GOAL

You need to give employee 'XX' days as leaves per annum, which should be pro-rated on date of joining. Full 'XX' days leave
should be available for employee at 1st jan / pro-rated from date of joining.

Example:
Sick Leave : 10 per annum, accumulation upto 3 years.
Casual Leave : 10 per annum, no accumulation.

Business requirement is 10 leaves should be available upfront in both leaves sick and casual.
Remaining sick leaves from this year should be carry forwarded to next year.

SOLUTION

Oracle supplied PTO formulas do not take into account scenario of initial leave balance i.e. a fix leave balance available at the
start of the Calendar year. As you noted the standard formulas accrue on a monthly and/or pay period basis.

Regarding your setup here is the suggestion:

Sick/Casual Leave:

a. Create an initial load balance element (say Initial Available Sick Balance) with date and hours/days input value parameters
and have the link setup
b. Attach the element as 'Add' to the PTO Plan 'Net calculation' setup
c. In the accrual band have '0' as the accrual rate and '10' as the max carryover value

d. Depending on the employee count you can use either of the method to load the balance element on 1st Jan each year
Option 1:
If employee count small:
Datetrack to 1st Jan each year. Manually add the 'balance element' in the element entries screen for each employee with an
element entry value of '10' and date as '1st Jan each year'

Option 2:
If employee count big:
The same step in Option 1 can be achieved using element entries API.
i.e. using element entries API for each employee add the 'balance element' with an element entry value of '10' and date as '1st
Jan each year'

Oracle Support will not be able to help with API coding as it is custom program and is beyond the scope of support.

Note:
As you want to carryover the sick balance, you will have to run the PTO Carryover Process at the end of each year.
If you have a custom requirement of accumulation upto 3 years only, then you will have to customize the carryover formula as
per your need.

For casual leave plan, you will not need to run the carryover process.

Oracle Support will not be able to help with customizing the carryover formula as it is customization and is beyond the scope
of support.
