Background:
1. Afghanistan benefited from a 1st round of GPE support, currently still under
implementation. Areas of support included 1). Social mobilization and
strengthening School Management, 2). Multiple pathways to education to
increase access to education through CBE and ALP programs, 3). Recruitment/
deployment of qualified female teachers to remote areas, 4). Policy and
administrative system strengthened of the MoE and 5). Opening closed schools.
3. EQRA would be a part of the next proposed grant, which is the pooled fund
arrangement with an ARTF. In EQRA, the MoE will adopt a targeted approach
to school construction to include new school buildings and enhancements to
existing ones with gender-segregated latrines and boundary walls, replacement of
temporary structures (such as tents) with permanent structures, and rehabilitation
of the school environment for schools missing essential elements (such as
boundary walls, water well, and gender-segregated latrines). These enhancements
will address concerns for girls safety as well as the need for latrines. The
number of school construction projects will be determined through a needs
assessment to be conducted during project preparation. A master plan for school
construction in disadvantaged districts will be prepared.
The Context:
4. The Equip I was started soon after the first democratically elected government
took reins after years of Russian and Taliban rule. At that time the technical
capacity available in the country was at its lowest and almost all the government
institutions were defunct. Under these circumstances, the quality of construction
in the Equip I was generally poor. Although slowly, the quality of construction
has been improving in the follow-on projects, the Equip II and the Additional
Financing. However, the capacity for planning, design, contract management and
quality assurance still needs considerable strengthening for not only timely
completion of buildings, but also to avoid cost escalation and other
implementation related complications. Construction is generally plagued with
delays, cost over runs, poor quality of construction, poor construction
management, insufficient drawings and technical specifications etc.
7. For the above broad scope of work the following TAs are required:
i. Architect:
Would review the site selection process, and about 20 most used
architectural designs and suggest modifications, ensure that a set of
proper construction drawings is prepared for architecture, electricity
and plumbing.
Would suggest alternate designs to the existing ones, which are
cheaper and sustainable. These designs should be suitable for local
climatic conditions and use locally available construction materials.
ii. Structural engineer:
Would review the structural design of the schools of which would
be reviewed by the architect and suggest amendments, take into
account the disaster risk measures, and ensure that a set of proper
construction drawings is prepared for each type design.
Would evaluate various technologies of pre-fabricated buildings and
suggest suitable pre-fabrication technology in Afghanistan context.
8. Architect:
a. Would review the:
Site selection process and set up the guidelines for site selection. This would
include the guidelines for topographical survey of each site and preparation
of site plan.
The architectural designs of 20 types of most used school buildings from the
standpoint of:
o Suitability for the standpoint of climatic and earthquake zones in the
target provinces, material selection and construction details;
o Classroom sizes as per the number of students in each class;
o Fire-safety and exits,
o Window areas as per norms for classrooms etc.
Typical building designs prepared by MOE and ensure that these:
o Are adapted to differences in site characteristics.
o Are more gender appropriate.
o Are child and physically challenged friendly.
o Have good internal climatic conditions.
o Ensure that proper construction details are prepared for all building
components like doors, windows, waterproofing, truss fixing, etc. to
name the few. These details should be simple and easy to construct.
Set up a system / check-lists to ensure that:
o The type designs have been adapted to the site specific conditions for
each school,
o All the critical elements like latrines, water point, boundary walls,
electrical works etc. have been included.
For electrical and plumbing works, MOEs relevant staff would assist the
TAs.
Provide guidance and get the amendments included in the drawings from
MOE staff. In this process, provide hands-on training to MOE staff.
Site selection process and set up the guidelines for site selection. This would
include the guidelines for topographical survey of each site and preparation
of site plan.
b. Suggest alternate and low-cost but sustainable building designs using local
construction materials. These designs should be suitable for local climatic
conditions and be easily construct-able by the local communities. One
prototype of such a design would be constructed.
c. Suggest design of a temporary school, which is better than a tent school as an
option to tents. A prototype of this would be constructed.
d. Review the existing designs of boundary wall designs; suggest amendments
if any; suggest alternate low cost options for boys and girls schools; and
any other measures to be adopted to economize on the cost of boundary wall
in a school.
9. Structural Engineer:
a. He would review the structural designs of the building types reviewed by the
architect:
Check the structural design and their calculations, specifically from the
standpoint of varied climatic and earthquake zones in the target provinces
and get the amendments (where required) incorporated by the MOE and in
the process, provide hands-on training to the MOE staff on the computer
software used to review the designs.
Make the designs more cost-effective by using locally available construction
materials;
Ensure appropriate disaster risk reduction measures in all designs as per the
zones defined in the Afghanistan Construction Codes.
b. Review and suggest amendments to the current designs of latrine blocks
reviewed by the Architect.
c. Review and suggest amendments to the designs different boundary walls.
d. Would work with the Architect on the low-cost design option and prepare
necessary structural designs and drawings.
e. Prepare a report comparing various types of prefabrication and pre-
engineered building technologies for constructing schools in Afghanistan and
recommend a suitable technology and the location where it can be piloted in
the project.
11. All the three TAs would work together to compile a Construction Manual for the
civil works under the project. The Structural Engineer would be the lead to
compile the input from the other TAs and finalize the Construction Manual.
Firms Experience:
12. A firm, which can provide all the three TAs would be considered. The Firm
should have handled at least three similar assignments.
Duration
14. Duration of the assignment would be 6 months and each TA would be required
for the full duration of the assignment. The TAs would be based in Kabul.
16. Designated Bank staff will be available to provide timely guidance to the
successful bidder during the course of the work and for monthly and quarterly in-
depth review sessions.
Output
i. Inception report after studying the drawings and documents available with
MOE within 15 days of commencing the assignment.
ii. Options for low-cost design option within one month of starting the
assignment.
iii. Monthly progress reports.
iv. Review of 50% of the designs to be reviewed and revised by the architect
and the structural engineer in 3 months of start of the assignment.
v. The quantity surveyor would set up the cost estimation systems in the first
two months. Thereafter the BOQs and cost estimates for the buildings
finalized by the Architect and the Structural Engineer would be calculated.
The technical specifications would be finalized by the end of the
assignment.
vi. At the end of the assignment the following would be provided:
Architect:
o Guidelines for site selection
o Guidelines for topographical survey
o Complete set of drawings of all the 20 types of school buildings
for architecture, electrical and plumbing.
o Low-cost design options.
o Drawings and details of low-cost design options
o Drawings and details of a temporary schools (better than a tent)
Structural Engineer:
o Guidelines for consideration of disaster factors for different
parts of Afghanistan
o Structural design calculation process.
o Structural design options for low-cost design options
o Complete set of drawings of all the 20 types of school buildings.
o Structural designs of the low-cost design options and the
temporary school.
o A comprehensive report on the pre-engineered and prefabricated
systems available in the world and the suggested system for
Afghanistan.
Quantity Surveyor:
o Cost estimation formats
o BoQs linked to the cost estimation formats
o Technical specifications linked to the BoQs
o Construction supervision formats
o Bill of Quantities and cost estimates of the low-cost design
options and the temporary school.
