This standard is part 7 of DL/T 5210.
This Part is formualted by the National Development and Reform Commission according
to the requirements of the document "announcement on issuing the professional standard
revising and project planning in 2006" (Fagaiban Gongye [2006] No. 1093).
During the darfting procedure, this Part referenced Standard for Quality Inspection and
Evaluation of Thermal Power Construction" (Welding Part) issued by the Department of
Construction Coordination (the former Ministry of electronics industry) according to the
"Announcement on Issuing Standard for Quality Inspection and Evaluation of Thermal Power
Construction" (Boiler Part and Welding Part) and Inspection and Assessment Standard For
Adjustment and Commissioning of Thermal Power Project Temporary (Jian Zhi [1996]
No.111).
This standard is proposed by the China Electricity Council.
The Technical Committee for Standardization of Thermal Power Construction in power
industry is under the jurisdiction of and in charge of the explanation of this standard.
Chief Drafting Organization of this standard: China Electric Power Research Institute.

1 Scope

1.0.1 This Part in DL/T 5210 specifies the relevant requirements in quality acceptance and
quality grade evaluation of welding project of plant unit installation, maintenance,
modification projects and accessorial construction project in fuel electric plant.
1.0.2 This standard is applicable to the thermal generating unit burnt coal, gasses, fuel oil
and other solid fuels.

3 Terms And Definitions

The following terms and definitions are applicable to this part of DL/T 5210.
3.0.1
Visual examination
Visual inspection on the parts of welding joints which is visible directly or indirectly, or
inspected by instruments; and visual examination on the surface quality of welding joint by
touch method.
3.0.2
Measuring examination
Visual examination on the quality of welding joints surface by measuring tools (such as
welding inspection ruler).
3.0.3
Secondary inspector
Professional inspectors for inspect the welding project of construction organization.
3.0.4
Triple inspector
Professional inspectors for inspect the welding quality of construction organization.

4 General Rules

4.1 General Requirements

4.1.1 Acceptance and evaluation of welding project quality shall be divided into subitem
projects in advance, and then implement acceptance and evaluation after received the
approval of supervision unit and the warrant of construction organization. General procedures
of acceptance and evaluation as follow:
Interior acceptance and evaluation of construction organization: reported by construction
projecting unit and organized by the project quality department of construction organization.
Acceptance and evaluation of supervision unit (construction organization): reported by
construction organization and organized by supervision unit (or construction organization)
4.1.2 For the welding property specified as "Main Control" in the acceptance and evaluation
of steam turbine, boiler, pipeline, machining deployment and other specialized engineering,
shall be organized quality acceptance and evaluation as a subitem project, and the acceptance
and evaluation result shall be joined the acceptance and evaluation of subitem (branches or
units) project of corresponding specialized posts. Other welding project shall be formed a
separate visual examination record of welding joint surface quality, and carried out
acceptance and evaluation on the corresponding specialized posts according to the provisions
of this part.
4.1.3 For the welding subitem project with more welding project quantity or longer
execution cycle, according to the actual demand of engineering, quality acceptance of subitem
projects can be carried out in batch. Concealed project (surface assembling engineering) shall
be carried out quality acceptance in acceptance batch before concealed (hoisted). For the
subitem project divided into acceptance batches, acceptance and evaluation shall be organized
on the base of the quality acceptance result of gathering acceptance batches.
4.1.4 Acceptance quality of batched welding project shall meet the requirements of Article
6.0.1. Batch-acceptance and sampling inspection and repetition measurement during the
acceptance check shall be formed an inspection and acceptance record. Acceptance and
evaluation of welding subitem projects shall be carried out on the base of qualified
batch-acceptance and shall meet the requirements of Article 6.0.2.
4.1.5 The quality grade of welding project which organized overall evaluation as subitem
project shall be divided into two grade: qualified and excellent.
4.1.6 The measuring instruments used in the acceptance and evaluation shall be qualified
under gauging certification and used in the stated certification period.

4.2 Responsibility of Each Party of Engineering construction

organization

4.2.1 construction organization. Preparing the quality acceptance and evaluation dividing

list of welding subitem projects; completing corresponding welding project and all classes of
detection test mission; and according to the provisions of this part, completing welding
project batching inspection and acceptance and evaluation of welding subitem project;
submitting quality acceptance and evaluation application; and taking part in the acceptance
and evaluation organized by Supervision organization (or construction organizations).
4.2.2 Supervision organization (or construction organization). Examine and approve the
division list and acceptance and evaluation application of quality acceptance and evaluation
of welding subitem project, ensure that application content with qualified acceptance and
evaluation conditions. Carry out batch-acceptance of welding project and acceptance and
evaluation of subitem project.
Project division of each party of main construction organizations which take part in
quality acceptance and evaluation of welding project as shown in Table 4.2.2.

4.3 Responsibility of Staff at All Levels

4.3.1 Welders shall carry out visual quality examination on the weld surface of his project
according to the provisions of Article 7.1.1.
4.3.2 Welding shifter with responsibility for carry out cross-check on surface quality of
welding project, and take part in batch-acceptance and acceptance and evaluation of subitem
project.
4.3.3 Secondary inspector with responsibility for carry out visual examination on the
surface quality of welding joints according to the provisions of Article 7.1.2, and take part in
batch-acceptance of welding project and acceptance and evaluation of subitem project.
4.3.4 Triple inspector with responsibility for countercheck the surface quality of welding
joints, carry or take part in batch-acceptance and acceptance and evaluation of subitem
project.
4.3.5 Welding supervising staff (or professional executive of construction organizations)
take charge of personnel who with responsibility for carry out batch-acceptance of surface
quality of welding project, and acceptance and evaluation of welding subitem project.

4.4 Qualification of Acceptance and Evaluation Staff of Quality

Acceptance And Evaluation of Welding Project

4.4.1 The following staff in possession of the qualification of carry out quality acceptance
and evaluation of welding project:
Welding quality inspector who had been trained for professional skills and with
corresponding qualification certificates.
Welding technique staff who had been trained for professional skill training and with
corresponding qualification certificates.

4.4.2 The superintendent of carry out quality acceptance and evaluation of welding project
shall be occupied by the engineers and technicians who possessed of welding engineer
incumbency qualification or qualification certificate of welding quality inspection.
4.4.3 In the process of quality acceptance and evaluation of welding project, staff in charged
of correlated sampling detection and testing shall be possessed of corresponding qualification
and meet the requirements of DL/T 869- 2004 and the provisions of other relevant standard
and regulations.

6 Condition Requirements of Quality Acceptance and
Evaluation Of Welding Project

6.0.1 Condition requirements of batch-acceptance of welding project quality as follow:


1 Welding staff who take part in this welding project acceptance batch shall have
corresponding qualification certificate;
2 Welding materials used in this acceptance batch shall be equipped with corresponding
quality certificate;
3 Integrated welding technology file and process record of this acceptance batch;
4 Overall process of welding procedures of this acceptance batch is completed; all
classes of detection project is completed; repair project is completed; integrated and standard
records.
5 Make sure the organizations and staff who take part in acceptance.
6.0.2 Condition requirements of quality acceptance and evaluation of welding project as
follow:
1 Acceptance of each acceptance batch of subitem project is completed, and correlative
quality dispute is disposed, integrated acceptance record;
2 Make sure the organizations and staff who take part in evaluation.

7 Items and Procedures of Quality Acceptance and
Evaluation of Welding Project

7.1 Quality inspection of weld surface

7.1.1 Welders shall carry out visual examination on their project (the quality of welding
surface), fill in "Visual Examination Record of Welding Surface Quality" (see Table 7.1.1);
and then submit this record to the shifter for examination, deliver to secondary inspector for
countercheck.

7.1.2 Secondary inspector shall carry out visual examination on the surface quality of
welding project according to the stated scale of Table 5.0.2-4 of DL/T 869-2004, and make a
countercheck opinion on Table 7.1.1. After the completion of acceptance-batch construction,
carry out sample drawing measuring examination of surface quality of welding project
according to the stated scale of Table 5.0.1, and fill in "Visual Examination Record of
Welding Surface Quality" (see Table 7.1.2), and then deliver this record to the quality
department of construction organization.

7.1.3 Triple inspector shall carry out surface countercheck on the surface quality of welding
project, and fill countercheck opinion in Table 7.1.2.

7.2 Internal Quality Inspection of Welding Seam

7.2.1 Contents, procedures and methods, as well as inspection scale of internal quality
inspection of welding joints shall comply with the provisions of DL/T 869-2004.
7.2.2 Nondestructive examination standards of welding joints, all classes of quality level of
welding seam, approval standard of weld hardness, metallurgical structure standard of
welding seam and spectral analysis requirements of weld metal shall meet the requirements of

DL/T 869-2004.

7.3 Batch-acceptance of Welding Project Quality

7.3.1 Batch-acceptance of welding project quality shall comply with the specified
classification of Table 4.2.2. Supplied acceptance information shall include the following
contents:
1 Correlative files as stated in Article 6.0.1;
2 Fill in recording Table 7.1.2;
3 Inspection report.
7.3.2 Interior batch-acceptance of welding project quality of construction organization shall
be reported and checked by secondary inspector. construction organization's quality
department shall organize professional inspector and welding shifter or welding technique
staff to carry out interior acceptance together. Confirming concerned contents according to the
field inspection and snap check report, check visual examination record and refer to the
technology record of construction.
7.3.3 For the items required to carry out acceptance by Supervision organization, acceptance
application shall be reported by the quality department of construction organization.
Supervision organization organize the supervising staff, of welding quality inspector of
construction organization, welding shifter or welding technique staff to carry out acceptance
together, acceptance mode shall be the same as Article 7.3.2; or direct countercheck and
confirm the contents of "Visual Examination Record of Welding Surface Quality" (see Table
7.3.3) delivered by construction organization.
7.3.4 For the field inspection of batch-acceptance of welding project quality, the type.
quantity and position of surface selection check shall be ascertained in advance according to
the stated scale of Table 5.0.1, acceptance team members (shall not less than 2 persons) come
to construction field and carry out visual examination on surface quality and make a record.
7.3.5 After completion of batch-acceptance, acceptance team fill in Table 7.3.3 and make a
signature.

7.4 Quality Acceptance and Evaluation of Subitem Welding Project

7.4.1 Quality acceptance and evaluation of subitem welding project shall comply with the
specified classification of Table 4.2.2. Supplied acceptance and evaluation information shall
include the following contents:

construction organization, welding shifter or welding technique staff to carry out acceptance
together, acceptance mode shall be the same as Article 7.4.2. Besides, according to the quality
condition of batch-acceptance, construction organization may apply for the two levels of
acceptance and evaluation proceeded together.
7.4.4 If there is dispute between the measuring examination value of surface quality and the
result of internal quality inspection, selection check shall be carried out to each check and
inspection item. The third party with corresponding qualification shall be entrusted to carry
out selection check and make a record.
7.4.5 Field inspection of quality acceptance and evaluation of subitem welding project is
mainly on the visual examination on surface quality of welding joints, measuring selection
check also can be adopted, if required.
7.4.6 After completion of acceptance and evaluation of batch-acceptance, acceptance team
fill in "Overall Quality Acceptance and Evaluation Table of Subitem Welding Project" (Table
7.4.6) and make a signature.

8 Quality Acceptance Criteria and Grade Estimation of
Welding Project

8.1 Surface Quality Acceptance and Evaluation of Welding Project

8.1.1 For the surface quality inspection of welding joints, checkpoints division methods as
follows:
1 For pipeline and pipe, take a welding joint as a checkpoint.
2 For vessel and aluminium busbar, take a welding seam (irrespective length) as a
checkpoint.
3 For steel structure, take a node as a checkpoint.
8.1.2 When above 80% of inspection indices is excellent, and all main indices is excellent,
the surface quality of this sample will be evaluated as excellent, otherwise evaluated as
qualified.
8.1.3 In the process of batch-acceptance of welding project, if the weld surface of sample
without the surface defects (such as pore, slag inclusion, crackle, lack of fusion etc.), and the
other indices is qualified, this sample will be evaluated as qualified. If all random sampling
samples is qualified, this sample will be evaluated as qualified.
8.1.4 In the process of acceptance and evaluation of subitem welding project, if the each
acceptance batch of subitem project all came up to acceptance level, this sample will be
evaluated as qualified. If all samples of this subitem project is qualified, and above 80% of
sample surface quality is excellent, the welding surface quality of this subitem project will be
evaluated as excellent, otherwise evaluated as qualified.

8.2 Acceptance and Evaluation on The Check Result of Welding

Project

8.2.1 When the welding project is batch-acceptance, inspection report of each batch shall all
take part in acceptance and evaluation. Selection check the report according to the specified
scale of Table 5.0.1, if the report conform to corresponding specified regulations, this batch
shall be evaluated as qualified.
8.2.2 In the process of acceptance and evaluation of subitem welding project, if the each
acceptance batch of subitem project all meet the requirements of corresponding specified
regulations, this subitem project will be evaluated as qualified. If the recording quality of
welding joints is qualified, and the accuracy of inspection conclusion report came up to 95%
and above, the check result of this subitem project will be evaluated as excellent, otherwise
evaluated as qualified. If the rehandling and rewelding quantity of welding joints more than
10% of total number, this subitem project shall not be evaluated as excellent.

8.2.3 In the process of acceptance and evaluation of check result, any party takes part in
acceptance and evaluation can submit the check requirements of check result; check mode as
follow: refer to original record or refer to radial detection negative film, and carry out
repetition measurement in proportion to the weight of real object. Check and repetition
measurement may be entrusted to the third party who with corresponding qualification.
Repetition measurement result shall be reckoned in acceptance and evaluation record.
8.2.4 In the process of acceptance and evaluation of check result, if found the problems as
nonstandard general record, undetected or erroneous judgement, main construction
organizations will be instructed to adjust and correct, evaluated as qualified after adjusted and
corrected. In the process of acceptance and evaluation of check result, if spurious behavior is
found, the correlative checkout procedures of this batch and related subitem project shall be
repeated, recheck result may be evaluated as qualified, but shall not evaluated as excellent.

8.3 Overall Quality Grade Estimation of Subitem Welding Project

8.3.1 According to the acceptance and evaluation of surface quality of welding joints and
acceptance and evaluation conclusion of all classes of check result, carry out overall quality
grade estimation of subitem welding project.
8.3.2 On the base of all acceptance and evaluation items evaluated as qualified, and main
acceptance and evaluation items is evaluated as excellent (if no acceptance and evaluation
items, evaluated according to the main acceptance and evaluation indices), the overall quality
evaluated as excellent, otherwise valuated as qualified.
8.3.3 If a subitem project including weld joints of bearing pipeline or other weld joints, it's
overall quality scale shall be evaluated according to the quality grade of weld joints of bearing
pipeline. If a subitem project including welding joints of many project type, it's overall quality
grade shall be evaluated according to the higher quality grade of project type.
8.3.4 If required recheck the quality grade in the process of quality evaluation, it's quality
grade shall be evaluated according to the recheck result.
8.3.5 For the subitem project arisen serious welding quality problems during leak test and
the whole plant units start-up, evaluated quality grade shall be cancelled.
