Unfortunately if SBI was following the policies, procedures and methodologies employed by CBP, we
wouldn’t have a separate collection protocol and a separate tracking tool managed outside of our
agencies control.

Having two collection protocols and two tracking tools, will likely confuse our field managers, so my
preference would be only have one.

We added OBP sector representatives to the TIPO training at (b) (6) request, so you may want
to discuss further with them.
The TIPO tool features status of “planned” and “funded” projects in the planning & execution stages,
this includes a GIS tab (based on the ESRI suite of products) along with schedule, cost, and other
project & segment details. I believe (b) may have sat in on a training session; I would be happy to
add you &/or the rest of your staff so(6)
that you can see what the tool covers. I believe that the Corps

has/or is adding a field to hold the ORBBP unique id so that you are able to tie the SBI projects back to
the “proposed” projects in ORBBP. <Loren – please note that the way we use the terms “proposed”,
“planned” & “funded” in reference to GIS/project data sets differs from the way “proposed” is used on
documents intended for external/public dissemination.>
The TIPO tool was developed to meet SBI’s requirements for information needed to manage the
projects & reporting required by upper management & external stakeholders during the portion of asset
construction that SBI is responsible for. The ultimate goal is that what’s shown in TIPO matches what
you may have in your GIS tool. One of the main objectives of our GIS IPT is to ensure that GIS data
collected and processed by the Corps (and shown in the TIPO tool), follows the policy, procedures, and
methodologies already employed by CBP to ensure consistency and reduce discrepancy. This is why you
and your staff’s involvement in the IPT is so crucial, and much appreciated. I know this endeavor has
moved more slowly than you’d like, but I do believe we’re moving in the right direction.
