4.8 Training For Key User, Application, Network & System ICT 15

1.1. The specifications and requirements under this section of the Need Statement
cover the general scope of works for the information and Communication Technology
(ICT) systems for the whole project.
1.2. The Needs Statements included within these documents shall always
incorporate generally complied to JKR’s ICT Works Design Guidelines (and addenda).
The Tenderer shall propose, design and implement of ICT System as follows:
1.3. The scope of work includes supply all materials, equipment and ancillaries, labors and
perform all installation, testing and commissioning works required for the complete
and satisfactory completion of the whole project, repair and replace all defective and
faulty materials, equipment, plants and works and perform all breakdown, scheduled
and preventive maintenance works during the Defect & Liability Period as specified in
the Contract.
1.4. The Tenderer shall provide the latest version of the system with latest
technology of at least 6 months before deliver to the site, upgrade / add-on to the
system which facilitate the establishment of the fully integrated Information &
Communication Technology System. The system shall be customized / configured to
meet the full functional requirements of the project.
1.5. The scope of work shall fulfill the requirements and fully functional for the
proper operation including furniture if necessary.
1.6. Any Standards, specifications, drawings and codes referred to herein shall be
considered an integral part of this specification.
2.1. The contract covers the supply, delivery, installation, configuration, testing,
commissioning and handing over thereafter for a period stated in the Conditions of
Contract of the complete system. All testing and commissioning must follow JKR’s
Standards and Procedures.
2.2. The authenticity, legality, correctness of all data and images and their quality shall be
preserved and traceable at all stages and at all times.
2.4. The Tenderer shall submit all the necessary infrastructure system together with
their proposal.
3.1. All equipments supplied shall be high reliability, robust and meet the enterprise
standard. Special precaution and steps shall be taken to reduce the
harmonics/electromagnetic coupling effects produced by the equipment to minimum
levels such that the operation of the other equipment will not be adversely affected.
The Equipment shall be suitable for the local electricity supply system of 415/240 V,
3/1 –phase, 50 Hz and for the equipment susceptible to surges and voltage variations
shall be provided with suitable surge protection for incoming/outgoing for power and
data line and UPS systems.
3.2. All works shall be of good current engineering practices and shall be carried
out by approved Tenderer and supervised by qualified, competent and skilled ICT
consultant. Tenderer shall submit the name of Tenderer (System Integrator) and
consultant to END-USER, together with the tender proposal.
3.3. All design, installations and equipment offered shall be useful and beneficial to the
user. They shall be free from any defects, shortcoming or wastefulness in term of
every aspect, which cover installation, operation, maintenance, safety, security,
aesthetic etc. as well as related to cost.

4.1.1. Tenderer shall propose the latest cabling concept with more flexibility
and ready for voice, data, video and multimedia application.
4.1.3. All works that involve hacking, earthwork and making good or any civil
work require facilitating the installation are the responsibility of the Tenderer.
The Tenderer must make sure the site is in good condition after the
installation.
4.1.4. All trunking must go through risers and all floors opening for ICT installation
shall be covered with fire retardant material.
4.1.5. The Tenderer shall submit the trunking size and layout for approval
prior to installation.
4.1.6. The cables shall be installed in hot-dip galvanized trunking and must be
labeled as ICT at every 3m apart. The trunking to be installed shall be above
ceiling.
4.1.7. If in cases that surfaced trunking need to be installed, the trunking shall
be made as disguise as possible such as by the painting it with the same color
of the wall or ceiling or hiding in behind beam. the installation of conduit and
trunking must comply with JKR specifications as in the LS1 and LS3.
4.1.8. All cables (fiber and UTP) shall be terminated in equipment racks c/w fiber
optic termination units, patch panels, ventilation fans, power supply, fiber and
UTP patch cords, cable management and other necessary accessories.
4.1.9. Shop drawing that show proposed cable route and location of network ports
and equipment rack shall be submitted to JKR for approval.

4.2.1. The Tenderer shall propose a comprehensive network design for the
site local area network.
4.2.2. Unless otherwise stated, the criteria herein are the minimum expected
requirements. The System supplied shall facilitate expansion, migration and
maintenance of the proposed System by addition of modules or software.
4.2.4. Tenderer shall define the power requirements of the system in the
configurations to be supplied. Details are also required for the protection in the
system against induced voltages or surges from common causes such as
lightning and EPR. The cost of the equipment shall include the cost of all
protection devices
4.2.5. The design shall support with detail traffic study and shall consider redundancy
and mesh topology in certain critical areas.
4.2.7. The tenderer shall comply with all international standards pertaining to
EMI and EMC interference.
4.2.8. The Core switch must at least support Layer 2, 3 and 4 switching with
redundant engine and power supply. Must Fully Redundant and High
Availability (HA) to prevent single engine failure.
4.2.9. The edge switches must at least support Layer 2 and Layer 4 switching with
1000/100/10 Base-T ports
4.2.10. The proposed LAN shall support Voice over IP (VoIP) implementation.
4.2.11. Wireless networks require in this network as the area is 100% wireless
coverage. Such network is required in areas where user’s mobility is essential.
Wireless network shall comply with minimum 802.11a/b/g standards.

4.2.13. The Tenderer shall consider future integration / user expansion. The
network design shall include 30% extra backbone/access ports for such
integration.
4.2.15. The Tenderer must assure that all users can communicate with each
other within the same network. Any configuration requires, need to be done by
the Tenderer.
4.2.16. The Tenderer shall configure the VLANS in this network. Information
of nos. of VLANS, port assignments, permissions, etc. will be furnished by
END-USER as this project progress.
4.2.17. The network shall provide suitable mechanism that is not breached and
that the privacy of users is preserved.
4.2.18. The Tenderer may propose any additional hardware and software
required to optimize the performance of the network equipment and the
network as a whole.
4.2.19. The Tenderer must provide a complete, fully functional local area
network ready to use.
The hardware proposed shall include all necessary equipments to make the system
properly installed and fully functional. They shall include cabling, interface panel,
furniture etc.
4.3.1. Servers
All Servers shall be original from the manufacturer. No clone products shall be
acceptable.
The server shall be the rack type and shall be housed in the 19” equipment
rack. Specifications of these servers shall be based on the application
requirements.
The server shall equip with a management panel c/w KVM switch, flat monitor,
keyboard and mouse. The server shall also equip with server management
software.

The server shall include with enterprise version anti-virus software and the
virus pattern shall be able updated automatically.
All of these servers shall reside in the server room of project site.
Tenderer shall include any additional hardware, software and server licensing
that is required for the server to fully function.
4.3.2. Storage
The contract shall provide the storage capacity for all data for a minimum
period of seven (7) years.
In the duration of the contract period, the system shall be provided with
sufficient storage capacity corresponding with the expansion and increased
workload.
The storage system shall be designed properly to comply with 24hrs X 7 days
operation which cannot compromise with any reasons of data loses due to
power failure and network instability. Hence, centralized storage and storage
redundancy must always be in consideration during design work.
All PCs shall be original from the manufacturer. No clone products shall be
acceptable.
The Tenderer shall state the operating system environments under which the
equipment will run.
The PC shall be at least Pentium 4 Duo-Core 3.0 GHz base or latest model
which at least 6 months before deliver to the site with minimum 19 inches LCD
monitor training center and other office used and minimum 21 inches for
counters and HIS incorporated with PACS software and minimum 24 inches
for Radiologist and medical grade viewer.

6. Workstation with all multimedia & graphic suite - for every desktop
publishing room (minimum 2 per room)
4.3.4. Printers
The Tenderer shall provide enough standalone printer and network printing for
certain ratio of users.
The printers shall be provided with wide range of prints application. The
Tenderer shall provide color and monochrome Laser / DeskJet / Inkjet printer
and bar code labeling printer as required by end-user’s nature of job
accordingly.

The Tenderer shall provide special printing requirements such as bar codes,
label. Split platen and one-off documents.

4.4.1. The Tenderer shall provide / upgrade (if necessary) Office Automation
Software to each respective PCs for staff’s daily business operation use. This
shall includes:
4.4.2. All applications type shall be of common used by END-USER and licensed (if
applicable)
4.5.1. The Tenderer shall conduct proper workshop and Business Process
Reengineering session in order to understand the needs of end user before
started any related application development. All relevant parties must be
invited and involved along the session to ensure that the later ‘completed
application’ will be user friendly and practical enough in accordance to daily
office automation and administration usage.
4.5.3. The communication network used to connect the server and the application
shall be nonproprietary open system TCP/IP protocol.

4.5.6. The Application shall provide a personalized and single sign-on facility for the
user to access any modules and applications in the Application.
4.5.7. Users should only be offered the use of transactions for which they have been
given authorized access.
4.5.8. The Application shall be accessible from any computer that has Internet
connection and shall be “menu driven”.
4.5.9. The Application shall be developed using standard open source and non-
proprietary technology such as HTML, XML, MySQL, PhP and Java wherever
technically possible, unless otherwise required by end user.
4.5.10. If necessary, the Application shall be integrated with the existing systems
implemented by End-User.
4.5.11. The Application shall provide secure and interactive data exchange
mechanisms in every transaction.
4.6.1. Features
• Complete integrated solution of clinical, financial and administrative
applications
• Output from virtually any system in this system can be collected and
organized for secure storage and online retrieval from anywhere in the
world

• Provides key information across the continuum of patient care for hospitals,
clinics, and other extended care facilities - Patient accounting; Queue
Management, patient scheduling/tracking; pharmacy etc
• Integrate and manage OT, Critical care, Emergency, Nursing, and Dietary
4.7.1. The Tenderer shall provide proper training center that suite to the
objective of the respective Higher Learning Institutions.
4.7.2. The Training Center shall be fully equip with facilities but not limited to:

4.8.1. The Tenderer shall provide proper Library setup with ICT facilities that suite to
the objective of the respective Higher Learning Institutions.
4.8.2. The Library shall be fully equip with facilities but not limited to:
4.9.1. The Tenderer shall arrange for proper training courses and workshop
on site practices, for Government personnel (Network/System Administrator –
END USER & JKR) on the operation and maintenance of the installations and
equipment at a suitable time before and/or after the commissioning and
acceptance tests. Proper notes, instructions, manuals etc. shall be provided for
the trainees.
4.9.2. The Tenderer shall proposed the types and number of participants
require by Network/System Administrator and the nature and the type of
training courses required for the implementation and utilization of the system.
4.9.3. The Tenderer shall propose programs for training the Network/System
Administrator in using the system, hardware. Training shall be done in phases
and shall start one (1) month before the commissioning of the project. The
training plan and the level of training shall be agreed upon by the JKR.
4.9.4. The Tenderer shall provide adequate software and hardware support
and shall ensure that all supports are available at all times when needed
during the Maintenance Period.
4.9.5. The Tenderer shall provide adequate and qualified back up personnel
and specialist for the operation and the maintenance of the system. These
personnel must be able to assist the END-USER in formulating and developing
the necessary program to suit the current needs of the END-USER and to
assist in utilization of the system provided.

4.9.7. The training for the administration shall include but not limited to the following:

3. Switch Configuration
4. Server Operating System
5. Network Management System
6. Server Application Administration
7. Application Development
4.10.1. Data centres are crucial. They must be designed properly to provide
the physical environment necessary to house the active and passive
networking components that allow reliable network access 24 hours a day,
every day of the year.
4.10.2. The Tenderer shall take into consideration during design stage about
redundancy aspect such as multi-path data cabling and redundant power
distribution provide a fault-tolerant, reliable operational environment. Tenderer
must comply with JKR specifications.
4.10.3. Data centre facilities must be designed with very specific requirements
in mind: Energy green, HVAC, including temperature-control systems with
separate cooling zones; seismically braced racks; smoke detection and fire
suppression; secure access; video surveillance, motion sensors and security-
breach alarms; and, possibly, other advanced security features.
4.10.4. The Data Centre will house the servers, core and distribution switches, patch
panels and fiber termination.
4.10.5. There shall be NO water or liquid pathway, sources and outlets above
the data centre. This includes waste water pipes, chilled water pipes, hot water
pipes, sewer pipes, rain water down pipes, etc.
4.10.6. The floor shall be of raised-floor type with minimum 450mm height
consisting of completely removable and interchangeable floor panels that are
supported on adjustable pedestals or stringers and ramp slope. This system
allows installation of and access to cable pathways in the area beneath the
floor panels.

4.10.7. The wall shall be of brick-wall or other material that could provide similar or
better physical security against fire and other physical attempts. The
outside/exposed wall should be fully wall-up and does not have to have
windows.
4.10.9. In general, the Data Center / Server Room shall consider but not limited to the
following requirements:
4.11.1. The tenderer shall guarantee the whole installation free from defect
and inadequacy in design, manufacture, fabrication and installation works
during the guarantee period.
4.11.4. The Tenderer shall support hardware running clinical application for 24
hours and 7 days/week.

4.11.8. The Tenderer shall take immediate action to carry out any rectification
work and restore the installation to its normal operating conditions upon receipt
of the complaint from the officer in-charge of the END-USER or his
representatives. If no action is taken to carry out the repair work within twenty
four hours upon lodging of the report, the JKR shall reserve the right to engage
a third party to carry out the rectification works with all the costs and expenses
charged to the Tenderer.
4.11.10. For the purpose of providing the maintenance services during the
Maintenance Period, the Tenderer shall station a maintenance team in the
project site. This maintenance team shall comprise of skilled, qualified and
competent personnel to carry out the operations and the maintenance of
system.
4.11.11. This team of personnel shall work hand in hand with the members of
the END-USER maintenance team such as to effect proper transfer technology
from the Tenderer to the END-USER personnel.
4.11.12. The Tenderer shall ensure that the availability of adequate spares for
the system is being provided to the field service support in order to avoid delay
in reinstating the network service. If the defective/faulty equipment/works
caused major breakdown to business flow, END-USER shall reserve the right
to claim compensate expenses charged to the Tenderer.

4.11.13. Remote assistant will be made available for software problems. Response
time will be immediate for critical calls. All applications bugs reported will be
logged and managed by the help desk administrator.
4.12.1. All integration, interface and interconnection of equipment and the system
shall have full and complete operability and interoperability and that the full and
complete functional capacity and each individual subsystem shall not degraded
in the process.
4.12.2. All information technology based systems and all interfacing, integration and
connection systems shall have complete protection from software error.
4.12.3. Configuration for the integration with the END-USER existing emailing
system and Internet connection shall be borne by the Tenderer.
4.13.2. The tenderer shall propose network connection to other Hospital such as
Hospital Tuanku Ampuan Afzan (HTAA) in Pahang.
The telephone installation works and all plant, equipment and materials
forming part of this Contract shown in the Specification Drawings and
described hereunder shall comply in all respect with any relevant Statutory
Regulations, Bye-laws and Order currently in force. In addition Rules and
Requirements of the following bodies shall be complied with:-
The Tenderer shall obtain and complete all notices required by the above

2. The supply and installation of cable trays and trunking from MDF room
leading to the riser shaft and vertical riser trays in the riser shaft complete
with mounting brackets.
The external ducts and cables shall have about 50% spare capacity for future

Except for the MDF room which TMB outdoor cable will be wall mount
terminated, each telephone cabling must be terminated at Telecommunication
Closet (TC) of each respective floor using 110 termination block.
The installations shall be completed with above ceiling galvanised steel metal
trunking, concealed down-drop, junction boxes, wiring, outlet terminals, metal
distribution boxes, risers, mounting frames, terminal blocks, 110 termination
blocks, lightning arrestors etc. and any other equipment required for the proper
operation of the telecommunication system.
A 3-way under-floor ducting system (screeded or cast in situ) complete with all
junction boxes, flyovers, service outlets, etc. and cabling shall be installed
suitable for and c/w power switched socket outlets, telephones outlets and
computer/data outlets (RJ45) in a grid layout to supplement wall based and
partition based outlet points.
The PABX and the associated equipment shall be of digital type complying
with ISDN requirements and provided with all the latest facilities and features
such as call transfer, intercommunication, abbreviated dialing, direct inward
dialing, detail call recording with print out, on-hold music, paging facilities, etc.
The PABX system shall be of the expandable type. The PABX and the
associated equipment shall have sufficient capacity for the present
requirement and at least 20% spare capacity for future expansion. All terminal
blocks for external cables, whether trunk lines or extension lines shall be
provided with properly rated lightning arrestors. The PABX shall also be
provided with built-in surge suppressor device complying to MS IEC 61643-21
(SPD Connected To Telecommunication & Signaling Network – Performance
Requirement & Testing Methods).
The battery capacity shall be not less than one hour at the rated capacity of
the PABX, including future extension. The battery shall be maintenance free
type installed in the PABX room or in a separate room adjacent to the UPS

Direct lines and leased line shall be provided for some designated room/areas
and also for emergency call and BOMBA requirement.
All information technology based systems and all interfacing, integration and
connection systems shall have complete protection from software error.
6.1. Within one month after the award of the Contract, the Tenderer shall submit
four sets of detail schedules of works in CPM format indicating the sequence of
design, preparation of drawings, fabrication, construction, execution, installation,
testing and commissioning etc. Tenderer shall also submit detail design and drawings
to JKR (in hardcopy and softcopy) for comment, three sets to be kept in the JKR’s

6.2. Within one months after the completion and handing over of the project, the
Tenderer shall submit one set of tracing/original document one set in CD ROM with
appropriate software to run and four (4) sets of prints of as-built drawings, technical
information, catalogues, operation and maintenance manuals, spare parts lists,
servicing schedules, testing and setting results etc. to JKR for comment and retention.
6.3. These documents shall be properly bound with hard covers. If JKR is not
satisfied with the submissions, the Tenderer shall make the necessary alternations
and amendments and resubmit the documents within three weeks after the comment
is made.
6.4. The Tenderer shall submit all the necessary infrastructure system, software
packages, interfaces, I.O, hardware etc. together with their proposal. Tenderer shall
submit full specifications, technical details and drawings, catalogues, name of
manufacturers, model numbers etc. of the equipment and materials together with their
tender documents.
6.6. Within one month after the completion and handing over of the project, the
Tenderer shall submit one set of As-Built Documents (Hardcopy with hard cover and
Softcopy: Structured Web Format) – 3 sets. These documents shall be properly compiled
in CDROM. If JKR is not satisfied with the submissions, the Tenderer shall make the
necessary alterations and amendments and resubmit the documents within three weeks
after the comment is made.
6.7. As-Built Documents shall include, but not limited for the following list;

7.1. After the installation works have been completed, the Tenderer shall engage
competent personnel to carry out inspections, performance tests and other pre-
commissioning tests of the installations and equipment according to the requirements
of the relevant authorities and the Contract.
7.2. The same competent personnel shall certify that the installations and equipment have
been completed and are functional and safe to be used / operated according to the
requirements of the Contract. A set of the above testing results and reports shall be
submitted to JKR for approval. Before that, a schedule for final inspection, testing and
commissioning agreed upon by all the relevant parties shall be submitted to JKR at
least two weeks in advance before any final inspection, testing and commissioning is
to be commenced.
7.3. The Tenderer shall also submit four sets commissioning manuals / procedures
to the Projector Director at least four weeks before the commencement of testing and
commissioning. Brief lectures on the testing and commissioning procedures shall be
conducted for the Government personnel before the testing and commissioning.
7.4. All testing and commissioning works shall be carried out in the presence of JKR’s
representatives unless otherwise approved by JKR.
7.5. The testing and commissioning works shall include, but not limited for the following
phases:-
8.1. The Tenderer shall guarantee the whole installation free from defect and
inadequacy in design, manufacture, fabrication, and installation works during the

8.3. The Tenderer shall take immediate action to carry out any rectification work
and restore the installation to its normal operating conditions upon receipt of the
complaint form the officer in-charge of the END-USER or his representatives. If no
action is taken to carry out the repair work within twenty four hours upon lodging of the
report, the Project Director shall reserve the right to engage a third party to carry out
the rectification works with all the costs and expenses charged to the Tenderer.
8.4. If any hardware requires more than two days to be repaired or replaced, the
Tenderer shall arrange for a similar equipment or plant to be installed and used
temporary until such times the equipment or plant has been repaired or replaced
failing which, END-USER shall reserve the right arrange for a similar hardware to be
used with all expenses charged to the Tenderer.
8.5. This team of personnel shall work hand in hand with the members of the END-
USER maintenance team such as to effect proper transfer technology from the
Tenderer to the END-USER personnel.
8.6. The Tenderer shall ensure that the availability of adequate spares for the
system is being provided to the field service support in order to avoid delay in
reinstating the network service.
9.1. The ICT consultant to be appointed by the Tenderer shall be registered with
Kementerian Kewangan, Head 243000. The ICT consultant shall have in his
employment or shall engage, Type A and or Type B and or Type C personnel
according to their task, roles and duration required as spelt out in the following table.
