FIELD ENGINEER ELECTRICAL

GENERAL STATEMENT OF DUTIES:

Performs preventive maintenance on medium- and low-voltage electrical equipment.


Provides work plans, schedule, and coordination for electrical system maintenance and
power outage. Performs complex design of electrical corrective work, upgrade, and
modification projects. Manages construction of electrical capital projects. Coordinates
with other District workgroups and consultants. Conducts in-house training on electrical
safety.

SUPERVISION RECEIVED:

Receives direction from the Principal Engineer.

SUPERVISION EXERCISED:

Supervision is not normally a responsibility of this classification.

ESSENTIAL FUNCTIONS:
(The essential functions listed below are not intended to reflect all duties that may be
assigned to this classification. The District may augment duties and/or essential
functions at its discretion. Additionally, some incumbents may not perform all Essential
Functions.)

1. Performs (hands-on) preventative maintenance on medium- and low-voltage


electrical equipment, including, but not limited to visual inspection, cleaning, and
testing electrical switchgears, bus ducts, bolt-on and roll-in circuit breakers; testing
protective relays; performing a Power System Analysis; and generating maintenance
and testing reports.

Testing instrument transformers, power transformers, and automatic transfer


switches.
Calibrating power meters.
Testing and calibrating protective relays.
Testing circuit breakers (bolt-on and roll-in), switchgears, and bus ducts for low
and medium voltages up through 15kV.
Troubleshooting and using load and power quality recording instrumentation and
infrared scanners.
Performing maintenance on breakers and switchgears up through 15kV class.
Performing maintenance on medium voltage adjustable speed drives.
Writing detailed testing reports.

2. Manages the program for preventive maintenance of medium and low voltage
electrical equipment.

3. Troubleshoots and addresses electrical problems.


4. Provides complex designs for upgrades and modifications to the industrial electrical
system.

5. Provides management of multiple electrical capital projects during study, design,


and/or construction phases; performs inspection for electrical work during
construction; and assists in start-up and commissioning services on electrical
equipment.

6. Approves changes to design contract provisions, including design amendments,


changes to scopes of work, extensions/accelerations of schedules, and changes in
methodology, equipment, or control processes.

7. Serves as an electrical engineering liaison with other District workgroups and


consultants and conducts training on electrical safety.

8. Coordinates, schedules, and provides detailed work plans for power outages and for
electrical system maintenance tests and upgrades.

QUALIFICATIONS FOR ENTRY:

KNOWLEDGE OF:
Electrical preventive maintenance programs and testing procedures per the
National Electrical Testing Association.
Electrical design theory, principles, and practices.
Installation and commissioning of industrial electrical power equipment.
Principals of analog and digital electronics; fundamentals of industrial process
control; pertinent Federal, State, and local laws, codes, regulations, standards,
and permit requirements.
Principles and practices of project development, scheduling, and management.
Principles and practices of budget preparation and administration.
National Electrical Code and industry standards, OSHA, and NFPA.

SKILL IN:
Planning, organizing, directing and reviewing the work of skilled technical
personnel.
Performing power system studies, design, and equipment specification, and
commissioning of industrial electrical projects;
Reading, interpreting and explaining plans, blueprints, schematics, and
specifications;
Analyzing problems, identifying alternative solutions, projecting consequences of
proposed actions and implementing recommendations in support of goals.
Interpreting and applying pertinent Federal, State and local policies, procedures,
laws and regulations.
Use of computers and computer software including word processing,
spreadsheets, and project management.

ABILITY TO:
Simultaneously coordinate and manage multiple electrical engineering projects to
completion within scheduled deadlines and allocated budgets.
Understand and interpret specifications, maps, plans, and reports pertaining to
complex electrical design and construction projects.
Evaluate equipment performance; develop maintenance programs and
procedures.
Interpret and apply pertinent policies, procedures, laws, codes, regulations, and
permits.
Coordinate and schedule resources.
Establish and maintain effective working relationships with those contacted in the
course of work including a variety of District and other government officials,
community groups, and the general public.
Operate effectively in a team environment; communicate clearly and concisely,
both orally and in writing.

EDUCATION, EXPERIENCE AND PROFESSIONAL CREDENTIALS:

Any combination of experience and training that would likely provide the required
knowledges, skills, and abilities, as well as the Certification and Licensing requirements
is qualifying. A typical way to obtain the KSAs would be:

College-level coursework and training in electrical engineering.

Significant experience in electrical engineering field service to include inspecting,


testing, calibrating, troubleshooting, and repairing complex, highly technical
electrical equipment.

CERTIFICATION AND LICENSURE REQUIREMENTS:

Experience and/or a certification that enables them to perform maintenance on medium


and low voltage electrical equipment (such as a NETA (National Electrical Testing
Association) Certified Test Technician III or higher) is required.

Upon selection, candidates must possess a valid drivers license from state of residency.
