The two-day Festival will feature three major events, namely: the Pane! Presentation of Best Practices, the Forum on Renewable Energy, and the Galing Pook Awards Presentations of Best Practices and Awarding Ceremonies. In time with the enactment anniversary of the Local Government Code this October 2017, the Festival of Best Practices aims to highlight the instrumentality of the Code in capacitating local governments and in promoting, encouraging and actually bringing forth considerable harvests of best practices from local govemments. In this connection, all Local Chief Executives and functionaries are hereby enjoined to participate in the said activity on official business. The payment of applicable travelling expenses and a registration fee per participant to defray the costs of hotel accommodation meals and conference materials, may be authorized chargeable against their respective local funds, subject to the availabilty thereof, and to the usual accounting and auditing requirements and to all pertinent laws, rules and regulations. All DILG Regional Directors and the DILG-ARMM Secretary are directed to cause the immediate and widest dissemination of this Memorandum Circular within their respective jurisdiction.
