AFFIDAVIT OF FREDA QUINN

I, Freda K. Quinn, being of sound mind and lawful age, hereby swear on my oath as
follows:

1. My name is Freda K. Quinn. I currently reside in Topeka, Kansas. I have provided


an affidavit previously in a matter concerning Lamonte McIntyre. I am not
acquainted with Lamonte McIntyre.

2. I am the sister of John Quinn and Josephine Quinn. Josephine Quinn is the mother of
Niko, Stacy, and Leila (or Elizabeth) Quinn (now Gatlin). Therefore, I am the aunt of
Niko Quinn, Stacy Quinn (who is now deceased) and Leila Gatlin.

3. In the 1990s and early 2000s, I was actively involved in life on the "streets" in
Kansas City, Kansas, and I knew many of the individuals who were part of that life.
Despite their lifestyle, many of these folks were good-hearted people; they were
simply trying to survive in a harsh environment of drugs, violence, lack of money and
unemployment. To support their children and families, many women turned to
prostitution. Among a portion of the community, prostitution was a fairly common
activity.

4. Among the customers of prostitutes were some police officers, and Detective
Golubski was known to be among the most frequent of those customers. Golubski
had a reputation for being obsessed with having sex with prostitutes, usually black
females.

5. Golubski was frequently seen riding around Kansas City, Kansas looking for
prostitutes to pick up. Everyone in the black community knew about his pursuit of
prostitutes. He was often seen cruising around looking for women, and evetyone
knew what he was doing.

6. Golubski had a sexual relationship with my niece, Stacy Quinn, that lasted many
years, up to the time of her death, as stated in my prior affidavit. Golubski also had a
longstanding relationship with a prostitute named Gail. She was pretty private about
it, but the relationship was widely known among women who were out on the streets.

7. Another woman that I knew when I was paii of the street culture was Ruby Mitchell.
Like most women who were into that lifestyle, Ruby was using drugs and worked in
prostitution. I sometimes saw her out on Quindaro, a common area for prostitutes to
attract business.

8. The conviction of Lamonte McIntyre for the murder ofmy nephew, Doniel Quinn,
and the murder of Donald Ewing has always troubled my family. Shotily after my
family and I had arrived home from the crime scene on the day of the murders, police

announced that they had arrested the assailant. We were shocked at the immediate
arrest; it seemed like police had hardly done any investigation.

9. Over the years, I have spoken with Niko a number of times about her testimony at
Lamonte McIntyre's trial. The family knew that she had testified falsely. When I
asked Niko why she had not told the truth, she told me she had been scared. It was
clear to me that she had lied in court because of her fear of the police or prosecutor or
both.

10. In Kansas City, Kansas, I knew it was not unusual for people to be scared of the
police or prosecutors. Many were fearful of cooperating with any kind of
investigation or legal proceeding. It is well known in the community that police and
prosecutors have used threats and improper and coercive tactics to gain compliance
from witnesses. The police had a reputation for intimidating and manipulating
witnesses to get information, not caring whether that information was hue or false, or
actually intending to get information that was false. For this reason, people in that
community typically do not trust the criminal justice system and often avoid having
anything to do with it, if possible. It's difficult to persist in telling the truth if that is
not what the police or prosecutor want to hear. People are simply afraid. I knew
from Niko's words to me that she had been frightened, and that she had lied about the
identity of the shooter because of her fear.
