room, shall be considered objectionable. Such
condition shall be corrected by the contractor at his own expense. The contractor shall
guarantee that the equipment installed shall maintain the specified NC levels.

16.0 ACCESSIBILITY

The contractor shall verify the sufficiency of the size of the shaft openings, clearances in
cavity walls and suspended ceilings for proper installation of his ducting and piping. His
failure to communicate insufficiency of any of the above shall constitute his
acceptance of sufficiency of the same. The contractor shall locate all equipments which must
be service, operated or maintained in fully accessible positions. The exact location and size
of all access panels, required for each concealed damper, valve or other devices requiring
attendance shall be finalized and communicated in sufficient time, to be provided in the
normal cause of the work. Failing this, the contractor shall make all the necessary repairs
and changes at his own expense. Access panel shall be standardized for each piece of
equipment / device / accessory and shall be clearly nomenclatured / marked.

17.0 MATERIALS AND EQUIPMENT

All materials and equipment shall conform to the relevant Indian Standards and shall be of
the approved make and design. Makes shall be strictly in conformity with list of approved
manufacturers.

18.0 MANUFACTURERS INSTRUCTIONS

A Manufacturer has furnished specific instruction, relating to the material and equipment
used in this project, covering points not specifically mentioned in these documents, such
instructions shall be followed in all cases.

19.0 ELECTRICAL INSTALLATION

The electrical work related to air conditioning services shall be carried out in full knowledge
of and with complete coordination of the contractor. The electrical installation shall be in
total conformity with the control wiring drawings prepared by the contractor and
approved by the Architect/Consultant. All air conditioning equipment shall be connected and
tested in the presence of an authorized representative of the contractor. The air
conditioning system shall be commissioned only after the contractor has certified in writing
that the electrical installation work or air conditioning services has been thoroughly checked,
tested and found to be totally satisfactory and all in full conformity with contract drawings,
specifications, and manufacturers instructions. It is to be clearly understood that the final
responsibility for the sufficiency, adequacy and conformity to the contract requirements, of
the electrical installation work for air conditioning services, lies solely with the contractor.

20.0 COMPLETION CERTIFICATE

On completion of the Electrical installation for air conditioning, a certificate shall be


furnished by the contractor, counter signed by the licensed supervisor, under whose
direct supervision the installation was carried out. This certificate shall be in the prescribed

form as required by the local authority. The contractor shall be responsible for getting the
entire electrical installation for air conditioning system duly approved by the local
authorities concerned, and shall bear expenses in connection with the same.

21.0 OPERATING INSTRUCTION & MAINTENANCE MANUAL

Upon completion and commissioning of HVAC system the contractor shall submit a draft
copy comprehensive operating instructions, maintenance schedule and log sheets for all
systems and equipment included in this contract. This shall be supplementary to
manufacturers operating and maintenance manuals. Upon approval of the draft, the
contractor shall submit four (4) complete bound sets of typewritten operating instructions
and maintenance manuals; one each for retention by Consultant and Owners site
representative and two for Owners Operating Personnel. These manuals shall also include
basis of design, detailed technical data for each piece of equipment as installed, spare parts
manual and recommended spares for 4 year period of maintenance of each equipment.

22.0 ON SITE TRAINING

Upon completion of all work and all tests, the Contractor shall furnish necessary operators,
labour and helpers for operating the entire installation for a period of fifteen (15) working
days of twelve (12) hours each, to enable the Owners staff to get acquainted with the
operation of the system. During this period, the contractor shall train the Owners personnel
in the operation, adjustment and maintenance of all equipment installed.

23.0 MAINTENANCE DURING LIABILITY PERIOD

23.1 Complaints
The contractor shall receive calls for any and all problems experienced in the
operation of the system under this contract, attend to these within 10 hours of
receiving the complaints and shall take steps to immediately correct any
deficiencies that may exist.

23.2 Repairs
All equipment that requires repairing shall be immediately serviced and repaired.
Since the period of Mechanical Maintenance runs concurrently with the defects
liability period, all replacement parts and labour shall be supplied promptly free-of
charge to the Owner.

24.0 UPTIME GUARANTEE


The contractor shall guarantee for the installed system an uptime of 98%. In case of shortfall
in any month during the defects liability period, the Defects Liability Period shall get
extended by a month for every month having shortfall. In case of shortfall beyond the
defects liability period, the contract for Operation and Maintenance shall get extended by a
month for every month having the shortfall and no reimbursement shall be made for the
extended period.

The Contractor shall provide log in the form of diskettes and bound printed comprehensive
log book containing tables for daily record of all temperatures, pressures, humidity, power
consumption, starting and stopping times for various equipment, daily services rendered for

the system alarms, maintenance and record of unusual observations etc. Contractor shall
also submit preventive maintenance.

24.1 Schedule.
Each tenderer shall submit along with the tender, a detailed operation assistance
proposal for the Owners site representatives/ Consultants review. This shall include
the type of service planned to be offered during the Defects Liability Period and
beyond. The operation assistance proposal shall give the details of the proposed
monthly reports to the management.

25.0 OPERATION AND MAINTENANCE

Contractor may be required to carry out the operation of the HVAC installation for the
defects liability period. Further, he may also be required to carry out operation and all
inclusive maintenance of the entire system for a period of three years beyond the defects
liability period.

We hereby guarantee the year round Air Conditioning System which we have installed in the
CDAC Building as per details given below

For a period of Two Years from the date of acceptance of the total installation, we agree to
repair or replace to the satisfaction of the Owner, any or all such work that may prove
defective in workmanship, equipment or materials within that period, ordinary wear and
tear and unusual abuse or neglect excluded, together with any other work, which may be
damaged or displaced in so doing. In the event of our failure to comply with the above
mentioned conditions within a reasonable time, after being notified in writing, we
collectively and separately, do hereby authorize the Owner to produce to have the defects
repaired and made good at our expense, and we shall pay the cost and charges thereof,
immediately upon demand.

WE ALSO HEREBY UNDERTAKE to test the entire installation in first SUMMER, AND
MONSOON on following the completion of installation, to check and do everything
necessary to ensure that the specified indoor conditions in all spaces are maintained, that all
water and air systems are properly balanced, that all controls are calibrated accurately, and
all units are functioning satisfactorily.
