Processing Procedure

MLB is a basic function of an LTE SON. The figure below shows the procedure
of adjusting parameters. Parameter optimization is a process where relevant
parameters are modified in accordance with an algorithm and then users are
easily handed over or reselected to a neighbor cell. Parameters used at the
eNodeB are different from those configured at the EMS. Parameter recovery is
to restore the eNodeB parameters to the EMS parameters.

After handover parameters are modified, reconfigure the online users to validate
the new measurement configuration parameters. The users that are connected
subsequently also use the adjusted measurement configuration
parameters. After reselection parameters are modified, update broadcast
messages of the idle users to validate the parameters.

The threshold and time parameters described in the following sections can be
configured in the policy configuration window.
