Medica Signs Issuer Agreement to Participate in Nebraska Insurance Exchange for 2018

Minnetonka, Minn. Medica today announced it has signed the Federally Facilitated Market issuer agreement with
Nebraska for 2018. The move means that Medicas products will be available to Nebraskans who purchase insurance on
their own through the Nebraska Health Insurance Marketplace (www.HealthCare.gov) for coverage on or after January 1,
2018.

It is our pleasure to serve the Nebraska market again next year, said Geoff Bartsh, Medica vice president of individual
and family business. We are putting resources in place to ensure a positive consumer experience for our renewing and
new members. We appreciated the leadership of the Nebraska Department of Insurance that helped us make this coverage
available to Nebraskans next year.

For 2018, Medica premium rates will increase an average of 31 percent. The rates assume cost sharing reductions will not
be paid by the federal government. However, Medica estimates almost 80% percent of the Nebraska individual market
will be eligible for federal subsidies. Those subsidies are expected to increase dramatically for 2018 shielding the impact
of this increase for most consumers. For example, a 40-year-old earning $48,000 (400 percent of the poverty level) in
2017 would have been eligible for no subsidy applied to the second-lowest cost plan in Omaha. In 2018, that same
individual will be eligible for a subsidy of $362.00.

To demonstrate the effect of these subsidies on member premiums, Medica outlined some comparisons of 2018 costs
against 2017 costs for the second-lowest cost silver plan in two rating areas.

In February of this year, Medica opened a regional office in Omaha to support its Nebraska business. The office features
walk-in services for individuals interested in Medica health plans and also caters to health insurance brokers and network
providers.
