1.0 INTRODUCTION
M/s. Chatrapatti Common Effluent Treatment Plant Private Limited has planned to
install a Common Effluent treatment plant (CETP) at Chatrapatti town, RajapalayamTaluk,
Virudhunagar district of Tamilnadu state. The project is installing a common effluent
treatment plant to treat the effluent being generated from the industries manufacturing
surgical cotton items. The manufacturing processesof surgical cotton items comprises of
sizing, desizing, scouring, bleaching and finishing process it consumes considerable
amount of water and produces waste water at each step of the process. Waste water thus
generated by 100 units of surgical cotton manufacturing industries are joining togetherto
install a CETP to achieve zero liquid discharge. The facility is proposed to treat 1.0 MLD of
waste water generated from various surgical cotton manufacturing industries and reuse
them.
In view of the above, Environmental Clearance is sought from State Environmental
Impact Assessment Authority (SEIAA), under Category B under the Schedule 7(h)
Common Effluent Treatment Plants (CETPs) of Environmental Impact Assessment (EIA)
Notification 2006and its subsequent amendments.
The details of the project proponent are given below: Land ownership Documents are
attached as Annexure 1.The proposed CETP is developed by Chatrapatti Common
Effluent Treatment Associationandthe members of the association are going to convey
their effluent to the CETP. Company MoA/AoA and Copies of the concurrence letters
received from the member units are enclosed as Annexure 2.

The proposal is to set up the CETP of 1.0 MLD for the effluent from industries located near
Chattrapatti town. Considering the scattered locations of member industries in the region,
there will be dedicated pipeline network system for the effluent to be received at CETP.
1.4 Need of the Project & Its Importance to the Country and or Region
Establishment of effluent treatment plants for individual industries especially in the small
scale sector in the various industries, to produce the effluent of desired quality before
discharge is not techno-economically viable option. Firstly, because it is expensive on
both the capital and operating cost front and secondly, there is no guarantee of
performance by the individual industries. Further, the disposal of treated effluents is also
problematic as every individual industry cannot reach the water body through its own
pipeline nor can it purchase land for inland irrigation. Thus, Government of India floated
the idea of Common effluent treatment plant to overcome these problems. Accordingly
Ministry of Environment, Forest & Climate Change, Government of India instructed the
various State Pollution Control Boards to examine the possibilities of establishing CETPs
in various industrial estates. In response to the directive issued by the Central
Governments, the State Governments started identifying the various locations for CETPs
Establishment of CETP has following advantages:
Saving in Capital and Operating cost of individual treatment plants. The
Commontreatment is always cheaper than small scattered treatment units.
Contribution of nutrient and diluting potential make the complexindustrial waste
more amenable to degradation.

The Proposed project will provide direct employment to 50 persons per day during
construction &73 persons per day during operational phase. Local workers will be hired
from the nearby villages.

Tamil Nadu Pollution Control Board has now mandated the industries to implement Zero
Liquid Discharge (ZLD) facilities so that the pollution from bleaching units can be avoided
to an extent. 100 units of surgical cotton manufacturing industries are joining together to
install a CETP to achieve zero liquid discharge.The facility is proposed to treat 1.0 MLD of

waste water generated from various surgical cotton manufacturing industries and reuse
them. The project outlay is estimated to be around Rs. 18.1896crores.
The raw effluent from member units will be received in the intake well via screen to
remove fibers and trash, from where the effluent will be pumped in to an equalization
tank to homogenize the flow. From the equalization tank the effluent will be pumped into
an aeration tank where the effluent is aerated using a system of diffusers and blowers for
the reduction for BOD, COD and colour. The effluent after aeration is sent to secondary
clarifier for the settlement of the suspended solid and biomass. A portion of underflow of
the clarifier is recirculated into the aeration tank for maintaining the required level of
MLSS. The remaining portion of underflow of the clarifier is further thickened in gravity
thickener. The thickened sludge is dewatered in filter press where the bio-sludge is
dewatered to about 30% consistency.
The over flow from the clarifier with about 50-60% reduction is taken to tertiary clarifier
for further clarification and then to a battery of Dual media filters for the filtration of
suspended solids. The filtrate from the Dual medial filters is pumped into the Ultra
filtration for further control of turbidity and followed by Activated Carbon filters.
The clear effluent is pressurized into three stages RO blocks for the reduction of TDS. The
rejects from the RO I&II stage is further desalinated in RO III to achieve an overall
recovery of about 92.5%.
The rejects from the RO Block are processed in multiple effect evaporators in two stages
to recover the water in the rejects as condensate and crystallize the salt.

The inlet characteristics are arrived based on the testing report provided by TNPCB for
few member units and it is enclosed as Annexure 4. Treated effluent characteristics are
tentatively calculated based on the proposed design of the ETP & RO plant.

Around 75 employees will be engaged in the operation of ETP and required manpower

phase is disposed in septic tank followed by dispersion trench. In operation phase, the
wastewater generation is about 3 KLD which will be treated in the proposed sewage
treatment plant and the STP report is enclosed as Annexure 6.

3.2 LANDFORM, LAND USE AND LAND OWNERSHIP
A copy of the Land lease Documents is attached as Annexure 1 and land use classification
is attached as Annexure 7.
3.3 TOPOGRAPHY
Topographically, the project area is mostly flat terrain. The average elevation at the project
site is 436 ft.

The district receives the rain under the influence of both southwest and northeast
monsoons. The northeast monsoon chiefly contributes to the rainfall in the district. Most of
the precipitation occurs in the form of cyclonic storms caused due to the depressions in
Bay of Bengal. The southwest monsoon rainfall is highly erratic and summer rains are
negligible. Rainfall data from seven stations over the period 1901- 2000 were utilized for
analysis and a perusal of the data shows that the normal annual rainfall over the district
varies from about 724 to 913 mm. The district enjoys a subtropical climate. The period
from April to June is generally hot and dry. The weather is pleasant during the period from
November to January. Usually mornings are more humid than afternoons. The relative
humidity is on an average between 65 and 85% in the mornings. Humidity in the
afternoon is generally between 40 and 70%. The annual mean minimum and maximum
temperatures are 23.78 and 33.95C respectively. The daytime heat is oppressive and the
temperature is as high as 40.2C. The lowest temperature recorded is of the order of
19.3C.
The available infrastructure amenities in the area are developed roads, hospitals &
healthcare centers, banking facility; community centers etc.
The CETP unit is proposed for the treatment of Waste water of various industries ranging
from surgical cotton manufacturing industries. Waste water will be transported to CETP
through pipeline network.The approval for laying the pipeline for transmitting the effluent
from the member units to the CETP will be requested to Local Panchayat / Highway
Department / District Collector. The design detail of the pipeline routing is in under
process.

The project will employ mostly workers from nearby villages. There will not be any
increase in population due to the project.
The open space inside the CETP area will suitably landscape with native vegetation. Green
Belt area will be developed as per the CPCB guidelines.
The proposed project will be facilitated in the 27950 m2 of land area at Virudhunagar
District. The land use break-up showing the proposed activities is given in Table 3.1. All
required amenities and facilities will be made available in the plant itself. The site layout
showing plant and other amenities is furnished as Annexure 8.
Green belt will be developed according to CPCB guidelines. Native plants having higher Air
Pollution Tolerance Index (APTI) will be planted. Approximately 21403.8 m2 of plot area is
planned to be developed as green belt.

The project site & surrounding are well connected by local road network. The project site is
accessible through the Vadakarai road which connectsSH-186 on the north direction. The
project location (Chatrapatti) also has frequent bus service.
The quantity of drinking water required during construction & project operational phase
will be around25 KLD&3.5 KLD respectively, which will be purchased from local water
suppliers.
The domestic sewage generated during the construction &operational phase will be
disposed in septic tank with dispersion trench.
Total 1288 kg/day sludge will be generated and it will be disposed at TSDF/ nearest
cement plant as alternate raw material.
The operation of 1.0 MLD CETP will involve a workforce of around 73 member staff &
hence the solid waste generation will be minimal & it will be disposed through local body.
Power requirement for proposed project is 800 KVA which will be sourced through
TANGEDCO, Tamil Nadu Generation and Distribution Corporation& for emergency during
power failure 1 DG set of 1000 KVA will be used.
The proposed project site belongs to the company Chatrapatti Common Effluent Treatment
Plant Private Limited. Hence no rehabilitation & resettlement issues are envisaged & do not
apply.

Based on the survey results, industrial Wastewater quantity would be approximately 1.0
MLD. The proposed project of commissioning of 1.0 MLD capacity CETP will help to cater
the increasing demand.
Considering the various project related attributes such as availability of necessary
infrastructure viz. connectivity, water & electric supply, man power etc. the project can be
executed in a very comfortable way.
