I believe in citizen legislators. I ran and have served to try to make a difference, and now
I'm coming home to South Dakota.

But I'm using my last two years in Congress - my first term under a Republican
President - to work on simplifying and reforming the tax code, fixing our health care
system, securing our borders and beginning the push for a new Farm Bill, among
other things.

Please tell me - do you agree we should keep taxes as low as they can possibly be,
with the government collecting only the money it needs to fulfill its core responsibilities
and not a penny more?

Do you agree we should protect (and work to improve) South Dakota's ranking as
a state with a strong business climate?

Are you in favor of the laws we have in place to protect unborn children?

Do you support laws making it as easy as possible for families who choose to
homeschool their children?

Do you believe in strong protections for our 2 nd Amendment right to keep and
bear arms?

There are a lot of issues that voters care about passionately, but as you could
probably guess, health care has been at the forefront of voters' minds all year.

And that's understandable, because the plain fact is that ObamaCare is collapsing
all around us.

When I launched my very first campaign for Congress back in 2010, it was
because I didn't like what I was seeing in Washington with the huge expansion of
government spending and power over our lives, and no single piece of legislation
represented Washington over-reach as badly as ObamaCare.

And in the years since it was signed into law, the results have been even worse
than I thought they'd be .

Here in South Dakota, folks have been hit with a 124% policy premium increase
under ObamaCare.

When people tell me their average health care policy went from $220 a month to
over $500 a month, I can't ignore that.

When we used to have 17 health insurance companies in South Dakota, and now
we only have two, I can't ignore that.

And because the Senate has been unable to follow the lead of my colleagues and
me in the House on ObamaCare repeal, it's clear that state governments will have to take
aggressive action to hold down health care expenses and create affordable options for
people who purchase insurance on the individual market.

So please fill out and return your SURVEY DOCUMENT, and please remember
to include a special campaign donation when you offer your opinions.

Once I compile your answers and those from people I meet with directly as I
travel across this great, big, beautiful state, I will expand my BLUEPRINT for South
Dakota's future.

If I'm elected Governor I'll work to improve customer service in all areas of state
government. I believe government should work for the people, not the other way around.

That's been the basis of my entire career in public service, beginning in the South
Dakota House of Representatives, where I worked to hold down taxes and spending,
support farmers, ranchers, and small businesses, improve our schools and defend our
traditional values.

That's been the guiding principle of my career in Congress, where I have voted to
repeal outdated, job-killing regulations, pass a Balanced Budget Amendment, fix the

VA, and draft federal legislation that makes things easier not harder - for America's
agriculture producers.

That's how I will approach my role as Governor of South Dakota, should I have
the honor to serve in that capacity. I'll be a true champion for the taxpayers and will
make sure state agencies truly serve the people.

My journey towards public service began a long time ago, and at every stop along
the way I've been blessed by the tremendous support from patriotic friends like you.

l think you know that back \\ hen I was taking college classes, my father was
killed in a farming accident. Our family had to pull together, not just to recover from
the trauma of his unexpected passing, but to run the farm. As we were still suffering
from our loss, we were hit with death taxes, which impacted pretty much every choice
we made for a decade.

That experience became one of my motivations to first get involved in politics,

and I carry it with me today. Public service is about just that ... service. It's about
defending people's rights and values, enforcing laws fairly, and making sure government
policies protect your ability to pursue your own hopes and dreams, instead of holding
you back.
