Abstract

The focus of this research is to determine the ethos, pathos and logos of the newly

signed bill R.A. 10931 Universal Access to Quality Tertiary Education. This research

aims to promote tertiary education to everyone, especially to the less-fortunate.

Further, proving that education is essential to everyone and now, for everyone.

Aristotles modes of persuasion are used to understand the subject matter of this study.

The ethos of the research was the credibility and reputation of the subject matter

through President Dutertes administration. While understanding its emotional effect to

the people involved constitutes the impact which reflects to the pathos; lastly, the logos

or the reason and the logic behind the easier access to tertiary education. It was

evident that the ethos, pathos and logos aid the research towards its aim. The findings

suggest that education is only one function of the government. Hence, under the

scope of its responsibility is providing education based on the needs of its fellow people.

It was concluded that In Philippine setting the continuance for funding tertiary

education is recommended.
Introduction

Universities have become one of the most important institutions in the society. They educate the

professionals that provide health care, teach children, strive for justice in the legal system, and design

buildings, bridges, and technologies (Austin and Jones, 2016, p. 1). Thus, only by attending to

university is where one can formally pursue and start the career he/she wants to take in

the future, but the same is not possible for everyone. The reason is tertiary education is

costly; nevertheless, it should be given priority.

Higher education in the current global era is driven by demands of what is frequently called the new
knowledge of economy. The emphasis of knowledge economy is on advanced training for human capital
development and technology-driven innovation. Hence, governments increasingly view higher education
as a strategic to any long-term vision of countrys role in a global economic economy and society.
(Austin and Jones, 2016, p.8) Considering the government to fund and push through free
education is clearly about aiming to extend the opportunities of life to everyone. The
free access and subsidy for tertiary education of state universities and colleges is clearly
a long-term vision for the growth of the country focused on helping the future
professional of the nations.

The focus of this research is to understand and take advantage of the privileges the
Universal Access to Quality Tertiary Education Act has to the current and future
students in state universities and colleges, local universities and colleges and state-run
technical-vocational institutions. The said act has also established and made available
the tertiary education subsidy for Filipino students and student loan program for tertiary
education.
