Dear Sir:
I am Manuel Barroga, 74 years old and a resident of No. 44 19th Ave., Murphy,
Quezon City. That I write this letter to seek assistance concerning the outstanding
balance of the water bills with amounting to Php254, 033.29, as of this date.

The above amount due was the aggregated computation of six (6) different
accounts which were installed in my property under Contact Account Numbers (CAN)
that were already pulled out, to wit:

a) 14508419, b) 14753803, c) 14676718, d) 14753910, e) 14753885, and f)


14753741.

That I sought the reconnection of the above meter bases where I settled initially
the outstanding balance of the above CAN (a) and (b);

However, the rests of CANs, such as (c), (d), (e) and (f), its corresponding
amount balance due, were all consolidated, hence the above aggregated amount. I
was advised by the MWSSs staff Ms. Tess Diesta to settle altogether the existing
balance and was instructed to give initial Php.100,000.00 as downpayment and the
remaining balance will be paid through monthly billings before the reconnection of the
said 6 meter bases;

Unfortunately, the above imposed condition of Php.100, 000.00 downpayment


was beyond my capacity since, at present, I have daily maintenance for high blood
pressure and diabetes medications. The consolidation of the 6 CANs is unfair and
disadvantageous on my part considering that the former tenants who were negligent
from paying religiously their monthly consumptions, leaving, consequently, the huge
outstanding water bills, were responsible.

Moreover, in spite of the partial settlement of the principal obligation, i.e., CANs
14508419 and 14753803, the same were not reinstalled in my property. That I am
desirous to settle the existing outstanding balance for the convenient of my future
tenants. And to show that I am in good faith, I already settled seventy percent (70%) of
the balance due under CAN 14676718 which was installed from No. 46 19th Avenue,
Murphy, Cubao, Quezon City. If not with my shortcomings, I would settle fully outright
all the said outstanding balance involving the above accounts.

That I made numerous requests for almost three (3) years to Ms. Tess Diesta of
the Collection Department to allow me to give Php.50, 000.00 as my initial
downpayment and the remaining balance will be settled partially through monthly
billings. However, my request was fell on deaf ears. Finally, if only I could learn early
while I was staying in Ilocos about my tenants actuation by allowing the accrual of huge
unpaid water bills, I would take the necessary action with it.

Sir, I respectfully prays for your kind consideration and compassion to allow me
to give initial Php.50,000.00 as downpayment and monthly soft payments until all my
obligations be settled.

appreciated.
