This progress report is intended to inform WG FM about the activities of the Project Team FM 22 since the
last report presented in June 2016.

1 Meetings
The 46th meeting of FM 22 was held 3 6 October 2016 in Copenhagen. There were 53
delegates representing 27 CEPT administrations, ECO, ITU and Orange as well as 2 observers
from Kosovo.
The next meeting will be held from 4 7 April 2017 at the premises of ECO in Copenhagen.

2 Recommendations, Reports and other deliverables


FM 22 drafted a new ECC Recommendation on Measurement uncertainty assessment for field
measurements, a revision of ERC Recommendation 54-01 Method of measuring the
maximum frequency deviation of FM broadcast emissions in the band 87.5 to 108 MHz at
monitoring stations, and a revision of ECC Recommendation (11)06 on Block edge mask
compliance measurements for base stations.
The draft new ECC Recommendation (16)04 on field strength measurements within 87.5 108
MHz was not touched as there were no comments or change requests during the public
consultation.
FM22 drafted a revision of the new ECC Report 256 on LTE coverage measurements
These subjects will be discussed separately under agenda items 4.1.5, 4.1.6, 4.1.7, 4.1.9 and
4.1.10 respectively.

3 Monitoring campaigns
The automatic observation of the HF frequency range from several monitoring stations is
ongoing.
In response to the new WI-FM22_30 the meeting drafted Doc. FM22(16)42 Annex 08, an Annex
to the minutes of the meeting. This document invites administrations to monitor the bands
adjacent to the band 406 to 406.1 MHz which is used by COSPAS-SARSAT and to report to the
Radiocommunication Bureau of the ITU.

4 Other issues in progress

4.1 Revision of ECC Recommendation (05)01, WI-FM22_23


A document proposing a revision of the ECC Recommendation in order to accommodate mobile
data measurement results was discussed. The main change is the addition of new data fields
into the recommended files for common data exchange. The document needs further
development.

4.2 Determination of the radiated power through field strength measurements along a
route
Latvia proposed a new method to determine the radiated power of transmitters. The idea is to
perform measurements along a route instead of taking a height scan. Administrations are
invited to do measurements on FM broadcast transmitters along a route and report on their
experience. The goal is to quantify the dependency between measurement route length and
accuracy.

4.3 Monitoring vehicles


FM22 started working on an ECC Report on measurement vehicles. The Report should provide
guidance on how to establish a vehicle concept and how to realise it.

4.4 E.i.r.p. determination at 6 GHz


ECC/REC(12)03 details the determination of the radiated power through field strength
measurements. The frequency range is from 400 MHz to 6000 MHz. New tests, however, give
doubts whether the method is applicable at frequencies above 3 GHz. Further tests are carried
out.

4.5 Physical cell identifier


France introduced a document which explains the need for monitoring services to measure
parameters such as the Cell ID in mobile networks, specifically to support cross-border
coordination. Measurements done by France show that it is vital to tune the measurement
equipment exactly to the correct centre frequency which is often not known a priori. Mismatch of
the frequency by only 6 kHz leads to the display of a false LTE Cell ID with the equipment used
by France. This effect needs further consideration. Hence, WI-FM22_25 should be maintained.

5 New issues

5.1 Simplified method to measure the coverage area of DVB-T/T2 transmitters


Ukraine proposes a New ECC Report on a simplified method to measure the coverage area of
DVB-T/T2 transmitters and networks compared to the method currently described in
Recommendation ITU-R SM.1875. The method was originally proposed by Russia in ITU WP1C
and was verified by the measurements done in Ukraine on a total of around 200 DVB-T
transmitters.
Because some major issues with the proposed measurement method were raised and are still
under discussion in ITU WP 1C, it was decided to postpone the work on this Report until a
decision is made in the ITU as to how to integrate the method into the existing
Recommendation SM.1875.
