(CORRECTIONAL ADMINISTRATION)

Presented in these document are outline of Institutional Correction activities. The outline of course topic references are provided in the learning modules in
the Compilation Three: A Compiled Materials in Correctional Administration as the main reference.

Competencies : The ETEEAP Beneficiary shall be able to:


A. For Introduction to Corrections:
1. Trace the history and evolution of corrections and appreciate the past and present status of handling prisoners
2. Analyze how corrections forms part of the overall criminal justice system

D. As to Institutional Custody, Security and Control of Inmates, Emergency Plans, Movement and Transfer of Inmates
1. Demonstrate adequate understanding of the principles of custody, security and control of inmates and applications thereof
2. Understand the UN Minimum Standards on the Treatment of Offenders and compare with those in Philippine Jails and prisons

MODULE ACTIVITIES

OBJECTIVE:

This module activity aims to inculcate institutional philosophies both punitive and rehabilitative and the rationale behind it.

PROCEDURE:

I. Read and analyze the facts of the hypothetical scenario below.

Facts of the Scenario:

Prison Half Way to Hell has male inmates of 5,630, 1,530 of which are still waiting for the final verdict. Except for the 228 inmates, all are governed
by the same policies such as working assignments, disciplinary cases, administrative sanctions and regimented rules.

Generally the inmates has to wake up early as 5:00 Am for their regular exercise to start the day, take their meal at 7:00 AM, begin to work in the field at
8:00 AM. The inmates will take their lunch at 12:00 Noon, begin to work again at 1:00 PM. Except for those who have to produce their work quota, the inmates
return to their quarters for sanitary activities at 6:00 PM and to take their supper at 9:00 PM. All are in bed at 10:00 PM ready for the same routine the following
day.

Except for the 228 inmates who are given ordinary or miscellaneous activities, the rest of the inmate are mandated to perform hard labor like digging
wide and deep hall and to fill- in back again the hole. There are those assigned in the industries not on the basis of their skills, required to produce and come out

with the assigned quota, thus they have to work beyond the working time. The inmates are not given any compensation for the effort done as they enjoyed free
food, clothing and shelter. At all times, inmates have to observe silence.

Inmates are sanctioned based on the complaint of anyone without any disciplinary trial. They are subjected to corporal punishment, incommunicado or
under bartolina. There are inmates who are sanctioned by inflicting physical pain and unjustly given reduce diet

As part of the regimented rules, inmates are mandated to wear prison uniform with serial number, always in the prescribed wide-side-wall or crew cut
hair cut and to walk in cadence with the other inmates. Inmates have to comply 1st to whatever orders given to them and have no rights or privileges whatsoever.

While the inmates are encouraged to show good behavior they are not however rewarded for such good behavior. The relatives are not allowed to visit
the inmates for whatever reasons.

MODULE ACTIVITIES

OBJECTIVE:

This module activity aims to inculcate the value of Community Based Treatment Program and the concept of various Executive Clemencies, benefits and
privileges that can be availed by the offenders.

PROCEDURE:

I. Read and analyze the facts of the eleven case situations below.

A. 1st Case Situation:


Rebel Dy together with his other companion were arrested and charged for taking arms against the government. They are all under detention pending
the outcome of their trial.

B. 2nd Case Situation


Har Den committed Murder and was finally convicted to serve the penalty of Reclusion Perpetua or life imprisonment. Despite of having been in
prison for about five years now, he keeps on claiming that he did not intend to kill his victim as everything are just an accident to which the court did not
give weight to his claim

C. 3rd Case Situation


On July 31, 2013, Men Nor, a 16 year old boy whose intelligence is comparable to an adult person was apprehended for having been caught stealing
two cell phones. The case is now in the appropriate government agency for disposition

D. 4th Case Situation
Kalyab Oso has been in prison for 11 years without any derogatory record. He is serving Reclusion Tempora for committing Homicide

E. 5th Case Situation


Immediately after the declaration of the cessation of earthquake, Eska Po, an escapee from the National Prison due to such calamity voluntarily
surrendered to the penal authorities.

F. 6th Case Situation


Malis Yoso with lewd design took Megan Da to a vacant lot against the will of the latter. However Megan Da was able to escape from the hands of
her captor. The incident was reported to the Police but no Criminal complaint has yet been filed

G. 7th Case Situation


After serving his sentence and released from Prison, Excon Vict wants to file his candidacy in the forthcoming local election.

H. 8th Case Situation


Pard So was sentenced to suffer the penalty of Reclusion perpetua. He had been in prison for 12 years of good behavior and is very receptive of his
treatment program

I. 9th Case Situation


Two days ago, Boy Kumag, a well known responsible husband and peace loving person was convicted of theft with an imprisonment of 4 years

J. 10th Case Situation


The death sentence of Kham Tayan was finally affirmed by the Supreme Court. Moreover he requested the Executive Department to reconsider his
case because he was not fully at fault and even if he is at fault, the penalty impose is too harsh as compared to the act that he had committed

K. 11th Case Situation


Young Man, a 17 year old boy whose intelligence is comparable to an adult person was found incorrigible during the time when he was placed under
diversion program was charged before the regular court.
