S.No. Description

1 Being the developmental tender, firms who are either approved in developmental category for the tendered item by RCF/Kapurthala or who are not borne on the list of approved suppliers
should only submit their offer. Offers from the firms who are approved under Part-I or Part-II category for the tender item by RCF/Kapurthala shall be summarily rejected as tender is meant for
development of new sources only.

2 Firms are requested to submit the list of available Plant and Machinery, NSIC / SSI / DIC registration certification [if any], details of testing facilities, certificate of approval / registration with
Railways/Production Units, list of items supplied to other Railways/Production units/Other Govt. Departments etc. similar to tendered item along with copies of purchase orders, Inspection
Certificates, Receipt Note as proof of completion of supplies etc. so as to establish their capacity-cum-capability to develop the tendered item and to execute the order.

3 Developmental order shall be placed on unapproved/untried/unregistered firm who furnish the details of M and P, NSIC/SSI/DIC regn. certificate [if any], testing facilities, QAP, technical man
power available with them to develop and supply the tendered item, registration with Railways/Production units, details of supplies of similar stores made by firm in last three years to other
Railways/PUs/other Govt. departments similar to tendered item along with copies of purchase orders, Inspection certificates, receipt notes as a proof of completion of supplies etc. so as to
establish their capacity cum capability to develop the tendered item and to execute the order, and where prima facie Railway is satisfied that firm is capable of executing the order. If required,
capacity cum capability could be verified by design department before placement of order. Tenderer should furnish the all the details to establish that they are capable of manufacturing the
subject item.

4 Being the developmental tender, firms who are either approved in developmental category for the tendered item by RCF or who are not borne on the list of approved suppliers should only
submit their offer. Offers from the firms who are approved under Part-I or Part-II category for the tender item by RCF shall be summarily rejected as tender is meant for development of new
sources only.

5 Firms manufacturing Bogie Frame / Under Frame / End part shall also be considered, provided proof of tie up for CNC Five axis machine is submitted.

6 Tenderer shall preferably have Robot for welding major straight weld of Bogie side frame. However, for developmental tenders MIG welding with suitable welding fixture will be permitted.

C. Special Conditions and Checklist for bidders

4 If you are not a MSE or a consortia of MSEs formed by NSIC, please indicate percentage of sub contracts in execution of this tender that will be from Micro and Small Enterprise(in percent of
order value ) with further breakup of MSE owned by SC/ST. (Information will be provided in % terms with 6 fileds; Micro owned by SC, Micro owned by ST, Micro owned by Others, Small
industry owned by SC, Small industry owned by ST, Small industry owned by Others)

5 FIRMS TO QUOTE ON FIRM PRICE BASIS ONLY.

6 ICF intends to distribute the procurable quantity and place developmental orders on two or more firms within the zone of consideration. As this is a developmental tender, condition/clause no.
22.2.1 of the tender documents of e-tenders for distributing the quantity based on the price differential etc. will not apply.

7 SVC is applicable on all statutory levies such as duties, taxes etc. during the original currency of contract subject to production of documentary evidence.

8 All firms who receive developmental orders will have to submit prototype for inspection and approval within 120 days. Once prototype is approved the supply for remaining quantities should be
completed within 60 days thereafter.

9 Pre-bid meeting will be held on 24.01.2017.

10 Evaluation of offer will be item-wise.

11 Pre-bid meeting will be held on 18.01.2017 at 12.15 pm at Chintan Sabhagrah/ICF.
