Introduction

The Clarion School for Boys, Inc.Milwaukee Division: Making Information Systems

Investments is a typical capital decision making case where opportunities for best choice

had to be made by the information systems manager. The decision was based on very

important budgetary restraints and expected ROIs. The Clarion School for Boys, Inc.

was founded in 1989 with a vision to create an environment for boys who were in trouble

and to give them a diagnosis and a treatment plan of discipline and support for them to

become productive members of society.

The major issue that is going to be analyzed is that the per diem charges that were being

charged for the enrollments were continually on the rise. It was planned that technology

support has to be actively supplemented to manage the diverse needs of the school, and

furthermore technology would support so many decision making processes, and also help

in bringing the necessary requirements to increase the graduation at the school as a state

of art school for juveniles.

Background

ClarionMilwaukees fame came from the fact that they offered a comprehensive

treatment program for the juveniles. It was a faculty based school supported by high level

crisis management facilities and tracking devises which needed to be supported by high

levels of information systems. The reason for these high levels of technology support was

to make the essential differentiation from competitors. These high levels of information

systems combined with the very caring attitude of the staff made the very distinctive

collaborative effort. Since the school had all its enrollments as very dangerous students,

the ability to contact the support staff and accessibility to student records is seen as being

imperative and as designing an information system.

To design and implement information system needs very tactical planning and

collaboration from all departments concerned. The information system so designed

should not only serve the need of the faculty and administrators, but also provide the very

important data for taking necessary action in peculiar cases. Data should be available at

the time when needed along with all other necessary information regarding the student,

hence the nature of information systems should be very well designed and proper security

measures should be installed to ensure that there is no data theft.

Information systems also would justify their budgeting proposals through design, data

processing, and enhanced application facilities. Young should be able to design a very

comprehensive customized solution for Clarions.

Discussion

The first issue that could arise is what should the information system comprise and

consist of. Since there was no formal monitoring of the earlier system which was

installed it had not brought in the expected results. Therefore the board was little

skeptical of upgrading the existing system and bringing in updating to the ISIS software.

It is up to Young, to provide a major upgrade to the IBM AS/400 computing system and

associated software, personal computers, and network.

Since technology always involve costs, and continuous updating the board will have to be

made agreeable to installing the new system and allow for networking ability of the

highest speed and ability.

Almost all top graded schools whatever their nature is are built with the latest equipment

in not only their laboratories but also in technology tools. If Clarions has to be called as

an outstanding institution of a different kind, it has to do something different and some

uniqueness has to be brought in, and that is only through the use of information system.

This is where students can learn what is in their curriculum, and also learn many more

computer and multimedia and web tools so that they can go out and lead their own lives.

It is felt that the new AS 4000 computing system has installed, life skills and lifestyle

component changes which can be observed in students. The school is known for its great

dedication for the cause of the juveniles. It is their responsibility to see that holistic and

purposeful schooling is given to their inmates so that their vision can be realized. In

order to make this possible it is very necessary that something different be designed and

students learn to bring in that difference to their lives.

Conclusion:

Young will have to prove that this new information technology tool will not only create a

niche for clarions in the school environment but also be rewarding in terms of enhanced

fees and tuitions. This tool also requires a social responsibility charter in imparting life

learning skills to its students so that they can fit into mainstream society. Clarions have a

mission to do things differently caring and attitude shaping are the vital inputs that the

school attunes the juveniles for. This will enable the school to do that, and thus make a

difference to their lives. Young should ensure that this message is very clearly spelt out

on the board, therefore which would then sanction the budgeting proposal.

Young should also look at finalizing the plans for the remodeling of a living unit to

expand the ISIS program as this would lend the necessary support to the IBM system.

Thirdly would be to build a cottage that would accommodate 10 additional students for

the regular program. Additional seats would mean additional revenue and technology will

definitely help in school and record administration.
