Recommendations as follows:

1. State should not pre-empt local government restricting smoking in outdoor public spaces, such
as parks and beaches.
2. National and local government should/must license the retail store outlets to sell tobacco
products (cigarettes).
3. The companies or school should annually make an examination test about the physical and
internal condition of the employees and students. Whoever found out uses cigarette should be
quarantine and must be undergo an elective program about the said issue.
4. National government specially the FDA or Food and Drugs Authority to regulate the design and
characteristics of tobacco products to promote the public health.
Prescribing the cigarettes testing methods, including how the cigarettes are tested and
which smoke constituents must be measured.
Promulgating the tobacco product standards, including reduction of nicotine yields and
reduction or elimination of other constituents, wherever such a standard is found to be
appropriate for protection of the public health. Taking also into consideration the risks
and benefits to the population as a whole, including users and non-users of tobacco
products.
5. Congress should empower FDA to divert text information (can be seen on the package of
cigarettes boxes) into powerful pictures (before and after photos who uses cigarettes, what risk
they got) to help users to quit.
6. Congress should strictly engage the retail stores to produce the standard number of cigarettes
to be sold.
7. The congress must raise the cigarettes taxes not only to the high-taxing states but also to the
low-taxing states. Both National and Local government will be the beneficiary of the incentives
collected in the cigarette taxes.
8. National Government must prohibit unsolicited posting of posters of cigarettes to the public
places, provoking people to use tobacco. Instead, make it to the turning point which the posters
must be pictures of harmful effects of cigarettes.
9. Above all else, to people who have their powerful position must take their initiative to execute
the said recommendations no matter what it takes. But then, change must be first seen to those
people who willingly accepted the challenge to change their lifestyle.
