ThatonoraboutSeptember23,2017,atapproximately9:05p.m.,UniversityofMinnesotaPolicewereat
TCFBankStadium,locatedat2009UniversityAvenueSE,inthecityofMinneapolis,HennepinCounty,
Minnesota,whentheyrespondedtothereportofashirtlesswomaninthestands.Policewenttosection
127,wheretheyobservedashirtlessfemale,whowaslateridentifiedbyNorthDakotadriver'slicenseas
RoseMariePicklo,thedefendantherein.Thedefendantwasnotwearingashirtorabra,andshewas
exposingherbarebreasts.Policerepeatedlyaskedthedefendanttoputhershirtbackonandthe
defendantrepeatedlyrefused.Thedefendantwasholdingabeerinonehandandhersmartphoneinthe
otherandshewasfilmingtheincident.Thedefendantcontinuedtoarguewithpoliceevenafterpolice
informedherthatshewouldbearrestedifshedidnotputonashirt.Twofemaleofficersrespondedand
arrestedthedefendantafterthedefendantagainrefusedtoputonashirt.Thedefendantbegantoresistby
pullingherarmsawayfromofficers,shestoppedwalking,andsheattemptedtositdown.Theofficers
handcuffedthedefendantand,atthatpoint,thedefendantsatonthegroundandrefusedtowalk.Thetwo
femaleofficersandonemaleofficerhadtocarrythedefendanttotheprocessingcenter,afterwhichshe
wastransportedtotheHennepinCountyJailandbooked.Officerslaterdiscoveredthatasevenyearold
boysawthedefendantwhileshewasexposingherbreasts.HewasidentifiedasK.J.H.,DOB8/20/10.The
child'smotherreportedthathersonpointedouttheshirtlessfemalestandinginrow23behindthem,that
hersonwasstartled,andthatshecoveredhiseyes.Thedefendantisincustody.
