The document provides a 8 step procedure for changing over the FD fan during normal VBU operation at the PARCO-Mid Country Refinery. It involves checking the physical conditions of the fan and motor, informing the DCS controller to stroke check the suction damper, starting the new fan by removing the padlock and pushing the ON button while adjusting the damper positions, issuing a cold permit to close the discharged flapper of the fan taken out of service, stopping that fan by pushing the stop button, and adjusting the suction damper as per operational requirements while monitoring the new fan.

PROCEDURE DURING NORMAL VBU Page 1 of 1 12-10-2017 OPERATION
PROCEDURE:
S. #. ACTION TO BE TAKEN RESPONSIBILITY
Check physical conditions of FD fan (130-C1A/B) and its motor e.g.
1 Instrument air leakage from suction damper, bearing oil level, motor Field Operator energizing from substation, coupling guard etc. Inform DCS controller for stroke checking (0 to 100% MV) of suction 2 damper (130-HV-241 A/B). Verify opening from the field. Report any Field Operator abnormality (if available). Remove Pad lock and push ON button of FD fan (130-C1A/B) by 3 Field Operator informing DCS controller. Increase suction damper (130-HV-241 A/B) MV of FD fan i.e. being DCS Controller/ 4 taken in service and decrease the MV of FD fan suction damper i.e. Field Operator being taken out of service and confirm it from the field. Issue cold permit to MM for closing discharge flapper of FD fan 5 Shift Supervisor taking out of service. Stop FD fan (i.e. taken out of service) by pushing stop button and 6 Field Operator ensure its discharge flappers are closed by MM. Adjust the MV of suction damper as per air flow, pressure and heater 7 DCS Controller (130-H1 A/B/C) excess O2 requirements. Ensure FD fan conditions (e.g. any sound, rotation etc) from field and Field Operator/ DCS 8 motor amperes from substation are normal. Controller
