homes and a lifetime of possessions.
A week after fleeing raging wild-
fires, tens of thousands of emotionally
ravaged Californians have drifted back
home to find their lives and their com-
munities dramatically altered.
At a Red Cross shelter in Petaluma
on Tuesday, 69-year-old Sue Wortman
recalled the words that raced through
her mind when she fled the flames near
her home in Sonoma.
Were all going up in smoke, she
thought at the time. Since then, shes
been walking around in a daze.
Firefighters gained more control

in mountains near Los Angeles and
Santa Cruz.
Meanwhile, officials and trauma

Despite impassioned calls from development and housing
advocates to push forward a potentially transformative
project at Millbraes gateway, officials postponed a deci-
sion in favor of further examining the massive proposal.
The Millbrae Planning Commission unanimously agreed
to push off a recommendation regarding Republic Urbans
interest in building 300 units of housing, roughly 47,000
square feet of retail space, more than 160,000 square feet of
office space, a hotel as well as a separate development with
80 affordable units prioritized for military veterans on Bay
Area Rapid Transit land.
The decision came late Monday, Oct. 16, after hours of
deliberations and comments from dozens of community
members who see the project as a key piece to resolving the
regions residential affordability crisis.
While acknowledging the validity of those beliefs, offi-
cials opted to bring the issue back for further discussion in
early December in an effort to assure it offers the greatest

along slower than a solo driver in rush-hour traffic, a sub-
regional public-private partnership is forming to address
congestion by encouraging alternate means of transporta-
tion specifically along State Route 92.
As governments and transit agencies look to the streets
and tracks, employers and companies are looking to hop on
board the momentum to enhance mobility.
Its no surprise much of local traffic is being driven by
those commuting from their more affordable homes in the

Santa Cruz County fire burns 200 acres
The Bear Fire burning in unincorporated
Santa Cruz County near Boulder Creek has
burned 200 acres and is 5 percent contained as
of 3:30 p.m. Tuesday, Cal Fire officials said.
The fire started around 10:30 p.m. Monday
in the area of Bear Creek Canyon Road.
Five firefighters have been injured battling
the blaze, the most serious of which suffered a
possible broken wrist and facial lacerations
after falling down a ravine, Cal Fire officials
said.
The other injuries were smoke inhalation to
an inmate firefighter and lacerations and a
sprain to the other three firefighters,
Division Chief Angela Bernheisel said.
Four structures have been destroyed in the
fire, Cal Fire Assistant Chief Rob Sherman
said.
Sherman said there are light winds at the
scene, allowing crews to attack the fire from
both the ground and the air. About 250 fire-
fighters are at the scene.
People who had to evacuate from the fire are
asked to go to the Zayante Fire Department at
7700 E. Zayante Road in Felton or Lakeside
Elementary School at 19621 Black Road in
Los Gatos, Bernheisel said.
Dublin fire nearly contained
Mandatory evacuations ordered for resi-
dents near a 118-acre vegetation fire burning
in the Dublin area were lifted as containment
progressed, according to the Alameda County
Fire Department.
The orders were given to residents on
Signal Hill Drive, Cog Hill Terrace, Saddle
Creek Terrace and Avellina Drive at about
4:30 p.m.
About an hour later, the mandatory evacua-
tion orders were lifted.
Dublin city officials had asked residents of
the Dublin Ranch and Positano neighbor-
hoods to shelter in place due to heavy smoke,
however, city officials said residents there are
also free to return to their homes.
Fire crews first responded to the blaze at
1:53 p.m. in the vicinity of Tassajara and
Fallon roads.

to avoid this situation from reoccurring.

Judge in Hawaii blocks latest
version of Trumps travel ban

HONOLULU A federal judge in Hawaii
blocked most of President Donald Trumps
latest travel ban Tuesday, just hours before it
was set to take effect, saying the revised order
suffers from precisely the same maladies as
its predecessor.
It was the third set of travel restrictions
issued by the president to be thwarted, in
whole or in part, by the courts.
U.S. District Judge Derrick Watson issued
the ruling after the ban on a set of mostly
Muslim countries was challenged by the state
of Hawaii, which warned that the restrictions
would separate families and undermine the
recruiting of diverse college students.
White House spokeswoman Sarah
Huckabee Sanders called the ruling danger-
ously flawed and said it undercuts the presi-
dents efforts to keep the American people
safe. The Justice Department said it will
quickly appeal.
At issue was a ban, announced in September
and set to go into effect early Wednesday, on
travelers from Chad, Iran, Libya, North
Korea, Somalia, Syria and Yemen, along with
some Venezuelan government officials and
their families.
The Trump administration said the ban was
based on an assessment of each countrys
security situation and willingness to share
information with the U.S.

This is the third time Hawaii has gone to
court to stop President Trump from issuing a
travel ban that discriminates against people
based on their nation of origin or religion,
Hawaii Attorney General Doug Chin said in a
statement. Today is another victory for the
rule of law.
Hawaii argued the updated ban was a contin-
uation of Trumps campaign call for a ban on
Muslims, despite the addition to the list of
two countries without a Muslim majority.
In his ruling, the judge said the new ban,
like its predecessor, fails to show that nation-
ality alone makes a person a greater security
risk to the U.S.
The categorical restrictions on entire pop-
ulations of men, women and children, based
upon nationality, are a poor fit for the issues
regarding the sharing of public-safety and
terrorism-related information that the presi-
dent identifies, Watson said.

gence chief warned during a rare public
speech Tuesday that the terrorist threat the
country faces has accelerated at an alarming
pace and is worse now than at any time in
his 34-year career.
MI5 Director General Andrew Parker said
his agency, also known as the Security
Service, is constantly expanding and
upgrading its capability, but cannot realis-
tically prevent all attacks targeting civil-
ians.
In 2017, with all that has happened and
much that has not, it is clear that we are
contending with an intense U.K. terrorist
threat from Islamist extremists, Parker
told journalists in London. That threat is
multi-dimensional, evolving rapidly, and
operating at a scale and pace weve not seen

this year, with successful attacks in London

KIRKUK, Iraq Kurdish forces pulled out
of disputed areas across northern and east-
ern Iraq on Tuesday, a day after handing the
northern city of Kirkuk over to federal
forces amid a tense standoff following last
months vote for independence.
The Kurdish forces, known as peshmerga,
withdrew from Sinjar as well as three towns
on the border with Iran, allowing Iraqi gov-
ernment forces and state-sanctioned mili-
tias to assume control.
The vastly outnumbered Kurdish forces
appear to have bowed to demands from the
central government that they hand over the
so-called disputed territories outside the
Kurds autonomous region, including areas
seized from the Islamic State group in
recent years.
Iraqi forces were massed in the north after
driving IS from Hawija, one of its last
strongholds in the country. The U.S. is
closely allied with both the Iraqi military
which more than 90 percent of voters
favored independence. The Iraqi govern-
ment, as well as Turkey and Iran, which bor-
der the land-locked Kurdish region, rejected
the vote.
Masloum Shingali, commander of a local
Yazidi militia in Sinjar, said the peshmerga
left before dawn Tuesday, allowing the
state-sanctioned militias, known as the
Popular Mobilization Forces, to move in.
Islamic State militants massacred Yazidis
after seizing Sinjar in 2014. More than
2,000 men were killed, and thousands of
women and children were taken into slav-
ery. Kurdish forces, supported by U. S.
airstrikes, liberated the town in 2015.
Mahma Khalil, the mayor, said the
Popular Mobilization Forces, a coalition of
mostly Shiite Arab militias, were securing
Sinjar. The Iran-backed militias are recog-
nized by Iraqs government as a part of its
armed forces but are viewed with deep suspi-
cion by the Kurds, who see them as an
instrument of Tehran.
The Kurdish forces left immediately,

ing leave from the San
Mateo-Foster City
Elementary School District Board of
Trustees, there is an opportunity for
new leadership and new schools of
thought.
The district is the largest in San
Mateo County, and has its challenges
overenrollment, a hard-to-crack
achievement gap, an unresolved
teacher contract and the recent loss of
a parcel tax that generates approxi-
mately $7 million a year. However, it
is important to note that the district
has its successes, with a wide range of
parent involvement, positive school
environments and a signicant amount
of interesting and innovative pro-
grams such as Spanish and Mandarin
immersion, STEAM and STEM, and
Montessori.
Still, the three who are elected to
oversee the district and its administra-
tion will have their hands full with cur-
rent issues and those that arise in the
future.
There are seven candidates for three
seats Noelia Corzo, Alexander
Haislip, Rebecca Hitchcock, Shiraz
Zack-Kanga, Thomas Morgan, Jacob
Thiel and Shara Watkins. Each bring a
unique perspective and agree on quite a
bit.
Watkins has tremendous upside and
brings a perspective as a former
teacher. It is difcult not to endorse her
since she is bright and capable. Yet
she could use a bit more immersion in
the districts specic issues so she can
apply her passion for equity and expe-
rience in the classroom to this district.
Lets hope she stays involved.
Both Hitchcock and Morgan also
provide a good perspective, Hitchcock
as an early educator and Thomas as a
certied public accountant.

If Burlingames Measure I (quarter-
cent sales tax) passes, I am concerned
the City Council will not fund the
projects our community cares about
most.
Indeed rebuilding the recreation cen-
ter is apparently high on the councils
list, yet the $2 million of anticipated
additional annual tax revenue would
only cover debt service on a $35 mil-
lion bond issue, less than the project-
ed $37 million to $47 million cost to
rebuild, leaving nothing for other
needs.

great if she could begin serving today,
right this very second. She has a wide
breadth of experience beginning as a
student herself and as a current parent.
She knows the districts issues from
top to bottom and presents a clear-
eyed view on how she can make it bet-
ter. Closing the achievement gap and
encouraging parental involvement are
key for her along with ensuring there
is better transparency and communica-
tion that includes more accessible
and clear data so parents and other
members of the community can under-
stand what is happening in the class-
room. Providing an avenue for teacher
engagement in district issues is also a
key plank in her platform. She recog-
nizes the value of teachers and seeks to
ensure they are valued and respected in
all ways.
Thiel too sees the value of teachers
and has interesting ideas on including
them. One is to have a teacher repre-
sentative sit with the district adminis-
tration during board meetings to have
their points of view clearly identied
during important discussions. It is that
kind of out-of-the box thinking that
would benet the district. Thiel has a
business background and could provide
some of that perspective to think of
new approaches to age-old problems.
His philosophy that children want to
learn and that adults must be creative
in engaging them is critical.
Zack-Kanga makes no bones about
the need to improve test scores but rec-
ognizes there are also needs when it
comes to social and emotional learn-
ing as well. Her approach is well-
rounded and her ideas are creative. For
instance, an issue with the achieve-
ment gap is always parental involve-
results on which it based the priori-
ties identied it references in the ordi-
nance itself. It provided the
Community of Priorities Survey,
administered by Godbe Research, as
well as results in four different for-
mats of the citys Join the
Conversation worksheet. Godbe iden-
tied three top concerns among
respondents: potholes, police and
congestion. The worksheet listed
eight priorities. Tellingly, neither
highlighted rebuilding the recreation

This is an important time for the San
Mateo-Foster City Elementary School
District and this is an important elec-
tion for now and the future. What direc-
tion the district takes can be forged in
how voters in these two cities decide.

Corzo, Shiraz Zack-Kanga and Jacob
Thiel.

The price we pay
A
more healthy country is a more competitive
and prosperous country, said Kathleen
Sebelius, President Obamas Health and
Human Services secretary, as she explained her government
guidelines for a healthier diet. During this time, Michelle
Obama promoted her Lets Move campaign to encourage
Americans to exercise more and to eat healthier.
For some time before 1984, when I began writing
columns, responsible nutritionists were trying to get some
messages across to consumers such as: rened our, as in
white bread, is seriously nutritionally decient, most cold
breakfast cereals are junk, soft drinks are anti-nutritious,
most innovative products put out by our opportunistic food
industry are about as benecial nutritionally as their pack-
aging. These people lamented the way most Americans were
eating and predicted increas-
ing ill health in the future.
But most Americans, includ-
ing those at the Food and
Drug Administration and the
U.S. Department of
Agriculture, paid little or no
attention, and now the situa-
tion has become critical.
In all that time, not much
changed. As the food indus-
try has enthusiastically con-
tinued to turn our food sup-
ply into a mineeld, many
more Americans have
become overweight, obese
and generally unhealthy. The USDA and the FDA say the
goal of their nutrition guidelines like the periodical USDA
food pyramid is to also decrease heart disease, hyperten-
sion, osteoporosis and some kinds of cancer. But consider
the frenzied lifestyles of so many of todays Americans, an
intrepid food industry only concerned with the bottom line,
an unwillingness of so many to give up their self-indulgent
habits with no thought to future health and who really dont
care enough to make changes in their diet or feed their fami-
ly in a way that would promote better health. It certainly
doesnt bode well for the future.
Of course, the food industry would like us to believe that it
doesnt matter what we eat as long as we burn off those calo-
ries with exercise. But it isnt just weight gain that should
concern us. Eating the usual American diet, overweight or
not, we are very likely to be malnourished, which also
greatly compromises good health. So whenever we hear the
governments recommendations (that are greatly inuenced
by vested interests), to eat less salt and sugar, little trans
fat, more whole grains, more fresh fruit and vegetables, etc.,
the food industry will keep trying to fool us into believing
that they have our best interest at heart when they remove a
bit of trans fat here, add a bit of whole grains there, or
decrease sugar or use sugar substitutes. But most of such
altered products will basically remain junk foods.
Most of us can recognize how food companies spend
money on advertising, but it is far more difcult to know
about the industrys behind-the-scene efforts in Congress,
federal agencies, courts, universities and professional
organizations to make diets seem like a matter of personal
choice rather than of deliberate manipulation. Marion
Nestle, Food Politics. Add that to the messages drummed
into our heads in this culture to live like theres no tomor-
row and indulge now and pay later and there is very little
hope that there will be anything but token change in the
way the great majority of Americans eat.
Among other things, if related government agencies were
sincere about a more healthy country, they would publish
a long list of products that anyone serious about eating
healthfully would avoid. They would put pressure on the
industry to at least label GMO products, use no articial col-
ors and place a high tax on all soft drinks. We would be
advised to prepare our own food as much as possible, select
very carefully when eating out, avoid fast-food establish-
ments and to buy organic whenever possible.
But dont expect miracles since the food industry con-
stantly applies pressure on the government to refrain from
pointing a blaming nger at any of their products. Whatever
type of graphic that government comes up with every few
years may be helpful to the few Americans who will go to
the trouble to develop a healthier diet, but real change will
not happen as long as corporations like Monsanto, who are
allowed to adulterate our food with genetically modied
organisms, carry on in their inimitable way. The situation
being what it is, drastic action would need to be taken.
Sebelius and Michelle Obama had good intentions but, as
long as corporate interests call the shots, the changes in
eating habits needed for a country healthy enough to be
more competitive and prosperous will not come to pass.
Is that the price we pay for progress?
This nations resistance to tackle the obesity problem
has allowed an epidemic to ourish, our children to be vic-
timized and business to prevail over health, much like what

Indexes post slight gains, extending winning streak

U.S. stocks posted modest gains
Monday, extending a record-set-
ting run into a sixth straight
week.
Financial and technology com-
panies notched some of the
biggest gains. Energy stocks also
rose as crude oil prices closed
higher. Health care companies
declined the most. Bond prices
fell.
The three major stock indexes
closed at new highs, despite a day
of mostly listless trading as
investors looked ahead to a slew
of company earnings reports over
the next few weeks.
Today is a sort of wait-and-see
market as investors are really
looking for the direction of earn-
ings and whether companies con-
tinue to report strong results,
said Kate Warne, investment
strategist at Edward Jones. That
will be a catalyst for stocks to
move higher.
The Standard & Poors 500
index added 4.47 points, or 0.2
percent, to 2,557.64. Last week
marked the indexs fifth-straight
weekly gain.
The Dow Jones industrial aver-
age rose 85.24 points, or 0.4 per-
cent, to 22,956.96. The Nasdaq
composite gained 18.20 points,
or 0. 3 percent, to 6, 624. The
Russell 2000 index of smaller-
company stocks inched up 0.02
points to 1,502.68.
Trading was subdued for most of
the day Monday. Stocks edged up
early on and wavered somewhat by
afternoon but ultimately held on
to their slight gains as traders
awaited for more quarterly results
from companies to pour in.

mistic than they have in months, looking
past a recent slowdown in new home sales
and the risk of rising labor and materials
costs following hurricanes Harvey and

Builders/Wells Fargo builder sentiment
index released Tuesday rose four points to
68 this month. Thats the highest reading
since May.
Readings above 50 indicate more builders
see sales conditions as good rather than
poor. The index has remained above 60
since September of 2016.
According to the latest survey by FactSet,
the index easily exceeded expectations for a
reading of 64 among industry analysts.

Menlo School has been an unstop-
pable force in the West Bay Athletic
League Foothill Division all season
long.
Tuesday night, in a showdown at
rival Sacred Heart Prep, the Knights
showed why.
After falling behind 2 sets to 1,
Menlo (9-0 WBAL Foothill, 25-4
overall) stormed back to score a 20-
25, 25-23, 22-25, 25-20, 15-9 victory
over SHP. With the win, the Knights
keep their undefeated league record in
tact and are marching toward their first
outright championship in the WBAL
Foothill Division since 2013.
We want to finish league strong,

With last weeks poor air quality in
Redwood City resurfacing Tuesday, the
Caada College womens soccer team was
fortuitous in kicking off a four-game road
trip.
Even more fortuitous was the Colts
offense, which reveled in a 5-1 non-confer-
ence victory at Evergreen College.
Caada head coach Katie Osbourne prides
this seasons freshman-heavy squad on its
defense. The Colts (7-3-2 overall) entered
play averaging just over one goal allowed
per game. But the offense showed up
Tuesday to match the teams best output of
the season, having also downed De Anza 5-
0 Oct. 6.
I think we always had a good offense,
freshman Hannah Plackowski said. We just
had a tough time with it. Tonight we were
just able to were able to start connecting.
Plackowski (Hillsdale) scored two goals
for the Colts, who took the lead midway
through the first half when Evergreen scored
an own goal. Plackowski went on to add a
score in the 40th minute off an assist from
Alex Augulis. The tandem connected for a
goal off a cross from Augulis in the 70th.
Plackowski then assisted a Mia Lomas goal
in the 84th.
Augulis finished with three assists. He
first came in the ninth minute on a Sarelis
Villalobos goal to get Caada on the board.

were able to score so much, Plackowski

protests, activism that players have been
doing, and how we can move this forward to
really amplify players voices and amplify
these issues and make some long sustain-
able changes.

al 49ers knelt during the anthem.
Jenkins said after the meeting that
Kaepernick had been invited by the players
but didnt attend.

STANFORD Stanford has launched a website to promote
the Heisman Trophy candidacy of running back Bryce Love.
Love leads the nation in rushing with 1,387 yards and is
averaging 10.27 yards per carry for No. 22 Stanford. Love has
nine carries of at least 50 yards, more than anyone for an entire
season since Melvin Gordon had 10 for Wisconsin in 2014.
Love was picked as a midseason AP All-American .

LOUISVILLE, Ky. Former Louisville coach Rick Pitino is
suing Adidas and says the sportswear maker outrageously con-
spired to funnel money to the family of a Cardinal recruit
without his knowledge.
Pitinos lawsuit filed Tuesday comes a day after Louisvilles
Athletic Association fired him for cause after acknowledging
the programs involvement in a national federal bribery inves-
tigation of college basketball. Ten people, including an Adidas
executive, were arrested in the probe but Pitino is not named in
the federal complaint.

Peninsula. But as significant focus has
been geared toward major north-south proj-
ects like Caltrain and Highway 101, central
San Mateo County officials are looking to
draw attention to State Route 92.
The 92 Corridor Alliance is beginning to
take shape with Foster City helping to
steer the course. The voluntary transporta-
tion management association will also
include the city of San Mateo; major pri-
vate and public employers; transit agencies
as well as county, state and federal repre-
sentatives.
Transportation congestion is a regional
problem. A lot of the longer-term projects
and solutions that have been discussed are
absolutely north-south oriented, said
Commute. org Executive Director John
Ford. Theres the opportunity to look at

Mateo have tried to pull resources together.
They have some really important major
employers between those two cities so the
collaborative opportunity is great.
More than 70 percent of San Mateo
County residents drive to work alone and

mass transit, help smaller employers uti-
lize shuttle programs, encourage more car-
pooling and make walking or biking safer

Expanding commuters network
Collaborating with employers, high-
lighting new opportunities like mobile
apps connecting carpoolers with similar
destinations, and finding means to make
driving alone less desirable will also be of
import, according to Foster City officials.
Those are not infrastructure solutions,
those are the kind of immediate what can

from these various organizations to gain
access to a greater network of opportuni-
ties, Ford said.
Major employers that have already
signed on include Gilead, Visa, Oracle,

own streets, enhance pedestrian as well as
bicyclist safety and other transportation
projects within its own jurisdiction. But
addressing the gridlock lining Foster City
will require far more than one communitys
abilities, he noted.
We understand we can only do so much in
our local community, but we all know this
is a regional problem thats impacting all
of us so we need to collaborate, Hindi said.
As a community surrounded by the Bay,

City has limited transit stops and is greatly

stages and the next steps will be to talk
about defining the problem, identifying
strategies used locally and by others, and
consider what gaps could be filled. On

projects include electrifying Caltrain,
expanding bus service, bringing Bay Area
Rapid Transit further south in the East Bay
and extending Caltrain into downtown San
Francisco. On San Mateo County roads,
much of the focus has been on Highway 101
with projects, albeit still in the very early
planning stages, aiming to install express
lanes and improve the interchange with
State Route 92.
SamTrans is also looking toward the
Dumbarton Corridor, the countys second
east-west Bay connection. The transit
agency recently completed a study outlin-
ing billions of dollars in suggested short-
and long-term improvements, including
reinstating train service along the defunct
rail bridge.
But competition for funding is steep and
many of the larger transportation infra-
structure projects could take years.
In the meantime, officials are striving to
engage the business community to leverage
whats being done in the private sector. The
San Mateo County Economic Development
Association is doing similar work primari-
ly focused on the north-south corridor
through its recently-established Peninsula
Mobility Group.
San Mateo City Manager Larry Patterson
said companies have a vested interest in
transit solutions and collaborating with the
various sectors contributing to congestion
will be key.
Its a problem that local government by
itself, or business by itself, or transit agen-
cies by itself cannot solve, Patterson said.
This issue is going to require some collab-
oration and innovation to make construc-
tive things happen.

cies, advisories and other condition
changes in various parts of the county
through text, email or voice messages. She
added that keeping a pair of sturdy shoes, a
flashlight and a spare pair of prescription
glasses if theyre needed under their bed or
within reach could jump-start their prepara-

to receive and what parts of the county

Murti said assembling emergency sup-
plies in a kit residents can keep at home, in
their cars or at their workplaces can make a
big difference in case of emergency as well.

Earthquake Authority. For weeks, Pomeroy
has been encouraging hundreds of house-
holds, schools, businesses and government
agencies across the state to participate in
the ninth annual California ShakeOut, an
earthquake drill held the third Thursday of
October each year. With more eyes on the
effects of natural disasters in recent weeks,
Pomeroy expects participation in this
years drill to increase beyond the 10.6 mil-
lion Californians who participated last
year.
Theres been definitely heightened
awareness now in the state about the need to
be prepared for natural disasters, he said.
Californias an amazingly beautiful state,
but we have a lot of exposure to natural dis-
aster.
Because earthquakes often occur with lit-
tle warning, establishing muscle memory
on the steps to take during an earthquake is
especially important, said Pomeroy. He said
the drill has been effective in giving resi-
dents a chance to practice instructions to
a shelter surrounded by strangers.
Physical reactions from the stress can
include stomach aches and headaches, but
many evacuees are reporting headaches and
sore throats from the thick smoke still
cloaking the area.
Evacuees were advised to pace their expo-
sure to news and media, which provide infor-
mation that can reduce anxiety but also
become overwhelming. Talking and debrief-
ing is helpful, and parents should encourage
children to talk and express their fears,
Ledner-Spaulding said.

designer Mychael Knight dies
Georgia fashion designer Mychael
Knight, who was a nalist on the pop-
ular TV competition show Project
Runway, died Tuesday at age 39.
Knight died outside Atlanta sur-
rounded by family and friends, said
friend Jerris Madison, the editor and
photographer of Obvious Magazine, a
fashion, lifestyle and cultural publica-
tion.
An ofcial cause of death has not
been released, but Knight had exten-
sively shared his ve-year struggles

affordable housing. We need to look at
a good project for our city. We are
going to be the ones that are going to
be here, said Commissioner

Commissioners are not the only
ones harboring reservations over the
project, as developer Republic Urban
is also asking officials to consider
waiving $3.8 million in fees which it
claims is essential to finance construc-
tion of the affordable units.
Kelly Erardi, the companys senior
vice president of forward planning,
said the fee waiver would allow devel-
opers to track down additional funding
sources needed to build the below-mar-
ket units.
He claimed forgiving the fees is a
relatively common conciliation
offered by cities seeking to build simi-
lar projects in acknowledgment of the
difficulty associated with building
cheaper units.
What we are asking is kind of the
norm, wed like you to consider it, he
said.
His sentiments were echoed by
development partners and San Mateo
County officials who said the citys
contribution would trigger tax credits
and other financial contributions
essential to the affordable develop-
ment.

Additional pressure was applied by
housing advocates who claimed the
affordable units would be an asset for
military veterans and others strug-
gling to pay the high rents across the
Peninsula.

its good for veterans, but because its
good for Millbrae, said Austin
Coulter, a veteran and Millbrae native.
Consultant Collette Meunier, who
was hired by the city to help usher the
project through the approval process,
though expressed a commitment by
officials to assure the affordable hous-
ing project is constructed.
In a brief heated exchange with
development supporters, Meunier said
officials are negotiating a deal they
consider best for Millbrae which guar-
antees all components of the proposal
are brought to fruition.
Imagine a world where the project is
built but the affordable housing isnt,
said Meunier, echoing the doubts of
Millbrae officials who have expressed
concerns over the developers commit-
ment to constructing the below-mar-
ket-rate units.
Quigg expressed further reservations
over the design of the affordable devel-
opment, and questioned the logic of
isolating the units in a separate build-
ing rather than distributing them

Republic Urban representatives
began advocating for the projects to
go before public officials last year fol-
lowing the City Council approving
the Millbrae Station Area Specific
Plan, which loosened development
regulations for the 116-acre site near
the intersection of El Camino Real and
Millbrae Avenue.
The plans approval also paved the
way for proposal of the Serra Station
project, offering 444 units, more than
290,000 square feet of offices and
approximately 13,200 square feet of
retail spaces on an opposite side of the
train station near El Camino Real.
Both developers and officials have
been locked in negotiations aiming
toward a development negotiation for
roughly one year and the talks for the
Republic Urban project hit an impasse
recently. An agreement has not been
reached for the Serra Station project
either, but greater optimism exists a
deal can be reached.
Meunier said the officials and
Republic Urban representatives would
take the feedback offered from officials
during the meeting back to the bar-
gaining table and consider it as part of
the ongoing development agreement
talks.
Fung said he would appreciate more
feedback going into the next meeting
under the hope it would allow him to
better understand the sticking points
in negotiations.

reductions in fees? he said.
