AN INVESTIGATOR’S STORY

If you think about it, there would have to be an

out of country producer, an in country buyer, a pro-
cessor, someone to repackage it, someone to hide
the paper trail and someone to sell it. That is a lot of
hands to pass. So the search warrants began. As we
suspected there were companies involved, of whom
the names, places, or states where they are located are
not important…YET!!
So the search warrants began! We found many
more tons of shrimp repacked and many, many people
involved. We found embezzling schemes upon em-
bezzling schemes. We found people getting paid to
stay quiet and we also found a few brick walls. People
involved in this repackaging were extremely rich and
extremely influential in the business. But, we discov-
ered that DNA doesn’t lie, markings on the boxes do
not lie, and as hard as you may try, the paperwork still
leaves a trail. Finding the trail might be hard, but it
is there. You just have to know what to look for and
where to look.
Testimony has begun, prosecutors are prosecuting
and we will not stop until every company and person
is tried and convicted. I will keep you posted on the
outcome as it unveils if the media doesn’t beat ME to

W
orking a new opening can result in numer-
ous enforcement challenges. Improved
technology jointly used with navigation
equipment can minimize patrol time and result in a
successful patrol. The opening of the temporary Lake
Borgne Public grounds was a perfect opportunity.
It was a foggy morning with visibility of about 75
yards. Agents launched and proceeded to the Point
Marchet area. The area contains private leases and the
newly opened public grounds. Proceeding to the area,
the agents’ challenges were to bypass vessels legally
harvesting and proceed to the ones in violation.

Jared’s first encounter with this sucker, he had meth in
his possession and illegally taken deer. This time was
no different. As I kept talking with him, Jared looked
in his vehicle. Long story short, Jared found meth,
xanax and steroids in plain sight. Upon further inves-

The list of charges just kept growing and growing.

Needless to say, this individual had a long crimi-
nal history that got a lot a lot longer after this inci-
dent. He has spent many days in jail and is in reha-
bilitation as we speak. The investigation did not stop
there but is continuing as we work with the Sheriff’s
Office, following leads that may involve more charg-
es and more people. It is amazing to me what twists
and turns can come about from a night hunting com-
plaint. After catching this individual, our complaints
of the neighborhood night hunter ended.

but it is definitely the prime gathering place for the riders.

The ride is also the one day of the year where the normal ATV rules on the management area are suspended.
Tire size and weight limitations are suspended for the ride. Some things remain the same however, and that’s the
need for enforcement efforts to assure that the participants enjoy the ride safely. No alcohol is allowed on the
ride, and through the years, LDWF enforcement agents have enjoyed tremendous success in finding those riders
who insist on breaking the rules, and those who feel the WMA is their own personal dumping area. In addition,
and probably more importantly, agents have assisted the few people who get injured on the ride. Injured people
have been removed on foot, on ATV, and by boat by agents working the ride.
On December 17, 2009, the Louisiana Department of Wildlife and Fisheries was recognized by the Wish I
Could Foundation of Northeast Louisiana for our efforts in assisting and promoting the Marengo Swamp Ride.
Because the WMA is a public area managed by the LDWF, our cooperation and assent is necessary to have the
ride; a law was even enacted by the Louisiana Legisla-
ture to suspend the normal rules of the WMA to allow
the ride to take place.

The ride is a blast for agents to work, and most
agents look forward to it every year. It is always inter-
esting, and gives agents an opportunity to do something
a little different than the normal patrol. Also, it gives
agents the opportunity to assist in a very worthy cause.
Having been to one of these banquets for the children,
it’s heartwarming to see that sometimes people can
make a difference. The kids really appreciate it, and
the parents do, too. I’m sure it’s hard, in addition to the
worry of having a sick child, to have to worry about the
expense of Christmas along with the often astronomical
medical costs involved. For one day, these kids can be
just kids, and know there’s a foundation out there trying

that he brought the deer to his grandparents’ house,
and waited until they went to bed to clean it. He said
a friend helped him clean, but he told the friend he
killed it that evening legally. “Son” was issued nine
citations that morning and hopefully ended his career

After all the excitement, the home owner was able to

The home owner, we will call Mr. L., admitted to tak-
ing the deer from the woods about four years ago and
also admitted that he was fearful of it hurting some-
one. We issued him a citation for Possessing a Wild

restitution assessed for the deer since it could not be
returned to the wild for the obvious reasons of not be-
ing afraid of humans. Due to the late time, we asked
Mr. L. to lock the deer back in the stall for biologists
to remove it the next day, which he did so. Sr. Agents
Maury Leone and Ronnie Robertson were on hand to
assist the biologists and saw that the deer’s attitude
had not changed from the previous day. The deer was
removed, and as I said earlier, could not be returned
to the wild, so he was put down for his well being as
well as for the safety of the public. Stories like this
just prove that wild animals don’t make good pets, so
enjoy their beauty in the wild, not as pets.

RETURN OF THE GAME WARDEN

O
n a cold, crisp December morning I received
a phone call from a fellow Agent. This phone
call was from Sr. Agent Lee Tarver. Sr. Agent
Tarver was hunting on a private hunting lease in Con-
cordia Parish and was hearing numerous gun shots
coming from an adjacent hunting lease. This particu-
lar location where the shots were coming from has
been a place of interest for me due to past violations
and suspicion of hunters taking over the legal limit
of deer. Sr. Agent Tarver told me that he had heard 8
total rifle shots coming from inside the woods and it
was only 8:30 in the morning. I travelled to this loca-
tion and heard several shots coming from inside the
woods as well. As I pulled up to the camp, there was

was that they were from Mississippi and just didn’t know. Now I guess the hunters from the previous year just
didn’t tell them about my presence on that day, because I left them with a hunting pamphlet and detailed in-
structions on how to legally tag the deer. With my frequent visits to this particular camp year after year, hope-
fully these non residents will actually read the pamphlet and start abiding by Louisiana laws.

enior Agent Allan Marbury and I spotted some deer in a field on the North end of Pointe Coupee parish
one evening, including one very nice buck. The field was adjacent to a highway that averaged a vehicle
every hour and was secluded from the rest of the world. We knew that someone would eventually come
by and capitalize on the grazing animals. We had worked it several times and finally one clear, crisp, cold eve-
ning, I happened to be the one who was out and hurried up there
just before dark. Just as I had figured, the deer were already
feeding out in the field. I positioned myself to be able to watch
the deer and the road at the same time and within 10 minutes, a
red truck came by but never slowed down. I began to think that

With the Louisiana coast being one of the largest
oyster producing coasts in the world, the good health
of many raw oyster lovers starts with a productive
oyster patrol done by Louisiana Wildlife Enforcement
Agents. This winter, every Wildlife Officer in Region
5 from Captan to Agent was able to participate in a
few oyster patrols. Even though the hunting season
was in full swing, the oyster patrols and officer pres-
ence on the water was did not slow down.
As I am writing this, the cool days are starting to
warm up. The geese have begun to eat the green grass
in the fields of south Louisiana. That’s right; summer
is on its way. With summer close, it is a good idea to
inspect your boat before summer is in full swing and
you run out of time. Check your boat for all of the
proper boating safety equipment, check the fuel qual-
ity, and remember that boating safety begins at home.

when asked again about the snares, Messer came
clean and stated that he did have a few snares set out
in the woods for catching deer. This snare had corn
thrown on the ground on the deer trail near the snare.
Messer admitted that he had eight snares set out in
the woods for deer and that he harvested two White-
tail bucks with the snares. Messer said that the eight
point and seven point bucks were snared by the horns
and were still alive when he came up on the deer, so
he took his 12-gauge shotgun and finished them off.
Messer stated that the horns were at his house in his
storage area. Sgt. Fontenot radioed back to Sr. Agent
Vidrine, who was back in the field securing the shot-
gun that Messer had, and advised him to take the boat
back to the unit and meet with us back at Messer’s
house in Blood Bend. Sgt.

officers on the scene at the time, was one of the same.
Seeing the necessity to let the outlaws in on the
little secret, I identified myself and told the subjects
that I watched their hunt all morning. Realizing that

statement admitting to

just astonished at the brazenness of these guys! We

continued down the road, until we were well out of
sight and then doubled back (blacked out). We kept a
distance of about 200 yards, and watched these guys
shine the fields for several minutes. The vehicle final-
ly came to a complete stop and we got exactly what
we were anticipating – BOOM! One shotgun blast
and the vehicle was leaving the scene. We figured it
was time to make our presence known, so I initiated
the blue lights and sirens. For a split second, Joey and
I thought that we had just caught a law enforcement
officer shooting at a deer because the vehicle we were
pursuing was a white Crown Vic with what appeared
to be inside mounted strobe lights in the rear. As we
continued our pursuit we could see two young men
in the back (donning the “Ohh Crap” look) trying to
shuck shells out of two shotguns. The driver of the
vehicle did not pull over and it looked as if he was
being told, “Go! Go! Go!” by the two goobers in the
back seat. Well, we stayed on them, like stink on a
skunk and he eventually pulled over in a parking lot.
After gently removing the three suspects from the
vehicle and placing them in handcuffs, we secured
the two shotguns from the back seat, which were still
loaded! The three men were read their Miranda rights
and then separated. All three kept denying what we
had witnessed them do, until my back seat shooter
had the nerve to tell Joey and me that, “That’s how
we hunt back here!” Whether it was the cold night
air or the fact that they were in handcuffs for a while,
they all eventually became cooperative. All three men
were booked with numerous citations. After we were
finished with our three goobers, we went back to look
for the deer. We never did find the deer, but we did
find that shotgun shell on the Highway. All we can
say is that our brazen boys had best find a Hunting
for Dummies book to improve their tactics, or we are
likely to meet again!

to tell him why we were there. So, with all that said,
we just went ahead and cited Mr. H for purchasing
gamefish and told him that we will see him in court.
DONE…..NOPE !!! Two days later, we were on
patrol again and Sr. Agent Aucoin called us to tell
us about an interesting phone call he just received.

Well, he had called to confess that he lied. Mr. K to

own information. However, he forgot to give us a fake
address. (You can now laugh.) Well, once this was
confirmed, Sr. Agents Aucoin and Rhodes went pay

that they would be keeping him permanently. A few days later, Lt. Chad Hebert was contacted by the sheriffs’
department and was questioned about how we caught the subject. Well, after Lt. Hebert told the story, the sher-
iffs’ department thanked us and told us that he was on the run for the last two years between Raceland, Lafayette,
and Lake Charles as a sex offender that failed to register. The sheriffs’ department also wrote up an article in the

even more praise on Sgt. Purvis. I said, “Geez, man that was a helluva catch, frickin’ awesome job!” Sgt. Purvis
assumed his most modest face and said “Yeah, I’m pretty amazing.” I got a friendly slug in the shoulder and he
laughed and said “Naw, baby…I got tipped off by some of the other fishermen, and it took me two trips to the
truck to see the ice chest.” Yep, another day of working with Sgt. Purvis, it’s never dull or without laughs.

All summer long I beg and plead for boat operators to
do three very simple things… stay sober, slow down
and keep a proper lookout. If every boat operator did
those three very simple things, boat accidents would
become an extremely rare occurrence. I’ve often
wondered… Most of us go out on the waters to relax
and have a good time. How is it possible to “relax”
when you have white knuckles on the steering wheel?
I encourage you to slow down and enjoy the day.
It’s been an interesting few months since our last is-
sue. The legislature is in session and issues of concern
for sportsmen are abundant. I won’t offer a personal
opinion on these issues but I will share the following:
A hog’s eyes don’t glow at night and they don’t
“freeze” when hit with a light. Instead, they quickly
depart from the area. The law enforcement division
of LDWF and the LWAA oppose the legalization of
hunting hogs at night with guns. The potential dan-
gers are very notable and the opportunity for tragedy
is very real. Night hunting for hogs at night with
firearms is reportedly not an effective method for
controlling hog populations. Hunting with dogs dur-
ing daylight hours is much safer and reportedly much
more productive. Trapping is also safer and more pro-
ductive. Lastly, hog hunting at night is already legal.
You just can’t use a gun or a bow. Knives, spears and
live-catch are already legal.
On the national scene, it appears that the cur-
rent administration has plucked the strings of power
and garnered unprecedented decision-making ability
for the National Oceanic and Atmospheric Adminis-
tration and National Marine Fisheries. Many sports-
men fear that the federal government may close vast
areas of our federally controlled waters to all fishing.
