Aviation Funding, Flood Insurance: The


Y Y N N N House passed, 264-155, a bill that would fund
aviation programs through March 2018,
provide temporary tax breaks to help
hurricane victims and expand the role of
private insurance companies in the National
Flood Insurance Program. (HR 3823)
Aid to Puerto Rico, Virgin Islands: Voting
N N Y Y Y 188-227, the House defeated a Democratic
bid to add unspecified disaster aid for Puerto
Rico and the U.S. Virgin Islands to HR 3823
(above). FEMA says it has adequate funding
for hurricane-recovery efforts in those
American territories.
Home-Visitation Program: The House
Y Y N N N voted, 214-209, to renew the Maternal, Infant,
and Early Childhood Home Visiting Program
on a budget of $400 million per year. A yes
vote was to pass HR 2824 over arguments
that its cost-sharing rules will keep many
communities from taking part.
Denial of Security Payments: The House
Y Y N N N voted, 244-171, to disqualify persons subject
to arrest warrants for alleged felonies or
parole-probation violations from
Supplemental Security Income, a program for
the blind, severely disabled and destitute
seniors. A yes vote was to pass HR 2792.
Heath Tarbert Confirmation: The Senate
Y Y confirmed, 87-8, Heath Tarbert, 41, as
assistant secretary of the Treasury in charge
of overseeing international markets. He will
head a committee that monitors foreign
transactions with U.S. firms to assess their
impact on Americas national security.
Makan Delrahim Confirmation: The Senate
Y Y voted, 73-21, to confirm Makan Delrahim, 47,
as assistant attorney general for antitrust
enforcement. He served previously in the
Department of Justice under President
George W. Bush and has worked as a lawyer
and lobbyist in Washington.

In the week of Oct. 2, the House will debate the 2018 congressional
budget resolution and a bill restricting abortions, while the Senate will
vote on the nomination of Ajit Pai for a second term as chair of the
