All PMCs are to inform all supervising consultants that the following requirements are to be applied
when working on behalf Ashghal/PWA on Qatars road network.
All Stakeholders likely to be affected by the works should be engaged. This is essential to ensure that
appropriate information is communicated and disruption to essential services is minimized the
general public must also be informed of the location and duration of any temporary works.
Stakeholders need to be involved at all key stages of the process, but it is important that the key
Stakeholders are first identified and involved in the planning of temporary traffic management. This
will help to ensure that the works strike the correct balance between the primary consideration of
safety and the secondary consideration of minimizing disruption. A schedule of contacts shall be
declared as part of the TDP including named persons and associated contact details this should be
developed and maintained by the Contractor. Stakeholders that should be consulted will include, but
are not limited to:
Roads authority;
Police and emergency services;
Utility companies;
Adjacent land owners/users;
Public transport operators; and
Significant local industries and fleet operators.
Stakeholder communications can be achieved through a variety of means (e.g. Contractor
notification to residents/occupiers, variable message signs). A documentary record of all
communications must be maintained.
As a minimum requirement when working outside residents/occupiers the contractor is to submit /
prepare a letter of intention to commence works, duration of works, scope of works, and completion
of works. All the above will need to be included in the letter should be in English and Arabic.
A documentary record shall be kept which is to include: the number of letters delivered; and the
locations of the residential properties. Inclusion of declaration in the registration package signed by
contractor supervising consultants and PMCs will confirm the documentary evidence required.
A record shall also be kept of any further stakeholder liaison i.e. visiting a business affected by works
as well as any stakeholder advance warning signing erected before and during works. Further to the
above it is imperative that all emergency services will be informed and included in the declaration.

5.1 STAKEHOLDER LETTER

This is to bring your attention the States efforts to develop the RELOCATION OF 600 DIA. TSE MAIN
CIVIL PROJECT 174/1A infrastructure project. Please note that the sewer Projects Department, in
preparation for AR-RAYYAN AREA, will undertake excavation works for laying drainage pipes in front
of your property as of:
