Introduction
A review of the SABRE forum by the design team showed a proposal sketch presented by a member of the
public dated 17/08/2016 (refer to Appendix A). The proposed sketch outlined an alternative arrangement for
improvements at M6 Junction 19.
The originator of the sketch proposed this alternative arrangement would introduce a free flow link (M6 N/B to
A556 N/B) with no additional bridges.
The highways design team reviewed this proposal to consider its validity it terms of geometry and capacity.
This option shall be referred to as Option 8.
Assessment
This proposal has been analysed by the Highways Team considering three alternative layout options relying on
relaxations and departures from standards primarily focused on DMRB TD9/93 Table 3 and TD16/07. Vertical
parameters have not been considered as part of this assessment.
Three layout configurations were developed. These configurations are shown in Appendix B:
o HA548641-JAC-GEN-M6J19-Opt 8-SK-001 Alternative Configuration 1 Departures from
Standard
o HA548641-JAC-GEN-M6J19-Opt 8-SK-002 Alternative Configuration 2 Two steps relaxation
o HA548641-JAC-GEN-M6J19-Opt 8-SK-003 Alternative Configuration 3 Three steps
relaxation
Details of the generic geometric parameters attributable to both layout options, such as the roundabout
proposals, are shown on drawing HA548641-JAC-GEN-M6J19-Opt 8-SK-001 Departures from Standard.
The three alternative configurations have been reviewed against the DMRB with the primary consideration
being safety for motorised road users. Additional aspects such as general road safety, network capacity,
infrastructure cost and potential building demolition have been considered as part of the assessment for these
alternative options.
New roundabouts have been assessed using ARCADY analysis and its results indicate that queues would be
expected in many of the entries to the roundabouts. This would be increased once a Non-Motorised Users
assessment is undertaken dependant on traffic signals being required at the entries of the roundabout.

Conclusion
This Alternative Option would not comply with the key objectives for the scheme which are:
- Improve access to key employment locations and increase capacity significant journey lengths
would be added and capacity would be reduced for some priority traffic movements e.g. A556 S/B
to A556 S/B.
- Improve the operation and efficiency of existing transport network additional roundabouts and
longer journeys would reduce the operation and efficiency of M6 Junction 19.
- Improve safety for all road users and reduce accident risk as explained in the previous section
relaxations/departures would reduce road safety. In addition, NMU users have not been considered
within this assessment, once this is considered, the road safety for all road users is expected to be
further reduced.
In addition, the alternative option would incur additional costs for potential land purchase and building demolition
consequently reducing the BCR beyond the forecasted values presented for Option A & B (formally Option 1
and 7.
The Highways Team recommend discarding this alternative option.
