PRESENTATION
In the mid 90s, ESPOLs internationalization was an important aspiration in our University; the Rectorate promoted the paradigm
ESPOLs strategic allies are the Government, the Private Sector and the National and International Academic Community.

Along this line of thinking-action, the next objective was included in the 1998-2002 Strategic Plan: To disseminate internationally

It was on this fertile soil that VLIR-ESPOL Programme was planted and grew. The ideals and methodologies of the Flemish

of. The results of this programme have improved the polytechnic activities and they serve as a reference for innovative processes
with new actors within different realities.

To us, the VLIR-ESPOL Programme is one of the turning points of the new way of understanding and performing research
establishing and maintaining horizontal, truly reciprocal, relationships with universities from developed countries. The results of
the programme showed how international north-south cooperation could be a valid strategy for mutual growth, in which the
win-win principle becomes a reality.

The experience gained with VLIR-ESPOL programme allowed us to testify that the internalization of our universities is an
incremental process. This process is possible to carry out if the necessary resources are made available to establish the necessary
technological infrastructure; by training the Advanced Human Talent; by investing in relevant research for our society; and by
providing teachers-researchers with a suitable environment to generate, disseminate and transfer knowledge in the global village
from our realities and expectations.

PROLOGUE
For many years, the North-South international cooperation
has left a bitter aftertaste in Latin America. Much
collaboration have been vertical relationships responding
to the vision, will and interests of the donor, thus

The VLIR-IUC-ESPOL Project, between the Flemish


Universities (Belgium) and the Escuela Superior
Politecnica del Litoral (Ecuador), showed no such
negative characteristics. Relationships amongst peers
were developed in the formal, conceptual and operational
way: (1) the academic interests of several universities
(the formal), (2) two countries of different development
levels, interested in useful research for Ecuador and the
world (the conceptual), and (3) that research work should
be done with international standards (the operational).

This building is a collective and methodological feature


that derives from a superior: the antithesis of horizontal

The transcendence of the VLIR-IUC-ESPOL project has


two additional elements: 1) its long-term character, as work on
key areas for Ecuador and ESPOL was carried out during a
10 year period. Work was performed from an integrality and
multidisciplinary perspective in which researches from the
different Flemish universities participated either individually
or in groups; and 2) the reproducible nature of the Project,
as one or more of its positive characteristics can be
replicated by ESPOL or other universities of the
southern hemisphere.

Tracking the lessons learned in this project is


possible to formulate and execute successful
projects with universities of developed countries or

The achievements of this project are the result of the
vision of the Flemish University Council, which
differs from the episodic and fragmented cooperation

One of the great challenges that we face when we prepared the Strengthening of the
research capacity component of the VLIR-ESPOL Project, was to establish a research

developed projects that are contributing to the improvement of the quality of

Although, as a Center, our interest has been the technology and its development,
we have been also learning a lot in the process, about our people and the digital in-
clusion process and it is so evident that enabling people to access lifelong learning
for themselves and by themselves and their families is a key aspect for sustainable
development.

We have been working at different levels of education and Institutionally we have


been developing and supporting formal education, but looking at what it has been
accomplished in other regions of the planet, informal education and the involve-
ment with the community opens up incredible opportunities for people, where
the key is also to provide means for developing skills for life and independence.

As ESPOL we have been advocating in Ecuador the use of ICTs to increase the
HIIHFWLYHQHVVDQGHIFLHQF\RI WUDLQLQJSURJUDPPHVDQGORFDOFDSDFLW\EXLOGLQJ
focusing directly on poverty reduction, where ICT has been proposed as an en-
gine for economic growth.

CIBE (Ecuadorian Biotechnological Research Center) was created in early 2003


from Component 3 of VLIR-ESPOL programme. The main goal was to conduct
VFLHQWLF UHVHDUFK LQ DJULFXOWXUDO ELRWHFKQRORJ\ ZLWK HPSKDVLV RQ 0XVDFHDH
(banana and plantain), to contribute to economic development and environmental
sustainability of the Ecuadorian coast.

According to its mission, during these early years CIBE has focused its work in
the banana growing, gaining recognition for its results and the close relationship it
had with local producers. Among the most important achievements of the center
are:

varieties of bananas and plantains.
Establishment of in vitro conservation technology, which allows preserving 22
species of banana and plantain with different resistance to Black Sigatoka.
Acquisition of embryogenic suspensions of different varieties of bananas and
plantains, which is an essential step for genetic transformation of bananas.
Characterization (morphological, physiological, and molecular pathogenesis)
of native populations of the causative agent of Black Sigatoka in conventional
and organic production systems. These results have allowed full sustainable
management of the disease and reducing pesticide use.
Laying the foundations for the development of new byproducts towards a farm

In mathematical modelling, the knowledge was applied in the interpretation of an old


problem that was generated from the interaction between agriculture and aquiculture:
the transport of pesticides. The biological monitoring opened barriers to new
methodologies which are used to optimize needed resources in knowing environmental
quality of water resources.

the cooperation, a basement for sustainable management was assembled in tools with
every previous achievement to help water managers in the decision-making process.
MANAGEMENT TECHNIQUES FOR A
SUSTAINABLE SHRIMP AQUACULTURE

Bachelor and master students from several coastal universities and even from other
countries have received specialized training in CENAIM and performed their research
thesis in the framework of VLIR-ESPOL Project. In some cases they have returned to
their universities as professors or come to the private sector and applied the knowledge
acquired in CENAIM, showing the indirect impact of VLIR-ESPOL Programme at
regional level.

results were applied to the industry. Technology greenhouse was a good example. This
was an innovative technology in management practices for the culture of shrimp infected
with White Spot Syndrome Virus. Another example was the improvement of shrimp
larviculture protocols based on the production of large larvae with probiotics (instead
DQWLELRWLFV ZKLFKZDVWWHUWRZLWKVWDQGVWUHVVIXOHYHQWV%RWKQGLQJVZHUHDGRSWHGE\

showing the direct impact of its results on the aquaculture industry. Investigations of
Phase II resulted in the implementation of high level biotechnology for the gene expres-
sion studies as well as contributed to the aquaculture sustainability through of the ap-
plied research of recirculation engineering for shrimp maturation and larviculture, which
improve the productivity reducing wastewater discharges and bacterial proliferation.

Manabi. For this area, a database was created to serve as a source of basic primary information for new road
design, which would resist the impact of the event.

Maritime transport plays an important role in the Ecuadorian economy as around 90% of our exports are
transported by sea. The main problem of this sector is that a large number of those involved in this activity

Coastal tourism has a great capacity for development and in order to take advantage of this potential it is
necessary to diversify the formation of the human resource. An undergraduate program for Tourism was

APPLICATIONS, RESEARCH OF
NON-METALLIC MATERIALS
ne of the goals of this Project was to
investigate the properties of the non-
metallic materials found in the Santa
Elena Peninsula.
Project 6 objectives included the improvement of the infrastructure and
equipment of ESPOL laboratories related with materials research.
Two special activities were carried out:

A Territorial Management model was developed. The available data


from Santa Elena Peninsula was loaded in a Geographical Information
System (GIS). The non-metallic materials of this area were characterized
according to their physical, chemical and mineralogical properties.
Materials as clay minerals and limestone rock Zeolite.

The second activity was a cooperation project with the communities


of the Santa Elena Peninsula in the Guayas Province. Our effort was
focused on linking the non-metallic materials research group to the small
miners of the area. Basic training courses were organized to improve the
management practices on extracting the material from the community.

Through Entrepreneurship
The main developmental objective of the Project was to contribute with the improvement
in competitiveness of Ecuadorian companies. Although it is a long-term goal, the Project
developed institutional capacity for teaching at undergraduate and graduate level, as well
as conducting Research in entrepreneurship at the Graduate School of Management,
ESPAE.

The Entrepreneurs Development Center, CEEMP, which is part of the project, has developed
and assessed entrepreneurship courses, and has permanently improved the educational
model. CEEMP has also contributed with several private, public, and nongovernmental
in training and research initiatives. It is worth to mention the support to the Ecuadorian
Government with training programs for university professors and microenterprises, as well
as the support with the business initiatives of ESPOL students through the pre-incubator.

Located at the Faculty of Mechanical Engineering and Production Sciences, FIMCP, the
Junior Enterprise, EJE, was also developed under the Project; a unique entrepreneurial
initiative in Latin America, with the exception of Brazil and Mexico. EJE aside from fostering
the entrepreneurial spirit of the students, serves as a link between the University and the
private sector, and facilitates the entrance of our students and graduates into the labor
market. Against what was planned, even though EJE still exists, it has not been replicated in
other schools as was initially foreseen.

As a result of VLIRs activities, ESPOL, ESPAE and CEEMP have become National and
Regional references for entrepreneurship education and research, and are members of
important National and international networks, thus achieving the objectives originally
established in the Project.

Professors since the conception of the programme. Thanks to the competitive seed
fund projects we have been able to perform quality research in areas like image analysis,

systems, and network security. The results of these projects have been presented at
prestigious international conferences and published in Conference Proceedings and
Journals.

The impact in Robotics education within the Ecuadorian society has been most
noticeable. Before, robotics was seen as a discipline with no future in Ecuador. Now, it
is not only taught at ESPOL but has been included in the curriculum of other higher
education institutions. Robotics competitions, that attract young students of different
backgrounds, are periodically being held across Ecuador. Devised to promote robotics
at ESPOL, these competitions have expanded beyond Guayaquil and take place in the
coastal and highland cities of Ecuador.

In Telecommunications and Software Engineering, the organization of yearly


Symposiums fostered the creation of national research-oriented events, in areas where
previously purely-professional conferences were the norm.

Technology SENACYT (Ecuador) was signed to support the mobility of scientists. Flemish
Universities founded the research work related to this programme.

and exchange of professors. Students from ESPOL went to Ghent University and a professor
from UGhent lectured at ESPOL.

c) ESPOL and Belgian universities professors jointly submitted Projects to the European
Union. A case in point was the draft prepared for the Alfa project call by Enrique Pelez
team (CTI / ESPOL) and Martin Valcke (Ghent University). The project main objective
was the empowering of educational programs - teacher training programs offered at the
Universities, through the cooperation between the EU and LA, and,

Gap helped us to offer to our students, professors and staff,

The ICT project complemented the initial ICT investment to provide


wireless universal and ubiquitous access to ICT resources to any member
of ESPOL without regard of their economic status or location constrains.
This access enabled the use of current and future online applications to access
academic information, computational resources and to collaborate with other
university members. This project also helped university members to have access
to the applications, courseware and virtual educational services developed by the ICT
Component of the ESPOL-IUC programme.

From the creation and equipping of labs (Digital Signal Processing, Satellite
and TV Communications, Software Engineering, Distributed Systems), to
the investment in human formation (several professors attended specialized

New undergraduate courses were created and have been offered periodically:
Object-Oriented Business Modeling, Digital Image Processing, Robotics
Fundamentals and Computer Vision.

The Computer Vision and Robotics subcomponent fathered the


Ecuadorian Robotics Tournament (CER), held yearly at different
locations since 2005. CER is a national event which seeks to stimulate
Ecuadorian students to begin or continue with research and

Our workshops and seminars offered to professionals, teachers and


students have also been popular. Amongst these we have: hands-
on robotic workshops, WiFi communications, WLANs, RFID
technologies, WiMAX communications, Simulink, Voice over IP
technologies, etc.

Educational tools (software, laboratory exercises and learning


objects) have been developed, especially in the Telecommunications
area. The Software Engineering and Telecommunications
curriculums were revised and updated, and new emerging areas
like Cloud Computing are currently been taught.
CENTER FOR ENTREPRENEURIAL
DEVELOPMENT (CEEMP)

CEEMP started in 2003 as an initiative to contribute to the mission of ESPOL aimed at preparing entrepreneurial leaders.
Creating the appropriate atmosphere for innovation and giving students and the surrounding community opportunities
to develop competencies and positive attitudes toward entrepreneurship are key challenges of CEEMP. An important
component in this commitment is the Entrepreneurship and Technology Innovation course, in which more than 500
young students of all undergraduate programs are enrolled every semester since 2005. The course exposes students to
be in close contact with the needs of society through the variety of activities that they have to develop, including, among
others, the mini-enterprise activity and the term project.
Annually, CEEMP carries out several
events such as the Entrepreneurs
Week, ESPOL Innova business
idea competition and the Innovation
Tournament. In addition, CEEMP has
been actively involved, nationwide, in
the development of an entrepreneurial
ecosystem by participating in initiatives
such as SEAFE (Ecuadorian System to
Support the Training of Entrepreneurs)
and developing projects for organizations
such as the Municipality of Guayaquil, the
Ministry of Industries and Productivity,
the San Rafaels Commune, the Ministry
of Social Coordination, among others.
CEEMP keeps close relations with the
Chamber of Industry in Guayaquil and
with the Chamber of Small and Medium
Enterprises. The Center has also good
relations with other organizations and,
together with them it has organized
several events, including contests,
seminars and roundtables. Furthermore,
CEEMP couches potential entrepreneurs
and, at the same time, it offers facilities
for pre-incubation in order to help
university students to create technology-

that have been created with the support

For me, being a VLIR scholarship recipient was the

I gratefully appreciate the opportunity that
the VLIR-ESPOL Project gave me to conduct
my Ph.D. research in Belgium. The experience
obtained in Belgium prepared me to perform
biotech plant research in Ecuador. The time
invested in Belgium enriched me as a professional,
as a researcher and as a person. I made several
friends from different countries and cultures,

On the academic side, I believed I managed to transfer properly

In October 2000, I was accepted as doctoral student in
Agricultural Economics in the VLIR-ESPOL programme.
Contrary to other programmes, the doctoral scholarship I
received allowed me to stay connected with the problems

has been possible through investigations that I have carried

Alba Calles
The study of the marine organisms that inhabit the
sediment of Ecuadorian beaches was part of my doctoral
thesis investigations, whose results allowed valuing the
anthropogenic impact. It is important to emphasize that
this study provided the first description of meiobentos in
our country and for the region, with the primary target to
understand the composition and the diversity of nematodes
and their relationship with environmental factors, these
results will serve as baseline for future investigations on the
ecology of meiofauna and their use on the environmental
evaluation.

programme on 1999 represents a milestone in
the efforts of ESPOL to become an institution

In September 2002, I started a two-year master programme in
Water Resources Engineering (IUPWARE), in Belgium, under
VLIR sponsorship. It was successfully completed in September
2004. Afterwards I began my Doctoral studies working with
the design and implementation of a Decision Support System
(DSS) for the pollution problem of the Chaguana river basin, El
Oro province, in Ecuador.

My research comprises the development of a decision model that


integrates economic and environmental aspects, particularly the
use of pesticides in banana plantations. Local stakeholders and
professionals of different areas of expertise are participating.
Vernica Ruiz
My experience within VLIR started long before my doctoral
studies. We were lucky having a Belgian expert working arm
by arm with us to start the benthos research at ESPOL.
Benthos monitoring continues 10 years later.

At that time we were only enthusiastic undergrads, without


research experience and newcomers to the responsibilities

I performed my Ph.D. (Marine Biology) under
supervision of Professor Magda Vincx and her
laboratory team. I worked in Nematode distribution
and ecology in shrimp pond bottoms. Nowadays
I continue working with the study of the benthic
organism role in the aquaculture systems. Studying
in Ghent was a great learning experience, but also
an amazing life experience.

It has given me the chance to share with other


biologists who also participated in the Project.
Such experience opened my eyes and mind to a
different way of thinking and it was very useful
in developing my research on shrimp production

Lourdes Cobo is Biologist (1988) and
M.Sc. in Aquaculture (1997). She followed
doctoral studies at the University of
Ghent (Faculty of Agriculture and

course at the Master of Science in Marine

SAN RAFAEL The VLIR-ESPOL program through interaction
between Project 6 Research on Applications of
non-metallic materials and Project 7 Entrepreneurs

CLAYS Development Program put together a project


giving support to a local community from the
coastal region of Ecuador named San Rafael. The
project dealt with determining the non-metallic
mineral potential corresponding to evaluation of
reserves and proposal industrial applications of this
community. Furthermore, support was given to the
San Rafael Mining Corporation (SRMC) focusing on
the importance of the small mining as a means of
alleviating the areas poverty. The title of the Project
was Improving the Mining Development of the
San Rafael Community and the main objective was
to integrate technical information with a process
RI UHHFWLRQXSRQWKHSURGXFWLYHSUDFWLFHVRI WKH
San Rafael community in order to implement action
to both innovate and improve the productive and
commercialization processes.

This was done based on the principles laid down in


UNESCOs Mining Agreement which are:

EPIDEMIOLOGICAL EARLY
WARNING SYSTEM
White spot virus epidemic was the cause of the worst crisis in Ecuadorian shrimp farming. We began to build an early
warning system for shrimp diseases in the year 2000. The result is a prototype called Epidemiological Warning System
and Aquaculture Management (SAEMA). It is an on-line geographical information system for the early detection to
record data via a worksheet format using any web browser. Instantaneously, the applications performed a calculation
of an alert index and provide feedback to the alert levels displayed in an interactive map. A trial test started with six
shrimp farmers who understood that early detection is the most important factor to handle an epidemic in an animal
production system. Later expanded to 12 participants and during the last year has increased to 47 farmers. The shrimp
pond area participating in the project accounts for 6.8% of the total shrimp ponds in Ecuador. Currently, SAEMA is a

Thanks to the hard work of the Co-Promoters and
collaborators of Component 8, we organized and co-
organized many Symposiums, Conferences and Workshops
in its interest areas. Through these meetings, professionals,
academics and students gathered to talk about new
technologies, best practices, and Ecuadorian trends.

Two events deserve special attention: the Symposium


of Telecommunications Systems and the Symposium of
Software Engineering. These yearly events have gathered
local and international participants who have presented
their research results, providing them with an opportunity
to network and establish regional and international interest
groups. The successful organization of the yearly Software
Engineering Symposium was decisive in obtaining the role
of hosts of the VII Ibero-American Symposium on Software
Engineering and Knowledge Engineering (JIISIC).

The Computer Vision and Robotics Center also contributed


in improving education at the elementary and high-school
level. This center has worked arduously, organizing events to
motivate children and teenagers to consider engineering as
