MECHANICS AND RULES TO BE FOLLOWED IN


THE SLU KASAMA/SSC ELECTRONIC ELECTIONS

I. WHAT IS ELECTRONIC ELECTION?

Electronic Election or E-Election is an election system that allows a


voter to record his or her secure and secret ballot electronically. This
type of election will be a useful way of improving voter education and
registration, to increase engagement and voter turnout since
technology will be used. Automated elections also mean that people
can trust the results because it allows for a process that is so auditable,
transparent and secure. Electronic voting also helps reduce human
error especially during counting of votes.

II. WHAT IS A DIGITAL BALLOT?

The digital ballot is the type of ballot to be used which shall be an


electronic/ digital program.

III. WHAT IS ON THE DIGITAL BALLOT?

1. The digital ballot shall designed by the school assembly of the


School of Computing and Information Sciences with its
programming committee.
2. For all of the students of Saint Louis University, the candidates for the
Executive Committee namely President, Vice-President, Executive
Secretary, Secretary for Finance, Secretary for Audit, Secretary for
Public Relations and Secretary for Business Affairs are to be listed on
all of the individual digital ballots.
3. For each School of Saint Louis University, the candidates for
Governor, Vice-Governor, Secretary, Treasurer, Year Level
Representatives, Year Level Mayors and Year Level Vice-Mayors
shall also be listed on the digital ballot respective to the school of
the students voting for such candidates.
4. The digital ballot shall be a one-page format, wherein The Executive
Committee candidates will be listed first followed by the School
Assembly candidates
5. The digital ballot will include the names and nicknames of the
candidates and their respective parties or indicated as an
independent along with their picture which shall have the same
format and design as every candidate.
6. After voting for each candidates, a confirmatory message shall
appear indicating who they voted in the Executive Committee and
their respective school assembly

I. WHAT ARE PREPARATIONS NEEDED PRIOR TO THE ELECTRONIC ELECTIONS?

1. For each candidate running under the Executive Committee, they will be
assigned a number starting from 1 wherein the first candidate for the
presidential position for the Executive Committee depending on the
alphabetical arrangement of the last names of the candidates shall have
the first number. The numbering shall be continuous until the last number
shall be assigned to the last candidate for the Secretary for Business
Affairs. For all candidates of the assembly, their numbering will be
continued from the last number obtained from the Executive Committee.
The gubernatorial candidates from SABM shall have the first following
number after the last number of the candidates for Secretary for Business
Affairs of the Executive Committee. The number ending all candidates
from SABM shall be used to continue those coming from SCIS, then SEA,
then SOL, then SOM, then SNS, then SON and finally STELA. The 1st-Year
Vice Mayor with the name being last if arranged alphabetically shall have
the last number corresponding to the over-all number of candidates for
those running in the KASAMA/SSC.

2. A database of all the names of enrolled students in Saint Louis University,


A.Y. 2016-2017 from the Registrar shall be procured at least four working
school weeks before the KASAMA/SSC Elections (preferably during the
filing of Certificate of Candidacies). In order for the database to be
counterchecked for possible missing information such maybe birth dates,
course and the school they belong to.
3. Courses that are identified to be unavailable or out of school during the
Election Day are to be determined three working school weeks before the
KASAMA/SSC Elections. The SLU COMELEC en banc should coordinate
with their respective department heads to identify dates when they can
vote preferably during the period of one week before the elections.
Canvassing of their votes shall be done immediately by 5PM of the
Election Day. (Emphasis should however be specified whether they can
vote using the electronic method or not. If electronic cant be done,
ballots where they shade/write the name of their preferred candidate
shall be utilized and such ballots shall be encoded immediately during the
tallying of votes by COMELEC Commissioners to the main program). The
following were the initially determined to be out-of-campus during the
day of the elections:

SEA: Students on their Field Trip or OJT Training


SOM: 4th Year Clerks
SNS: 4th Year BS MedLab Science Interns
SNS: 4th Year BS RadTech Science Interns
SON: Community Nursing Students
STELA: Psychology Students
STELA: Social Work Students

4. The different computer laboratories to be used for the Electronic Elections


shall be reserved beforehand. Only the Net Libraries within the Vath
Library Building and Bakakeng Devesse Building are readily made
available by the Information Technology Center of SLU. Other
recommended computer libraries are to be requested for permission from
the respective Deans of the school that operates such computer labs:
a. SEA Otto Hahn, 5th Floor Computer Laboratories
b. SCIS Silang, 3rd & 4th Floor Computer Laboratories
c. STELA Perfecto, 4th Floor Computer Laboratories
5. For each school precinct, the COMELEC should designate the number of
local precincts corresponding to the number of courses each school
offers. The different courses who shall have their advanced voting are
designated a separate precinct as well as the COMELEC.

II. WHEN SHALL BE THE DATE OF THE KASAMA/SSC ELECTIONS?

1. As designated by the KASAMA/SSC Constitution and By-Laws, the


elections shall happen at least seven working school weeks after the start
of the first semester. But it was identified that the week of the
KASAMA/SSC Elections occurring on such specified date is the schedule of
the Prelim Examinations of the first semester. The COMELEC shall decide
on what date shall the elections be done but no more adjustments can
be made due to the reservations to be done. The date shall be within a
week before or not later than the second weekend after the prelim
examinations.
2. The voting hours for the previous elections runs from 8AM to 5PM but for
the electronic elections, students can vote immediately by 8AM until 8PM
in the evening.
3. Advanced and absentee voting shall be given to those students
determined who cant vote on the day of the elections and special
elections shall be given to students whose precincts may have failure of
elections during the day of their designated elections.
4. SLU COMELEC shall vote one working day before the Elections.

III. WHO ARE ALLOWED TO VOTE ON THE KASAMA/SSC ELECTIONS?

1. All students of Saint Louis University enrolled within the first semester of
academic year 2016-2017 are allowed to vote on the KASAMA/SSC
Elections.

V.HOW DO STUDENTS CAST THEIR VOTES?

1. A common room shall be located near a computer laboratory. This room


shall handle the precincts where students can go to have their names
checked and to obtain their randomly generated password.

2. Students shall go to their designated precinct to have their randomly


generated password which they will use to access the digital ballot.
Once obtained, they can proceed to any computer laboratory.
3. The students would choose any available computer terminal. Once
settled, they shall input their student ID number, birth date, and their
randomly generated password.
4. The digital ballot shall then appear and the students can now click one
candidate of their choice for every position. First if for the Executive
Committee then followed by their respective School Assembly.
5. Confirmatory message shall appear after the students cast their vote.
6. The students shall vacate their computer terminal after casting their vote
and the computer terminal would have its program re-initialize for the
next voter.
7. Before exiting the computer laboratory, students shall proceed to the
designated area inside the computer laboratory wherein indelible ink
shall be placed on their right index finger by a COMELEC member.

IV. WHEN CAN THE COMELEC ACCESS THE RESULTS?

1. The COMELEC would have access to the results during the duration of the
election proper, but is not recommended to preserve its integrity.
2. The COMELEC would have immediate access to the official results of the
elections by 8pm of the election date.
3. The COMELEC can check the number of votes cast every hour with the
permission of the KASAMA/SSC advisers.

V. WHEN CAN THE GENERAL PUBLIC SEE THE OFFICIAL RESULTS?

1. Only the quick count votes shall be made available to the COMELEC and
the general public on the day of the elections however limited to the
result of the election for the positions per school assemblies.
2. The COMELEC shall see the results of each precinct for the canvassing of
votes for the Executive Committee and only after the aforesaid
canvassing that the result of the election for the Executive Committee be
made available to public.

VI. HOW SHALL THE RESULTS BE PRESENTED TO THE GENERAL PUBLIC?

1. The results for the KASAMA/SSC Elections shall be presented in two ways:

QUICK COUNT

The results for the elections will be assessed by the COMELEC with the
guidance and supervision of their programmer and adviser at the Diego
Silang lobby. The results shall be projected at the lobby to all the parties
and students still at the campus. The tabulation shall be discussed by the
COMELEC on what schools shall they start first. The votes would then be
posted to the tabulation program and presented through the projector.
The results obtained for the school assemblies are deemed as final and
official while the results obtained for the candidates in the Executive
Committee are deemed as current and unofficial. If in case extensions
beyond the 9PM university curfew shall occur, the COMELEC would seek
permission and assistance from the Security Office as per duly talked
about with them prior to the tabulation.

CANVASSING OF VOTES BY THE INCUMBENT + COMELEC

The COMELEC, together with the advisers shall tally the votes of each
Executive Committee candidate for each precinct previously determined
by COMELEC. This shall be a closed-door canvassing not open to the
general public. Any other people not mentioned are not allowed to enter
the canvassing area determined by the COMELEC. The canvassing area
shall also have boundary limits to be determined by the COMELEC. The
COMELEC shall be the one to code and tabulate while the Incumbent
Officers shall be the one to read the tabulated numbers of the COMELEC
and they shall also tabulate on a separate program or paper. The
duration of the canvassing would depend on the speed of the COMELEC
and Incumbent Officers in tallying the votes obtained per precinct. After
the tabulation comes to a close, the COMELEC shall immediately declare
the winning candidates to the general public. A copy of the official results
shall be provided the day after the canvassing comes to a close.

2. The following shall be furnished a copy of the official results for the
elections of the Executive Committee:
a. All COMELEC Commissioners
b. Board of Election Tabulators (Incumbent Officers)
c. Standard Bearer of Parties
d. Head Campaign Managers of the Parties Involved
e. Each School Assembly
f. Deans of All Schools
g. Student Affairs Office
h. Internal Auditor
i. Father President and all the Vice-Presidents of the University

3. The copy of the official results shall include the regional/school results for
the candidates under the Executive Committee (which also includes the
over-all tally), the turnout per school and the entire university, courses with
failure of elections, the signature of all COMELEC Commissioners, the

signature of all the members of the Board of Election Tabulators, and the
KASAMA/SSC Advisers.
4. A copy of the over-all tabulation shall be posted around the SLU Campus
for the public to see.

VII. WHEN SHALL A FAILURE OF ELECTIONS BE DECLARED BY THE COMELEC?

1. A total of one vote would suffice successful elections for one precinct.
2. A course (including graduate or post grad courses) which was not able to
vote during the day of the elections would automatically be declared a
failure of elections and be provided a special elections if the number is
deemed significant by the COMELEC.
3. A course unable to vote during the Electronic Elections shall also be
declared a failure of elections for such specific course and shall be
provided a special elections if the number is deemed significant by the
COMELEC.

*It is recommended that the Elections Program be tested several times


with the attendance of the adviser and representatives from parties
participating in the Elections in order to ensure that the program would be
working accordingly on the date of the Elections

VIII. WHAT ARE RECOMMENDATIONS FOR THE ELECTRONIC ELECTIONS?

1. As per recommendation by the adviser, subjects in the general education


curriculum may require their students to vote on the day of the elections.
Departments of each course shall also be coordinated in order for their
cooperation to be obtained during the elections. If possible each
department allocates one major subject where they will give their
students a chance of vote.

2. As per recommendation by the head of the Student Affairs Office, classes


in all computer laboratories are suspended on the day of the elections.
Furthermore, the student drafters of the SLU KASAMA/SSC Electronic
Elections propose a no academics day (but with attendance be duly
checked by the advisers) to ensure maximum participation of the
students.

3. Precincts are established at crucial areas in the University. COMELEC may


request the guidance of the programmers and the ITC if they wish to open
precincts during the Election Day.

4. If the No Academics Day cant proceed, the COMELEC be given the


permission to go to random classes and ask the class to have their
students vote during the duration of the KASAMA/SSC Elections.

5. It is suggested to have the essential hardwares added to all the


computers used especially to the computer with the main server in case
of power interruptions like Uninterruptible Power Supply (UPS) and
choosing the best devices to be used with the ideal capacity and
specifications that will give the best results to the system
