ACTIVITY DESIGN
Two-Day Gender Sensitive Seminar & Capacity Training on the GAD Plan and Budget
(GPB) and Accomplishment Report for GAD Focal Point System (GFPS) of Talalora,
Samar
LEGAL BASIS
1987 Philippine Constitution affirms that the State recognizes the role of women in
nation building, and shall ensure the fundamental equality before the law of women and
men.
Convention on the Elimination of All Forms of Discrimination Against Women (CEDAW), Beijing
Platform for Action, Millennium Development Goals The Philippines as signatory to these
treaties has committed to pursue womens empowerment and gender equality in the
country.
RA 7192 Women in Development and Nation Building states that Government departments,
including its agencies and instrumentalities shall xxx xxx include an assessment of the
extent to which their programs and/or projects integrate women in development process
and of the impact of such programs or projects on women
RA 9710: Magna Carta of Women asserts that GAD programs addressing gender issues
and concerns shall be designed and implemented based on the mandate of NGAs and
LGUs.
RATIONALE
RA 7160 or the Local Government Code also put emphasis on the role of women
in community development. It has a provision for womens representation in local policy
making in the provincial, city, municipal and barangay councils. Section 16 and 17, the
Code requires LGUs to promote general welfare and provide basic services and
facilities for their constituents, including the discharge of devolved responsibilities
pursuant to the Code. To make this operational, the Department of the Interior and Local
Government (DILG) has joined the National Commission on the Role of Filipino Women
(NCRFW) and the Department of Budget and Management (DBM) in issuing a Joint
Memorandum Circular No.2016-01 giving guidelines on how the GAD approach can be
incorporated in the local planning and budgeting system through formulating GAD
Plans.
LGU should give priority to client-focused GAD activities. However, LGUs that
are in early stages of gender mainstreaming shall give premium to capacity
development of the GAD Focal Point System and/or similar mechanism and LGU
employees on GAD concepts and principles.
OBJECTIVE
To orient the participants of Basic GAD concepts and principles, and GAD related
laws.
To prepare, accomplish and submit 2018 Gender Plan and Budget as
prescribed by JMC No.2016-01
