SCRIPT FOR THE DEBATE COMPETITION

Propositions:

Background Let it be resolved that:

Senator Joel Villanueva has formally filed a bill that seeks to penalize any
person or entity who maliciously offer, publish, distribute, circulate, and
spread false news or information in print, broadcast or online media.

Under this Senate Bill or An Act Penalizing the Malicious Distribution of


False News and Other Related Violations, false news or information are
those which either intend to cause panic, division, chaos, violence, and
hate, or those which exhibit a propaganda to blacken or discredit one's
reputation.

In light of the recent events where numerous fake social media accounts
were created to spread false news, the bill seeks to punish violators with
a hefty penalty depending on the nature of crime he or she committed.
Public officials will be slapped with stiffer penalties.

President Rodrigo Duterte signed into law last August 29 Republic Act Anti-fake news bill should be

E. Debate Mechanics

Facilitator: The debate format is Modified Oxford-Oregon. There are two sides and three
debaters per side. The proposition has been announced three days before the date.

The burden of proof, while real, is much less significant in this debate format. Because
here, there are two cases on the floor The most compelling case wins. The affirmative
does not carry a significant burden. Each debater is given two minutes to interpellate the
opposing debater. Each judge is also allowed to ask one question of each debater.

There are three (3) arguments on both sides Necessity, Beneficiality, and Practicability.
Each debater has four (4) minutes to deliver a constructive speech, rebut the speaker
before him and discuss his assigned argument.

The first speakers argue on the necessity (affirmative) or non-necessity (negative) of the
motion. The second speakers argue on beneficiality and the third speakers argue on the
practicability (feasibility) of the motion.

The first affirmative speaker must make the affirmatives case crystal clear. He must
discuss the status quo (whether they seek to defend it or change it) and why their
proposal is necessary.
Each speaker will be given four (4) minutes to deliver his/her constructive speech and
two (2) minutes for the interpellation.

Judges decision is final and irrevocable.
