• When network allocates a TCH to an MS, it selects the TCH

with lowest interference level. A minimum acceptable uplink

interference in TCH allocation is specified using the parameter:
cnThreshold (CNT)(BTS)(0 .. 63dB)
• The BTS continuously measures all the timeslots on the uplink
direction and classifies idle TCHs into 5 interference classes whose
boundaries are set using the parameter
interferenceAveragingProcess (AP)(BTS)
AveragingPeriod (1…32) is the number of SACCH multiframes
used for averaging of the interference levels
Boundary1-Boundary4 are the limits of five interference bands
for the active/unallocated timeslots which range from -110 to -47
dBm
Boundary0 and Boundary5 are set at –110 and –47 dBm
• The BSC allocates for a call or for an intra-BSC handover
attempt, a TCH whose uplink interference level is within a
recommended interference band
• The interference band is always a cell-associated
recommendation. In a handover attempt where there are several target
cells, the interference band recommendation does not change the order
of preference of the target cells
• Parameter OptimumRxLevUL (LEV)(TRX) indicates optimum
uplink RF signal level, which both ensures adequate speech/data
quality and does not cause uplink interference. If the value of this
parameter varies between TRXs of a cell, the BSC selects the greatest
value for the calculation
• The maximum acceptable interference level during call set up
when OptimumRxLevUL is not used is given by
MAX_INTF_LEV = RXLEV_UL+ (MsTxPwrMax - MS_TXPWR) -
CNThreshold
Where
RXLEV_UL is the current uplink received signal level and is
measured during the call set up or handover attempt.
MsTxPwrMax maximum RF power that MS is permitted to
use.
MS_TXPWR actual transmitting power of the mobile station.
Interference band 0 -110 ... -105 dBm
Interference band 1 - 104... - 100 dBm
Interference band 2 - 99 ... - 95 dBm
Interference band 3 - 94 ... - 90 dBm
Interference band 4 - 89 ... - 47 dBm
Interference band 5 greater than -47 dBm.

Example : If the received UP link level is coming -78 dBm and CNT set to 20 than it will
MAX_INTF_LEV will come -98 dBm. And it will move to Interference band 2 and
according to that TCH TS will be allocated for the call set up or handover.
Interference band recommendation for GSM 900 is band 1

Traffic Channel Allocation

When network allocates a traffic channel to a Mobile Station, it always

selects the traffic channel with lowest interference level. This means that
Base Station measures all the timeslots continuously in uplink direction,
compares these measurement results, and puts them into different
boundaries. These boundaries can be set by the parameter
interferenceAveragingProcess (AP)(BTS).
The parameter interferenceAveragingProcess (AP)(BTS) is used for
calculating averaged values from the interference level in the
active/unallocated timeslots for the traffic channel allocation procedure:

• AveragingPeriod is the number of SACCH multiframes from

which the averaging of the interference level in the active/unallocated
timeslots is performed. The range is from 1 to 32.
• Boundary1-Boundary4 is the limits of five interference bands
for the active/unallocated timeslots. The range is from -110 dBm to -47
dBm.

Boundary0 and Boundary5 are fixed, the first one to –110 dBm and the
last one to –47 dBm.
