FOUR (4)-DAY ORIENTATION OF NEW DENR PENRO/CENRO LAWYERS

I. RATIONALE:
In line with the agencys thrust to provide immediate responses and actions to various
environmental issues and concerns and to strengthen DENRs influence in environmental
governance, a lawyer is contracted to be placed and made visible in each DENR Community
Environment and Natural Resources Office (CENRO) nationwide. The DENR CENRO lawyers
shall render work not performed by the regular personnel of the DENR and such other related
work that may be assigned by his/her immediate supervisor.

The DENR CENRO lawyers are contracted pursuant to a Contract Agreement and
through the issuance of the Memorandum Order No. 2017-xxx dated September 2017. Thus, a
four (4)-day Orientation has been envisioned to properly guide our new lawyers before their
deployment in the field and to ensure uniformity in responsibilities and functions.

This Orientation will provide a venue where the new lawyers will be acquainted with the
DENR laws, rules, and regulations. Moreover, it also aims to enhance a deeper understanding of
their role in the respective CENRO and the accountability attached to their positions.

II. OBJECTIVES
At the end of the orientation, the target participants would have been able to:

1. Know the basic DENR laws, rules and regulations;

2. Ensure that they have understood their roles and have known the accountability attached
to their sworn positions; and
3. Uphold their integrity as contractual employees in the duration of their service in the
government.

IV. PARTICIPANTS
The participants are the newly hired contractual lawyers, Regional Directors, PENROs,
CENROs, Central Office lawyers, and Regional Office lawyers.

V. LEARNING SERVICE PROVIDER/RESOURCE PERSONS

The Resource Persons will be coming from the Central Office and other Regional Offices.

VII. DATE AND VENUE
The proposed date and venue of this activity will be on September 25-28, 2017 at the
DENR xxxx.

VIII. BUDGETARY REQUIREMENTS

Expenses to be incurred in the conduct of this event such as food, venue, and kits will be
charged against the Central Office-Legal Division funds subject to the usual auditing and
accounting rules and regulations.
