Job Summary
Facilities General Directors Technical Advisor (FDTA) will advise manage and direct all
requirements in the technical drawings and engineering design of facilities for Afghan National Police
(ANP). FDTA has Responsibility to provide advice and report on the progress on the development of
technical drawings, design,
And budget of projects, progress reports of ongoing projects and making plan for future projects for
FD general
Directorate.

Duties and Responsibilities
Check and control all technical documents before referring to FD General Director.
Review technical drawing of projects, proposals, and technical requests and advice to related
design engineer.
Check and control all estimations and cost estimation of projects, proposals, and technical
requests.
Advice and assist in creation of database comprised of requirement generation according to
request of police
commands and order of MOI authorized authors.
Advise and assist on creation of shortterm
and longterm
plans for completion of construction, renovation,
power connection, water supply, consolidation and other engineering projects as required.
Review annual procurement plan according to requirement generation and FD annual budget.
Advise, assist, manage, or conduct engineering survey of projects in coordination with construction
department.
Advice and review all drawings and ensure that the designs are in accordance with international
codes as ACI,
ASTM, ASHTO and Afghan national codes.
Prepare a plan, oversee its execution for completion of drawings for specific project, and follow up
with
responsible engineers.
Coordinate site visit or attend and participate in site visit for monitoring progress of projects.
Review and monitor progress report of projects and proposals.
Review QA/QC reports of projects (lab tests for concrete, steel, mix design for concrete and
asphalts, mortar,
stone, gravel, sand, cement, etc. ) as per international and national codes.
In consultation with FD technical board and budget availability, participate in the decision making
process for
preparing change orders and making recommendations to FDGD for revision approval.
In consultation with the FD technical boards and Project Manager or site engineer, provide
oversight, appraise,
and evaluate the progress of the work and make recommendations for the suspension of work or
extension of
time for the completion of the projects.
Keep reports as a database of projects and review invoices according to reports.
Coordinate filing system for project in all related offices.
Coordinate final inspection, prepare punch list of projects , and complete punch list for final hand
over of
project in coordination with property department.
Advice to provide O&M for completed facilities .
Review and check O&M files for approval of FD GD.
Prepare FD technical reports with coordination of all o ther related departments.
Coordinate donor meeting for FDGD.
Prepare technical proposals with coord ination of related departments when requested by donor
agencies.
Advice and assist the budget department for making budget according to program.
Perform any other duties requested by the FDGD.
Skills

Qualifications
Ability to run capacity building seminars and workshops.
Experience in Afghanistan administration system for construction organizations.
Familiar with construction procurement affairs and procedures.
Speak Pashto, Dari and English fluently
Proficient in using Microsoft Excel, Word, Power Point, and other computer programs.
Possess excellent written and oral communication skills
The candidate should have at least 3 years of experience as an engineer, preferably working with
donor
agencies for Afghan governmental agencies.
Bachelor degree in civil engineering (preferred master degree).
